Exhibit 5 Cost/Hour Estimates 31017 1 of 2 Scope of Work January 28, 2020 City of Renton Renton Municipal Airport Pavement Management Plan GENERAL PROJECT DESCRIPTION, BACKGROUND, & PURPOSE/NEED In 2007 a Pavement Management Plan was prepared for the Renton Municipal Airport (RNT) that developed a localized preventive maintenance program, and a six-year capital improvement program of major rehabilitation items for the period of 2008 through 2013. These programs were based on the current and future PCI prediction evaluation from PCI inspections from the 2005 WSDOT Aviation Airport Pavement Management System update, and the 2006/2007 Airport Layout Plan Update. In 2021 WSDOT Aviation plans to update their pavement management system with new PCI inspections for the runway, taxiways, and some aprons and hangar areas at RNT. Utilizing the data from the 2021 update, and supplementing with a PCI survey of all areas in the 2007 Pavement Management Plan that will not be covered in the 2021 WSDOT survey, the City would like a new Pavement Management Plan prepared that would provide a realistic multiyear prioritized approach to the maintenance and rehabilitation of the airport pavements, considering the needs and projected costs aligning with future budget capacity. The following scope provides for the pavement management services necessary in preparing a new Pavement Management Plan. TASK 1 – PROJECT MANAGEMENT / ADMINSTRATION Carry out project administration including project set-up and initiation, monitoring project schedule, budget control, coordination of project with the City, and monitoring and reporting technical and budget issues to the Port. It is assumed the project will extend over a 4 month period. The work will be accomplished under the following subtasks: 1.1 Project Administration: · Prepare and provide a project schedule to the City for review and approval. (Assume 1 revision.) · Process and submit monthly billing. · Coordinate internal project team. 1.2 Conference call scoping/kickoff meeting with City’s Project Manager. This meeting will be used to discuss the planned project tasks, information available, schedule and roles/responsibilities. 1.3 Project research and review for scoping. Following field data collection a pavement management analysis will be undertaken using PAVER and a summary report will be prepared. See Exhibit C for a detailed scope of work and fee breakdown provided by GRI. ASSUMPTIONS/EXCLUSIONS 1. The 2021 PAVER database and sample unit layout map developed as part of the WSDOT Aviation Pavement Conditions Update will be provided. 2. This scope does not include a PCI survey of the pavements included in the 2021 WSDOT Aviation Pavement Conditions Update. 3. If required, the Airport will provide an escort during the onsite PCI survey. The next Pavement Management Program (PMP) evaluation and report for the runway, primary taxiways, connector taxiways, and limited apron areas are anticipated to be provided by Washington State Department of Transportation (WSDOT) as a part of the statewide airport pavement management program midyear 2021. The remaining RNT pavements not included in the WSDOT update were evaluated in 2007 by URS Corporation. Our Scope of Services is to provide the technical expertise, labor, and all materials required to assist with the tasks necessary to evaluate the current condition of the RNT pavements last inspected in 2007 (Figure 1); update the PAVER pavement management software database; summarize the data; recommend network-level pavement maintenance and rehabilitation (M&R) projects; and provide a report as described in this proposal for the pavement areas shown on Figures 1 and 2. Work shall be completed in accordance with FAA Advisory Circular 150/5380-7B, ASTM D5340-20 and D6433-20, and the current version of the PAVER software. SCOPE OF SERVICES The scope of services is divided into four main tasks and subtasks as identified below. Task 1- Administrative Services 1) Provide project administration to include team meetings, invoicing, records management, and correspondence. Kick-off Meeting - GRI will provide a proposed schedule for the field work and project deliverables, an overview of our work plan, and answer any questions regarding the project. b. Review the draft report submittal. c. Progress Meeting, up to two (2), 1-hour meetings. d. Other meetings on an as-needed basis, up to one (1), 1-hour meeting. 3) On-Site Meetings (2) a. Field Work Meeting - GRI will meet with RNT at the beginning of the field work to discuss the objectives, expectations, and RNT’s operational protocols. b. Project Close Out Meeting - GRI will meet with RNT at the completion of the project to review the findings and project recommendations. In addition, if requested, PAVER software installation will occur during this visit. Task 2 – PAVER Database Update 1) Document Discovery a. GRI will coordinate with RNT staff to review available documentation such as: 1) PAVER database, 2) AutoCAD or ArcGIS base maps, 3) past PMP reports, 4) subsurface explorations conducted for prior pavement projects, 5) as-built construction drawings, 6) pavement maintenance records, 7) construction bid tabulations, and 8) future Airport Capital Improvement Projects (ACIP). b. We understand that, at a minimum, the following files are available: i. 2021 WSDOT PAVER database and ESRI GIS base map and sample unit layout map. ii. 2007 URS Corporation AutoCAD base map and sample unit layout map. 2) Database Update a. Utilizing the documentation collected in Task 2.1, GRI will update the PAVER inventory and work history modules with any known branch or section changes. Delineation of branch or section changes will be based on areas of dissimilar construction history, pavement type/thickness, or traffic use not previously identified in the prior updates. b. GRI will reflect all branch or section changes in an ESRI GIS base map, which will be imported into PAVER and linked prior to any field work. Task 3 – Inspection Preparation & Pavement Condition Index Survey 1) Inspection Preparation Prior to the inspection, GRI will update a sample unit layout map based on branch