The proposal includes the addition of 1,100 square feet of living space and a 400 squa-e feet garage. Project is expected to begin as soon as permits are issued. SEC-TWN-R: 21, 23 N, 5 E WATER E3ODY/WETLAND: Cedar River An exemption from a Shoreline Management Substantial Development Permit is hereby granted on the proposed project described on the attached form for the following reason(s): Normal maintenance or repair of existing structures or developments, including damage by accident, fire or elements. Improvements to fish habitat or passage pursuant to RCW 90.58.147. Construction of the normal protective bulkhead common to single family residences. Emergency construction necessary to protect property from damage by the elements. Construction of a barn or similar agricultural structure on wetlands. Construction or modification of navigational aids such as channel markers and anchor buoys. X Construction on wetlands by an owner, lessee, or contract purchaser of a single family residence for his own use or for the use of his family which does not exceed a height of thirty- .:ive (35) feet above average grade level. Construction value does not exceed $2,500 and project does not materially interfere with the water or shorelines of the state. Construction of a dock, including a community dock, designed for pleasure craft only, for the private noncommercial use of the owner, lessee, or contract purchaser of single and multiple family residences. This exemption applies if either: (A) In salt waters, the fair market value of the dock does not exceed two thousand five hundred dollars; or (B) in fresh waters, the fair market value of the dock does not exceed ten thousand dollars, but if subsequent construction having fair market value exceeding two thousand five hundred dollars occurs within five years of completion of the prior construction, the subsequent construction shall be considered a substantial development for the purpose of this chapter. . Because these notes are provided as information only,they are not subject to the appeal process for environmental determinations. 1.The Applicant shall perform all work in conformance with the approved Plans and specifications that has been reviewed and approved by the PlanningBuilding/Public Works Department. 2. The Applicant shall maintain traffic in conformance with the traffic control plan as approved by the City Traffic Engineer. 3. The Applicant shall ensure that access for emergency vehicles is maintained at all times. In the event of a road closure, the Applicant shall notify the Renton Fire and Police Departments 24 hours in advance of closure. D. ENVIRONMENTAL IMPACTS Whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development? 1. Earth Impacts: The proposed sanitary sewer lift station is planned to be installed in the existing roadway of the closed portion of NE 27th St. near the area known as Devils Elbow. The new force main will be installed in a steep slope from the new station to the cul-de-sac in NE 27th St. The force main will be installed using a technique known as directional drilling. The force main will be installed approximately 50 feet deep without disturbing the steep slope. An emergency generator (EG) building, measuring 18 feet by 13 feet, will be installed on Lot 8 of Aloha Ranch Division 2 to house a trailer mounted emergency generator. The emergency generator building will allow emergency power to be provided to the station during power outages. Since NE 27th St. has been blocked by fallen trees during storms, and storms often result in power outages, the EG building was located in a safe area to allow quick emergency power connection. All areas of excavation in unimproved places shall be revegetated following construction. The existing topography in the area will not be altered as a result of the project. Mitigation Measures:No further mitigation is recommended. Air Impacts: Minor, temporary impacts to air quality can be anticipated during construction of the proposed project. Impacts during construction could include dust from disturbance of exposed soils and emissions from construction equipment. As a part of the construction documents, the applicant's contractor shall be required to keep dust to a minimum by keeping exposed soils moistened. All vehicles and equipment will meet federal, state, and local emission requirements. Mitigation Measures:No further mitigation is recommended. Nexus: N/A 3. Water Impacts:. The new lift station will be located approximately 30 feet from Honey Creek. This lift station will replace the existing station which is also located close to the creek and was built in 1985 as a temporary station. The existing lift station is old and is more likely to sustain mechanical and electrical failures which can result in sewage overflows into Honey Creek.. The new lift station will provide enough storage capacity in the event of a failure to allow city crews to correct the problem prior to sewage overflowing out of the station. The existing force main, which is located in NE 27th St.,has been damaged by landslides in the past resulting in sewage discharges to Honey Creek. The new force main will be installed in the adjacent steep slope and well below the upper soil layers which are prone to landslides. Minor de- watering of the lift station excavation will take place during construction and will be discharged into the sanitary sewer. As part of the project, temporary erosion and sedimentation measures will be included in the contract documents to protect the adjacent wetland and existing storm water systems. Mitigation Measures: No further mitigation is recommended.. Nexus: N/A 4. Transportation Impacts: Except for minor traffic impacts in the cul-de-sac of the 2700 block of NE 24th St.,the project will take place in areas that are not accessible vehicles. The new lift station will