Water Impacts: The subject site is located approximately one-half mile (0.5) east of the Cedar River and approximately 0.6 mile south of Lake Washington. The proposal will not impact either water body. There are no water features or sensitive areas located on the site. The locations where the additions are to be constructed are impervious surfaces. The proposed project does not appear to alter current site conditions or the existing drainage system. Transportation Impacts: The proposed construction of the two additions does not affect the amount of required parking for the overall facility as the enlargement is less than one-third of the existing building square footage. There will be no loss of parking spaces on site as the additions are located on existing impervious surfaces that are not parking related. The proposal will not increase the number of traffic trips from the site and thus would not impact the City's street system. Therefore, a Transportation Mitigation Fee does not apply to the construction of the new canopy and building additions. Mitigation Measures: No further mitigation is recommended Policy Nexus: N/A 3. Fire Protection Impacts: The proposal will add new construction to the City which will potentially impact the City's Fire Department. A Fire Mitigation Fee applies to all new construction. A fire mitigation fee of$9,100.00 is required based on $0.52 per square foot of building addition. FIRE CODE REQUIREMENTS: 1. The fire flow is unchanged, existing hydrants are sufficient, however they are required to be retrofitted with 5-inch storz fittings. This requirement shall be shown on approved civil water plans. 2. Fire sprinkler and fire alarm systems are both required to be extended to these additions. Separate plans and permits are required for the installation of systems from the Renton Fire Department. 3. No structural building loads shall be imposed upon the underground fire sprinkler mains proposed to be located under proposed new buildings. If so, they must be relocated outside the buildings footprints. All existing outside fire sprinkler control valves shall remain outside the proposed buildings. 4. CITY OF RENTON ECONOMIC DEVELOPMENT NEIGHBORHOODS, AND STRATEGIC PLANNING MEMORANDUM DATE: June 20,2002 TO: Susan Fiala FROM: Rebecca Lind STAFF CONTACT: Don Erickson SUBJECT: Kenworth Truck Plant Building Additions, 1601 N. 8th Street; LUA-02-070,ECF Kenworth Truck Company, the applicant, is proposing a 7,500 square foot enclosed building addition and a 10,000 square foot canopy addition to an existing covered material handling storage area. The 38 acre site is located in the Employment Area — Industrial land use designation as shown on the City's Comprehensive Plan Land Use Map. It is zoned IH (Industrial-Heavy) consistent with this land use designation. The applicants have indicated on their environmental checklist that there will be no increase in traffic as a result of these proposed improvements. Relevant Comprehensive Plan Land Use Policies Policy LU-148. In each employment designation, an appropriate mix of commercial, office, light industrial and industrial uses should be encouraged. The mix will vary depending on the employment area emphasis. Policy LU-149. Employment Area designations should each have a primary emphasis but allow a range of allowable secondary uses. Relevant Comprehensive Plan Economic Development Policies Objective ED-C: Sustain and expand the current industrial and manufacturing (heavy and light) employment base. Policy ED-17. Work with industrial and manufacturing employers within the City to expand, redevelop and modernize their physical plants. Analysis: The proposed expansion of the Kenworth Truck Plant in Renton appears to be consistent with these policies in that it modernizes the existing plant and allows it to function more efficiently. This should help sustain this manufacturer and retain the city's industrial employment base. No increase in impervious surfaces,employees, or vehicular trips is anticipated from this modest expansion. A. A 10,000-square-foot addition to the existing material handling storage canopy B. A 7,500-square-foot enclosed addition to house parts used in truck manufacturing This site is zoned IH and is bordered by other properties that are zoned either Industrial or Commercial, and there are properties along about 500 feet of the southerly edge of the parcel that are zoned R-10.
