ORDINANCENO.6029tYPEOFLANDUSEREFERENCEORRESTRICTIONCODESECTIONNO.CriticalAreasRegulationsRMC4-3-050AutomallDistrictRMC4-3-040DowntownBusinessRMC4-2-District0$0.DPlannedUrbanRMC49450DevelopmentRestrictiveCovenantsSeePropertyTitleReportUrbanDesignRegulations(AreasDistricts“A,”“B,”RMC4-3-100“C,”and“D”)SECTIONIV.Subsection4-2-020.ToftheRentonMunicipalCodeisamendedasshownbelow.Allotherprovisionsin4-2-020remainineffectandunchanged,exceptasrevisedinSECTIONVofthisordinance.T.URBANCENTER-i(UC4):TheUrbanCenter-iZone(UC4)isestablishedtoprovideanareaforpedestrian-scaleurbanmixed-usedevelopmentthatsupportstheresidentialandemploymentgoalsofRenton’sUrbanCenter.TheUC4Zoneisintendedtoattractawiderangeofoffice,technology,commercial,andresidentialuses.Theoverallmixandintensityofuseswithinbothzoneswilldevelopovertime.Consequently,decisionsmadeinearlyphasesofredevelopmentwillneedtotakeintoconsiderationthepotentialforfurthermullandintensificationofuses.Theoverallmixandintensityofusesisintendedtocreateanurbanratherthansuburbancharacter.Theformofdevelopmentisexpectedtouseurbandevelopment5 ORDINANCENO.6029standardsandtherefore,setbacks,heights,landscaping,parking,anddesignstandardsaretobeurbaninscaleandconfiguredinalayoututilizingthestreetsystemtocreateahuman-scale,pedestrian-orientednewcenter.Usesthatsupporturbancenterdevelopmentareallowed.Developmentisexpectedtoincludeamenitiessuchasgateways,wateraccess,andopenspace.High-qualitydevelopmentisanticipated,encompassingamixofresidentialneighborhoods,shopping,andemploymentdistrictsandpublicfacilities.Thedesignationisalsointendedtoallowcontinuationofairplanemanufacturingandaccessoryairplanemanufacturinguses,aslandareaformerlyoccupiedbythoseusesistransformedtocombinationsofretail,service,office,residential,andcivicuses.SECTIONV.Subsection4-2-020.ToftheRentonMunicipalCodeisamendedtoaddanewsubsection4-2-020.U,UrbanCenter—2(UC-2),toreadasshownbelow.Allotherprovisionsin4-2-020remainineffectandunchanged,exceptasrevisedinSECTIONIVofthisordinance.U.URBANCENTER-Z(UC-2):TheUrbanCenter-2ZonetUC-2)isestablishedtoprovideasimilarbuiltenvironmentasUC-1andalsosupportstheresidentialandemploymentgoalsofRenton’sUrbanCenter,buttoalesserdegreethanUC-1duetodifferingcharacteristicsofthegeography,whichlimitthescaleofcommercialenterprise.Theoverallmixandintensityofusesisintendedtocreateanurbanratherthansuburbancharacter.Theformofdevelopmentisexpectedtouseurbandevelopmentstandardsandthereforesetbacks,heights,landscaping,parking,anddesignstandardsaretobeurbaninscaleandconfiguredinalayoututilizing6 ORDINANCENO.6029thestreetsystemtocreateahuman-scale,pedestrian-orientednewcenter.Usesthatsupporturbancenterdevelopmentareallowed.Developmentisexpectedtoincludeamenitiessuchasgateways,wateraccess,andopenspace.High-qualitydevelopmentisanticipated,encompassingamixofresidentialneighborhoods,shopping,employmentdistricts,andpublicfacilities.Thedesignationisalsointendedtoallowcontinuationofairplanemanufacturingandaccessoryairplanemanufacturinguses,aslandareaformerlyoccupiedbythoseusesistransformedtocombinationsofretail,service,office,residential,andcivicuses.SECTIONVI.Section4-2-060oftheRentonMunicipalCodeisamendedasshownonAttachmentB.SECTIONVII.Subsections4-2-080.A.6,4-2-080.A.82,4-2-080.A.91,and4-2-080.A.92oftheRentonMunicipalCodeareamendedasshownbelow.Allotherprovisionsin4-2-080.Aremainineffectandunchanged.6.Specifiedresidentialuse(s)arenotallowedwithinonethousandfeet(1,000’)ofthecenterlineofRentonMunicipalAirportrunway.AttacheddwellingsarenotpermittedintheCAorCNZonewithintheBenson,CedarRiver,Talbot,orValleyCommunityPlanningAreas.Wherenotprohibited,attacheddwellingunitsarepermittedsubjecttothefollowingconditionsandstandardsinadditiontoRMCI1150,Residentialtanaar’”a.StandaloneResidential—WhereAllowed:Standaloneresidentialbuildingsarepermitted:7 