PUBLIC HEARING: After reviewing the Development Services Report,examining available information on file with the application,field checking the property and surrounding area;the Examiner conducted a public hearing on the subject as follows: MINUTES The following minutes are a summary of the November 2, 1999 hearing. The legal record is recorded on tape. The hearing opened on Tuesday,November 2, 1999,at 9:00 a.m. in the Council Chambers on the seventh floor of the Renton City Hall. Parties wishing to testify were affirmed by the Examiner. Exhibit No.3: Site plan Exhibit No.4: Zoning map Exhibit No.5: Excavation plan The hearing opened with a presentation of the staff report by ELIZABETH HIGGINS,Project Manager, Development Services,City of Renton, 1055 S Grady Way,Renton,Washington 98055. The applicant requests a special permit for grade and fill for soil remediation. The project site is located in northwest Renton and is surrounded by a church, a fast food restaurant and the Renton Municipal Airport. The project is located in the Commercial Arterial Zone(CA),and the Comprehensive Plan(CP)designation is Employment Area Thomas C. Morin Environmental Partners,Inc. Minkler Soil Remediation File No.: LUA-99-128,SP November 22, 1999 Page 2 Commercial. The 51,200 square foot property is the site of a former gas station,and based on studies it is estimated that 5,200 cubic yards of Petroleum Contaminated Soil(PCS)need to be removed. An area of approximately 30,000 square feet would be excavated to an average depth of 5 feet below grade,with some locations at potential depths of 14 feet. Excavations deeper than 5 feet will be immediately backfilled to a depth shallower than 5 feet or side walls will be sloped on a one to one slope to minimize the potential for side wall sloughing. All other excavation would be backfilled with clean imported fill material and the site returned to the existing grade prior to project completion. The site would be hydroseeded. The excavated contaminated material would be removed and thermo-treated offsite. Following completion of remediation, five shallow ground water monitoring wells will be installed to monitor the progress of natural attenuation of residual petroleum hydrocarbons in the shallow ground water. The Environmental Review Committee(ERC)issued a Determination of Non-Significance-Mitigated with two mitigation measures attached. The applicant is required to install and maintain temporary erosion control measures, and is also responsible to keep the soil moist during excavation and filling to reduce airborne dust. Ms.Higgins listed the conditions which are to be considered for a special permit and the applicant's compliance with the same. The proposal would include 8 round-trip truck trips each weekday for approximately four weeks. No screening,fencing or landscaping is proposed during or after the activity. Noise and dust would be generated,but are expected to be temporary in duration. The current drainage patterns onsite indicate stormwater flows generally overland from northwest to southeast to the catch basins located in Rainier Avenue. A dewatering basin surrounded by hay bales would be used on site during excavation. Staff recommends approval of the special permit for grade and fill, subject to the condition that applicant comply with the ERC's mitigation measures. Thomas Morin,Environmental Partners,Inc., 10940 NE 33rd Place,#110,Bellevue,Washington 98004, applicant herein,concurred with staffs recommendations. He explained that the remediation of the site would be done in two phases;the first to address the soil contamination,and the second to address the ground water contamination. He described the contamination of the surrounding area which included two former gas stations, and the DOE's position regarding the same. He further responded that the excavation of the site will be done in the summer when the ground water is at its lowest point. The Examiner called for further testimony regarding this project. There was no one else wishing to speak, and no further comments from staff. The hearing closed at 9:20 a.m. FINDINGS,CONCLUSIONS&DECISION Having reviewed the record in this matter,the Examiner now makes and enters the following: FINDINGS: 1. The applicant, Thomas C. Morin,filed a request for approval of a Special Permit for Grade and Fill to excavate portions of an approximately 51,20 square foot property. 2. The yellow file containing the staff report,the State Environmental Policy Act(SEPA) documentation and other pertinent materials was entered into the record as Exhibit#1. The Environmental Review Committee(ERC),the City's responsible official, issued a Declaration of Non-Significance-Mitigated(DNS-M)for the subject proposal. 4. The subject proposal was reviewed by all departments with an interest in the matter. 5. The subject site is located at 110 Renton Avenue Extension. This is directly west of the southwest corner of the Renton Municipal Airport. The site is located between Rainier Avenue North on the east and Hardie Avenue NW on the west. 6. The subject site was annexed with the adoption of Ordinance 1405 which was enacted in July 1951. 