The proposed facility would consist of 8 rooftop mounted panel antennae not to exceed a height of 6 feet above the existing building —arriving at a total height of 43 feet above finished grade. The facility would include the placement of a 220 square foot prefabricated concrete equipment shelter located in the asphalt parking area adjacent to the building. The shelter would be used to house radio transmitters, receivers and other essential equipment. A cable bridge is proposed connecting the shelter to the micro-facility located on the rooftop of the adjacent school building. Also included are 2 global positioning system antennae on the rooftop and 1 test mobile antenna on the cable bridge. As proposed, the lease area would be able to support future additional antennae and equipment. No grade and fill is required for the construction of the project and no additional impervious surface would be created. The facility is proposed to operate 7 days a week, 24 hours a day and would be remotely monitored for fire, smoke, intrusion and AC power failure. The proposal complies with all applicable development standards of the R-8 zone as well as those established by the City's Wireless Communications Ordinance (Ord. 4689). ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Aesthetics Impacts: The proposal would result in the installation of a micro-facility on the rooftop of a building currently used as a church and private school as well as the installation of an accessory building to house supporting equipment. The site is located within the Residential — 8 (R-8) dwelling units per acre zone. The proposal is subject to the City's Wireless Communications Ordinance (Ord. 4689). Micro-facilities are required to locate on existing structures and are permitted to exceed the height of the structure by a maximum of 6 feet. Wireless facilities and equipment are required to be shielded from view and designed to blend in with existing characteristics as much as possible. The proposed rooftop mounted panel antennae are proposed to be screened with an RF transparent screen painted to match the existing building which would be placed around the perimeter of the facility. The accessory building is proposed to be finished with beige siding in order to match the exterior of the existing school building. A 6-foot high chain link fence for security purposes would also enclose the lease area. As proposed, the screening of the facility would not result in a perceptible view impact to surrounding uses, including adjacent residential parcels. The proposed site is located at 221 Hardie Ave, Renton, WA 98033. The property is zoned R-8, and is currently used for a church and private school. Surrounding properties are zoned as follows: North: R-8, single family residential dwelling on site. East: CA, vacant lot. Southeast: CA, restaurant on site. South: R-10, multifamily structure on site. West: R-8, church parking lot and parsonage on site. West: R-8, single family residential dwelling on site. The proposed communications facility would consist of eight (8) rooftop mounted panel antennas and an equipment shelter to be enclosed inside an accessory building. The antennas will be mounted on the existing building rooftop, not to exceed a height of six feet (6') over the existing rooftop height of thirty-seven feet (37'). Total building height, including antennas, will not exceed forty-three feet (43'). An RF transparent screen will be painted to match the existing building and placed around the antennas as a "stealth" type application, to obscure views of the antennas. The facility would also include the placement of an 11' x 20' (220 square foot) prefabricated concrete equipment shelter. An "accessory type" building will be constructed around the shelter, and finished with beige siding in order to match the exterior of the existing school building. The shelter would be used to house radio transmitters, receivers and other essential equipment. No landscaping is proposed, as the equipment will be located in the church parking lot, and the antennas will be mounted on the rooftop. Approximately 3 shrubs to the east of the proposed shelter will be removed to accommodate the equipment building. Total construction costs are expected to come to $40,000.00. The facility may be expanded in the future to include up to four additional panel antennas. There is no anticipated change to the dimensions of the equipment shelter. Expansion of the facility is not a certainty, but is dependent upon customer demand and/or technological change. The proposed facility will not interfere with surrounding properties or their uses. Due to its extremely low power, this facility will not be a source of interference with electronic equipment, including radios, televisions and telephone transmissions. Non-interference is ensured by the Federal Communications Commission (F.C.C.) regulation of radio transmissions. The site will be unmanned and, therefore, will not require water, waste treatment or management of hazardous waste. Access to the site would be provided from Taylor Avenue NW. Minimal traffic would be generated during the construction phase while the crew is traveling to and from the site. After construction is completed, there would be approximately one visit per month by a Nextel field engineer for routine maintenance. Nextel and ESMR Nextel is the largest domestic operator of ESMR systems in the United States. ESMR is an advanced form of wireless communications which offers a combination of features and services not previously available from cellular telephone or other wireless'communications companies. The integrated digital communications system combines a digital cellular phone, group communication, a two-way radio, an alphanumeric pager and voice mail in one handset. Like cellular telephone calls, ESMR calls are handed off from one facility to another as the caller moves through the area. This allows for reuse of a finite number of frequencies at low power levels. Need and Purpose for the Proposed Facility Nextel is continuing to build out its Pacific Northwest ESMR network, in compliance with the requirements of its FCC license. The need for a new site is dictated by market demand, capacity, coverage requirements for a particular geographic area, and the radiofrequency hand-off from one site to another in order to achieve the objective of seamless communications coverage. Once the need for a new ESMR site in a particular geographic area has been established, Nextel's system engineers identify a target area, or "search ring," in which to locate the facility. The required site location and antenna height is determined by a propagation study. This study evaluates the expected radio-frequency (RF) signal from the Rev. Date 9/10/97 proposed site at a given location and height. The RF signal must be strong enough to provide adequate coverage within the desired coverage area. The selection and design of a specific ESMR site is further refined by considering local topographic and geographic factors, tree canopy, buildings, mountains, water bodies, the ability to mitigate the antenna support structure's visual impact, compatibility