HomeMy WebLinkAboutAdden 10AMENDMENT NO. 10 TO AGREEMENT CAG-14-126, FOR PROFESSIONAL SERVICES THIS AMENDMENT, dated 28 June, 2021, is by and between the City of Renton (the “City”), a Washington municipal corporation, and Mead and Hunt, Inc. (“Consultant”), a Wisconsin corporation. The City and the Consultant are referred to collectively in this Amendment as the “Parties.” Once fully executed by the Parties, this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-14-126, dated September 16,2014, to provide necessary services for the Renton Municipal Airport to update its Master Plan, as required by the Federal Aviation Administration ("FAA") (referred to herein as the “Agreement”); and Whereas, the Agreement originally anticipated that Consultant' s work on a Master Plan update would be completed by December 31, 2016, but the completion date has been extended several times due to the complexity of the project; and Whereas, the Parties wish to amend the Agreement to change the scope of work in order to complete an Airport Layout Plan and a simple Narrative. NOW THEREFORE, It is mutually agreed upon that CAG-14-126 is amended as follows: 1. Completion Date: The "Completion Date" on the first page of the Agreement is amended to require completion of Consultant's work no later than June 30, 2022. 2. Scope of Work: Section II of the Agreement, Scope of Work, is amended to restructure the scope of the Agreement as specified in Exhibit A, which is attached and incorporated herein. 3.All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. The City analyzed data from CY2015 to CY2020 and identified a declining trend of C/D business jet operations. When considering this declining trend, and also considering the decline in aircraft manufacturing related operations from the FAA Traffic Flow Management System (TFMSC), the need to upgrade the Runway Design Code (RDC) to C/D is no warranted at this time, as Category C/D operations in CY2020 did not exceed the required 500 annual threshold. Consequently, the City and Federal Aviation Administration (FAA) Seattle Airports District Office (ADO) have elected to undertake a simple ALP Update for the Airport with an RDC of B, without a change in RDC, and with the inclusion of operational restrictions for C/D aircraft expected to be implemented by the Airport Traffic Control Tower (ATCT). It is understood and agreed among the City, FAA, and Consultant that this Scope of Services: ƒBuilds upon the work done for the 2015 RNT Master Plan and will utilize the data and analysis from that planning effort as much as possible. ƒWill accept and depend on recent CY2015 through CY2020 TFMSC data, and will not consider or include forecasting; ƒWill accept and depend on the current RDC of ‘B-II’, and will not consider or develop a new RDC; ƒWill not require time and effort beyond January 2022 without amendment. ƒWill be followed by another planning effort in approximately 5 years. Mead & Hunt (the Consultant) has developed this Scope of Services to list the planning elements and tasks and associated level of effort necessary to produce the ALP Update and Narrative Report. In accordance with the Agreement for Airport Planning Consultant Services, the method of payment is lump sum. This document provides information on the following aspects. ƒBackground information describing the context in which the ALP Update will be accomplished; ƒAreas of emphasis for the ALP Update; and ƒProject scope elements and tasks, describing the work activities, responsibilities, and level of effort. ƒCommunication. The Consultant will communicate only with Airport and City Staff and will not communicate with FAA unless authorized by the City of Renton. In accordance with FAA guidance, this ALP Update should address short and medium-term plans for airport development and should include the following elements: 1) Summarized/Updated Inventory;            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 2 of 9 2) Facility Requirements (needs) Determination; 3) Preparation of Conceptual Development Plan (CDP); 4) Preparation of Development Program; 5) Update of Airport Layout Plan Drawing Set. ALP Update Areas of Emphasis: ƒConsultant assistance remotely for Renton Airport Advisory Committee (RAAC) meetings. ƒFAA Seattle ADO coordination including virtual meetings, planning memos, etc. ƒSoutheast General Aviation landside development planning. ƒAdditional landside development planning on the east and west sides of the Airport. ƒDevelopment of a recommended Conceptual Development Plan (CDP) for the future improvement and operation of the Airport. The ALP Update will not include Consultant participation in city council meetings, neighborhood meetings or website materials. Reference Documents Components and preparation for both the ALP Update narrative and revisions to the Airport Layout Plan shall include items required by the ALP checklist contained in FAA Standard Operating Procedure (SOP) 2.00, Standard Procedure for FAA Review and Approval of Airport Layout Plans (ALPs);SOP 3.00, Standard Operating Procedure for FAA Review of Exhibit “A” Airport Property Inventory Maps, the Airport Master Plans Advisory Circular (AC 150/5070-6B – including latest changes and revisions); the Airport Design Advisory Circular (AC 150/5300-13A – including latest changes and revisions). Given the potential that FAA AC 150/5300-13B is issued during the schedule of this project, it is important to note that the ALP WILL NOT be developed to 13B standards. Project Elements Tied to Project Schedule The following elements are estimated to take approximately 6 months from Notice to Proceed to submission of the Draft ALP Update and Narrative Report. The follow-on FAA review and approval process is estimated at 3 months. Element 1. Scoping/Pre-planning 1.1 Scope of Services and Contract Documents The effort for this task includes preparation of this scope of services, a series of virtual meetings and one virtual scoping meeting with Airport Staff and FAA Staff. The deliverables for this element will be draft and final scope of services, project schedule, an agreed-upon project planning budget and an agreement for the proposed planning work. Specialty sub-consultants (if necessary) and their scopes of work will be identified and included in the process. The scope of services, the schedule and the budget will be detailed by study element. Following agreement of            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 3 of 9 the draft scope and fee basis with the Sponsor and FAA, a final scope will be prepared, along with sponsor and sub-consultant contracts (if necessary). Element 2. Project Management, Coordination and Communications Continuous and timely coordination with the Airport will be provided throughout the Study. Project management tasks will continue throughout aspects of the project schedule. The project management and coordination process includes the following tasks. 2.1 Project Management This effort includes communication among the project team for purposes of tracking the progress of the Study. Managing the technical work tasks is necessary for a successful project. Project management duties will include: ƒDeveloping and documenting the project plan ƒOrganizing the project team ƒLaunching the project activities ƒExecuting project activities ƒMonitoring and controlling the project to achieve results ƒManaging/mitigating risks and solving challenges ƒInvoicing and monitoring project budget ƒAssistance with closing out the project 2.2 Sponsor Coordination and Meetings Project status briefings will take place throughout the planning process. These briefings will take place in person or via virtual call or email between the Airport Director and Mead & Hunt’s Project Manager. These briefings will include status reports of current work, upcoming meetings and work effort and discussion of challenges affecting the schedule, process and budget. Airport Primary Point of Contact David Decoteau, Airport Director Airport Secondary Points of Contact Jason Anderson, Assistant Manager William Adams, Airport Engineer Mead & Hunt Primary Point of Contact Ryan Hayes, Project Manager Mead & Hunt Secondary Point of Contact Lauren Rasmussen, Project Coordinator            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 4 of 9 The Consultant will participate in weekly virtual meetings (Microsoft Teams) with Airport Staff and attend two (2) in person meetings with three (3) Consultant staff at appropriate times during the project schedule. 2.3 RAAC/Study Committee Meeting Support It is anticipated that the Renton Airport Advisory Committee (RAAC) will be continually informed and briefed on the project. The Consultant will be responsible for providing briefing information to Airport Staff. Airport Staff will be responsible for presenting information and coordinating review and comment of planning documents by the RAAC. This task does include in person attendance at two RAAC meetings by one Consultant staff (likely the Project Manager). If available, Consultant staff will attend additional RAAC meetings remotely to answer questions. Element 3. Updated Inventory This phase of the project involves the establishment of a sound basis for plan and program development through the assimilation and documentation of appropriate base data. Maximum utilization of existing information will be part of this element, including previously prepared Master Plan Inventory information. This is intended to avoid redundancy and unnecessary data collection. 3.1 Updated Inventory Chapter From secondary information sources, on-site observations, and data from previous Master Plan efforts, Mead & Hunt will inventory facilities within the boundaries of Renton Municipal Airport. The inventory will include the physical layout of buildings (exterior only), runways, taxiways, airfield lighting, aprons, on-airport roadways, and navigational/electronic landing aids. This will result in a facilities inventory recording, serving as information for follow-on planning tasks. The facilities information that is gathered will result in written and graphic documentation in the Airport Master Plan, as well as technical drawing file documentation (AutoCAD) for use in preparation of the Airport Layout Plan (ALP). The inventory chapter will also include landing use and zoning and an updated environmental inventory. Element 4. New Airfield Facility Requirements In consideration of the desire to maintain B-II runway design code (RDC) standards, this element will define the new FAA standards related to a B-II critical aircraft. 