Grady Way CALL TO ORDER Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM. ROLL CALL Councilmembers Present: Randy Corman, Council President Angelina Benedetti, Council Position No. 2 Valerie O'Halloran, Council Position No. 3 Ryan McIrvin, Council Position No. 4 Ed Prince, Council Position No. 5 Ruth Pérez, Council Position No. 6 Kim-Khánh Vǎn, Council Position No. 7 (All councilmembers attended remotely) Councilmembers Absent: Mayor Pavone requested a moment of silence to honor former Councilmember Don Persson who had passed away earlier in the day. A presentation of several photographs was displayed during the moment of silence that showcased Mr. Persson's 33-year career as a Renton Police Officer, his 20-year career as a Renton City Councilmember, and his love for the Renton community. After the moment of silence, Mayor Pavone, Council President Corman, and Councilmember Pérez expressed their condolences to Mr. Persson's family, and spoke passionately about their experiences as Mr. Persson's friend and colleague. Tina Harris, Domestic Violence Victim Advocate, accepted the proclamation with appreciation. MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. PUBLIC HEARING a) 2022-2027 Six-Year Transportation Improvement Program: This being the date set, and proper notices having been posted and published in accordance with local and State laws, Mayor Pavone opened the public hearing to consider the 2022-2027 Six-Year Transportation Improvement Program (TIP). Vangie Garcia, Transportation Planning Manager introduced herself and Program Development Coordinator 2, Heather Gregersen, and noted their contact information for the public. Ms. Garcia reported that State law requires the preparation and annual updating of a six-year comprehensive transportation program. The six-year plan shall specifically set forth those projects and programs of regional significance, including funds for any new, enhanced bicycle and/or pedestrian facilities as well as any other applicable changes that promote non- motorized transit. She added that the annual updates to the TIP help the City ensure that current and future transportation planning aligns with the City's goals and aspirations. Ms. Garcia then explained the update process, and displayed a graph that indicated how the TIP's programs create an interconnected, multimodal transportation network that moves goods and people safely and efficiently. Concluding her portion of the presentation, Ms. Garcia explained how each program and/or project is weighted and displayed a map of the City that indicated where current projects are located. October 4, 2021 REGULAR COUNCIL MEETING MINUTES Ms. Gregersen explained how the six-year TIP is funded, announced a number of new grants for current and future projects, and requested that Council adopt the staff recommendation to approve the 2022-2027 Six-Year Transportation Improvement Program. There being no further public comments or deliberations, it was MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CLOSE THE PUBLIC HEARING. CARRIED. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2021 and beyond. Items noted were: • City Hall has been open since July for in-person services at our Finance and Police Counters, Monday through Wednesday, 9 a.m. to 3 p.m. Our Municipal Court counter is open Thursday and Friday, 8:30 a.m. to 4:30 p.m., while hearings are conducted via zoom. Our staff continues to provide (and improve) virtual and online customer services such as our Virtual Permit Counter and our Recreation Programming reservation process. Space is limited in each facility and masks are required when inside a city facility as we follow guidance that protects both you and our employees. For more information, please visit our website. • Help us prevent local residential street flooding by monitoring catch basins near your home and keep them clear of leaves and other debris. Street sweepers are dispatched daily to clean up debris along major arterials. • Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS • Cathleen Powell, Renton, asked if Council was able to read her emails and related attachments regarding Puppyland, a retail pet store in Renton, and urged Council to adopt a humane pet store ordinance. Mayor Pavone will follow up with Ms. Powell regarding whether her emails and attached had been received. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion, following the listing. a) Approval of Council Meeting minutes of September 27, 2021. Council Concur. b) AB - 2957 Mayor Pavone recommended adoption of an ordinance adding Juneteenth (June 19th) as a City holiday, and clarifying which work days holidays are observed. Refer to Finance Committee. c) AB - 2955 Community & Economic Development Department recommended appointing Scott Lane, General Manager of Hyatt Regency Lake Washington, to fill a vacant position on the Lodging Tax Advisory Committee. Council Concur. October 4, 2021 REGULAR COUNCIL MEETING MINUTES d) AB - 2959 Equity, Housing, and Human Services Department recommended approval of the 2022 Community Development Block Grant (CDBG) grant agreement (subject to approval as to form by the City Attorney Department) with King County, to accept an estimated $423,270 (after contractual set-asides covering King County administration and human services program costs), and recommended allocating those funds as follows: 1) Planning and Administration: $72,978, and 2) Public Facilities and Improvements Program: $350,292. Refer to Finance Committee. MOVED BY CORMAN, SECONDED BY MCIRVIN, COUNCIL CONCUR TO APPROVE THE CONSENT AGENDA, AS PRESENTED. CARRIED. UNFINISHED BUSINESS a) Transportation Committee Chair McIrvin presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to: 1. Approve the annual updates to the 2022-2027 Six-Year Transportation Improvement Program. 2. Set October 4, 2021 as the public hearing date for the 2022-2027 Six-Year Transportation Improvement Program. 3. Present the Resolution for reading and adoption. MOVED BY MCIRVIN, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b) Utilities Committee Chair Benedetti presented a report concurring in the staff recommendation to authorize the Mayor and City Clerk to execute Amendment No. 6 to CAG-17-050 with RH2 Engineering, Inc. in the amount of $520,826 for design services for the Lift Station and Force Main Rehabilitation Group 1 Facilities - Predesign Project. MOVED BY BENEDETTI, SECONDED BY O'HALLORAN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. LEGISLATION Resolution: a) Resolution No. 4447: A resolution was read updating and extending Renton's six-year Transportation Improvement Program for 2022-2027. MOVED BY MCIRVIN, SECONDED BY VǍN, COUNCIL ADOPT THE RESOLUTION AS READ. CARRIED. NEW BUSINESS Please see the attached Council Committee Meeting Calendar.