be located in that portion of NE 27th St. that is closed to vehicular access. Mitigation Measures: No further mitigation is recommended.. Nexus: N/A E. The lift station does not meet Renton's stated level of service and occasionally overflows into nearby Honey Creek. Therefore, it is necessary to replace the existing lift station. In addition, the ravine access road to the facility (NE 27th St.) must be improved. Access to the existing and new lift stations is via NE 27th Street. This street and the adjoining 120th Place SE traverse the steep ravine in which the Honey Creek flows. NE 27th Street is on the westerly slope and 120th Place is on the easterly slope. Devil's Elbow is the hairpin turn where these two streets meet. After the original lift station was constructed, a slope failure caused the closure of both of these streets. Geotechnical assessment has revealed that NE 27th Street is prone to failure. NE 27th Street is still used for lift station access by City staff. The slope above the road is approximately 75 to 100 percent. The slope below the road is approximately 50 to 100 percent down to Honey Creek. To maintain safe access to Devil's Elbow Lift Station, several improvements to NE 27th are planned and will be discussed in more detail below. Project Objectives 1. Provide adequate wet well capacity to eliminate overflows; 2. Provide emergency wet well storage capacity to allow maintenance staff adequate response time in case of station failure; 3. Provide passive and active vandal resistance; 4. Provide a permanent facility to house a portable emergency power generator; 5. Upgrade operator safety, access, and control features; 6. Upgrade force main connection to the gravity sewer system; and 7. Improve and stabilize the access roadway. Project Scope The project includes the following elements: A. Lift Station 1. Removal of the existing lift station. This includes removing the above ground mechanical building and the underground wet well. 2. Installation of a new lift station approximately 50 feet northwest of the existing lift station. The station will be constructed entirely under- ground. The new force main will be installed approximately 3 feet underground, along the western edge of NE 27th Street. 2. Installation of approximately 400 linear feet of force main pipe between NE 27th Street and NE 24th Street. This segment spans a steep slope on the western side of the Honey Creek ravine. This section of the force main will be installed using directional drilling through the slope with a minimum depth of embedment of 50 feet below the slope surface. Access Road The access road will be shifted west to provide an additional 2-4 feet of driving surface. The roadway improvements to NE 27th St. will include new subsurface drainage improvements via french drains and new surface drains via ditches and catch basins and pipes. These improvements will convey runoff to the existing system near the intersection of Honey Creek and NE 27th St. The existing system, which drains to Honey Creek upstream from the roadway will remain. The proposed drainage improvements are designed to minimize surface and subsurface drainage from undermining the roadway which has a history of landslides. Runoff from the emergency generator building, to be located in the cul-de-sac of NE 24th St., will drain into the gutter line in the roadway. General Description: Background Some areas in the City of Renton utilize pump or "lift" stations to collect and transport sewage to treatment facilities. Three lift stations serve the Honey Creek Sub-basin and pump wastewater east to the Lake Washington Basin. The Honey Creek Sub-basin spans approximately 430 acres in the northeastern part of Renton. The lift station does not meet Renton's stated level of service and occasionally overflows into nearby Honey Creek. Therefore, it is necessary to replace the existing lift station. In addition, the ravine access road to the facility (NE 27th St.) must be improved. Access to the existing and new lift stations is via NE 27th Street. This street and the adjoining 120th Place SE traverse the steep ravine in which the Honey Creek flows. NE 27th Street is on the westerly slope and 120th Place is on the easterly slope. Devil's Elbow is the hairpin turn where these two streets meet. After the original lift station was constructed, a slope failure caused the closure of both of these streets. Geotechnical assessment has revealed that NE 27th Street is prone to failure. NE 27th Street is still used for lift station access by City staff. The slope above the road is approximately 75 to 100 percent. The slope below the road is approximately 50 to 100 percent down to Honey Creek. To maintain safe access to Devil's Elbow Lift Station, several improvements to NE 27th are planned and will be discussed in more detail below. Project Objectives 1. Provide adequate wet well capacity to eliminate overflows; 2. Provide emergency wet well storage capacity to allow maintenance staff adequate response time in case of station failure; 3. Provide passive and active vandal resistance; 4. Provide a permanent facility to house a portable emergency power generator; 5. Upgrade operator safety, access, and control features; 6. Upgrade force main connection to the gravity sewer system; and 7. Improve and stabilize the access roadway. Project Scope The project includes the following elements: A. Lift Station 1. Removal of the existing lift station. This includes removing the above ground mechanical building and the underground wet well. 2. Installation of a new lift station approximately 50 feet northwest of the existing lift station. The station will be constructed entirely under- ground. Slope Stabilization between Honey Creek The downhill slope between the replacement lift station and Honey Creek will be armored with riprap to limit the potential