7. The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of employment generating uses but does not mandate such development without consideration of other policies of the Plan. 8. The subject site is zoned CA(Commercial Arterial). 9. The subject site formerly housed an automotive service station. Apparently,the old tanks or operations on the site released petroleum products that migrated into the soil. Approximately 5,200 cubic yards of soil needs to be removed. The soils will be moved offsite and treated to remove or reduce the residual contamination. 10. Remediation will be carried out under Department of Ecology procedures. That department will determine if the site is appropriately clean regarding further use of the site. Currently,no redevelopment plans have been determined. Excavated soils would be tested for compliance with the Model Toxics Control Act,Method A soil cleanup levels. 11. The excavation will remove soils to a depth of approximately five feet(5')from an area of approximately 30,000 square feet. In some locations the excavation might extend to approximately 14 feet depending on the penetration of petroleum products. 12. If the deeper excavation is necessary,those areas will either be refilled to not more than five feet r' immediately or graded to a 1:1 so that side walls of the deeper areas are stable and do not slough. 13. Five shallow groundwater wells will be drilled to allow monitoring of the residual petroleum hydrocarbons in the ground water. 14. The remediation effort is anticipated to generate approximately eight(8)round-trips by dump trucks during weekdays. The entire operation is projected to take approximately four weeks. 15. Since the property owner does not have any redevelopment plans,there is no proposal to either screen, landscape or fence the site. The relatively shallow depth and the proposal to refill as soon as practical should limit potential exposure of open pits. 16. Staff has recommended that the site be hydroseeded to prevent erosion and avoid a lengthy period where the site is unsightly. Thomas C. Morin Environmental Partners,Inc. The proposed operation should not permanently modify storm water flows. The applicant proposes protecting catch basins from silt. 18. Both haul routes and hours of operation are controlled by Code. CONCLUSIONS: 1. The proposed special permit to allow the remediation of a contaminated site appears to serve the public use and interest. The proposal will remove a large area of contaminated soil and eventually permit a reasonable redevelopment of the subject site. The public will be served by both removing the contaminated soil and by a redevelopment effort that will presumably create additional jobs. 2. The operation is not very large and should be accomplished within approximately one month. The hours of operation,particularly the hauling and traffic routes,will be determined by staff to minimize any interference with the traffic along Rainier,a major arterial,and the other nearby streets. 3. The applicant proposes a continued monitoring presence to make sure that any residual materials are properly found and handled. 4. The site is surrounded on three sides by public rights-of-way and a five foot excavation could present safety issues if for some reason fill materials are not immediately used where excavation has occurred. Therefore, if any portion of the site adjacent to a public street or sidewalk will be left in an excavated depth of five feet overnight the applicant shall erect appropriate fencing or barricades. DECISION: The Special Permit is approved subject to the following conditions: 1. The applicant shall comply with the conditions imposed by the ERC. 2. The applicant shall hydroseed or plant other appropriate vegetation once the final grade has been achieved or if work stops for more than one month before final grading is achieved. 3. The applicant shall erect appropriate fencing or barricades along any portion of the site adjacent to a public street or sidewalk if it will be left with excavated depth of five feet overnight. DEPARTMENT ANALYSIS: 1. PROJECT DESCRIPTION/BACKGROUND The application is for a Special Permit for Grade and Fill to perform soil remediation. The project is located in northwest Renton on Renton Avenue South, between Hardie Avenue NW and Rainier Avenue. It is immediately south of the Schuck's Auto Supply Store. Surrounding uses, in addition to retail, include a church (west of Hardie Avenue), fast food restaurant (south of Renton Avenue), and the Renton Municipal Airport (east of Rainier Avenue). The property is not in an environmentally critical location, based on review of the City's sensitive areas maps. The property is located within the Commercial Arterial (CA) Zone. The Comprehensive Plan designation of the site is Employment Area Commercial (EAC). The 51,200 sf property is the site of a former automotive service station. It is estimated that about 5,200 cubic yards of Petroleum Contaminated Soil (PCS) need to be removed from the site. Excavated contaminated material would be removed and thermal treated off site. Remediation is being carried out on an independent basis under the Washington Department of Ecology Voluntary Cleanup Program (VCP). A Phase I Environmental Assessment was prepared by the Harper Group. The Phase II Environmental Assessment and soil remediation plan was prepared by Environmental Partners, Inc. An area of approximately 30,000 sf would be excavated to an average depth of about 5 feet below grade. In several locations, excavation may extend to a depth of 14 feet below grade. For excavations deeper than 5 feet, all excavation will be immediately backfilled to a depth shallower than 5 feet, or sidewalls will be sloped on a 1 H:1 V slope to minimize the potential for sidewall sloughing. Excavated soils would be tested for compliance with the Model Toxics Control Act (MTCA) Method A soil cleanup levels. Following completion of soil remediation, about 5 shallow groundwater monitoring wells would be installed to monitor the progress of natural attenuation of residual petroleum hydrocarbons in the shallow ground water. There are no further plans for the property known at the present time. 2. ENVIRONMENTAL REVIEW Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C, 1971 as amended), on October 12, 1999 the Environmental Review Committee issued a Determination of Non-Significance - Mitigated. The appeal period ended on October 25, 1999, and no appeals were filed. 3. COMPLIANCE WITH ERC MITIGATION MEASURES Based on an analysis of probable impacts from the proposal, the Environmental Review Committee (ERC) issued a Determination of Non-Significance — Mitigated (DNS-M), with two mitigation measures. No appeals were filed and the applicant is required to comply with the mitigation measures. Temporary Erosion Control shall be installed and maintained to the satisfaction of the representative of the Development Services Division for the duration of the project. Weekly reports shall be submitted on the status and condition of the erosion control plan with any recommendations of change or revision to maintenance schedules or installation submitted by the Project Engineer of record to the Public Works Inspector. Certification of the installation, maintenance, and proper removal of the erosion control facilities shall be required prior to final inspection. 2. Applicant shall be responsible to keep soil on site moist during excavation and filling to reduce airborne dust. 4. STAFF REVIEW COMMENTS Representatives from various city departments have reviewed the application materials to identify and address site plan issues from the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Departmental Recommendation at the end of the report. 5. CONSISTENCY WITH SPECIAL PERMIT FOR FILL & GRADE APPROVAL CRITERIA Section 4-9-080.F.2. The Hearing Examiner may grant a Special Permit, after a public hearing thereon in any zone, to allow drilling, quarrying, mining, or depositing of minerals or materials, including but not limited to petroleum, coal, sand, gravel, rock, clay, peat and topsoil. A special permit shall be required on each site of such operation. To grant a special permit, the Hearing Examiner shall make a determination that: a. Compatibility of Proposed Uses: The proposed activity would not be unreasonably detrimental to the surrounding area. The Hearing Examiner shall consider, but is not limited to, the following: i. Size and location of the activity The project site is located along the north side of Renton Avenue South, between Hardie Avenue NW on the west and Rainier Avenue on the east. The project site is 1.18 acres (51,200 sq. ft.). The applicant proposes to remove approximately 5,200 cubic yards of Petroleum Contaminated Soils to be replaced by clean fill material. The site is bordered on three sides by public streets. These abutting streets would contain the proposed grading activities and the grading is not expected to adversely impact the surrounding area. ii. Traffic Volumes and Patterns It is estimated that approximately eight (8) round-trip truck trips would occur each weekday for a period of about four(4)weeks during the proposed soil remediation operation. City Code requires approval of proposed haul route plans prior to the issuance of a construction permit. Truck hauling hours are limited to between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, under the Development Guideline Ordinance (RMC 4-4-030C.2). In addition, traffic control measures are required to be provided during construction. These measures are associated with the construction permit required for grading. Screening, Landscaping, Fencing, and Setbacks The applicant does not propose screening, landscaping, fencing, or setbacks for the soil remediation activity. The code does not include specific standards to buffer surrounding properties. The proposed soil remediation would require excavation and removal of material followed by filling and grading to return elevations to those existing prior to commencement of the work. The applicant would be required to hydroseed or otherwise revegetate the site following the final grading. This would improve the appearance of the site over its present condition. The subject property is surrounded by non- residentially developed properties. Screening, landscaping or fencing the site, once grading is completed, is not considered