An Environmental Impact Statement(EIS)must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal(and to reduce or avoid impacts from the proposal,if it can be done)and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known,or give the best description you can. You must answer each question accurately and carefully,to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer,or if a question does not apply to your proposal, write"do not know"or"does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (do not use this sheet for project actions) Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions,be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not implemented. Respond briefly and in general terms. 1. How would the proposal be likely to increase discharge to water; emissions to air;production, storage, or release of toxic or hazardous substances; or production of noise? This non-project action would likely create a greater opportunity for future vehicular oriented dealerships to develop, particularly in the expanded Area"A"between Lind Avenue SW and Raymond Avenue SW. Because auto and truck dealerships, including service facilities do use toxic and/or hazardous materials for some of their operations there would most likely be an increase in the amount of materials now stored in the area with a slight increase in the potential for an accidental spill. Likewise, because dealerships often use speaker phones to contact sales staff on their lots, there might be a slight increase in noise during normal business hours from future development this non-project action might foster. Proposed measures to avoid or reduce such increases are: Since future development is speculative at this point mitigation measures would be better applied at the project level where impacts can be better ascertained. 2. How would the proposal be likely to affect plants, animals, fish, or marine life? This non-project action is unlikely to affect plants, animals, fish or marine life. No threatened or endangered species are believed to occupy the auto mall expansion area. Some urban plants such as grass, shrubs and trees may be removed from vacant sites when they develop. Proposed measures to protect or conserve plants, animals, fish, or marine life are: No measures are proposed at this time for this non-project item. If impacts are detected at the project level, that would be the most appropriate time to propose mitigation measures. 3. How would the proposal be likely to deplete energy or natural resources? Neither these non-project text amendments or subsequent development they might foster in the auto mall expansion area are likely to deplete energy or natural resources. It should again be noted that most of the auto mall expansion area is already developed. Proposed measures to protect or conserve energy and natural resources are: None are proposed for this non-project action. At the time of project level actions if potential depletion of energy or natural resources is indicated, this would be the most appropriate time to propose mitigation measures. H:\DIVISION.S\Parking Revisions Checklist.doc Page 9 Environmental Checklist 4. How would the proposal be likely to use or affect environmentally sensitive areas or areas designated(or eligible or under study) for governmental protection; such as parks, wilderness, wild and scenic rivers, threatened or endangered species habitat, historic or cultural sites, wetlands, floodplains, or prime farmlands? No environmentally sensitive areas were designated other than an area which is primarily paved for parking within the Renton Village which is within the 100 year flood plain. The proposed text amending allowing for the expansion of the Auto Mall might allow more dealerships than not exist and some of these might locate in portions of the 100-year floodplain. It is unlikely that the primary use of these areas for vehicular parking would change. Proposed measures to protect such resources or to avoid or reduce impacts are: None are proposed for this non-project action. At the time of project level actions if potential impacts to the 100-year floodplain are identified, this would be the most appropriate time to propose mitigation measures. None is being proposed now. 5. How would the proposal be likely to affect land and shoreline use, including whether it would allow or encourage land or shoreline uses incompatible with existing plans? The subject non-project proposal is not anticipated to have any impact on shoreline uses. It would however, affect land uses since the proposal encourages vehicular oriented uses in the Auto Mall expansion area. This is consistent with the policy direction outlined by the proposal. Proposed measures to avoid or reduce shoreline and land use impacts are: None are proposed now for this non-project action. At the time of subsequent development when potential impacts can be measured at the project level measures may be proposed if land use impacts are identified. 6. How would the proposal be likely to increase demands on transportation or public services and utilities? This non-project action itself will not impact existing public services or utilities. Subsequent development, particularly in the expanded Area"A"west of SW Lind Avenue might result in a slight increase in the demand on public utilities and services. Proposed measures to reduce or respond to such demands(s)are: If impacts are identified at the project level it is likely that mitigation measures will be proposed if the projects are not SEPA exempt. 7. Identify, if possible, whether the proposal may conflict with local, state,or federal laws or requirements for the protection of the environment. The subject proposal is not believed to conflict with local, state, or federal laws or requirements for the protection of the environment. Amendments include changes to Section 4-4-080 Parking, Loading and Driveway Regulations, as it pertains to three multi-family zones, the RM-N Zone, the RM-I Zone, and the RM-C Zone by increasing the ratio of guest parking from one space per every four units to one space per every two units. These proposed amendments would also revise the nomenclature for single- family and multi-family dwellings in this section to be consistent with definitions in the Code for "detached", "semi-attached", and "attached" dwelling units. Minor revisions have also been included to address "tandem parking", increasing the ratio of required parking for attached dwelling units from 1.5 spaces per dwelling unit to 2.0 spaces per dwelling unit when such parking is provided. These changes would affect parking requirements citywide. This item will go before the City's environmental review Committee in August and then back to the Council Planning & Development Committee before going back to City Council for its public hearing and possible adoption in late summer.
