SHORE2.DOC\ Project Narrative for Site 1 of 5, 1998 - Water Maintenance Water Main Replacement Project(s) (This project is within King County 1/4 Section NW 32-24-5) Approximately 450 ft. of 2" diameter galvanized steel main at Burlington Northern Railroad, Mile Post 5.67 will be replaced by an 8" ductile main. Ten waterfront homes along Lake Washington are served from this main. The main is located within a utility easement granted from BNRR. The new 8" main will be realigned within the BNRR right-of-way along the driveway access road at Mile Post 5.67, to the 10 waterfront homes. It will connect to an existing 8" ductile iron main and rum 450 ft. to the south. It will stop just north of Kennydale Beach Park. The Water Utility Section is in the process of obtaining a new utility easement from the railroad. Construction can begin when an updated utility easement and determination of Shoreline Exemption are granted. This is projected to be done by late May, 1998. The Renton Comprehensive Plan identifies this zone for residential single family dwellings. Because this is a watermain replacement, no views will be obstructed as a result of this project. A 1,350 s.f. trench is required to install this main. The Water Maintenance Department is providing the materials and personnel to install this main. The construction cost estimate is $25,000. Moreno 21 April 1998 CITY OF RENTON —EVELOPMENT SERVICES DIVISIC ABBREVIATED ENVIRONMENTAL CHECKLIST FOR PROJECTS BELOW SPECIFIED SEPA EXEMPTION LEVELS The State Environmental Policy Act(SEPA),Chapter 43.21C,RCW,requires all governmental agencies to consider the environmental impacts of a proposal before making decisions. Although the State Environmental Policy Act does specify certain categorical exemptions,these can,in some cases, be modified by local agencies if there is a likelihood of probable significant adverse impacts from an otherwise categorically exempt project. Although the SEPA rules do not generally require environmental documentation when a project is categorically exempt,many smaller projects are,in fact,a part of a large whole which is not exempt. Also,under recent guidelines issued by the Washington State Department of Ecology,it is recommended that agencies reviewing projects show that SEPA was considered. This would be consistent with a 1980 State Court of Appeals decision which held that agencies should consider likely environmental effects before applying the SEPA categorical exemptions. The City of Renton has developed this abbreviated checklist to assist in doing this. Please answer each question and attach your answers on additional pages if you need more space. Do not leave any question blank-if a question does not apply,please note this after the question. These project sites are not included in the Water Utility's annual main replacement program. The Water Maintenance section will provide the material and personnel to construct the damaged watermain. The Water Utility Engineering section will provide the surveying,engineering and design for this project. The Water Utility contact is Rick Moreno, (X-6208). The project consists of five separate sites listed in order of priority(all sites will use 8"Ductile Iron Pipe): 1. 2"main replacement in Burlington Northern R.R. r-o-w adjacent to Lake Washington Blvd, This section will replace approx. 450 ft. of existing 2"galvanized steel pipe. An easement from Burlington Northern will be required. A shoreline permit exemption will also be required. This site is zoned for residential single family homes. 2. Replace existing leaking, 6" cast iron main in Vuemont Place NE from Bronson Way NE to the end of Vuemont Pl.NE (approximately 550 ft.) Construction is entirely within the City's r-o-w. This site is zoned for multi-famaily residential dwellings. 3. Replace the 2" galvanized main serving five homes in Duvall Ave NE from 100th Place NE, northward approx. 150 ft.. Construction will require obtaining a right-of-way permit form King County. This site is zoned for residential single family homes. • 4. Replace the leaking 4" steel main in NW 6th Street from Taylor Ave NW eastward to the end of the cul-de-sac in NW 6th Street, (approx. 650 ft.). Construction is entirely within the City r-o-w. This site is zoned for residential single family homes. 5. Replace the 6" steel main in NE 24th Street form Jones Avenue NE to I-405, and the 2" galvanized main in High Avenue NE directly south of NE 24th Street as it runs parallel with I- 405 (approx. 1,100 ft.) Construction is entirely within the City's r-o-w. This site is zoned for residential single family homes. This project is scheduled to start in Spring 1998 and run through Fall 1998. Special considerations will be observed for truck hauling of excavation materials on arterial streets (Sunset Blvd. ,NE 3rd St.,NE 4th St.)will be limited to the hours of 8:30 AM to 3:00 PM,Monday through Friday. During construction, streets may be restricted to"Local Access Only", After construction,all streets will be restored. Standard erosion control measures shall be implemented per specifications.
