S Corridor Improvements Phase 4 (S 3 rd St to NW 3rd Pl) Project Description: (Requestor: Use attachment for additional project description, if needed) The City of Renton is requesting from SPU, permanent easements for roadway and related infrastructure and temporary construction easements for construction storage and staging. About 40% of the requested easement area has been utilized as a road for decades without the benefit of an easement from the City of Seattle. A portion the easement is within SPU Cedar River Pipeline right of way now utilized by Taco Time and Meyers Towing. Taco Time and Meyers Towing will be impacted by the permanent loss of rental area due to City of Renton roadway improvements. The following is a general outline of Process and Requirements. Additional requirements may need to be added. Overview of SPU Process and Requirements: A.Renton has provided 90% Construction Plans and Specifications, Offer Letter and documents for Permanent Easements and Temporary Construction Easements. B.Renton has offered Seattle $471,200 as compensation for Permanent and Temporary Easements and related damages for surface improvements. C.100% Construction Plans and Specifications must be approved by SPU. 90% Plans have been reviewed by Ryan Manning at SPU 206-684-0127 ryan.manning@seattle.gov. D.Renton will provide to SPU Real Property a recordable legal description and map of the permeant easement area and temporary construction easement area prepared and stamped by a licensed surveyor. E.Renton provided a proposed Permanent Easement document to SPU, which SPU declined to use. SPU has provided Renton with an updated version the permanent easement document previously approved by SPU and Renton. F.Renton provided a proposed Temporary Construction Easement to SPU, which SPU will modify and return to Renton for review. FEES G.In 2011 Renton paid SPU $8,000 for SPU T&M costs related plan review, preparation of the permanent easement and legislative documents. The $8,000 was placed in SPU Guaranteed Deposit Account 43671. Since 2011 SPU has charges $5,410.92, leaving a balance of $2,589.08. H.SPU will prepare and complete the legislative documents and charge the remaining balance of $2,589.08 I.The City of Renton will be charged an additional amount of $1,835 to review, modify and approve of the temporary construction easement.
