Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. I have completed a preliminary review for the above-referenced proposal located at parcel(s) 2924059001 and 2924059015. The following comments are based on the pre-application submittal made to the City of Renton by the applicant. Water 1. The proposed project does not impact on the water utility. Sanitary Sewer 1. The proposed project does not impact on the sewer utility. Surface Water 1. There is an existing 12-inch private stormwater main on the south and west side of parcel 2924059001 (see record drawing R-333703). 2. Critical areas on site that may affect stormwater review include: regulated slopes. 3. Drainage plans and a drainage report complying with the adopted 2017 Renton Surface Water Design Manual will be required. Refer to Figure 1.1.2.A – Flow Chart of the 2017 Renton Surface Water Design Manual (RSWDM) to determine what type of drainage review is required for this site. The site falls within the City’s Flow Control Duration Standard Area - Matching Forested. The site falls within the East Lake Washington drainage basin. 4. The current Surface Water Standard Plans shall be used in all drainage plan submittals. The current City of Renton Standard Details are available online in the City of Renton website https://edocs.rentonwa.gov/Documents/Browse.aspx?id=990403&dbid=0&repo=CityofRenton. 5. A Construction Stormwater Permit from Department of Ecology is required if clearing and grading of the site exceeds one acre. 6. The proposed project is not subject to a surface water system development charge (SDC) fees. Transportation 1. The proposed project is exempt from street improvements. General Comments 1. If frontage improvements are required, all existing and proposed utility lines (i.e. electrical, phone, and cable services, etc.) along property frontage or within the site must be underground as outlined in RMC 4-6-090 – UTILITY LINES - UNDERGROUND INSTALLATION. The construction of these franchise utilities must be inspected and approved by a City of Renton inspector. 2. Adequate separation between utilities as well as other features shall be provided in accordance with code requirements. a. 7-ft minimum horizontal and 1-ft vertical separation between storm and other utilities is required with the exception of water lines which require 10-ft horizontal and 1.5-ft vertical. b. The stormwater line should be minimum 5 feet away from any other structure or wall or building. c. Trench of any utility should not be in the zone of influence of the retaining wall or of the building. 3. All construction utility permits for utility and street improvements will require separate plan submittals. All utility plans shall confirm to the Renton Drafting Standards. A licensed Civil Engineer shall prepare the civil plans. A landscaping plan shall be included with the civil plan submittal. Each plan shall be on separate sheets. 5. Fees quoted in this document reflect the fees applicable in the year 2019 only and will be assessed based on the fee that is current at the time of the permit application or issuance, as applicable to the permit type. Close, Senior Planner SUBJECT:VMAC Natural Grass Resurfacing Project – 12 Seahawks Way General: We have completed a preliminary review of the pre-application for the above- referenced development proposal. The following comments on development and permitting issues are based on the pre-application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision- makers (e.g., Hearing Examiner, Community & Economic Development Administrator, Public Works Administrator, Planning Director, Development Services Director, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax from the Finance Division on the first floor of City Hall or online at www.rentonwa.gov. Project Proposal: The subject property is located in the Kennydale Community Planning Area at the Virginia Mason Athletic Center (VMAC) located at 12 Seahawks Way. The subject site is approximately 28.8 acres in area (1,253,040 square feet) and the three (3) outdoor practice fields are 250,000 square feet. The parcels are zoned Commercial/Office/Residential (COR) and is in the Urban Design Overlay District “C” (APN’s 2924059001, 2924059015, and 5561550000). The VMAC was constructed in 2007 and features one (1) indoor and three (3) outdoor natural grass practice fields for the Seattle Seahawks. Portions of the existing outdoor fields are partially within the 200- foot Lake Washington shoreline designation. The outdoor practice fields were originally constructed with a 3-foot soil layer and a minimum 18-inch sand fill layer on top of the 3-foot soil cap. Maintenance of the natural grass sod occurs on an ongoing basis and it includes continual application of sand to ensure even grade and pest mitigation measures. To maintain the three (3) outdoor grass fields, the applicant is proposing to restore these outdoor practice facilities to original conditions by removing approximately 7,000 cubic yards of