MadsenCreekImprovementProjectExhibitA-i:ScopeofWorkTask201.ProjectManagementandCoordinationforFinalDesign,Permitting,andConstructionTaskLeads:WSEandHerreraTheworkdescribedinsubsequenttaskswillrequirescheduling,coordination,invoicingandprogressreportingworkbytheconsultantteam.Thistaskrepresentstheeffortforthosepartsofthework.Theteamwillberesponsibleforadministrativeactivitiesincludingbutnotlimitedto:>CommunicationwiththeCity’sprojectmanger>Projectbudgetmonitoringandmanagement>Schedulemonitoringandmanagement>MonthlyinvoicesthatincludeashortprogresssummaryTask202.EnvironmentalPermittingAssistanceforaFloodReductionActioninKingCountyJurisdictionTaskLead:HerreraAsofFebruary2020,HerreraisadvancingthedesignforfourfloodreductionactionsalongtheMadsenCreekhighflowbypasschannelandlowflowchanneltoapreliminarydesignlevelofdetailthatprovidessufficientinformationneededforpermitapplications,andassistingtheCityinpreparingdocumentationforalloftherequiredCityofRentonpermitapplications.ThesearecalledSites1-4inthedesignandpermittingdocumentation.ThescopeofworkforthistaskisfocusedonsupportingacquisitionofCityofRentonpermits.AportionofproposedcreeksidebermconstructionatSite4northofStateRoute169onthenorthbankofthelowflowchannelisinKingCountyjurisdiction,andrequiresacquisitionofKingCountypermitsandapprovals.ThistaskcomprisestheworkspecificallyneededtoobtainthoseKingCountypermitsandapprovals.Therequiredpermitsandcorrespondingsubmittalinformationareasfollows:oClearingandGradingpermitoShorelinepermitoCriticalAreaAlterationExceptionoFloodplainDevelopmentpermitoFloodHazardCertificationAssumptions:>TheSEPAchecklistpreparedforCityreviewpreviously,andforwhichtheCityistheleadagency,canencompassallofSite4,suchthatnoadditionalSEPA-relatedworkisnecessaryaspartoftheCountypermittingprocess.1 >PermitsandapprovalstobeobtainedfromKingCountywillrequireattendingapreapplicationmeetingandcoordinationwiththeKingCountyDepartmentofLocalServicesandtheKingCountyWaterandLandResourcesDivision(whichsupportsLocalServicesfarfloodplainimpactreviews).ThistaskincludesthatmeetingtimeandcoordinationtoaddressCountyquestionsandcommentsoninformationsubmittedtotheKingCountyDepartmentofLocalServices.>Allwetlandandstreambuffermitigationwilloccuronsite,andwillnotrequireoffsitemitigation.>ThecriticalareasreportandmitigationplanpreparedfortheCitypreviously,andwhichencompassesSite4,willsufficefordocumentationKingCountyneedsregardingwetlandandstreamdelineationsandratings,andfordiscussionofcompensatoryfloodstoragerequirementsandproposedmitigationinCountyjurisdiction.>TheCitywillpayallpermitapplicationfees.Deliverables:>AllrequiredKingCountypermitapplicationformsanddocuments—draftforCityreviewKingCountypermitapplicationformsanddocuments—finalforsubmittaltoKingCountyDepartmentofLocalServices>MeetingagendasandnotesforuptotwomeetingswithKingCountypermitapplicationintakeandreviewstaffTask203.FinalDesignofFloodReductionActionsTaskLead:HerreraandWSEHerrerawillpreparefinaldesignplans,specifications,andconstructioncostestimatesforcompetitivecontractorbidding,andrecorddrawingsetforfourfloodreductionactionsalongtheMadsenCreekhighflowbypasschannelandlowflowchannel(calledSites1-4inthepreliminarydesignandpermittingdocumentationpreparedinprecedingtasks).WSEwillassistwiththedesignsbyincorporatingdesigniterationsintheexistinghydraulicmodelandverifyingthefinalconstructionmeetshydraulicrequirements.FinaldesignswillbeincludedinthehydraulicmodelthatisdeliveredtotheCityattheendoftheproject.Designsubmittalmilestonesinclude75%stageofcompletion,100%completion(proofcopyforprojectadvertisementforbidding),ad-readyconstructiondocuments,recorddrawings,andsignedletterofverificationthefinalconstructionmeetsrequiredhydraulicdesignandpermittingrequirements.Herrerawillpreparedesigndrawingsin22”x34”(11”x17”compatibility)formatinAutoCADCivil3D2019orcompatibleversion,adheringtoapplicableCitydrawingformatstandards.HerrerawillpreparespecialprovisionssupplementingtheWSDOT/APWAStandard2
