It is our understanding that the applicant has obtained a demolition perm t. If one has not been obtained it will be required prior to removal of the existing building from the property. The applicant has proposed subdividing the 19,509 s.f. (0.45 acre) parcel into four (4) lots. Future construction would be detached single family residential. The proposed lot sizes are Lot 1 at 5,689 sf, Lot 2 at 6,130 sf, Lot 3 at 3,512 sf, and Lot 4 at 4,178 sf. The minimum lot size in the Residential-10 Zone, for a detached single family residence, is 3,000 sf. The Residential-10 (R-10) Zone requires a minimum of 7.0 units per net acre, unless the parcel is less than an acre, as is the case with this proposed project. Therefore, the minimum density requirement is not applicable. The maximum density in the R-10 Zone is 10.0 dwelling units per net acre. The proposed project has a net density of 8.93 du/a, which is within the required range for the R-10 Zone. Access will be from Harrington Pivenue NE by means of a private access easement. Harrington is a two lane, paved road connecting to NE 16 hStreet, an arterial. Harrington Avenue NE has an existing 3'wide sidewalk abutting the property. The applicant will be required to replace this sidewalk with a new sidewalk, curb and gutter. Utilities will be placed underground in an easement adjacent to the private road that serves the 4 lot . The existing grades will be maintained and no cut or fill will be required, other than resulting from minor grading for utilities and building foundations. One existing tree, an 11" diameter apple tree, will be removed from the property. Compliance with Environmental Review Committee Conditions This short plat is not subject to review by the Environmental Review Committee. 4. Staff Review Comments Representatives from various city departments have reviewed the application materials to ide tify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. Consistency with Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decisionmakers in the review of the plat: a) Compliance with the Comprehensive Plan Designation The project, as proposed, would comply with the policies of the Comprehensive Plan Design tion of Residential Options. b) Compliance with the Underlying Zoning Designation The proposed project would comply with the development standards of the underlying zoning designation of Residential-10. The subdivision will create 4 lots and allow for the future cons ruction of 4 detached, single family residential houses. Four dwelling units on this 19,509 s.f. (0.45 cre) property would equal a net density of 8.93 du/a. The allowed density range in the R-10 Zone is between 7.0 and 10.0 du/a (although no minimum density is required for this project due to it size of less than 0.5 acre). c) Compliance with Subdivision Regulations Streets: No new public streets will be created with this short plat. The private driveway will eet City of Renton standards. All frontage improvements made to Harrington Avenue NE shall •e constructed or shown to meet City standards, including, but not limited to paving, curb, gutte , sidewalk, signing, channelization, and street lighting. Blocks: No new blocks will be created with this short plat. Lots: The proposed project would create 4 lots, Lot 1 at 5,689 sf, Lot 2 at 6,130 sf, Lot 3 at ',512 sf, and Lot 4 at 4,178 sf. The minimum lot size in the Residential-10 Zone, for a detached sing family residence, is 3000 sf. The R-10 requires a minimum lot width of 30 feet for interior lots and 0 feet for corner lots. The minimum lot depth is 55 feet. The setback requirements are 20 feet for front yards on streets existing as of September 1, 995, such as Harrington Avenue NE. Back yard setbacks are 15' and side yard setbacks, for inte for lots, are 5'. An interpretation of the Development Standards for Residential Zoning Designation -10 was made by the Zoning Administrator on July 26, 1999, however, that applies to the project as roposed. This interpretation applies to setbacks for front and side yards abutting private streets. On rivate streets, the front yard setback shall be 10'for the primary structure, and 20' for attached gar ges accessed from the front or side street. Topography: The property is level and minimum grading (for building foundations and the p vate driveway) will be required. Relationship to Existing Uses: The proposed use, detached, single family residential, is a I•ss intense use than is primarily existing in the vicinity of the project site. It is compatible with the elementary school located 1 block to the east of the property. The area of the property is zon -d Residential-10 (R-10) and consists primarily of residential uses. There are no commercial, re ail, or industrial uses in the vicinity. e) Availability and Impact on Public Services(Timeliness) Police and Fire: Police and Fire Prevention Department staff indicate they have sufficient r: ources to serve the proposed project, subject to the condition that the applicant provide for code-req ired improvements and mitigation fees. A fire hydrant with minimum 1000 gpm fire flow shall be located within 300 feet of all new sin!le family structures. In addition, as a condition of short plat approval, a Fire Mitigation fee of$, ;8.00 is required for all new single family structures for development of fire prevention facilities. A credit