MEMORIAL PARK STRUCTURAL REPAIRS
THIS AMENDMENT, dated ____________________, 20_______ and between the City of Renton
(the “City”), a Washington municipal corporation, and PND Engineers, Inc. (“Consultant”). The
City and the Consultant are referred to collectively in this Am endmentas the “Parties.” Once fully
executed by the Parties, this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-17-124, dated
June 13, 2017, to provide necessary services for the Gene Coulon Memorial Park Structural
Repairs (referred to herein as the “Agreement”);
Whereas, the Parties wish to amend the Agreement to change the scope of work, change the
time for performance, and change the compensation in order to provide an one-year warranty
inspection of the construction work of the structural repairs at Gene Coulon Memorial Park.
NOW THEREFORE, It is mutually agreed upon that CAG-17-124 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in Exhibit
A-7, which is attached and incorporated herein.
2.Time of Performance: Section 3, Time of Performance, is amended pursuant to the
schedule(s) set forth in Exhibit A-7. All Work shall be performed by no later than January
31, 2021.
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased by $__3,727.40___ from
$_285,655.00__ to $_289,382.40_, plus any applicable state and local sales taxes. The
additional compensation shall be paid based upon Work actually performed according to
the rate(s) or amounts specified in Exhibit A-7 of the Agreement.
4.All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Amendment as of the date
last signed by the Parties below.

Subject: Gene Coulon Park Structural Upgrades Amendment #7 – One-Year Inspection
Dear Alan:
The City of Renton (COR) has requested a proposal for services by PND Engineers, Inc. (PND) to
perform a one-year post-construction inspection of the Structural Upgrades project in Gene Coulon
Park (design contract CAG-17-124) before the construction warranty expires. This project included
upgrades to the over-water decking surrounding Ivar’s restaurant, replacement of the day moorage
floats, and replacement of timbers on the boat launch breakwater.
Scope
The following scope items are included:
Task 1A: Site Inspection and Report
x Ivar’s deck including full visual inspection from top of deck, full visual inspection of new
supporting structure from beneath via access hatch. All new construction including pile tops,
beams, deck grating, wave skirt, bullrails, and railing will be inspected.
x Transient moorage floats including full visual inspection from top of floats. All new
construction including floats, decking, struts, and pile cap modifications will be inspected.
x North water walk work included wave skirt removal and no new construction, so no
inspection will be performed.
x Boat launch repairs are mostly below a permanent timber deck and cannot be accessed for
visual inspection. Repairs to the dolphins will be inspected.
x South waterwalk concrete patch repairs are not visually accessible from the topside and will
not be inspected.
x Sailing club float including inspection of repairs to the railing and hinge. Freeboard will be
inspected to assess added flotation.
x Trestle bridge repairs, including full visual inspection of timber cap and knee brace repairs.
x Wave break including full visual inspection of replacement of timber wave break with plastic
lumber, and connections.
x Report including assessment of items listed above, recommendations for repairs, and log of
photographs taken on-site.
Task 1B: Correspondence and Follow-up
x Includes time for City support in coordination with Quigg, if a formal letter or meetings are
required to address repair items found during construction.

Schedule
The construction warranty expires on January 3, 2021, exactly one year after issuance of the Final
Completion certificate by the COR to the contractor, Quigg Brothers, Inc. of Aberdeen, Washington
(Quigg). PND proposes to perform the inspection during the weeks of December 21 or December
28, issuing a report to the COR before December 30, 2020.
Estimated Fee
We propose to complete these tasks on a time and materials basis with a not-to-exceed value of
$3,727.40 as detailed in the attached fee proposal. PND will use our updated standard rate schedule
(November 2019) to invoice costs for labor for these tasks.
