6012CITYOFRENTON,WASHINGTONORDINANCENO.6012ANORDINANCEOFTHECITYOFRENTON,WASHINGTON,ADOPTINGINTERIMZONINGCONTROLSFORTHEURBANCENTER(UC)ZONEBYAMENDINGSUBSECTIONS4-2-080.A.6.iv,4-2-120.A,4-4-150.C,4-4-150.D,AND4-4-150.EOFTHERENTONMUNICIPALCODE;PROVIDINGFORSEVERABILITY;DECLARINGANEMERGENCY;ANDESTABLISHINGANIMMEDIATEEFFECTIVEDATE.WHEREAS,theCityofRenton’sComprehensivePlanpolicyfortheUrbanCenter(UC)zoneisasfollows,“ZonelandsthatarelocatedwithinRenton’sDesignatedRegionalGrowthCenter,ifthereisapotentialforthecreationofdenseemployment,destinationretail,recreation,orpublicgatheringspacewiththeUrbanCenter(UC)zone.TheUrbanCenterzonedareashavelargeparcelsoflandwiththepotentialforlargescaleredevelopmentopportunitiesthatwillcreateamixed-useretail,employment,andresidentialcenter.UCzoningimplementstheCommercialMixedUselandusedesignation.”PolicyU-17[sic;“PolicyL-17”appearstohavebeenintended];andWHEREAS,thepurposeoftheUCzone,aspartlystatedinSubsection4-2-020.ToftheRentonMunicipalCode,isasfollows,“TheUrbanCenterZone(UC)isestablishedtoprovideanareaforpedestrian-scaleurbanmixed-usedevelopmentthatsupportstheresidentialandemploymentgoalsofRenton’sUrbanCenter;”andWHEREAS,adevelopmentagreementbetweentheCityofRentonandTheBoeingCompany(KingCountyRecordingNumber:20031210001637)governingmanyoftheuseanddevelopmentstandardsintheUCzonesunsettedonDecember31,2020;andWHEREAS,withoutsaiddevelopmentagreementthereareinsufficientzoningcontrolsfornewdevelopmentintheUCzone,ascomparedtothezoningcontrolsofothercommercial1 ORDINANCENO.6012zonesintheCity,therebylimitingtheCity’sabilitytofurthertheaforementionedpolicyandpurposeofthezone;andWHEREAS,theCityCouncilhasdeterminedaneedforinterimzoningcontrolsfortheUrbanCenter(UC)zone;NOW,THEREFORE,THECITYCOUNCILOFTHECITYOFRENTON,WASHINGTON,DOORDAINASFOLLOWS:SECTIONI.TheaboverecitalsareadoptedasfindingsoffactinsupportofthisinterimzoningcontrolordinanceadoptedhereinpursuanttoRCW35A.63.220andRCW36.70A.390,andarefoundtobetrueandcorrectinallrespects.SECTIONII.AllportionsoftheRentonMunicipalCodeinthisordinancenotshowninstrikethroughandunderlineeditsremainineffectandunchanged.SECTIONIII.Subsection4-2-080.A.6.a.ivoftheRentonMunicipalCodeisamendedasshownbelow.Allotherprovisionsin4-2-080.A.6remainineffectandunchanged.a.StandaloneResidential—WhereAllowed:Standaloneresidentialbuildingsarepermitted:i.IntheCDZoneoutsideoftheDowntownBusinessDistrict,providedresidentialamenityspaceand/orlobbyspaceisprovidedonthegroundflooralongthestreetfrontage,whichshallbeatleasttwentyfeet(20’)wideandatleastfiftypercent(50%)ofthefacadewidthforfacadeslessthansixtyfeet(60’)wide,oraminimumofthirtyfeet(30’)wideforfacadesgreaterthansixtyfeet(60’)wide.(Widthsshallbemeasuredalongthebuildingfacade.)Thegroundfloorshallhaveafloor-to-ceilingheightoftwelvefeet(12’).Wherelocatedonthe2 ORDINANCENO.6012groundfloorandwithintenfeet(10’)ofpublicsidewalk,thefloorsofattacheddwellingsshallbeatleasttwofeet(2’)elevatedabovethegradeofthesidewalk;ii.IntheCVZonewherenotabuttingNESunsetBlvd.eastofHarringtonAvenueNE;iii.IntheCAZonewhereabuttingaresidentialzoneifatleastoneverticalmixedbuildingisconstructedalongthestreetfrontage(s)withaminimumoftwo(2)residentialstoriesabovecommercial,thestandaloneresidentialbuilding(s)aresitedclosesttotheabuttingresidentialzoneand,iftownhouses,limitedtothree(3)stories;iv.IntheUCZonewherecurrentlyexistingalongstreetsdesignatedaspedestrianorientedstreetsthroughtheMasterSitePlanprocess;andv.IntheCORZoneasdeterminedthroughtheMasterSitePlanprocess.Wherestandaloneresidentialbuildingsarenotallowed,dwellingunitsshallbeintegratedintoaverticallymixedusebuildingwithgroundfloorcommercial.SECTIONIV.Subsection4-2-120.AoftheRentonMunicipalCodeisamendedasshownonAttachmentA.Allotherprovisionsin4-2-120remainineffectandunchanged.SECTIONV.Subsections4-4-150.C,4-4-150.D,and4-4-150.EoftheRentonMunicipalCodeareamendedasshownbelow.Allotherprovisionsin4-4-150remainineffectandunchanged.3 ORDINANCENO.60124-4-150RESIDENTIALMIXEDUSEDEVELOPMENTSTANDARDS:A.PURPOSE:1.Ensurethatalldevelopmentisconsistentwiththegoals,objectivesandpoliciesoftheComprehensivePlan.2.Providedevelopmentstandardsforintegratedresidentialandcommercialdevelopmentwithinthesamebuildingoronthesameparcelorcontiguousgroupofparcels.B.DESIGN:1.Whereallowed,townhousesorcarriagehousesshallbesubjecttothestandardsofRMC4-2-115,ResidentialDesignandOpenSpaceStandards,applicabletotheR-10andR-14Zones,inlieuoftheDesignDistrictOverlaystandardsofRMC4-3-100.2.Forverticallymixedusebuildings,thefacadenecessaryforinteriorentrances,lobbies,andareas/facilitiesdevelopedfortheexclusiveuseofthebuilding’sresidents,ortheirguests,islimitedtotwentyfivepercent(25%)oftheoverallfacadealonganystreetfrontageortheprimaryfacade.C.GROUNDFLOORCOMMERCIAL—WHEREREQUIRED:1.Averticallymixedusebuildingwithatleasttwo(2)residentialstoriesabovegroundfloorcommercialisrequired:a.AlonganystreetfrontageintheCAZone;b.TheCDZonewithintheDowntownBusinessDistrict;and4