of the facility with existing land uses, and the ability to negotiate a mutually beneficial lease with a landlord. Because ESMR signals must travel in an unobstructed path from the facility to the user, the presence of any one or all of these can negatively influence the quality of transmissions and reception. The height and location of each Nextel site is, therefore, based upon the ability of the site to effectively function despite those obstacles. In addition, Federal Aviation Administration requirements regulate the height of an antenna support structure near or on major airport facilities. The purpose of the proposed West Renton area facility is to provide coverage to the West Renton and downtown Renton areas. The site will offload calls from the Bryn Mawr facility, which is currently reaching capacity, due to Nextel's expanding customer base and system usage. The proposed facility would "hand off' calls to Nextel sites in the It is crucial for Nextel to have adequate coverage in the Renton area in order to serve customers in compliance with its Federal Communications Commission (FCC) license obligations. Compliance with Criteria The proposed facility is classified as a microfacility, pursuant to section 4-11-230 of the Renton zoning code, and is therefore permitted under the zoning code, subject to meeting the development standards outlined below. A SEPA Environmental Checklist is required, as the site is located on a residentially zoned property, and the antennas are located on a school. Development Standards Facility design is regulated according to Section 4-4-140G Standards for Specific Types of Wireless Facilities. The proposed site is located at 221 Hardie Ave, Renton, WA 98033. The property is zoned R-8. The proposed communications facility would consist of eight (8) rooftop mounted panel antennas and an equipment shelter to be enclosed inside an accessory building. The antennas will be mounted on the existing building rooftop, not to exceed a height of six feet (6') over the existing rooftop height of thirty-seven feet (37'). Total building height, including antennas, will not exceed forty-three feet (43'). An RF transparent screen will be painted to match the existing building and placed around the antennas as a "stealth" type application, to obscure views of the antennas. The facility would also include the placement of an 11' x 20' prefabricated concrete equipment shelter. An "accessory type" building will be constructed around the shelter, and finished with beige siding in order to match the exterior of the existing school building. The shelter would be used to house radio transmitters, receivers and other essential equipment. Mounted on the wood sleepers on the rooftop would be two (2) receive-only Global Positioning System (GPS) antennas, which are 2" high x 4" wide x 4" long disks. One of the GPS antennas would be operational; the second antenna would be for backup purposes. One test mobile antenna would be mounted on the cable bridge. The test mobile antenna is low gain and is 4" high x 8" long x 4" wide. It is used for site monitoring and diagnostic purposes only, A six-foot high chain link fence topped with three strands of barbed wire would surround the facility. The facility would be remotely monitored for fire, smoke, intrusion and AC power failure by Nextel's 24-hour electronic surveillance system. The facility may be expanded in the future to include up to four additional panel antennas. There is no anticipated change to the dimensions of the equipment shelter. Expansion of the facility is not a certainty, but is dependent upon customer demand and/or technological change. The proposed facility will not interfere with surrounding properties or their uses. Due to its extremely low power, this facility will not be a source of interference with electronic equipment, including radios, televisions and telephone transmissions. Non-interference is ensured by the Federal Communications Commission (F.C.C.) regulation of radio transmissions. The site will be unmanned and, therefore, will not require water, waste treatment or management of hazardous waste. Access to the site would be provided from Taylor Avenue NW. Minimal traffic would be generated during the construction phase while the crew is traveling to and from the site. After construction is completed, there would be approximately one visit per month by a Nextel field engineer for routine maintenance. Nextel and ESMR Nextel is the largest domestic operator of ESMR systems in the United States. ESMR is an advanced form of wireless communications which offers a combination of features and services not previously available from cellular telephone or other wireless communications companies. The integrated digital communications system combines a digital cellular phone, group communication, a two-way radio, an alphanumeric pager and voice mail in one handset. Like cellular telephone calls, ESMR calls are handed off from one facility to another as the caller moves through the area. This allows for reuse of a finite number of frequencies at low power levels. Need and Purpose for the Proposed Facility Nextel is continuing to build out its Pacific Northwest ESMR network, in compliance with the requirements of its FCC license. The need for a new site is dictated by market demand, capacity, coverage requirements for a particular geographic area, and the radiofrequency hand-off from one site to another in order to achieve the objective of seamless communications coverage. Once the need for a new ESMR site in a particular geographic area has been established, Nextel's system engineers identify a target area, or "search ring," in which to locate the facility. The required site location and antenna height is determined by a propagation study. This study evaluates the expected radio-frequency (RF) signal from the proposed site at a given location and height. The RF signal must be strong enough to provide adequate coverage within the desired coverage area. The selection and design of a specific ESMR site is further refined by considering local topographic and geographic factors, tree canopy, buildings, mountains, water bodies, the ability to mitigate the antenna support structure's visual impact, compatibility of the facility with existing land uses, and the ability to negotiate a mutually beneficial lease with a landlord. Because ESMR signals must travel in an unobstructed path from the facility to the user, the presence of any one or all of these can negatively influence the quality of transmissions and reception. The height and location of each Nextel site is, therefore, based upon the ability of the site to effectively function despite those obstacles. In addition, Federal Aviation Administration requirements regulate the height of an antenna support structure near or on major airport facilities. The purpose of the proposed West Renton area facility is to provide coverage to the West Renton and downtown Renton areas. The site will offload calls from the Bryn Mawr facility, which is currently reaching capacity, due to Nextel's expanding customer base and system usage. The proposed facility would Rev.