undercutting by Honey Creek. G. Erosion Control Temporary erosion control measures will be employed to prevent construction site soil particles and machinery oil and gas from entering Honey Creek. These measures are outlined in the construction plans. Methods include installation of silt fences between the stream buffer and construction areas; straw mulching over exposed soils; disposal of turbid water into the sanitary sewer system as possible; and containment and decanting of turbid water from the construction areas via Baker Tanks as needed. H. Monitoring Approximately one week prior to beginning construction activities on the site, turbidity monitoring will be started approximately 100 feet upstream of the construction site. This data will be used to establish background turbidity concentrations in Honey Creek. During construction and for one week after construction has ended, turbidity monitoring will be employed approximately 100 feet upstream and 100 feet downstream of the construction site on Honey Creek. Data will be evaluated on an on-going basis. Downstream turbidity levels exceeding 5 NTU's above upstream conditions will be considered indicative of construction site impacts. Corrective actions will be implemented immediately to eliminate the construction site source of turbidity to the stream. In addition to the water quality monitoring in Honey Creek, the stream levels will also be monitored during any de-watering conducted. It is assumed, due to the tight silt and sand materials, that the de-watering will not effect the level of the stream. The water level in the stream will be in the proximity of the excavation pit during de-watering. If the stream level does drop, corrective actions will be taken to mitigate this problem. I. Contingency Plans Contingency actions for stream impacts will be outlined and discussed in the pre-construction meeting with contractors. If the stream levels drop, the de-watering water will be treated for turbidity in the Baker Tank and emitted back into Honey Creek. However, if the volume of water extracted is low, the water will be put into the sanitary sewer. B. Acreage of Site: The project site is approximately 1.7 acres in size. This includes the road improvement areas, the old lift station site, sewer line trenching, and the standby power generator building. See attached figures. C. Number of Dwelling Units/Buildings to be Demolished: Two (Above grade equipment room and below grade wet well). D. Number of Dwelling Units/Buildings to be Constructed: Three (New dry well equipment vault, wet well, and stand-by power building). E. The Renton Parks Department is planning to use the area surrounding the site as a walking trail and fish habitat interpretive area. Design Features, Including Building Height, Number of Stories & Proposed Exterior Materials: The lift station will use durable building materials that are both low profile and highly vandal resistant. Both the wet and dry wells will be one story, constructed of precast concrete. The lift station design will incorporate heavy-duty access hatches and concrete manhole covers and lids at grade. All equipment will be located below grade. The debris-catchment wall will be constructed of concrete or large rock. A 12-foot diameter concrete manhole that is 17 feet tall will be used for the wet well. The floor of the wet well should be set at an elevation of 189 feet with the pump intake at about 189.5 feet. The dry well vault will be constructed adjacent to the wet well to house the dual sump pump system, ventilation fan, electric space heater, gas detection system, and a dehumidifier. B. ENVIRONMENTAL ELEMENTS 1. Earth a. This slope represents the west flank of the Honey Creek drainage basin. The west flank area ranges from about Elevation 340 feet at its crest to about Elevation 192 feet in the center of the Honey Creek channel. This slope can be divided into three topographic segments: the upper steep slope area, an intermediate bench area, and a lower steep slope area. The upper slope area declines approximately 60 to 80 percent to the east. The bench area is approximately 30 to 50 feet wide. The lower portion of the slope is inclined approximately 70 to 90 percent. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. A test boring was drilled to a depth of 38.5 feet below existing grade. Generally, the site consists of 11 feet of colluvium which consists of very loose silty fine to medium sand and very soft sandy silt with occasional organic material. Below this depth exists very dense clean to silty sands and hard sandy silt. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. Indications of deep-seated movements on this slope can not be seen. However, it appears that the surficial soils in the area are creeping down the slope. In addition, the steep slope and soft nature of the colluvium might cause shallow slumping on this slope in the future. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. The purpose of the filling and grading is to tight-line the open storm drainage ditch to allow for a driving surface. However, minimal ground cover will be removed. Due to the nature of the trenchless force main construction, the steep slopes will be minimally disturbed. Erosion control measures will be in place as discussed above and will be indicated on the construction plans. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Approximately 45 percent of the site will be covered by impervious surfaces at project completion. This calculation includes the new wet and dry wells, the expanded NE 27th driving surface, and the asphalt around the proposed backup power building. However, only 3100 square feet will be new impervious surface, the remaining amount exists already. h. Construction will be limited to daylight hours. The purpose of the Devil's Elbow Lift Station is to pump sewage. Hydrogen sulfide is formed when sewage is deprived of oxygen and it is the primary odor-causing constituent of wastewater. The anaerobic bacteria, which live on the pipe and manhole walls, create hydrogen sulfide when they metabolize sulfur-containing matter. The hydrogen sulfide also causes corrosion by producing sulfuric acid. An investigation of the wet well and receiving discharge manhole at Devil's Elbow showed no evidence of corrosion. In addition, no excessive odors have been reported at this site. Since the new station will have the same pumping rate as the existing station, it is assumed that odor will not be a problem after construction. The station will be designed to limit the detention time of the sewage in the wet well and the disturbance of the influent. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. None known. c. Honey Creek is a 1.2-mile tributary to May Creek and May Creek flows into Lake Washington. The lift station will be constructed near a portion of Honey Creek known as Devil's Elbow ( NE 27th ST ). About 1000 feet downstream from this area is the confluence with May Creek. Work will be conducted outside of the stream buffer (25 foot buffer from the ordinary high water mark). 2) Will the project require any work over, in or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Yes. The replacement Devil's Elbow Lift Station site location is adjacent to Honey Creek. The proposed wet well construction area is approximately 30 feet from the ordinary high water mark of Honey Creek. This construction is not in the stream buffer, which is defined as 25 feet from the ordinary high water mark. Excavation will be necessary, but the construction is not expected to impact the creek due to utilization of a watertight shoring system, erosion control measures, and de-watering procedures discussed previously. The old lift station and wet well, which must be removed, are within the stream buffer. However, the stream is currently inside a culvert in this location. Approximately 400 linear feet of force main pipe will be installed between NE 27th Street and NE 24th Street. This segment spans a steep slope on the western side of the Honey Creek ravine. This section of the force main will be installed using directional drilling through the slope with a minimum depth of embedment of 50 feet below the slope surface. In addition, the access road will have additional improvements such as shifting and widening. Curbing and a French drain system will be installed to control ground and surface water. Although these activities occur adjacent to Honey Creek, no activities will take place in the creek or it's buffer. The above road and force main activities also take place adjacent to wetlands which are several hundred feet downhill from the activities and riparian to Honey Creek. According to Ordinance 4346 4-32-4 A5, the proposed activities are "Allowed and Regulated Activities". The roadwork is normal and routine maintenance of an existing road. The placement of the facilities under the road will aid in the support of this road. Erosion control methods will be employed to prevent potential impacts to the downgradient riparian wetlands during road and force main improvements. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. The total fill quantity for the project will be approximately 715 cubic yards. Indicate what hours noise would come from the site. Construction of the new lift station will have noise impacts on the surrounding area. During construction, noise from equipment will range from about 68 to 88 dBA at 50 feet during daylight hours. Trucks bringing in fill material will produce the most noise during construction of the lift station. Equipment used to move the fill around the site will also create noise impacts. Both the wet and dry wells are precast concrete eliminating the need for concrete trucks on site. Trucks bringing the precast sections will generate noise on site as well. Demolition of the existing lift station would create the largest noise impacts of any of the proposal's activities. The noise associated with dump trucks continuously arriving and leaving the site will be present. The existing lift station dry well is above grade, while the wet well is below grade. Digging equipment and jackhammers will most likely be used to demolish the wet well. Dumping the materials into trucks to be hauled away will also create noise disturbances. Demolition activities will be limited to daylight hours only. At project completion, the pump station itself will create no noise impacts. The pumps will create minimal noise since they will be submerged as well as contained in a concrete manhole below grade. If so, generally describe (indicate whether public or private). Yes. NE 27th Street will need improvements so that the City staff can access the new lift station. The road is currently closed to the public due to slope instability. Generally, the road alignment is founded in part on what appears to be stable cut section and an unstable fill section. The evidence to this would be the pavement distress that typically extends no further than the center of the road pavement. The ground water and surface water combine to further destabilize the loose areas of fill or detritus soil. Based on discussions with the City staff, the improvements were developed on the basis that failure along the eastern portion of the access road was acceptable. Therefore in areas where failures are presumed to be due to poorly constructed fill sections, no action is necessary, assuming that any failures would extend no further than the original center of the roadway. Proposed improvements include shifting the access road west, providing an additional 2-4 feet of driving surface. Installation of curbs and a French drain system is also proposed in required areas to control ground and surface water.
