"� �1 .. , i II ro�ect Location Ma s)terc P p I 1 City of Renton P/B/PW Department dministrative Site Plan Approval&Environme Review Committee Staff Report SOUTHGATE OFFICE PLAZA BUILDING I CANOPY ADDITION LUA-99-092, SA-A, ECF REPORT AND DECISION OF JULY 13, 1999 Page 2 of 5 PART ONE: PROJECT DESCRIPTION/BACKGROUND CNA Architecture, on behalf of Spieker Properties, is requesting Administrative Site Plan Approval and Environmental (SEPA) Review for the construction of a 196 square foot entry way canopy addition to an existing 116,103 square foot office building. The proposed entry way will be located on the north side of Building I of the Southgate Office Plaza at its main entrance. The glass and metal canopy will have a height of approximately 12 feet and will be open on all sides. The site is fully developed with associated improvements, including parking areas, landscaping, and utilities. The proposal will not add any additional impervious surfaces and will tie new roof drains into the existing storm drainage system. Project construction is anticipated to begin upon the issuance of permits and will last approximately 1 month. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21 C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: The evaluation of the proposal does not reveal any potential impacts that require mitigation above and beyond existing code provisions. B. Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials make the following Environmental Determination: DETERMINATION OF DETERMINATION OF XX NON-SIGNIFICANCE NON- SIGNIFICANCE- MITIGATED. Consistency with Site Plan Criteria In reviewing the proposal with respect to the Site Plan Approval Criteria set forth in Section 4-31- 33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: 1. Conformance with the comprehensive plan, its elements and policies; The site is designated Employment Area — Valley (EAV) on the Comprehensive Plan Land Use ' Map. The objective of the EAV designation is to provide for a mix of employment-based uses, including commercial, office and industrial development to support the economic development of the City. The proposed addition to an existing office use is consistent with this designation. 2. Conformance with existing land use regulations; The subject site is located in the Commercial Office (CO) Zone. Professional offices are an outright permitted use in the CO Zone. The proposed expansion is to an existing office building located on a fully developed site with parking areas, landscaping, and utilities. The proposed glass and metal canopy will be located on the north side of the building over the existing concrete walkway which connects the main entrance of the building to the parking lot. The canopy, totaling 196 square feet in size, will be 12 feet in height and open on all sides. The addition will have a setback of 340 feet from the north property line and is surrounded by the existing building on its south, east and west sides. The proposal will increase the building footprint on the site - arriving at a lot coverage by buildings of approximately 9%. No modifications are proposed to the existing landscaping or parking areas and the amount of impervious surface on site will not change. The proposal complies with the lot coverage, setbacks, height, and all other applicable requirements of the CO development standards. 3. Mitigation of impacts to surrounding properties and uses; f The subject site is fully developed with an existing office building, parking area, landscaping, and associated improvements. The proposed canopy will not change or increase the current use of the site, therefore, impacts from this project to surrounding properties and uses will be minimal. Springbrook Creek and associated wetlands are located approximately 500 feet west of the site, but will not be impacted by the project. Mitigation of impacts of the proposed site plan to the site; The proposal is not expected to adversely impact the site. There are no significant natural features on the subject property. Construction activities related to the proposed development will be required to utilize best management practices which will reduce potential construction impacts to the site. 5. Conservation of area-wide property values; The proposed entry way canopy will allow an existing facility to make desired improvements in its current location. The project is anticipated to conserve property values in the vicinity. 6. Safety and efficiency of vehicle and pedestrian circulation; The proposed entry way will be constructed over an existing pedestrian walkway connecting the parking lot to the building's main entrance. The canopy will provide lighting and shelter to pedestrians entering and exiting the building. The proposed addition will not change the use of the site and is less than a one-third addition to the building. Therefore, the parking regulations are not applicable to the existing parking areas. Furthermore, the creation of additional parking spaces is not necessary because the proposal will not generate additional trips to the site. 7. Provision of adequate light and air; The proposed canopy contains lighting and will be open on all sides, thereby allowing adequate light and air circulation to the building and the site. 8. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. Noise and odor impacts in the vicinity will not have a significant increase due to the proposed development. Noise, dust, and odors which may result from the temporary construction of the site will be mitigated by the applicant's construction mitigation plan. 9. Availability of public services and facilities to accommodate the proposed use; and The subject site is adequately served by public services and facilities. The proposal will not require the extension of services or further improvements. 10. Prevention of neighborhood deterioration and blight. No deterioration or blight is expected to occur as a result of the proposal. XX Copies of all Review Comments are contained in the Official File. Zoning/Development Standards: The subject site is zoned Commercial Office (CO). Professional offices are considered a primary permitted use in this zone. The CO zone requires 10 feet of landscaping along street frontages and adequate parking based on the gross square footage of area dedicated to specific uses. The proposal will not alter the existing landscape strips and will not add any square footage requiring the need for additional parking. The CO zone allows a maximum of 65% lot coverage by buildings and a maximum building height of 50 feet. The required setbacks are relative to building height - 15 feet for buildings less than 25 feet in height, 20 feet for buildings 25 to 80 feet in height, and 30 feet for buildings over 80 feet in height. The setbacks are measured from the property lines to the nearest point of the structure. The proposal did not include information regarding the total lot area, square footage of the addition, or building height, so staff was unable to determine if these code requirements were met. However, the proposal generally appears to meet the CO zone development standards. 3. Application Requirements: The total square footage of the proposed addition and the existing building is over the 4,000 square foot SEPA exemption level. Therefore, SEPA Environmental Review as well as Administrative Site Plan approval are required for this proposal. The review process will be completed in an estimated time frame of 6 to 8 weeks once a complete application is accepted.
