4450CITYOFRENTON,WASHINGTONRESOLUTIONNO.4450ARESOLUTIONOFTHECITYOFRENTON,WASHINGTON,ADOPTINGTHESOUTHKINGHOUSINGANDHOMELESSPARTNERS2022WORKPLANAND2022OPERATINGBUDGET.WHEREAS,onMay24,2019theCityofRentonenteredintoanInterlocalAgreement(ILA)witheight(8)othersouthKingCountycitiesandKingCountytoformtheSouthKingHousingandHomelessnessPartners(SKHHP);andWHEREAS,pursuanttotheILA,eachparticipatingjurisdictionmustapproveSKHHP’sannualworkplantoguidetheworkoftheSKHHPstaff;andWHEREAS,thepurposeoftheannualworkplanistoprovidemanagementandbudgetguidancetoimplementtheoverarchingSKHHPgoalstoworktogetherandshareresourcestoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandtopreservetheexistingaffordablehousingstock;andWHEREAS,the2022workplanincludesthree(3)majorstreamsofwork:governanceandadministration,policyandplanning,andoutreachandeducation;andWHEREAS,thegovernanceandadministrationworkstreamincludesprogram-widemanagementactivitiesincludingestablishingdecision-makingprotocolsandreportingproceduresandconveninganadvisoryboard;andWHEREAS,thepolicyandplanningworkstreamincludesadvocatingforandestablishingaSKHHPaffordablehousingcapitalfundandcollaboratingwithpartnerstoenhancelocalpoliciesandprogramsthataccelerateaccesstoaffordablehousing,protectexistinghousingstock,andprovidehousingsecurity;and1 RESOLUTION2021-03-ATTACHMENTASKHHP2022WORKPLANSKHHPMISSIONSouthKingCountyjurisdictionsworkingtogetherandsharingresourcestocreateacoordinated,comprehensive,andequitableapproachtoincreasinghousingstability,reducinghomelessness,andproducingandpreservingqualityaffordablehousinginSouthKingCounty.OBJECTIVES•Sharetechnicalinformationandresourcestopromotesoundhousingpolicy•CoordinatepublicresourcestoattractgreaterprivateandpublicinvestmentforaffordablehousinginSouthKingCounty•ProvideaunifiedvoicetoadvocateforSouthKingCountyneedsatalocal,regional,andstatelevelsPurposeEstablisha2022SKHHPWorkPlanthatisshapedbymemberjurisdictions,consistentwiththeSKHHPInterlocalAgreement,andfurthersSKHHP’smission.BackgroundTheSouthKingHousingandHomelessnessPartners(SKHHP)wasestablishedthroughaninterlocalagreementtoworktogetherandshareresourcestoincreasetheavailableoptionsforSouthKingCountyresidentstoaccessaffordablehousingandpreservetheexistingaffordablehousingstock.TheSKHHP2022workplanincludesthreemajorareasofworkthatwillfacilitateimplementationoftheSKHHPInterlocalAgreement:governanceandadministration;policyandplanning;andeducationandoutreach.The2022workplanbuildsonworkdonein2020and2021toestablishaSKHHPHousingCapitalFundthroughpooledpublicresources,increasephilanthropicandcorporateinvestmentthroughthecreationofaSKHHP501(c)(3)fundraisingbranch,andestablishaSKHHPAdvisoryBoardmadeupofcommunitymembersthatwillhelptogroundSKHHPdecisionsincommunitiesneedsandinterests.ProgressreportsConsistentwiththeInterlocalAgreement,theSKHHPExecutiveManagerwillsubmitquarterlybudgetperformanceandprogressreportsonthestatusoftheworkplanelementstotheSKHHPExecutiveBoardandthelegislativebodyofeachmemberResolutionNo.2021-03Rev.2019July23,2021Page3of8
