ORDINANCENO.6023appointed.However,throughnegotiationtherecanbecompensationthatincludesbasemonthlycompensation,solongastheaveragepercasecompensationisinaccordancewithRCW10.101.030andcomparablewithsurroundingjurisdictionsoflikeservicesandtime.Indeterminingcompensation,Rentonshallconsidercounsel’straining,experience,generalcourtpractices,includingbutnotlimitedtotheabilityofcounseltowithdrawupondispositionorothercircumstance,natureofpleabargainingpracticesoftheCityofRenton’sProsecutor,experienceandthenatureandextentofservicesrequested,courtcalendaring,incourttime,andtimeandlaborrequiredoftheattorneysundertakingthedefenderservices.Servicesthatrequireextraordinaryfeessuchasinvestigation,expertwitnessservices,supportorotherserviceswillbeseparateanddistinctfrompercasecompensationorbasecompensationanddefinedintheindividualcontract.G.CaseLoadLimitsAndTypesOfCases:Thetypesofcasesforwhichrepresentationistobeprovidedandmaximumrecommendednumberofcaseswhicheachattorneyshallbeexpectedtohandleshallbeestablishedbytheindividualcontract.Attorneycaseloadsshallallowcounseltogiveeachclientthetimeandeffortnecessarytoprovideeffectiverepresentation.Caseloadrecommendedlimitsshouldbedeterminedbythenumberandtypeofcasesbeingaccepted,theyearsofexperienceoftheattorney,theyearsofCityexperiencetheattorneymayhave,thecourt’sgeneralpracticeswithregardtoacceptanceofpleasandwithdrawalofcounsel.Asnotedabove,publicdefenseservicesshouldonlybeprovidedtothosepersonswhomeetthecriteriasetforthinRCW10.101.010(1)or(2).H.AdministrativeAndClientSupportServices:Administrativecostsofprovidingrepresentationandnecessarilyincurredintheday-to-daymanagementoftheindividualcontractshallbeaddressedintheindividualcontract.RentonwillmakeavailableameetingspaceforclientappointmentsclosetotheCourt.Counselshallstaffhis/herofficewithanappropriatenumberofsupportstaffandothersupportservicesandmaintaincontactswithsocialserviceagenciesinordertoreferclientstoservicesasneeded.I.ReportingProcedures:CounselshallmaintainrecordsconsistentwithRCW10.101.030and10.101.050.Counselcasereportingandmanagementinformationshallbemaintainedindependentlyfromclientfilesinordertonotdiscloseanyprivilegedinformation.AllreportsshallbedirectedtoExecutiveBranchoritsdesignee.Allrecordspertainingtoexpensesandbillingshallconformtogenerallyacceptedaccountingprinciples.J.SubstitutionOfCounselAndAssignmentOfContracts:Nosubstitutionofcounselforanyappointedcasewillbeapprovedwithoutpriornotificationtotheappropriatecourt.CounselshallnotassignorsubcontractanyportionoftheindividualcontractwithouttheconsentofRenton.K.LimitationsOnPrivatePractice:Counselshallonlymaintainaprivatepracticeastheindividualcontractspecificallyallows,andmaynotinterferewiththeperformanceofdutiesoutlinedintheindividualcontract.L.TerminationOfContractOrRemovalOfCounsel:Theterminationofanindividualcontractforpublicdefenseserviceswillbedeterminedbytheprovisionssetforthintheindividual10