4.1 Design Standards Review/Evaluation Existing and potential future airfield dimensional criteria will be evaluated and presented in both a tabular and graphical format. Existing and potential future deviations from FAA design standards, along with proposed remedies for those deviations, will be noted in the chapter. General design            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 5 of 9 standards issues to be considered include: runway safety areas, runway object free areas, runway protection zones, runway/taxiway/apron separation, runway length, runway width, airfield layout, instrument approach capabilities, and navigational aids/lighting, among others in accordance with B-II standards. 4.2 Updated Facility Requirements – Airfield Facilities Utilizing current FAA planning criteria and the previously prepared master plan documents, the Consultant will review the overall facility needs based on projected future activity and the Airport's role in the local, regional and national aviation and economic system. Airside facilities to be analyzed include: ƒRunways ƒTaxiways ƒInstrument approach procedures (including desired RNP procedures) Landside requirements from the Master Plan will be summarized in this chapter. No alternatives analysis will be conducted for this ALP Update Study. Element 5. New Conceptual Development Plan 5.1 Seaplane Ramp Alternatives Analysis This task will includes analysis of the existing seaplane pull out ramp and up to three alternative configurations for relocation/reconfiguration of the ramp. One alternative will consider only B-II standards and develop a ramp configuration plan accordingly. The second two alternatives will consider the potential for a long term RDC upgrade to C/D-III standards and develop ramp relocations/reconfigurations accordingly. The Consultant will make a recommendation for the preferred seaplane ramp alternative, justify the reasons for that alternative recommendation and develop cost estimates for that alternative. 5.2 Develop Conceptual Development Plan (CDP) This task will include the recommended Conceptual Development Plan (CDP). The recommended CDP will identify program requirements, goals and objectives which will drive the layout of future airport facilities; and show airside and landside elements in plan view. The CDP will delineate the recommended concept in drawings described above, finalize conceptual phasing plans, provide conceptual, planning level, cost estimates for each project and for each phase of construction, show total estimated project costs for each phase, as well as develop and prioritize a list for improvement projects. 5.3 Operational Considerations and Restrictions The Consultant will provide language for an agreement between the City of Renton and the RNT Airport Traffic Control Tower (ATCT). The purpose of the agreement is to outline the potential operational considerations and restrictions related to continued, but infrequent use of the airfield by C/D-III Boeing aircraft and large C/D business jet aircraft that exceed the B-II critical aircraft            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 6 of 9 approach speed and dimensional standards. However, the Consultant will not be involved in preparing, facilitating, or arranging the agreement. Element 6. Development Program 6.1 Development Program with Project List The development program identifies all anticipated airport development projects within the 5-year and 10-year planning periods. The short-term (5-year) plan is an immediate action program recognizing and identifying realistic local, state and federal funding levels. The intermediate-term (10-year) plan is a detailed description for sizing airport requirements and layout. At this time, development of a long-term plan is not warranted. The report's drawings will include a color phasing plan, depicting the short-term and intermediate-term development stages. The project identifies development projects, noting project priorities and proposed funding breakdowns between Federal, State and Local shares. The development program will also consider the potential for other sources of funding for projects not considered eligible for FAA funding or considered a low priority for FAA funding. 