ORDINANCENO.6029i.IntheCDZoneoutsideoftheDowntownBusinessDistrict,providedresidentialamenityspaceand/orlobbyspaceisprovidedonthegroundflooralongthestreetfrontage,whichshallbeatleasttwentyfeet(20’)wideandatleastfiftypercent(50%)ofthefacadewidthforfacadeslessthansixtyfeet(60’)wide,oraminimumofthirtyfeet(30’)wideforfacadesgreaterthansixtyfeet(60’)wide.(Widthsshallbemeasuredalongthebuildingfacade.)Thegroundfloorshallhaveafloor-to-ceilingheightoftwelvefeet(12’).Wherelocatedonthegroundfloorandwithintenfeet(10’)ofpublicsidewalk,thefloorsofattacheddwellingsshallbeatleasttwofeet(2’)elevatedabovethegradeofthesidewalk;ii.IntheCVZonewherenotabuttingNESunsetBlvd.eastofHarringtonAvenueNE;iii.IntheCAZonewhereabuttingaCityofRentonresidentialzoneifatleastoneverticalmixedbuildingisconstructedalongthestreetfrontage(s)withaminimumoftwo(2)residentialstoriesabovecommercial,thestandaloneresidentialbuilding(s)aresitedclosesttotheabuttingresidentialzoneand,iftownhouses,limitedtothree(3)stories;iv.IntheUCZoneswherecurrentlyexistingalongstreetsnotdesignatedaspedestrianorientedstreetsthroughtheMasterSitePlanprocess;andv.IntheCORZoneasdeterminedthroughtheMasterSitePlanprocess.8 ORDINANCENO.6029Wherestandaloneresidentialbuildingsarenotallowed,dwellingunitsshallbeintegratedintoaverticallymixed-usebuildingwithgroundfloorcommercial.$2.Specifieduse(s)arepermittedprovidedallofthefollowingconditionsaremet:a.Alldevelopmentshallbearchitecturallyandfunctionallyintegratedintotheoverallshoppingcenterormixed:usedevelopment.Buildingsshallbemixeduseexceptforretailbuildingswithmorethanseventy-fivethousand(75,000)squarefeet,structuredparking,andamaximumbuildingfootprintofsixty:fivethousand(65,000)squarefeet,orstructuressmallerthanfivethousand(5,000)squarefeet.Single-useretailbuildingsarenotallowedeastofLakeWashingtonBoulevardNorth;andb.IntheUCZone,buildingsadjacenttopedestrian-orientedstreets,asdesignatedviaMasterPlanorasimilardocumentapprovedbytheCity,shallhaveground-floorcommercialuses.Whererequired,commercialspaceshallbeprovidedonthegroundflooratthirtyfeet(30’)indepthalonganystreetfrontage.Averagingtheminimumdepthmaybepermittedthroughthesiteplanreviewprocess,providednoportionofthedepthisreducedtolessthantwentyfeet(20’).Allcommercialspaceonthegroundfloorshallhaveaminimumfloor-to-ceilingheightoffifteenfeet(15’);and9 ORDINANCENO.6029c.BuildingsorientedalongParkAvenueshallhaveoneormorepedestrianentriesonParkAvenue.91.Reserved.Specifieduse(s)shallbelocatedwithinamixed-usestructure.Whererequired,commercialspaceshallbeprovidedonthegroundflooratthirtyfeet(30’)indepthalonganystreetfrontage.Averagingtheminimumdepthmaybepermittedthroughthesiteplanreviewprocess,providednoportionofthedepthisreducedtolessthantwentyfeet(20’).Allcommercialspaceonthegroundfloorshallhaveaminimumfloor-to-ceilingheightoffifteenfeet(15’).92.ExceptforGeneralOffices,specifieduse(s)shallbelocatedwithinamixed:usestructure.IntheUCZonel,exceptforofficebuildings,buildingsadjacenttopedestrian-orientedstreets,designatedassuchviaMasterPlanorsimilardocumentapprovedbytheCity,shallhaveground-floorcommercialuses.Whererequired,commercialspaceshallbeprovidedonthegroundflooratthirtyfeet(30’)indepthalonganystreetfrontage.Averagingtheminimumdepthmaybepermittedthroughthesiteplanreviewprocess,providednoportionofthedepthisreducedtolessthantwentyfeet(20’).Allcommercialspaceonthegroundfloorshallhaveaminimumfloor-to-ceilingheightoffifteenfeet(15’).SECTIONVIII.Subsection4-2-120.AoftheRentonMunicipalCodeisamendedasshowninAttachmentC.SECTIONIX.Section4-4-150oftheRentonMunicipalCodeisamendedasfollows:4-4-150RESIDENTIALMIXED-USEDEVELOPMENTSTANDARDS:A.PURPOSE:10 