6000CITYOFRENTON,WASHINGTONORDINANCENO.6000ANORDINANCEOFTHECITYOFRENTON,WASHINGTON,UPDATINGREGULATIONSFORTHECENTERDOWNTOWN(CD)ZONEBYAMENDINGSUBSECTIONS4-2-060.L,4-2-080.A.3,4-2-0$0.A.6,AND4-2-120.B;ANDTHEDEFINITIONOF“DWELLING,ATTACHED”INSECTION4-11-040OFTHERENTONMUNICIPALCODE;PROVIDINGFORSEVERABILITY;ANDESTABLISHINGANEFFECTIVEDATE.WHEREAS,thismatterwasdulyreferredtothePlanningCommissionforinvestigationandstudy,andthematterwasconsideredbythePlanningCommission;andWHEREAS,thePlanningCommissionheldapublichearingonSeptember16,2020,consideredallrelevantmatters,andheardallpartiesinsupportoropposition,andsubsequentlyforwardedarecommendationtotheCityCouncil;andWHEREAS,pursuanttoRCW36.70A.106,onOctober6,2020,theCitynotifiedtheStateofWashingtonofitsintenttoadoptamendmentstoitsdevelopmentregulations;NOW,THEREFORE,THECITYCOUNCILOFTHECITYOFRENTON,WASHINGTON,DOORDAINASFOLLOWS:SECTIONI.AllportionsoftheRentonMunicipalCodeinthisordinancenotshowninstrikethroughandunderlineeditsremainineffectandunchanged.SECTIONII.Subsection4-2-060.LoftheRentonMunicipalCodeisamendedasshowninAttachmentA.Allotherprovisionsin4-2-060remainineffectandunchanged.SECTIONIII.Subsections4-2-0$0.A.3and4-2-0$0.A.6oftheRentonMunicipalCodeareamendedasshownbelow.Allotherprovisions,in4-2-0S0.Aremainineffectandunchanged.3.TheseusesshallnotbelocatedonthegroundfloorofbuildingsintheDowntownBusinessDistrictdepictedinRMC4-2-080D,exceptstructuredparking1 ORDINANCENO.6000facilities,whichmaybelocatedonthegroundfloorprovidedthatwhereadjacenttopublicsidewalkstructuredparkingfacilitiesshallbesetbackaminimumoftenfeet(10’)fromtheright-of-way,unlessadequatelyscreenedtothesatisfactionoftheAdministrator.6.Specifiedresidentialuse(s)arenotallowedwithinonethousandfeet(1,000’)ofthecenterlineofRentonMunicipalAirportrunway.AttacheddwellingsarenotpermittedintheCAorCNZonewithintheBenson,CedarRiver,lalbot,orValleyCommunityPlanningAreas.Wherenotprohibited,attacheddwellingunitsarepermittedsubjecttothefollowingconditionsandstandardsinadditiontoRMC4-4-150,ResidentialMixedUseDevelopmentStandards:a.StandaloneResidential—WhereAllowed:Standaloneresidentialbuildingsarepermitted:i.IntheCDZoneoutsideoftheDowntownBusinessDistrict,providedresidentialamenityspaceand/orlobbyspaceisprovidedonthegroundflooralongthestreetfrontage,whichshallbeatleasttwentyfeet(20’)wideandatleastfiftypercent(50%)ofthefaçadewidthforfacadeslessthansixtyfeet(60’)wide,oraminimumofthirtyfeet(30’)wideforfacadesgreaterthansixtyfeet(60’)wide.(Widthsshallbemeasuredalongthebuildingfaçade.)Thegroundfloorshallhaveafloor-to-ceilingheightoftwelvefeet(12’).Wherelocatedonthegroundfloorandwithintenfeet(10’)ofpublicsidewalk,thefloorsofattacheddwellingsshallbeatleasttwofeet(2’)elevatedabovethegradeofthesidewalk.2