6.2 Project List Cost Estimates Cost estimates of projects based on current year dollars, will be prepared for the first five-year period; a more generalized cost breakdown will be prepared for the six- through ten-year period. No cost estimates will be included for projects outside of the ten-year period. Cost estimates will be prepared using unit prices extended by the size of the particular facility tempered with some specific considerations. Cost estimates, while being accurately prepared, are intended to be used for planning purposes only and are not to be construed as construction level estimates. The planning level cost estimates will provide sufficient detail to allow project time schedules to be established and programmed into the appropriate funding programs. Element 7. Airport Plans This element will follow FAA’s Standard Operating Procedure (SOP) ALP review checklist, current as of the date of this Scope. Sources of information for these drawings in this element will include previous Airport Layout Plans (ALPs) and master planning documentation, the Obstruction Chart (OC) for the Airport, USGS mapping, legal descriptions, property surveys, local and regional government mapping, aeronautics databases, and other sources readily available to the Consultant. Preparation of the ALP will be based on the findings of the previous tasks and will include the following individual drawings: ƒTitle Sheet ƒExisting Airport Layout Drawing ƒFuture Airport Layout Drawing ƒAirport Data Summary ƒOn-Airport Individual Area Plans ƒAirport Airspace Drawing – Plan View ƒAirport Airspace Drawing – Profile View ƒRunway 16/34 Inner Portion of Approach Surface Drawings            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 7 of 9 ƒRunway 16/34 departure surface drawings ƒLand Use Drawing (no noise contours will be developed or shown) ƒAirport Property Map (utilizing previously prepared property data) 7.1 Airport Layout Plans, Existing and Future Potential operational restrictions and agreements between the City and ATCT will be referenced on the ALP as necessary; however, the Consultant will not be responsible for the development of these restrictions or agreements. An Airport Layout Plan (ALP) shall be prepared in accordance with the findings, recommendations and approvals resulting from the study. The ALP shall be developed utilizing the current FAA electronic file, supplemented with new aerial information from previous tasks, Aerial Photography and Mapping and “As Built” information, and the most current version of AutoCAD Civil 3D. The ALP will depict the configuration and general dimensioning of the initial and proposed airport facilities, including building height of all buildings on airport property. The Airport Layout Plan will include such information as: 1) Airport Layout; 2) Existing and Future Boundaries; 3) Location Map; 4) Vicinity Map; 5) Airport and Runway Data Tables; and, 6) Wind Information. Deviations of and dispositions to FAA design standards will be noted on the existing and future Airport Layout Plan as well as in the ALP Update narrative. Large-scale reproducible drawings shall be prepared on a sheet size no smaller than 24" by 36". No FAA modifications to standard analysis will be completed or illustrated on the existing or future ALP. 7.2 On-Airport Individual Area Plans The Consultant will develop new area plans for development areas within the bounds of airport property as required. The plans will generally be comprised of, but not necessarily limited to, the aircraft manufacturing areas, the general aviation areas, commercial and industrial complexes, hangar areas, and other special use areas. The Individual Area Plans will illustrate existing and proposed facilities, including such elements as building configuration and location, taxiway and apron development, vehicle access roads (including recommendations for service road locations) and parking areas, specifically indicating those facilities which currently exist and those which are proposed and labeling the various components of each of the Individual Areas Plans. The relationship with appropriate immediately surrounding airfield and landside components (i.e., runway, taxiways, object free area, runway protection zones, external roadways, on-airport navigational aids, airport boundary, among other considerations) will also be illustrated as will available topographical characteristics. 7.3 Land Use Plan The existing Land Use Plan will be updated to depict existing and recommended uses of all land within the ultimate airport property line (on-airport) and within the vicinity of the Airport (off- airport), generally identified as that area surrounding the Airport associated with the Washington State DOT identified Traffic Pattern Zone. Land uses will be depicted by general land use categories, including such categories as agriculture, residential, industrial, commercial, parks and            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 8 of 9 open space, aviation-related, public, floodplains, DOT Section 4(f) resources, among others as appropriate, but including special note of noise sensitive uses. No noise contours will be shown on the Land Use Plan. Recommendations to minimize noise impacts and noise complaints such as real estate disclosures and aviation easements will also be included in the report narrative. 