material. Moving forward, maintenance work would include resurfacing the grass on a regular, ten-year schedule to abate material accumulation. Excess sand with small amounts of organic material, that has accumulated on the outdoor fields to ensure even grades would be excavated and transported to a barge via a barge ramp at the northwest corner of the outdoor fields. A barge is proposed for maximum efficiency and a shorter project timeline. A ramp and steel plating would create access for small dump trucks to haul material to a floating barge in Lake Washington. Trucks are not anticipated to be driving in or on the existing shoreline soils. In addition, no native soils or soils associated with the 3-foot soil cap layer are proposed to be disturbed. Existing shoreline plants would be transplanted from the ramp zone to avoid damage and reinstalled after the project is completed. Re-vegetation would be consistent with the vegetation plan applied for the original VMAC construction project. No significant trees or significant tree protection zones would be impacted. Excavation and barge operation is estimated to take approximately a week to complete. According to City of Renton (COR) Maps, the site contains high seismic hazard areas, regulated shoreline – shoreline high intensity designation, and regulated slopes. Current Use: Virginia Mason Athletic Center (VMAC) – Seahawks Headquarters and Training Facility. Development Standards: The project would be subject to RMC 4-2-120B, “Development Standards for Commercial Zoning Designations” effective at the time of complete application (noted as “COR standards” herein). These standards are available on the City’s website. Development is also located within Urban Design District ‘C’ (RMC 4-3-100). There are no specific building or site development standards applicable to the proposed tilling and excavation of excess sand and organic material, with the exception of the Shoreline regulations, RMC 4-3-090. Comprehensive Land Use Plan and Zoning: The property is located within the Commercial/Office/Residential (COR) Comprehensive Plan land use designation and the Commercial Office Residential (COR) zone. The COR zone allows a variety of permitted uses, including but not limited to general offices and new/existing indoor recreational facilities. No changes are proposed to the current uses. Significant Tree Retention: If significant trees (greater than 6-inch caliper or 8-caliper inches for alders and cottonwoods) are proposed to be removed from the parcel(s), a tree inventory, tree retention plan, arborist report, and tree retention worksheet shall be provided with the formal land use application as defined in RMC 4-8-120. Access: The conceptual site plan includes a barge ramp occupying a 16-foot-wide section of the site’s shoreline. A ramp and steel plating are proposed to create access for small dump trucks to haul material to a barge in Lake Washington. No changes are proposed to the existing access located along Seahawks Way. Critical Areas: The project site is located within 200 feet of Lake Washington, a Shoreline of the State, and would therefore be subject the regulations within the City’s Shoreline Master Program. The shoreline designation at this location is Shoreline High Intensity and the reach is Lake Washington Reach C. A mitigation plan that would result in no net loss of ecological functions and values and that would be in compliance with RMC 4-3-090 Shoreline Master Program Regulations shall be submitted at the time of formal land use application. Environmental Review: The proposal would exceed 1,000 cubic yards of excavation and as a result the project would require Environmental ‘SEPA’ Review. An environmental determination will be made by the Renton Environmental Review Committee. Permit Requirements: The proposal would require a Shoreline Substantial Development Permit Exemption and Environmental (SEPA) Review. If excavation work exceeds two feet (2’) in depth a Special Fill and Grade permit would also be required. The applications would be reviewed concurrently in an estimated time frame of 6-8 weeks once a complete application is accepted. There is not a fee for the Shoreline Exemption. A 5% technology fee would also be assessed at the time of land use application. All fees are subject to change prior to submittal. Detailed information regarding the land use application submittal can be found on the Shoreline Exemption submittal checklist and other informational applications and handouts can be found on the City’s Digital Records Library. The City requires electronic plan submittal for all applications. Please refer to the City’s Electronic File Standards. Next Steps: When the formal application materials are complete, the applicant shall have the materials pre-screened prior to submitting the complete application package. Expiration and Extensions: Once Shoreline Exemption application has been approved, the appropriate expiration date for the exemption is two (2) years.
