The applicant shall pay the applicable Fire Mitigation Fee at the rate of$0.52 per square foot of new construction.The mitigation fee is payable prior to the issuance of building permits. The applicant will be required to revise the site plan to provide a minimum aisle width = of 24 feet for the modified parking stalls pursuant to RMC section 4-4-080F9b.This revision will be required prior to the issuance of building permits. We have issued an Architect's Supplemental Instruction (ASI) to the contractor to modify the 0 aisle width at the back of the handicapped parking stalls to 24'. The proposal also includes tenant improvements to the first and second floors, the addition of 264 square feet of landscaping at the building's entrance, and the conversion of 5 existing parking spaces to ADA accessible stalls. The subject building is located on the west side of the medical center campus. A second story addition was recently created for the hospital's Information Services Department (Project No. LUA-98-129, SA-A, ECF). The current proposal includes improvements to the second floor, such as the creation of a small office and storage room. The first floor, which currently houses the hospital's main computer system along with space dedicated to storage use, will be converted to the hospital's diagnostic imaging services area. The diagnostic imaging services will be relocated from buildings located on the other side of the campus. The entry way addition will be located on the west side of the subject building adjacent to the existing parking area. The aluminum and glass entryway will have a height of approximately 17 feet and will be enclosed on all sides. The mechanical penthouse addition will be located on the north side of the existing second floor roof and will accommodate HVAC equipment. The penthouse addition will bring the total building height to 106 feet above the finished grade. The site is fully developed with associated improvements, including parking areas, landscaping, and utilities. The proposal will not add any additional impervious surfaces and will tie new roof drains into the existing storm drainage system. Project construction is anticipated to begin upon the issuance of permits and will last approximately 4 months. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Fire Prevention Impacts: The proposal will add approximately 2,260 square feet of new construction which will potentially impact the City's Fire Department. A Fire Mitigation Fee, based on $0.52 per square foot of new construction, applies to all new development in the City. The mitigation fee for this proposal is estimated at $1,175.20 (2,260 sf x $0.52 = $1,175.20). The fee is payable prior to the issuance of building permits. Mitigation Measure: The applicant shall pay the applicable Fire Mitigation Fee at the rate of $0.52 per square foot of new construction. The mitigation fee is payable prior to the issuance of building permits. Policy Nexus: Environmental Ordinance (SEPA), Fire Mitigation Fee Resolution and adopting ordinance. Consistency with Site Plan Criteria In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-31- 33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: 1. Conformance with the comprehensive plan, its elements and policies; The site is designated Center Institution (CI) on the Comprehensive Plan Land Use Map. The objective of the CI designation is to assure that adequate land and infrastructure are available for the development and expansion of facilities to serve the post secondary educational and health care needs of the area and protect adjacent uses from impacts of these more intensive uses. The proposal is consistent with this designation. 2. Conformance with existing land use regulations; The subject site is located in the Commercial Office (Public) Zone. Hospitals are a permitted use in the CO(P) Zone provided the site is located in the Center Institution Comprehensive Plan Designation. The proposed expansion is to an existing, permitted hospital located within the CI Comprehensive Plan designation. The proposal will bring the building's total height to 106 feet and the building's footprint to 12,880 square feet. The proposal complies with the lot coverage, setbacks, height, and all other applicable requirements of the CO and "Public suffix" development standards. The proposed tenant improvements are for the relocation of an existing department currently located within the hospital's central campus. The proposal will reallocate space dedicated to specific uses, but will not increase the total area of these uses. Therefore, the proposal will not generate additional trips to the site and will not require the creation of additional parking spaces. Although the proposal does not trigger any landscaping requirements, the project includes the addition of approximately 264 square feet of landscaping along the building's entrance. New planter beds will be created in the place of an existing grass lawn area and new trees and shrubbery will also be added. 3. Mitigation of impacts to surrounding properties and uses; The subject building is located on the west side of the Valley Medical Center Campus. The site is entirely surrounded by the campus on the north, east, and south sides and is bounded by State Route 167 on the west. Impacts to surrounding properties will be minimal considering the property is currently fully developed. 4. Mitigation of impacts of the proposed site plan to the site; The proposal is not expected to adversely impact the site. There are no significant natural features which would be impacted by the development. Construction activities related to the proposed development will be required to utilize best management practices which will reduce potential construction impacts to the site. The extent of these impacts will be minor and will be mitigated by the applicant's construction mitigation plan. The plan submitted with the application states a limitation on construction work hours to 7 AM through 7 PM. 5. Conservation of area-wide property values; The proposed development will allow an existing facility to improve and accommodate changing needs in its current location. Improvements to the medical campus are anticipated to conserve property values in the vicinity. 6. Safety and efficiency of vehicle and pedestrian circulation; The proposed entry way will connect to the hospital's sidewalk system and will create an entry marker for the building. The proposed modifications to the parking area will create 3 ADA accessible parking stalls in place of 5 existing compact spaces. Section 4-4-080F9b of the Parking Regulations require a minimum aisle width of 24 feet for ninety-degree head-in parking. The site plan submitted indicates an aisle width of 20 feet for the modified stalls. The applicant will be required to revise the site plan to provide a sufficient aisle width for the revised parking stalls. In order to create 4 feet of additional aisle width, the relocation of the proposed ADA stalls or the modification of the adjacent sidewalk may be required. 7. Provision of adequate light and air; The proposal will allow adequate light and air circulation to the building and the site. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. Noise and odor impacts in the vicinity will not have a significant increase due to the proposed development. Noise, dust, and odors which may result from the temporary construction of the site will be mitigated by the applicant's construction mitigation plan. 9. Availability of public services and facilities to accommodate the proposed use; and The subject site is adequately served by public services and facilities. The proposal will not require the extension of services or further improvements. 10. Prevention of neighborhood deterioration and blight.