7.4 Airport Airspace Drawings The Airport Layout Plan set also includes the Airport Airspace Drawings, the Inner Portion of the Approach Surface Drawings and the Runway Departure Surfaces Drawings. The drawings will be updated with the obstruction information from the AGIS survey. Based on AC 150/5070-6B entitled Airport Master Plans, the Airport Airspace Drawings, the Inner Portion of the Approach Surface Drawings and the Runway Departure Surfaces Drawings shall be prepared in accordance with the findings, recommendations and approvals resulting from the study. These drawings supplement information on the Airport Layout Plan. Specifically, the Airport Airspace Drawings will include both planning and profile views illustration all FAR Part 77 surfaces. 7.5 Inner Portion of the Approach Surface Drawings A plan showing the existing and the ultimate runway protection zones, and associated approach areas will be developed for each runway end. Plan and profile views of each area will be developed identifying all physical obstructions. The obstruction's height and location will be noted by dimension lines. Any obstruction requiring removal or relocation to meet FAA standards will be noted and an action plan identified. The Inner Portion of the Approach Surface Drawings will be prepared depicting the following: 1) Areas under imaginary surfaces as defined in FAR Part 77, Objects Affecting Navigable Airspace; 2) Existing and planned approach slopes and any height zoning ordinance limitations; 3) A plan and profile of runway protection zones, approach areas showing controlling structures and other objects penetrating the runway protection zones and approach/departure areas; 4) Location and elevation of obstructions exceeding threshold siting surface requirements and, 5) Areas attracting large numbers of birds or other potential hazards to aircraft flight within the approach zones. A map will be prepared showing the Part 77 surfaces, the existing structures, existing variances from the Part 77 criteria and areas of potential development that will not affect airspace utilization or present a hazard to aircraft. Like the ALP, these drawings will be developed utilizing the latest version of AutoCAD Civil 3D. 7.6 Runway Departure Surface Drawings Similar to the Inner Portion of the Approach Surface Drawings, specific drawings will be prepared illustrating the departure surfaces off each runway end. A separate table will be included delimitating departure surface obstructions and proposed disposition. Like the ALP, these drawings will be developed utilizing the latest version of AutoCAD Civil 3D.            ALP Update Scope of Services May 5th, 2021 Scope of Services – Renton Municipal Airport/Clayton Scott Field Page 9 of 9 7.7 Airport Property Map Update The Consultant will use the previously prepared Property Map to create a new map. The only anticipated change from the previous property map is the recommendation for acquiring RPZ property to the south. This scope of services does not include any title or parcel research or title commitment work and will not incorporate any property/parcel information other than that provided by Airport Staff or other secondary sources. The property map will not be revised to meet new FAA standards or tables required. The ONLY change to the existing Property Map will again be a recommendation to acquire RPZ land south of the Airport. Element 8. Documentation 8.1 Draft and Final ALP Update Narrative Reports The Consultant shall prepare only electronic copies of the Draft and Final ALP Update Narrative Reports which will summarize the planning process and document the findings of the elements outlined in this Scope of Services. This report will be written so that it can be easily understood by the general public. The format of the report will be based on the individual sections or chapters developed in the individual technical elements of this project. This report is anticipated at no more than 20 pages and anticipated sections/chapters of the ALP Update Narrative Report include: x Inventory x Facility Requirements x Conceptual Development Plan (CDP) x Development Program x Airport Plans x Appendices (as required) 8.2 Airport Layout Plans Drawing Set – FAA Airspace Coordination The Airport Layout Plan sets will be provided in a final draft form for FAA airspace review and local approval. It will then be published as a final document for distribution upon receipt of FAA airspace review. The documentation will include the following: ƒFour (4) draft ALP sets (1 for Consultant and 3 for Airport Staff review) ƒEight (8) final draft ALP sets (1 for Airport Staff, 1 for Consultant, and 6 for FAA review) ƒFive (5) final ALP sets for FAA and Airport Staff signature (3 for the FAA, 1 for the Airport Staff and 1 for Consultant) ƒOne (1) electronic/pdf copy of the drawings of the final approved ALP and AutoCAD electronic files of all drawings The Consultant will develop a transmittal package with the required supporting documentation for FAA review. Preparation of these documents will be coordinated closely with the FAA Seattle ADO, and Airport Staff. Final documents will reflect appropriate responses to comments received on draft materials from all reviewing agencies. Deliverables will include and FAA-approved and signed ALP.
