Supplement 11 provides budget for Final Design of Boeing access off of Logan Ave N near N 7th St. It reallocated $29,515 of previously approved survey work to the new 7th driveway area. 8.Supplement 12 provides budget for additional coordination with SECO, ROW descriptions, and additional design elements requested by SECO and Boeing. 9.Supplement 13 provides budget to split out the 7th St driveway for construction by Boeing, adding in vault rehab on Logan, a final 100% submittal, and additonal project coord. 10.Supplement 14 provides budget for additional BNSF appraisal, and support to Boeing for construciton of duct bank system. ****** Supplmement 10 provides budget for Abeyta to prepare appraisal for BNSF cossing permit area acquistion. April 26, 2021 File location: Y:\Contract Administration\Contracts\Renton\20160266_Park Ave\Supp 14_4-23-2021\Park-Ave-N_Scope_Supp-14_2021-4-26.docx During the term of this Contract, Perteet Inc. (CONSULTANT) will perform professional services for the City of Renton (CITY), as detailed below: INTRODUCTION The project will construct improvements to extend Park Avenue N from the existing intersection with Logan Avenue N northward to connect to the Southport site now under construction. The purpose of the roadway extension is to provide a connection to the Southport development and relieve congestion on Lake Washington Boulevard. GENERAL SCOPE OF SERVICES This supplement is to provide extra services as part of the final design phase for the Park Avenue N Extension project. These extra services include an additional appraisal of the BNSF property and limited construction services in support of Boeing’s construction of a new duct bank in the vicinity of the Park Avenue N Extension along with a new driveway entrance off of 7th Street. Services not included in this scope of services are specifically excluded from the scope of the CONSULTANT’s services. The CONSULTANT assumes no responsibility to perform any services not specifically listed in this scope of services. If agreed to in writing by the CITY and the CONSULTANT, the CONSULTANT shall provide Optional Services. Optional Services are not included as part of the Basic Scope of Services and shall be paid for by the Client in addition to payment for Basic Services, in accordance with the CONSULTANT’s prevailing fee schedule as agreed to by the CITY and the CONSULTANT. At the CITY’s request, the CONSULTANT may be asked to provide environmental support and/or construction management services. The CONSULTANT reserves the right to shift funds within the Contract between tasks, and between members of the CONSULTANT team during the prosecution of the work. Currently only local agency funds will be used in the planning, design, and/or construction of the project. The CONSULTANT will use procedures outlined in the WSDOT Local Agency Guidelines (LAG Manual) during development of the project. The following Tasks for the project are affected by this supplement. Task 4 – Right-of-Way Acquisition Task 17 – Boeing Duct Bank and N 7th Street Driveway Engineering Services During Construction OPTIONAL SERVICES The CONSULTANT may be asked by the CITY to provide Optional Services. Optional Services that may be performed include: • Additional assistance as requested by the CITY Providing Optional Services will require a supplement to this agreement. April 26, 2021 File location: Y:\Contract Administration\Contracts\Renton\20160266_Park Ave\Supp 14_4-23-2021\Park-Ave-N_Scope_Supp-14_2021-4-26.docx Task 4 – Right-of-W ay Acquisition Task 4 – Right-of-Way Acquisition (Supplement previous Task 4) Additional right-of-way acquisition services is for Abeyta & Associates to acquire property from the Boeing Company necessary to construct the project. 4.4 Right-of-Way Negotiations and Acquisition The CONSULTANT will coordinate with Abeyta & Associates (ABEYTA) who will prepare an appraisal update for the BNSF property Appraisals, review appraisals, and negotiations will be conducted by ABEYTA in general accordance with the WSDOT Right-of-Way Manual (no federal funding is included in the project). The appraisal will be updated to reflect the sale of the former Puget Sound Energy parcel to SECO. The sale occurred after the original appraisal. Adjustments will be made to reflect the basis of the value of the proposed easement/construction agreement to reflect similar agreements in the area. Deliverables: • Updated appraisal for BNSF property. Items to Be Prepared and/or Furnished by the Consultant See deliverables under each task. Items to be Furnished by the City • The CITY will record title to the property once acquired. Task 17 – Boeing Duct Bank and N 7th Street Driveway Engineering Services During Construction Task 17 is added to the agreement. The CONSULTANT will provide the CITY and Boeing engineering services for the construction of a revised duct bank system near the Park Avenue N Extension and for the construction of a new driveway from Logan Avenue N near N 7th Street. Both of these are advance construction activities for the Park Avenue N Extension project. 17.1 Support during Construction The CONSULTANT will coordinate with the CITY and Boeing to respond to questions and review submittals during the construction phase of the revised duct bank system near the Park Avenue N Extension and for the construction of a new driveway from Logan Avenue N near N 7th Street. This work element will consist of the following items: • Attend up to twenty (20) construction progress weekly meeting with Boeing and the Contractor. It is anticipated that the weekly construction progress meetings will be held virtually on a platform like Webex, Microsoft Teams, or similar technology. Boeing or the contractor will prepare agendas and meeting notes for these meetings. • Respond to Requests for Information (RFI). A total of up to 10 RFI’s are assumed. • Review construction material related submittals as requested. Up to 15 submittal reviews are anticipated. A re-submittal will be counted as a separate submittal. • Prepare up to five (5) design revisions or change orders as requested by Boeing or the CITY. Each design revision or change order is assumed to take no more than 8-hours total. Deliverables: • Response for up to 10 RFI’s. • Responses for up to 15 construction material submittal reviews • Up to five (5) design revisions or change orders. 17.2 Record Drawings The CONSULTANT will prepare record drawings for the revised duct bank system near the Park Avenue N Extension and for the construction of a new driveway from Logan Avenue N near N 7th Street. As the CONSULTANT is not on-site to observe the construction, the CONSULTANT will base these record drawings on redlines of the original construction plans to be provided by Boeing. Deliverables: • Record drawings in electronic format (.PDF and AutoCAD version 2018). • Two hard copies of record drawings in 22”x34” format Items to Be Prepared and/or Furnished by the Consultant See deliverables under each task. Items to be Furnished by the City • The CITY will not provide any specific items under this task (Boeing will provide RFI and construction material submittal for CONSULTANT review and comment). DESIGN CRITERIA The CITY will work with the CONSULTANT to develop the basic premises and criteria for the design. Reports and plans, to the extent feasible, will be developed in accordance with the latest edition and amendments of the following: 1. AASHTO 2010, “A Policy of Geometric Design of Highways and Streets.” 2. WSDOT, “Standard Specifications for Road and Bridge Construction.” 3. WSDOT, “Design Manual.” 4. WSDOT, “Materials Laboratory Outline.” 5. WSDOT, “Construction Manual.” 6. WSDOT, “Local Agency Guidelines.” 7. Highway Research Board’s Manual entitled “Highway Capacity.” 8.
