COUNCIL CONCUR Executive April Alexander 3.b) PROCLAMATION LGBTQIA+ Pride Month: A proclamation by Mayor Pavone was read declaring June 2021 to be LGBTQIA+ Pride Month in the City of Renton, encouraging all citizens to join in this special observance and recognize the numerous contributions of LGBTQIA+ individuals in the city. Winter Cashman-Crane, President of the Renton LGBTQIA+ Community group, accepted the proclamation with appreciation. COUNCIL CONCUR Executive April Alexander 4.a) PUBLIC HEARING Interim Zoning Controls - Extend and Amend Economic Recovery Revocable Permits and Signs: This being the date set, and proper notices having been posted and published in accordance with local and State laws, Mayor Pavone opened the public hearing to consider extending Interim Zoning Controls regarding Economic Recovery Right-of-Way Use Permits and Economic Recovery Signs. COUNCIL CONCUR Community Services & Executive Kelly Beymer Cailin Hunsaker April Alexander 7.c) CONSENT AGENDA AB - 2877 Administrative Services Department recommended execution of the Audit Engagement Letter, with the Washington State Auditor's Office (SAO), in the amount of $131,000 plus any necessary travel and related costs, for the purpose of performing a Financial Statement Audit, a Federal Single Audit, and an Accountability Audit as required per applicable state and federal laws. COUNCIL CONCUR ASD Kari Roller Kristin Trivelas 7.d) CONSENT AGENDA AB - 2868 Community & Economic Development Department requested authorization to execute the "Agreement and Acknowledgement" and "Permitted Facilities Agreement" between the City of Renton and Pulte Homes of Washington, Inc. (Developer) and Olympic Pipe Line Company, LLC (Olympic) to construct improvements that will service the City-permitted Forest Terrace Subdivision that crosses an existing Olympic Pipe Line Easement. REFER TO UTILITIES COMMITTEE CED Chip Vincent Vanessa Dolbee Brianne Bannwarth 7.e) CONSENT AGENDA AB - 2870 Community Services Department recommended approval of the WSDA Relief and Recovery Grant, with the Washington State Department of Agriculture (WSDA), in order to accept $20,000 in non-matching grant funds, for the 2021 Farmers Market. COUNCIL CONCUR Community Services Kelly Beymer Carrie Olson Roberta Graver 7.g) CONSENT AGENDA AB - 2876 Community Services Department recommended executing the Letter of Agreement, with King County's Department of Community and Human Services, in order to accept $25,000 in non-matching grant funds, to support Communities in Schools Renton-Tukwila and the Sustainable Renton programs. COUNCIL CONCUR Community Services Kelly Beymer Dianne Utecht Roberta Graver 7.h) CONSENT AGENDA AB - 2873 Public Works Airport Division recommended executing the Local Agency Agreement, with the Federal Aviation Administration, for the obligation of $57,162 in Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funds, to support airport operations and contract tower operational expenses. REFER TO FINANCE COMMITTEE Public Works – Airport Martin Pastucha David Decoteau Linda Moschetti 7.i) CONSENT AGENDA AB - 2875 Public Works Airport Division recommended executing the Washington Airport Management Association (WAMA) Internship Grant, with WAMA, in order to accept $1,000 in grant funds, to be used to cover a portion of the Airport intern's salary. REFER TO TRANSPORTATION (AVIATION) COMMITTEE Public Works – Airport Martin Pastucha David Decoteau Linda Moschetti 7.k) CONSENT AGENDA AB - 2864 Public Works Utility Systems Division recommended approval of the Community Services Agreement 6218 EHS with Public Health Seattle and King County, in order to accept $112,349.68 in non-matching grant funds, for the 2021-2022 Local Hazardous Waste Management Program. COUNCIL CONCUR Community Services Kelly Beymer Cailin Hunsaker Teresa Nisha Roberta Graver 8.a) UNFINISHED BUSINESS Community Services Committee Chair Văn presented a report concurring in the staff recommendation to approve funding from budgeted funds currently available in the Arts & Culture Project and approve the contract with Alexander Codd to fabricate and install the proposed mural project at Liberty Park. COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION CED Chip Vincent Cliff Long Jessie Kotarski 9.a) Ordinance for first reading and advancement to second and final reading: Ordinance No. 6018: An ordinance was read extending the interim zoning control established by Ordinance No. 5974 and extended and amended by Ordinance No. 5997, in response to the operational limits on businesses during the Covid-19 declared public health emergency by (1) extending the temporary “Economic Recovery Revocable Right-of-Way Permit” for businesses; (2) extending the temporary “Economic Recovery Signs” for businesses; and (3) extending the interim zoning control to waive the requirement to obtain a Temporary Use Permit for the temporary expansion of a business into an adjacent vacant space in a multi-tenant building; extending authorization for the temporary designation of a limited number of existing public parking stalls within the Center Downtown zoning district to support parking for short-term curbside pick-up or to go orders from businesses; extending the temporary waiver of parking fees for parking for periods of up to 10 hours within the City’s City Center Parking Garage located at 655 South 2nd Street; providing for severability; declaring an emergency; and establishing an immediate effective date.