or section changes from construction projects performed since the last PMP update. Other preparation activities may include sample unit selection, field map creation, or FieldInspector file export. Proposal for Pavement Management Services for Renton Municipal Airport Page 3 January 25, 2021 (Revised) 2) Visual Inspection GRI will coordinate with RNT and conduct a PCI survey for the areas identified in Figure 1, which encompasses approximately 2.33 million square feet of AC and PCC pavements. The work will be completed in general accordance with FAA Advisory Circular 150/5380-7B. For airfield pavements (runway, taxiway, or aprons) we will use the current ASTM D5340 methodology. A sufficient number of sample units will be surveyed in order to achieve a 95% confidence interval survey, which will be verified prior to concluding the survey work. For non-airfield pavements (vehicular roadways and parking lots) we will use the current ASTM D6344 methodology. A sufficient number of sample units will be surveyed in order to achieve a 92% confidence interval survey, which will be verified prior to concluding the survey work. Task 4 – Pavement Management Analysis 1) Survey Data Post-Processing & PCI Calculation From handheld tablet computers, the collected PCI data will be imported into the PAVER database. Once the data has been imported, a quality control (QC) check will be completed to confirm the data is error-free. Next, the data will be analyzed using the PAVER PCI module. GRI will calculate PCI ratings for each pavement section and develop a color- coded map to display the PCI survey results. 2) Deterioration Models GRI will develop deterioration models based on available as-built records, the current PCI, and our own engineering judgement for each family (i.e., a group of pavements with similar characteristics and loading). Deterioration models will be used to predict the future condition of all pavement sections. 3) Maintenance and Rehabilitation (M&R) Categories and Unit Costs a) GRI will work with RNT to categorize their current and planned future pavement activities into M&R categories. PAVER has three types of M&R categories: localized, global, and major. Localized maintenance includes crack sealing and patching; global M&R includes surface treatments; and major M&R pertains to more significant activities such as overlay, inlay, or reconstruction. b) Based on the discussed work types, GRI will develop unit costs for each item. This information will be compiled from past bid tabs from airport projects, bid tabs from nearby airports or roadwork, and discussions with local contractors. 4) Maintenance and Rehabilitation (M&R) Policies and Prioritization a) GRI will input the pavement maintenance policies that have been agreed upon by RNT into the PAVER system tables. Maintenance policies will be based on both how RNT maintains their pavements and our own engineering judgement. b) GRI will develop a prioritization matrix for funding allocation. 5) Condition Analysis GRI will perform a 5- and 10-year condition analysis for each pavement section. Proposal for Pavement Management Services for Renton Municipal Airport Page 4 January 25, 2021 (Revised) 6) Pavement Budgetary Needs and Consequence Analysis GRI will develop M&R budget requirements for up to three (3) budget scenarios. Some examples of budget scenarios are listed below. The five-year analysis period will begin as early as fiscal year 2022.  Budget required to eliminate all M&R backlog.  Budget required to maintain RNT at the current condition.  Consequence of maintaining the current budget (five-year budget will be provided by RNT).  Consequence of maintaining a funding level (five-year budget will be provided by RNT).  Consequence of only funding safety maintenance. 7) Network Level Project Recommendations Based on a budget scenario selected by RNT and known ACIP projects, GRI will develop M&R project recommendations. GRI will group sections together with similar M&R recommendations, location, and construction year. For each pavement area, GRI will provide justification for M&R selection, an estimate of the current year cost, and the resulting change in PCI. 8) Report a) The pavement management program update report will include detailed information about the methodology, findings, conclusions, and recommendations. In addition to a summary of the pavement condition, the report shall include three (3), five-year budget analysis scenarios and one, five-year prioritized M&R project list. b) GRI will provide network exhibit maps that include pavement layout, surface type, section rank, section use, section and sample unit layout, pavement condition rating, and M&R recommendations. c) The report will be submitted in draft form and finalized after review and comments are received from RNT. Deliverables 1) OPTIONAL: PAVER software license (GRI will purchase on behalf of RNT). 2) PAVER .E70 Database with the following: a. Inventory. b. PCI Data. c. PCI Deterioration Models. d. ASSUMPTIONS  The proposal and fee estimate were developed under the follow assumptions:  PCI survey work will be conducted during daylight hours.  In accordance with ASTM D5340/D6433, the PCI survey will be conducted while the pavement is dry. The PCI survey schedule will be based on waiting to mobilize during a period of dry weather.  If required, RNT will provide an escort during the PCI survey.  If required, security badges will be provided at no cost to GRI. SCHEDULE The following schedule shows the number of weeks to complete tasks 2 through 4 of this project once we receive Notice to Proceed. Once GRI receives Notice to Proceed, we will be able start work within two weeks. The intent is to have the project completed by December 2021. In accordance with ASTM D5340/D6433, PCI survey work should be completed during periods of dry weather; therefore, we assume the PCI survey will be completed between June 2021 and October 2021. We estimate that the PCI survey will take one week to complete. We estimate that the draft report can be provided within five weeks following the completion of the PCI survey, assuming we have the updated WSDOT PMP data.