of $488.00 for one single family home or flat will be given for the existing flat. Payment of thes:,fees will be required prior to recording the short plat. Recreation: Although there is a school nearby with a play area, it is limited in its availability o the public. There are no nearby public parks or recreation facilities, nor does the applicant prop•-e to provide on-site recreation areas for the future residents of the development, other than what ill be available on each lot. Said walkway is south of Huselands 1st Addition. Note this walkway on the drawing. The following comments apply to the final short plat submittal: Note the City of Renton land use action number(LUA-99-132-SHPL)and the city's land record number(LND-20-0255) on the drawing. The type size used for the land record number should be smaller than that used for the land use action number. Tie to the City of Renton Survey Control Network. See the attachment. The proposed project is located in the 565 water pressure zone and in Aquifer Protection Zone 2. SEWER - There is an existing 8-inch diameter sanitary sewer in Harrington Avenue NE. STORM - A preliminary storm drainage plan per King County Surface Water Design standards has been submitted with the application. STREETS - Full street improvements including, but not limited to paving, sidewalks, curb & gutter, street signs and street lights exist in the neighborhood, but are required to be brought to City of Renton standards. CODE REQUIREMENTS WATER 1. The System Development Charge shall be at the current rate of $850 per single family site. Credit for the existing structure has been applied for a total fee of $2,550. This fee is payable with the construction permit. SANITARY SEWER 1. The System Development Charge shall be at the current rate of $585 per single family site. Credit for the existing structure has been applied for a total fee of $1,755. This fee is payable with the construction permit. SURFACE WATER 1. Ft.. This property is zoned R-10 and is bordered on the North and South, sides by R-10 properties the East side is bordered by Harrington Ave. The West side of the property is bordered by property zoned R-8 . At present there is on this property a one level duplex that is to be demolished. This site contains no wetlands( nor are there any wetlands near the site )or bodies of water and does not have a steep slope. Proposed is the creation of four(4) single family residential lots ranging in size from 3500 Sq. Ft. to 6130 Sq. Ft. (as permitted per 4-2-110f)and a private roadway(4" Asphalt over 6" crushed rock)of approximately 1779 Sq. Ft. of pavement to access these lots. Each lot will have approximately 340 Sq. Ft. of driveway and a lot coverage of no more than 70% of available area. Density of the new lots will equal 8.98 units per acre. The property is currently fenced and the fencing is to be retained as part of the final short plat. There is a sidewalk presently on the Harrington Ave. side of the property and a driveway at the east corner of the property, and the street is fully paved. No additional curb cuts are anticipated. It is anticipated that the current 3'wide side walk will be replaced with a sidewalk curb and gutter 4' wide. Utilities to the lots will be underground, in the easement parallel to the private road. BACKGROUND: The City has received a preliminary project review submittal for a four-lot short plat in the R-10 zone, The required setbacks were not indicated on the conceptual site plan. The need for interpreting the minimum side yard along a street became necessary. i- JUSTIFICATION: Section 4-2-110.F of the Renton Municipal Code states: "Along Private Streets/Access: The side yard along a street shall not be less than 10 ft. in depth for a primary structure, and a minimum depth of 20 ft.for attached garages which access from the side yard street. If a sidewalk is provided along a private street/accessway, the setback shall be measured from the back of the sidewalk for private streets/accessways. Otherwise setbacks shall be measured from the lot line". Since private streets typically have no sidewalks, measurements cannot be taken from the "back of sidewalk". And, the standard private street width is 26 feet, it makes no sense to measure from "the lot line", since residential front yard setbacks range in size only from 10 to 20 feet, putting the setback within the private street easement which makes no sense, DECISION: The setback for construction on the easterly portion of the lot fronting on both a public street and a private street shall be 10 feet from the edge of the private street pavement for the homes themselves or 20 from the edge of the pavement for attached garages which access from the private street. The parcel size is 19,509 square feet. The site is presently developed. A duplex that is to be demolished is presently on the site. The short plat will create a total of four lots on the parcel. The subject site is in the City of Renton Aquifer Protection Area#2. Domestic water and sanitary sewer are available to the lot. EXISTING CONDITIONS The existing soil type is classified as an Indianola(Ic) series by the U.S. Dept. of Agriculture, Soil Conservation Service in the"King County Soil Survey" This soil type is characterized as a fine sandy loam with rapid permeability. Indianola soils are classified into Hydrologic Group "A", having a high rate of water transmission. The topography of the site slopes gradually from the east to the west. There is an elevation difference of approximately 7 feet across the site with general slopes of 1 1/2%. STORM DRAINAGE EVALUATION During a field inspection of the site there were no indications of water courses, standing water, or flooding. Existing runoff patterns are dispersed and there are no signs of significant drainage patterns or scouring of channels, ruts, or surface erosion on site. The permeability of the soils is capable of absorbing the surface runoff. After approval of the short plat, it is anticipated that a single family residence will be constructed on each of the new lots. Lot improvements will consist of the structures and driveways. The permeability of the soils and the low amount of impervious lot coverage from the residences and driveways will allow lot infiltration systems on each parcel. It is anticipated that the infiltration capability of the soils will allow the site improvements to be installed without exceeding the 0.5 cfs threshold for the 100 year/24 hour design storm. Water quality treatment of runoff or biofiltration is not anticipated because the project will create less than 5,000 square feet of impervious surface used by vehicles. /-C Temporary erosion and sedimentation controls will be designed and implemented during the construction phase of the project. 'F �. _ ♦ - ��+ DEVELOPMENT PLANNING SEC N COMMENTS 4-LOT SHORT PLAT AT 1819/1821 HARRI The applicant has proposed a 4-lot short plat to accommodate the construction of 4 new single family residences. Access to the lots would be via a new private access easement. An existing duplex currently located on the site is proposed to be demolished. Land Use Permits Required: The proposal will require an administrative short plat approval and will not require environmental review, unless a site visits identifies the presence of sensitive areas. Processing time for an administrative short plat is approximately 8 to 10 weeks, assuming no appeals are filed. A complete short plat application package is attached. Uses and Density: The subject site is zoned R-10, Residential 10-Units Per Acre. This zoning permits detached single family dwellings provided the density limitations of the zone are met. This zone permits residential development at densities between 7 and 10 units per net acre. Based upon the lot size provided by the applicant (19,400 sq. ft.) and assuming the site contains no sensitive areas, the 4-unit proposal results in a net density of 8.98 units per acre. Dwelling Unit Mix: The zone allows the development to be 100% single family detached units, so the proposal is in compliance with this provision as well. Minimum Lot Size: The applicant is proposing the following lot sizes: 3,587 sq. ft., 3989 sq. ft., 4,330 sq. ft., and 4609 sq. ft. The site contains less than 1/2 acre, so there is no minimum lot size required by the zoning. Minimum Lot Width and Depth: The minimum lot width required for creation of a lot for a future single family residence is 30 feet. The minimum lot depth for creation of a lot for a future single family residence is 50 feet. Although the applicant's conceptual plat plan is not dimensioned, it appears to comply with these r • ements. Setbacks: Although setbacks were not indicated on the conceptual plat plan, the app ' ant may wish to ensure that the lot abutting Harrington will be buildable hat the 20-front yard setback will be off of Harrington resulting in the 15- foot rear yard being required along the northerly lot line. Section 4-2-110F relative to minimum side yard requirements along a street is somewhat ambiguous. The Zoning Administrator has made an interpretation of this R-10 Zone "Side Yard along a Street" setback requirement: The setback for construction on the easterly portion of the lot fronting on Harrington Avenue NEtvr P\ shall be 10 feet from the edge of the private street pavement for the homes Rc-‘`. S ny �2.. themselves or 20 from the edge of the pavement for attached garages which access from the private street. Access Requirements: The City's street standards permit a minimum 26-foot wide private street to access up to four lots. While the street is not dimensioned, it appears to meet this requirement. If the private street exceeds 150 feet in length a turnaround meeting the requirements of the Fire Prevention Bureau will be required. It looks as if the proposed private access road is proposed as a separate tract. This road should actually be a private access easement across the 3 lots closest to the public street. Mitigation Fees: For the purposes of calculating mitigation fees for this development, fees will be based on a total of two dwelling units (rather than 4) as the applicant will be given credit for the existing duplex now located on the site. She attached fee schedule for mitigation fees. Sensitive Areas: Although no site visit was conducted, the site is not indicated as sensitive on the City's Greenbelt, Flood or Wetlands maps. The site is located within Zone 2 of the City's Aquifer Protection Area. This should not have an impact on the proposed development as the lots are proposed to be sewered. Other Subdivision related Issues: A Demolition permit will be required to issued and finaled prior to actual recording of the short plat.
