Earth Imp cts: Impact to earth could occur as a result of development of the subject parcels that may occur under the proposed zoning. Such impacts are not anticipated to increase with the supplanting of existing King County zoning with the proposed zoning designations. Mitigation Measures: No mitigation measures are proposed for this nonproject action. Nexus: 2. Air Impacts: Emissions to air resulting from construction and activities associated with residential land uses may occur as a result of the proposed zoning action. Since the proposal would not increase the potential intensity of development over existing zoning, the potential for such impacts is not anticipated to increase as a result of the proposal. Mitigation Measures: No mitigation measures are proposed for this nonproject action. Nexus: 3. Water Impacts: The zoned development density of specific portions of the subject area would not increase as a result of the proposed zoning action. However, the -P suffix of the King County R-1-P Zone, currently applying to the majority of the subject area, requires that all parcels of 5 acres or more cluster development so that at least 50% of the original lot area is left as an open space tract. Areas left in open space, particularly if forest cover is retained, may contribute to a ERCRPT.DOC City of Renton °BtPWDepartment 'ronmentalReview Committee Staff Report MAY YALLE] PREZONE-PHASE II L UA-98-009,ECF REPORT AND D?CISION OFFEBR UARY 17, 1998 Page3 of 3 higher recharge of surface water into the ground. Since the proposed zoning has no comparable requirement for open space and tl erefore resulting in potentially more impervious or semi-pervious surfaces, implementation of the proposed zoning may -esult in a lower level of surface water infiltration. Mitigation lvleasures: No mitigation measures are proposed. Surface water management requirements currently required of development within the City of Renton should be sufficient, in general, to mitigate potential impacts to surface and ground water. Nexus: 3. Public Services Impacts: Police noted a probable minor impact to public services but stated that the impact on police services would be minimal. Mitigation lvleasures: No mitigation measures are proposed. Nexus: E. CC MMENTS OF REVIEWING DEPARTMENTS The proposal h zs been circulated to City Departmental/Divisional Reviewers for their review. The subject area is bounded by Coal Creek Parkway on the west, S.E. May Valley Road on the north and the Renton corporate boundary on the east and south. A combination of R-1 and R-5 zoning has been recommended by the Planning and Development Committee. (see attached Planning and Development Committee Recommendations Map) The zoning recommendation has necessitated an amendment to the Comprehensive Plan Land Use Map. Environmental review of the Land Use Map changes has occurred separately. The proposed zoning ordinance will not be implemented until annexation occurs. No annexations have been initiated from this area. May Creek flows through the subject area. Additionally, the area is mapped for a variety of critical areas in the City's Critical Area Inventory, including landslide and erosion hazards, wetlands and floodplain. The area has been subject to flooding and erosion problems which appear to have increased over time. As a result, the draft May Creek Basin Action Plan, developed with the participation of City staff, includes a recommendation to maintain zoned densities at the existing level for areas that drain to May Valley. This recommendation would apply to all of Phase II. The proposed zoning is consistent with this recommendation. The majority of the area is zoned R-1-P by King County. The -P suffix requires that parcels five acres or more maintain half of the original lot area in open space. The maximum density of one unit per acre would be maintained under the proposed zoning. Those portions of the affected area that are currently zoned R-4 would be zoned R-1 and R-5 under the City's proposal. Since the County calculates density on gross area and the City applies density to net area, R-4 and R-5 would allow a similar number of units. Therefore, under the proposed zoning, the total number of new units would be marginally reduced from that possible under existing zoning. DEVELOPMENT SERVICESDIVISIOx .... ! T xr `t PURPOSE OF CHECKLIST: The State Environmental Policy Act(SEPA), Chapter 43.21C RCW,requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. An Environmental Impact Statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal, if it can be done)and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known,or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer,or if a question does not apply to your proposal, write"do not know"or"does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. USE OF CHECKLIST FOR NONPROJECT PROPOSALS: Complete this checklist for nonproject proposals, even though questions may be answered"does not apply." IN ADDITION, complete the SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (part D). For nonproject actions(actions involving decisions on policies, plans and programs),the references in the checklist to the words "project," "applicant,"and"property or site" should be read as"proposal," "proposer,"and"affected geographic area," respectively. A. BACKGROUND 1. Name of proposed project, if applicable: May Valley Prezone-Phase II(Nonproject action) 2. Name of Applicant: City of Renton 3. Address and phone number of applicant and contact person: Staff Contact: Owen Dennison, (425) 277-2475 Economic Development, Neighborhoods &Planning Address: 200 Mill Avenue S. Renton,WA 98055 4. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? D Yes ® No. If yes, explain. Development applications occurring prior to annexation would be processed by King County. 10. List any governmental approvals or permits that will be needed for your proposal, if known. Proposal will require adoption of a zoning ordinance by the City Council. 11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. The proposal is to prezone an area of unincorporated King County within Renton's Potential Annexation Area in accordance with RCW Sections 35A.14.330 and 35A.14.340. The subject area is designated Residential Rural (RR) and Residential Single Family (RS) in the Comprehensive Plan. Proposed zones are Residential- 1 du/ac (R-1)and Residential-5 du/ac, consistent with the Comprehensive Plan Land Use Map. (Figure 1) King County zoning for the area includes Residential- 1 Unit per Acre(R-1-P) and Residential-4 Units per Acre(R-4). (Figure 2) Environmental impacts from the imposition of City zoning are taken to be those that result from the difference in development potential between proposed zoning and the existing King County Zoning. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range if know. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The subject properties are generally bounded by S.E.May Valley Road, Coal Creek Parkway S.E., and the Renton corporate boundary. (figure 1) B. ENVIRONMENTAL ELEMENTS 1. EARTH a. Alderwood gravelly, sandy loam and Everett gravelly, sandy loam. (U.S.Department of Agriculture, Soil Conservation Service, 1972) d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. Portions of the subject area are mapped for erosion hazard and landslide hazards in the King County Sensitive Area Map Folio, 1990. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. NA. This is a nonproject action. f. Could erosion occur as a result of clearing, construction,or use? If so,generally describe. NA. This is a nonproject action. Erosion could occur as a result of development allowed under the proposed zoning. However, since potential development densities would be maintained or slightly reduced if and when the proposed zoning supplants existing King County zoning, the erosion potential is not anticipated to increase as a result of the proposed zoning action. g About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? NA. This is a nonproject action. h. Proposed measures to reduce or control erosion, or other impacts to the earth,if any: Since erosion impacts could occur as a result of site specific project proposals, such impacts should be assessed and mitigations proposed through the application process. Additionally, development occurring in the City must conform to the City's environmental regulations including, but not limited to,Land Clearing and Tree Cutting and Clearing and Grading Ordinances. 2. AIR a. What types of emissions to the air would result from the proposal (i.e.,dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Emissions would be those associated with the construction and activities of residential neighborhoods and may include dust, wood smoke and automobile exhaust. Since the proposal would not increase the potential intensity of development of the subject area over existing zoning, the potential for such impacts are not anticipated to increase as a result of the proposal. b. Are there any off-site sources of emission or odor that may affect your proposal? ❑ Yes ® No. If so,generally describe. c. Proposed measures to reduce or control emissions or other impacts to air, if any: None proposed. 3. Surface Water: 1) Is there any surface water body on or in the immediate vicinity of the site(including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? Z Yes ❑ No. If yes, describe type and provide names. If appropriate, state what stream or river it flows into. May Creek and a portion of a Class 1 wetland. May Creek drains to Lake Washington. 2) Will the project require any work over, in, or adjacent to (within 200 feet)the described waters? ❑ Yes ® No. As a nonproject action, the proposal would allow, but not require, development within 200 feet of the wetland and May Creek. If yes, please describe and attach available plans. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. NA. This is a nonproject action. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. NA. This is a nonproject action. 5) Does the proposal lie within a 100-year flood plain? ® Yes ❑ No. • If so,note location on the site plan. This is a nonproject action. 6) Does the proposal involve any discharges of waste materials to surface waters? ❑ Yes ® No. This is a nonproject action. If so, describe the type of waste and anticipated volume of discharge. b. Ground Water: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. NA. This is a nonproject action. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any(for example: Domestic sewage; industrial, containing the following chemicals...; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served(if applicable), or the number of animals or humans the system(s) are expected to serve. NA. This is a nonproject action. However, the majority of the area is proposed for R-1 zoning which may not be of sufficient density to make sanitary sewers economically feasible. Therefore, implementation of the proposed zoning may result in additional discharge of domestic sewage into the ground. The amount of potential discharge would be comparable under existing zoning. US_SERVER\SYSZCOMMON\DIVISION.SW-TS\PLANNING\ANNEXTREZONBENVCHLST.DOC City of Renton Environmental Checklist .....f Valley Prezone-Phase II January 7, 1998 Page 5 of 13 c. Water Runoff(including storm water): 1) Describe the source of runoff(including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters, If so, describe. This is a nonproject action and therefore the method of collection and disposal and the quantities of run-off associated with the implementation of the proposed zoning are unknown. It is possible that the amount of run-off could increase for those areas proposed for R-1. For the majority of the subject area, the R-1 Zone would supplant the County's existing R-1-P Zone which requires that all parcels of 5 acres or more cluster development so that at least 50% of the original lot area is left as an open space tract. Although the overall density of R-1 . is the same as R-1-P, areas left in open space, particularly if it remains forested, will allow more surface water to recharge into the ground. However, the portion of the R-1 that is proposed to supplant existing R-4 Zoning with annexation may lower the run-off from that area. 2) Could waste material enter ground or surface waters? If so,generally describe. Residential development of the subject area may create the potential for substances, including but not limited to pesticides, herbicides and fertilizers to enter surface waters and sewage from septic systems to enter ground waters. However, potential impacts are not anticipated to increase under the proposed zoning. a. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: No measures proposed. 4. PLANTS a. List any threatened or endangered species known to be on or near the site. Great blue herons which have been designated a "monitor" species by the Washington, Department of Wildlife has been observed within the subject area. c. Is the site part of a migration route? If so,explain The entire State of Washington is included within a migration route for birds known as the Pacific Flyway. This flyway, as it overlies Renton,is used by a variety of migratory birds, including, but not limited to,the Canada goose. d. Proposed measures to preserve or enhance wildlife, if any: No measures proposed. 6. ENERGY AND NATURAL RESOURCES a. What kinds of energy(electric, natural gas, oil, wood stove, solar)will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. NA. This is a nonproject action. The proposed zoning would allow medium and low density residential development. Residential uses may consume one or more types of energy, including electric, natural gas, oil, wood stoves, or solar. The type and quantity of energy consumed is not anticipated to increase if and when the proposed zoning supplants existing zoning. •b. Would your project affect the potential use of solar energy by adjacent properties? If so,generally describe. NA. This is a nonproject action. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: NA. This is a nonproject action. 7. ENVIRONMENTAL HEALTH a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. The proposed zoning would not change the allowed uses in the subject area from those allowed under existing zoning. Hence, environmental health hazards are not anticipated to change. Under either zoning, environmental health hazards would be those generally associated with residential uses. 1) Describe special emergency services that might be required. Not applicable to a nonproject action. 2) Proposed measures to reduce or control environmental health hazards, if any: No measures proposed. None known. 2) What types and levels of noise would be created by or associated with the project on a short-term or a long-term basis(for example:traffic, construction, operation, other)? Indicate what hours noise would come from the site. This is a nonproject action. Development that could occur under the proposed zoning would have noise impacts attendant to residential uses. 3) Proposed measures to reduce or control noise impacts, if any: No measures proposed. 8. LAND AND SHORELINE USE a. What is the current use of the site and adjacent properties? Existing uses on the subject properties include single family residential and hobby farms. Portions of the area are currently undeveloped. The City has acquired on 10 acre parcel for future development as a park. Lands adjacent to the south are currently developed as single family. Land uses adjacent to the north, east and west are vacant and single family. b. Has the site been used for agriculture? ® Yes ❑ No. If yes, describe. Certain properties within the prezone boundaries are currently used for hobby farms. c. Describe any structures on the site. Single family homes and accessory structures. d. Will any structures be demolished? ❑ Yes ® No.If so,what? e. What is the current zoning classification of the site? King County zoning on the subject area includes R-1-P and R-4. The-P suffix requires that development on parcels over 5 acres retain at least 50% of the site in open space. f. What is the current comprehensive plan designation of the site? King County: Urban Residential 1-8 Units per Acre City of Renton: Residential Rural and Residential Single Family g. If applicable, what is the current shoreline master program designation of the site? According to the State's definition of shoreline, no shorelines lie within the proposed prezone boundaries. h. Has any part of the site been classified as an"environmentally sensitive" area? If so, specify. SUPPLEMENTAL SHEETS FOR NONPROJECT ACTIONS (These sheets should only be used for actions involving decisions on policies, plans and programs. You do not need to fill out these sheets for project actions.) Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions, be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. How would the proposal be likely to increase discharge to water; emissions to air;production, storage, or release of toxic or hazardous substances;or production of noise? New residential development may increase impervious surfaces with attendant increases in run- off, increase emissions to air and noise through additional traffic generation and other residential activities, and involve the low-level storage of toxic substances typically associated with households. However, the proposal is not anticipated to increase the potential for these impacts over the existing regulations as the proposed zoning would allow uses similar to those allowed under current King County zoning. Total potential new units are estimated to be equivalent or lower under the proposed zoning than under existing zoning. Proposed measures to avoid or reduce such increases are: No specific measures are proposed. However, specific development proposals made to the City following annexation of any portion of the affected area would be subject the City's other regulations as well as the standards in the Zoning Code. These regulations govern, among other things, surface water management, aquifer protection, noise level and septic systems. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? Any additional development of this area may result in a reduction of wildlife habitat and potential degradation of existing habitat due to increased surface water run-off. Since the existing County R-1-P requires that subdivision of parcels five acres or greater maintain at least 50% of the original lot area in open space, current zoning may maintain more land in natural habitat than would proposed zoning. Further, preserving natural open space may provide greater opportunity for surface waters to infiltrate, reducing surface water entry to May Creek. Reducing discharge to May Creek may lessen the potential for degradation of the creek habitat. However, since the development densities allowed under the proposed zoning are comparable to or lower than existing zoning, total impacts are not anticipated to be significant. Proposed measures to protect or conserve plants, animals, fish, or marine life are: Measures that may reduce impacts to plants and animals include implementation of land clearing and tree cutting regulations, wetland regulations and surface water management regulations. \\TS SERVER\SYS2\COMMON\DIVISION.S\P-TS\PLANNING\ANNEX\PREZONE\ENVCHLST.DOC City of Renton Environmental Checl ..._, Valley Prezone-Phase ll January 7, 1998 Page 12 of 13 3. How would the proposal be likely to deplete energy or natural resources? Any additional residential development may increase the depletion of energy and natural resources. However, the proposed zoning would allow an equivalent or fewer number of potential units than would existing zoning. Therefore, the potential for depletion of energy or natural resources should not increase as a result of this nonproject action. Proposed measures to protect or conserve energy and natural resources are: No measures are proposed. 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated (or eligible or under study)for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, floodplains, or prime farmlands? The subject area includes wetlands, floodplains and a fish-bearing stream. In general, the nonproject proposal would not directly affect environmentally sensitive and other protected areas. These areas will be more affected by the replacement, with annexation, of the County's sensitive area regulations with the City's. However, supplanting the existing R-1-P zoning with the City's R-1 would remove the requirement for maintaining over 50% of the area of parcels over 5 acres in permanent open space. This may result in greater surface water run-off to May Creek. Proposed measures to protect such resources or to avoid or reduce impacts are: The proposal is consistent with the recommendations of the draft May Creek Basin Action Plan with are intended to minimize impacts to the hydrology and habitat of May Creek and environs. Development that may occur under the proposed zoning, should all or portions of the subject area annex to the City of Renton, would be subject to the City's critical areas and surface water management regulations. 5. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The type and intensity of land uses would not change significantly with implementation of the proposed zoning. The proposed R-1 and R-5 Zones are consistent with the Renton Comprehensive Plan land use designations and with existing King County zoning designations in terms of the type and intensity of potential development. Proposed measures to avoid or reduce shoreline and land use impacts are: No measures are proposed. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? Any additional development that may occur as a result of the proposed action may increase demands on transportation and public services and utilities. However, the type and intensity of development allowed under the proposal is comparable to that allowed under existing zoning. Proposed measures to reduce or respond to such demand(s) are: No mitigation measures are proposed, since potential demand is not anticipated to increase under the proposed zoning. 7. Identify, if possible, whether the proposal may conflict with local, state, or federal laws or requirements for the protection of the environment: No conflicts with local, state or federal laws or requirements for the protection of the environment are known.