necessary to buffer views from surrounding properties. The applicant has not submitted development plans with the special grade and fill application. A separate land use permit application would be required for any future development proposal on the site. Future development would provide landscaping and setbacks as required by the underlying zoning. iv. Unsightliness, Noise and Dust Noise and dust would be generated during grade and fill activities on the subject site. Noise would be generated from the trucks used to remove the PCS , haul the fill material to the site, and from the grading equipment. Earthwork activities would be limited to the hours of 7:00 a.m. to 8:00 p.m. in accordance with the Mining, Excavation, and Grading Ordinance. It is not anticipated that the noise levels would exceed the standards established by the City of Renton Municipal Code. There would be dust emissions during the temporary earthwork. Contractors would be required by contract terms to implement standard construction practices for dust suppression and cleaning dust from public roads, if necessary. Renton Municipal Code requires that the site be hydroseeded or otherwise revegetated following grading (RMC 4-4-03005). The grading activity is projected to occur over a four(4) week time period. Any impacts related to noise or dust would be temporary in nature and not considered significant. The revegetation of the site would improve the appearance of the site, reducing unsightliness. v. Surface Drainage Presently, on-site drainage patterns indicate existing stormwater flows generally overland from northwest to southeast at various slopes averaging about 2%to the existing catch basin located in Rainier Avenue. The applicant proposes to surround the catch basin or basins with hay bales and cover them with filter fabric. A dewatering basin, surrounded by hay bales, would be used on site to hold water in soil during excavation. The subject proposal would not increase surface water flows in the downstream system, as no impervious surfacing would be constructed in conjunction with the proposed soil remediation, grading, and filling activities. A subsurface drainage system to serve development on the site would be installed as part of a future proposal. Additional drainage collection structures and water quality facilities would be installed as part of future development on the site. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C.240,the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: The property slopes downward from the northwest to southeast at between 4 percent and 2 percent. The site is unpaved, except where the broken edge of pavement extends across the property line on the north, east,and south sides. On site soils consist of silty sand with gravel and an organic soil consisting primarily of bark and other wood debris such as sawdust to a depth of approximately 14 feet below existing grade. There is no stormwater control system on the site at the present time. Stormwater does not appear to flow off of the site. The consultant has speculated that precipitation ponds and infiltrates into the subsurface on the property. Grading, following excavation, is proposed to approximate the preremediation grades. No new slopes will be greater tharL i0 percent. Excavation and filling will be approximately equal. In addition to stockpiled soil that will be reused on site, clean, self-compacting fill material will be imported. F"l will consist of crushed rock or gravel. The site surface will be covered with approximately 6 inches of compacted crushed rock. Potential erosion will be mitigated by City Code requirements for a Temporary Erosion and Sedimentation Control Plan (TESCP). • Erosion will be controlled by placing silt fencing along the two downslope sides of the property for the duration of work on the project. Stockpiled excavated soils will be placed in a dewatering basin and any erosion will be captured by the basin. Hay bales will be placed around,and filter fabric will be placed over nearby, downslope catch basins. The duration of the project is estimated to be approximately 4 weeks. Once remediation has been completed, if no construction will commence within 30 days,the Code requires the applicant to hydroseed the site or use other methods to revegetate and stabilize soils. Dirt on construction vehicle tires may be carried off site and thereby increase air pollution at local roads. • Emissions from construction vehicle exhaust may increase in the vicinity of the property. Vehicle and construction equipment exhaust is controlled by state and federal regulations. No further site specific mitigation is required. Mitigation Measures: Soil on site shall be kept moist during excavation and filling to reduce airborne dust. Nexus: Environmental(SEPA) Ordinance 3. Water Impacts: Some dewatering of remedial excavation may be required, but is not currently planned to occur. Dewatering may be required in order to allow removal of PCS from below the water table. Total dewatering volumes will likely not exceed 40,000 gallons. Runoff from this gravity dewatering will be captured in a dewatering basin and treated, if neci'.iary, prior to discharge to