ORDINANCENO.60291.Ensurethatalldevelopmentisconsistentwiththegoals,objectivesandpoliciesoftheComprehensivePlan.2.Providedevelopmentstandardsforintegratedresidentialandcommercialdevelopmentwithinthesamebuildingoronthesameparcelorcontiguousgroupofparcels.B.APPLICABIUTY:ThisSectionshallapplytodevelopmentincommercialzoneswhereindwellingunitsareproposed.C.DESIGN:1.Whereallowed,townhousesorcarriagehousesshallbesubjecttothestandardsofRMC4-2-115,ResidentialDesignandOpenSpaceStandards,applicabletotheR-10andR-14Zones,inlieuoftheDesignDistrictOverlaystandardsofRMC4-3-100.2.Forverticallymixed:usebuildings,thefacadenecessaryforinteriorentrances,lobbies,andareas/facilitiesdevelopedfortheexclusiveuseofthebuilding’sresidents,ortheirguests,(“lobbyfacade”forthepurposesofthisSection)islimitedtotwentyfivethirty-fivepercentf253S%)oftheoverallfacadealonganystreetfrontageortheprimaryfacade.TheAdministratormayallowthelobbyfacadetoexceedthirty-fivepercent(35%)ifthedepthofthecommercialspaceexceedstheminimumrequiredbyRMC4-4-150.E,providedtheincreasedpercentageoflobbyfacadeisgenerallyproportionaltotheincreaseddepthofcommercialspace.11 ORDINANCENO.6029D.GROUNDFLOORCOMMERCIAL—WHEREREQUIRED:1.Averticallymixed-.usebuildingwithatleasttwo(2)residentialstoriesabovegroundfloorcommercialisrequired:a.AlonganystreetfrontageintheCAZone;b.TheCDZonewithintheDowntownBusinessDistrict;andc.AlongNESunsetBlvd.forpropertiesintheCVZoneabuttingNESunsetBlvd.eastofHarringtonAvenueNE.2.Averticallymixed:usebuildingwithgroundfloorcommercialisrequiredin:a.TheCNZone;andb.TheUC-1andUC-2Zonesalongpcdcstrianorientedstreets.E.COMMERCIALSPACESTANDARDS:1.CommercialAreaRequirement:ExceptintheCDZoneoutsideoftheDowntownBusinessDistrict,andCVzonedpropertiesnotabuttingNESunsetBlvd.eastofHarringtonAvenueNEWheregroundfloorcommercialisrequired,anydevelopmentwhereindwellingunitsareproposedshallprovidethefollowingamountofgrosscommercialsquarefootageequivalenttofiftypercent(50%)apercentageofthegrossgroundfloorareaofallbuildingsonsitecontainingresidentialdwellingunits:12 ORDINANCENO.60292.GroundFloorCommercialSpaceStandards:Ataminimum,thedevelopmentshallincludegroundfloorcommercialspacealonganystreetfrontageor,intheabsenceofstreetfrontage,alongtheprimaryfacadeofthebuildinginconformancewiththefollowingstandards:a.Aminimumaveragedepthofthirtyfeet(30’)andnolessthantwentyfeet(20’)atanygivenpoint;b.Aminimumfloor-to-ceilingheightofeighteenfeet(18’),andaminimumclearheightoffifteenfeet(15’)unlessalesserclearheightisapprovedbytheAdministrator;c.ADAcompliantbathrooms(commonfacilitiesareacceptable);d.Acentralplumbingdrainline;ande.Agreasetrapandaventilationshaftforacommercialkitchenhood/exhaust.IF.MODIFICATIONS:ExceptforsSubsectionsE.2.cthrougheofthisSection,maybemodifiedGroundFloorCommercial—WhereRequired,whenevertherearepracticaldifficultiesinvolvedincarryingouttheprovisionsofthisSectionmModificationsmaybegrantedforindividualcasesinaccordancewiththeproceduresandreviewcriteriainRMC4-9-250.D.SECTIONX.Ifanysection,subsection,sentence,clause,phraseorworkofthisordinanceshouldbeheldtobeinvalidorunconstitutionalbyacourtorcompetentjurisdiction,13
