CALL TO ORDER In Attendance The following were present: Members: Marlene Winter,Tim Searing,Troy Wigestrand, Cynthia Burns, AI Dieckman, Mike O'Donin, Larry Reymann Staff: Terry Higashiyama, Sandy Pilat, Leslie Betlach, Kelly Beymer,Tim Williams, Sonja Mejlaender, Bonnie Rerecich, Norma McQuiller, Karen Bergsvik Chair, Larry Reymann, called the March 13, 2012, meeting to order at 4:30 p.m. Roll call was taken; all members were present. II. APPROVAL OF AGENDA Cynthia Burns made a motion, seconded by Mike O'Donin, to approve the agenda as presented. All were in favor, motion carried, the March 13, 2012, agenda was approved. III. APPROVAL OF MINUTES A motion was made by AI Dieckman, and seconded by Troy Wigestrand,to approve the February 14, 2012, minutes as written, all were in favor, motion carried. The minutes were approved as submitted. IV. BOARD COMMUNICATION Mike O'Donin noted he had heard numerous positive comments about the clean up and removal of invasive plants along the Cedar Riyer Trail (by the Boathouse.) Troy Wigestrand received a comment that the RiverRock had the best calamari anywhere. City of Renton • • Park Board Minutes March 13, 2012 Page 2 of 4 V. CITY COUNCIL COMMUNICATION The WCIA is providing training to the City Council and Boards and Committees to be televised on Renton Channel 21 on the Public Records Act (PRA). This course will cover open government review for the Council, review of the PRA designed for public officials and overview of the Open Public Meetings Act. VI. DISCUSSION/ACTION ITEMS Departure Terry Higashiyama announced that Alex Pietsch was leaving his position as Economic Development Administrator for a newly created position with the State as the Director of a new aerospace office. One Night Count—Karen Bergsvik Construction is anticipated to begin in April 2012 and run through late 2013 on Rainier Avenue South-S. (SR167)-- Grady Way to S. 2nd Street. The majority of this work will occur at night. The city is distributing flyers to notify the homeless who live in their cars of this construction and community resources and openings in shelters to assist ' them during this time. The flyers will target distribution at feeding programs to notify those that are car camping for possible alternate sites to park their vehicles for the evening. Karen reviewed statistics from the One Night Count. We had 10 teams of 65 people counting the homeless. Not all cities participate in the count but the ten-year Plan seems to be having an impact. Cynthia asked about the night owl buses housing the homeless. Karen verified it was a good place for homeless to stay warm and be able to get some sleep. It currently is extremely hard to get into a shelter,those in need have to call every day to get on the waitlist. 2011 Review/Neighborhoods Resources and Events Bonnie Rerecich introduced Norma McQuiller, Neighborhood Program Coordinator, and Sonja Mejlaender, Community Relations and Events Coordinator. They were present to give a review of their division's activities for 2011. Bonnie works with special event coordination, which is new to the city. This has allowed, thru an , application process, to centralize what used to be multiple stops for an event's approval. The Special Event Committee provides consistency, cross-departmental communication and improved customer service. A few of the events include Khalsa Day Parade, Seahawks 12K Run, Crop Walk, and Renton Housing Authority's Night Out. The Celebration Trailer is new this year, sponsored by UW Medicine, providing storage and equipment for special events such as chairs,tables, signs, flags, etc. H:\Boards and Commissions\Park eoard\Park Board 2012�2012 Park Board\3.14.12min.doCx City of Renton + • Park Board Minutes March 13, 2012 Page 3 of 4 Sonja reviewed the 2011- 26th annual IKEA Renton River Days. Several new activities were incorporated in the festival this past year including the Duck Hunt II and Scavenger Hunt, Wild Imaginings, KCLS Book Sale, and SalvArte canned food drive. Over the last four years the actual cost to the City has decreased by approximately $30,000. This year's festival will be held July 27 through 29, 2012. The Fourth of July celebration's cost to the City has been cut in half since 2007. The success of this event is contributed to the team approach by all city departments, as well as volunteers contributing their time to man the event information booth, decorating the entertainment stage, and assisting in park clean up the following day. Tim Searing acknowledged Sonja's efforts in this time of budget cuts to find new resources for donation and sponsorships, realizing how events of this nature are important to our community. � The Sister City Program worked with two Sister City Advisory Committees, Renton- Nishiwaki and Renton-Cuautla. Their efforts include planning activities and fundraiser, support of cultural events and coordination of incoming or outgoing delegation visits. Norma McQuiller gave an overview of the Neighborhood Program. It began with two groups in 1997 and now has 72 recognized Neighborhoods. The purpose is to establish proactive, positive communication between the City and its citizens. We currently sponsor a grant program for communications, project and mini grants. These grants in 2011 totaled $54,426. Mike O'Donin inquired about what the occupancy rate is at the Sanctuary and the apartments downtown. Terry will check with Economic Development and get back to Mike and the Board members. The program supports 20 neighborhood picnics, National Night Out, 911 Day of Service, and Arbor/Earth Day. New in 2011 was the Community Service Project which constituted neighborhood clean-ups, volunteer projects at Kiwanis Park, harvesting and donating produce to food banks, and a pet food drive. Workshops held throughout the year included Embracing Diversity, grants, picnics and neighborhood resources and partnerships. In 2011 the City of Renton received 62,800 hours of volunteer service. Three of our programs that rely on volunteers include youth athletics,the Renton Senior Activity Center, and Specialized Recreation. April is Volunteer Month! Mark your calendars for our annual appreciation dinner on April 19, 2012, at the Pavilion Event Center. CORRESPONDENCE A letter was received from Brodie Myka requesting that we not pick up sticks in the parks so everyone can play with them. Terry responded with a letter explaining the need to pick up objects for safety reasons. We do try to keep the natural areas as open as possible unless there is a safety concern. She explained we do clean up the sticks that are in the active areas like trails, ballfields � and playgrounds because we just don't want anyone to get hurt. She invited him to visit our Parks crews sometime so we can show him and his friends how we recycle the debris we clean up and how we take care of the parks system. VIII. INFORMATION A group in favor of keeping the library at its current location had been circulating a petition. The original did not have enough signatures, so they have 10 days to get the rest. The City Clerk will then take it to King County where they will compare documents and look for duplicate signatures then send a letter. The City is moving forward with design work for the new library and demolition of the former Big 5 store. There are lots of rumors circulating and we will review next month. Due to time constraints we will have to review the employee survey and discuss budget at our April meeting. Tim Williams, Recreation Director, announced the Flashlight Egg Hunt on Friday, March 30 at 5:00 p.m. at Liberty Park for ages 11 to 14. IX. ADJOURNMENT A motion was made by Mike O'Donin and seconded by Marlene Winter to adjourn the March 13, 2012, meeting at 6:00 p.m. All were in favor, motion carried, meeting adjourned.