the local sanitary sewer system. This activity will be regulated by King County via an Industrial Waste Minor Discharge Authorization and must adhere to applicable County regulations. No wetlands are present on the property. The project is not within 200 feet of a shoreline. Mitigation Measures: No further mitigation is necessary. Nexus: N/A 4. Plants Impacts: Existing vegetation at the site is insignificant. Following completion of the soil remediation, the site will be hydroseeded. Hydroseeding or other methods of revegetation is required by City code for sites not being developed within 30 days {RMC 4-4-060C(4)}. Mitigation Measures: No further mitigation is necessary. Nexus: N/A 5. Environmental Health Impacts: The project poses potential adverse impacts to environmental health due to airborne dust from PCS during excavation(see"Air"above). On site workers will be exposed to low concentrations of petroleum hydrocarbons in both soil and groundwater. These concentrations do not pose a risk of explosion or fire. Workers or persons on adjacent properties will not be exposed to raw product or other chemicals. Protection Monitoring in accordance with MTCA will be performed to protect worker health and safety from site specific concerns. All on site workers will be provided with a copy of the Health and Safety Plan (required by the Department of Ecology for remedial actions) and required to abide by its stipulations. Other provisions for worker safety in effect for the duration of the project include the federal requirements of the Occupational Safety and Health Act of 1970 (OSHA) and the Washington Industrial Safety and Hea►th Act(WISHA). Noise is regulated by City code, which allows construction work between the hours of 7 am and 8 pm, Monday through Friday, and from 9 am to 8 pm on Saturday. No construction is permitted on Sunday. Haul hours within the City are from 8:30 am to 3:30 pm Monday through Friday. Mitigation Measures: No mitigation required. Nexus: N/A 7. Transportation Impacts: The proposal will result in an increase of truck traffic for the duration of the project. The proposed truck route is from the access on Renton Avenue to Rainier Avenue, then south to Highway 167 or Interstate 405. Excavated material will be transported to TPS Technologies in Tacoma. Due to the short duration and limited number of trips from the site, estimated at about eight round trips per day,no mitigation is being proposed. Mitigation Measures: No mitigation is required. Environmental remediation is being carried out on an independent basis under the Washington Department of Ecology Voluntary Cleanup Program (VCP). 11. Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. (Lead agency may modify this form to include additional specific information on project description.) This project includes the excavation and remediation of about 5,200 cubic yards of petroleum- contaminated soil(PCS) from the subject property. The subject property is about 45,000 square feet in size and about 30,000 square feet of surface area will be excavated to an average depth of about 5 feet below grade. The PCS removal excavation may extend to a maximum depth of 14 feet below grade in one location. The remedial excavation will be tested for compliance with the Model Toxics Control Act(MTCA) Method A soil cleanup levels. The excavation will then be backfilled with clean imported fill material and graded to an elevation similar to the current grade. The surface of the site will be covered with about 6 inches of compacted crushed rock to limit erosion and wind blown dust. After completion of the soil remediation a total of about 5 shallow ground water monitoring wells will be installed to monitor the progress of natural attenuation of residual petroleum hydrocarbons in the shallow ground water. After completion of the soil remediation Minkler Enterprises plans to either sell the property for development or to sign a long-term lease with a retailer or similar operation. This property development will improve the area of the subject property and result in an increase in the City of Renton tax base and core downtown employment. 12. Location of proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographical map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any applications related to this checklist. The project is located in the northwest corner of the intersection of Rainier Avenue North and Airport Way. The street address is 251 Rainier Avenue and is located near the southwest corner of the Renton Airport. The property is currently secured with a temporary chain link fence and is bare soil with some minor vegetation. B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, rolling, hilly, steep slopes or mountains. Other: b. What is the steepest slope on the site (approximate percent slope)? 2%to 3% c. The predominant soil type is Silty Sand with Gravel down to a depth of about 14 feet below grade. Some areas of the site contain several feet of bark and sawdust debris. d. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. As discussed above, a total of about 5,200 cubic yards of PCS will be removed from the site and replaced with clean imported fill. The imported fill will be a Y2-inch minus well-graded material. The source of the fill material will likely be Cadman Rock Products. Site grading will be limited to restoring the existing site grade and placing and compacting a 6-inch layer of crushed rock to stabilize the surface and reduce the potential for erosion and wind blown dust. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Yes. Erosion could occur from stockpiles of soil that have been either excavated or from backfill that has been stockpiled and is awaiting placement back into the excavation. There is no potential for erosion from the remedial excavation since it will be below grade and rain water will pond rather than run off the site. Erosion will be controlled by placing silt fencing along the two downslope side of the property for the duration of the project. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? 0%. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Erosion should be minimal during construction. Stockpiled excavated soils will be placed in a dewatering basin and any erosion would be captured by the basin. However, the site slopes gently from the north to the southeast property corner. Siltation fences will be placed along the eastern and southern property boundaries and filter fabric will be placed over any nearby storm drain grates. 2. Air a. The site contains no special features such as wetlands, bodies of water, or steep slopes. The soil types at the site consist of a Silty Sand with Gravel and an organic soil consisting primarily of bark and other wood debris. This bark is up to 100 percent organic and is present over the majority of the site at depths of up to 14 feet below grade. The site does not currently have any on-site catch basis and there does not appear to be any storm water flow off of the site. It is believed that precipitation may pond and infiltrate into the subsurface. Permit applications for site development will be filed prior to site redevelopment. The purpose of this permit application is to only allow for the remediation of PCS and returning the site to its pre- excavation condition. This remediation work does not require the construction of any off-site improvements since the property is being returned to its pre-excavation condition. This project will consist of removing a total of about 5,200 cubic yards of petroleum-contaminated soil (PCS) from the site. The PCS will be transported to an off-site treatment facility. The remaining excavation will be backfilled with a self-compacting and geotechnically suitable material such as a Pit Run or 5/8" inch minus screened material. The site will be returned to the existing grade and be left vacant. As such, there will be not net increase or decrease in volume of material at the site (i.e., balanced grade, zero net fill). During excavation silt fencing will be placed along the downslope property boundaries (i.e., south and east sides) to limit migration of silt from the property during rain. Nearby storm water catch basins that receive storm water run off from the site will be covered in filter fabric and lined with hay bales on the upslope side. Excavated soils that are to remain on site for more than 2 days will be either surrounded by hay bales or covered in 30 mil plastic sheeting and secured with rocks or sand bags. At the completion of filling about 6 inches of suitable topsoil material will be imported and spread across the site. The site will then be hydro-seeded with grass seed. This project does not require the construction or closure of any new access roads. Item 9: Construction Mitigation Description The proposed date for start of excavation is October 1, 1999 and the project will run for a period of about four weeks. Work will be performed during normal business hours (i.e., 7:00 AM to 5:00 PM). Material will be brought to the site, and taken from the site along the following route; Rainier Avenue North south to either Highway 167 or Interstate 405. There are no anticipated impacts from dust. The excavated soils will be relatively moist and not sufficiently dry to allow windblown dust. Truck traffic will typically be limited to about 8 round trips per day which will not have a noticeable impact on the local traffic pattern and no traffic mitigation measures are planned. Site erosion will be limited by placing silt fencing along the down slope (i.e., south and east) property boundaries. Any catch basins adjacent to the property will be surrounded with hay bales and the grating will be covered with silt filter material. Site access will be from Renton Avenue. The total estimated cost is about $300,000 for the excavation, off-site soil treatment, backfilling and grading. The current estimated fair market value of the subject property is about $900,000. The net result of this project will be that up to 5,200 cubic yards of contaminated soil are removed and then replaced with clean fill. The excavated material will be transported to TPS Technologies, Inc. in Tacoma, Washington for thermal treatment. The clean imported fill will consist of pit run type material and will come from Cadman Rock or an equivalent source. Item 13; Utilities Plan, Generalized.
