6014CITYOFRENTON,WASHINGTONORDINANCENO.6014ANORDINANCEOFTHECITYOFRENTON,WASHINGTON,MODIFYINGREGULATIONSRELATEDTOSITEPLANREVIEWBYAMENDINGSUBSECTIONS4-9-200.AAND4-9-200.HOFTHERENTONMUNICIPALCODEANDADDINGADEFINITIONOF“FEATURE,KEY”TOSECTION4-11-060OFTHERENTONMUNICIPALCODE,PROVIDINGFORSEVERABILITY,ANDESTABLISHINGANEFFECTIVEDATE.WHEREAS,thismatterwasdulyreferredtothePlanningCommissionforinvestigationandstudy,andthematterwasconsideredbythePlanningCommission;andWHEREAS,pursuanttoRCW36.70A.106,onMay5,2020,theCitynotifiedtheStateofWashingtonofitsintenttoadoptamendmentstoitsdevelopmentregulations;andWHEREAS,thePlanningCommissionheldpublichearingsonJune3,2020andJuly1,2020,consideredallrelevantmatters,andheardallpartiesinsupportoropposition,andsubsequentlyforwardedarecommendationtotheCityCouncil;NOW,THEREFORE,THECITYCOUNCILOFTHECITYOFRENTON,WASHINGTON,DOORDAINASFOLLOWS:SECTIONI.AllportionsoftheRentonMunicipalCodeinthisordinancenotshowninstrikethroughandunderlineeditsremainineffectandunchanged.SECTIONII.Subsections4-9-200.Aand4-9-200.HoftheRentonMunicipalCodeareamendedasshownbelow.Allotherprovisionsin4-9-200remainineffectandunchanged.A.PURPOSEANDINTENT:1.ThepurposeofthisSectionshallbetoensurethatproposeddevelopmentisimplementedinamannerconsistentwiththeplans,policiesandregulationsoftheCityofRentonandtoadvancethefollowingobjectives:1 ORDINANCENO.6014.—a.Topromoteorderlycommunitygrowthandminimizeundesirabledevelopmentimpacts;..—b.Topromotehighqualitydesign;.—c.Toprotectandenhancethenaturallandscape,environmentalfeaturesandpropertyvaluesoftheCity;ensureconvenientandsafepedestrianandvehicleaccessandcirculation;and.—e.Topromotecoordinationofpublicorquasi-publicelementswithinandbetweendevelopments.2.Reviewshallbedividedintotwo(2)types,MasterPlanReviewandSitePlanReview:a.MasterPlanReview:Thepurposeofthemasterplanprocessistoevaluateprojectsatabroadlevelandprovideguidancefordevelopmentprojectswithmultiplebuildingsonasinglelargesite.ThemasterplanprocessallowsforanalysisofoverallprojectconceptsandphasingaswellasreviewofhowthemajorprojectelementsworktogethertoimplementCitygoalsandpolicies.MasterplanreviewallowsforconsiderationandmitigationofcumulativeimpactsfromlargescaledevelopmentandallowsforcoordinationwithCitycapitalimprovementplanning.Masterplanreviewshouldoccuratanearlystageinthedevelopmentofaproject,whenthescale,intensityandlayoutofaprojectareknown.b.SitePlanReview:Thepurposeofthesiteplanreviewprocessistoanalyzethedetailedarrangementofprojectelementstomitigatenegative2 ORDINANCENO.6014impactswherenecessarytoensureprojectcompatibilitywiththephysicalcharacteristicsofasiteandwiththesurroundingarea.SiteplanreviewensuresqualitydevelopmentconsistentwithCitygoalsandpolicies.Siteplanreviewanalyzeselementsincluding,butnotlimitedto,sitelayout,buildingorientationanddesign,pedestrianandvehicularenvironment,landscaping,naturalfeaturesofthesite,screeningandbuffering,parkingandloadingfacilities,andilluminationtoensurecompatibilitywithpotentialfuturedevelopment.H.MODIFICATIONSTOANAPPROVEDMASTERPLANORSITEPLAN:1.MajorModifications:MajormodificationstoanapprovedmasterplanorsiteplanrequireanewapplicationwhichissubjecttothesubmittalandreviewproceduresofRMC4-9-200.F.2.MinorModifications:Minormodificationsmaybepermittedbyadministrativedetermination.Tobeconsideredaminormodification,theamendmentmustnot:a.Involvemorethanatenpercent(10%)increaseordecreaseinjjymeasurableaspectoftheapprovedplansuchas,butnotlimitedto,areaLo.f-scalebuildingheight,density,commercialarea,amenities,publicorprivateopenspace,landscaping,parkingspaces,buildingmaterials(e.g.,glazing),etc.ofthcdevelopmentintheapprovedplan;eb.HaveaignificantIysubstantiallygreaterimpactontheenvironmentand/orpublicfacilitiesthantheapprovedplan;ec.Changetheboundariesoftheoriginallyapprovedplan;and3 ORDINANCENO.6014d.Substantiallyalterakeyfeatureoftheapprovedplan.SECTIONIII.Section4-11-060oftheRentonMunicipalCodeisamendedtoaddadefinitionof“Feature,Key”inalphabeticalorder.Allotherdefinitionsin4-11-060remainineffectandunchanged.FEATURE,KEY:Adistinctiveelementofasite,development,orbuildingthatprovidesadefiningcharacteristic,style,orfunctionalityofadevelopment,suchasprominentarchitecturalelements,environmentalamenities(e.g.,creekcrossing,retainedtreestands),orprominentdesignfeatures(e.g.,promenadesorsiteentries).SECTIONIV.Ifanysection,subsection,sentence,clause,phraseorworkofthisordinanceshouldbeheldtobeinvalidorunconstitutionalbyacourtorcompetentjurisdiction,suchinvalidityorunconstitutionalitythereofshallnotaffecttheconstitutionalityofanyothersection,subsection,sentence,clause,phraseorwordofthisordinance.SECTIONV.Thisordinanceshallbeinfullforceandeffectfive(5)daysafterpublicationofasummaryofthisordinanceintheCity’sofficialnewspaper.Thesummaryshallconsistofthisordinance’stitle.PASSEDBYTHECITYCOUNCILthis22nddayofMarch,2021.4
