The proposed short plat will provide for a single family -iv- residence that is compatible with the character of the neighborhood. e) Availability and Impact on Public Services(Timeliness) I Police and Fire: Police and Fire Department staff indicate they have sufficient resources to serve the proposed lots, subject to the condition that the applicant provide for code-required improvements and mitigation fees. A Fire Mitigation Fee of$488.00 is required for the new single family lot. The Code requires a fire hydrant within 300 feet of the building pad of the new lot. There are existing hydrants north,south and east of the site which appear to be within the required 300 feet of the new building site. j Recreation: The proposal does not provide for common on-site recreation areas for future residents. The closest park location is the McKnight Middle School directly across Harrington Avenue NE, approximately 100 feet west of the site. Sunset Court Park, North Highlands Park, and Heather Downs Park are all within the vicinity of the subject site. It is anticipated that new residents of the short plat will use existing and future City parks and recreational facilities. A Parks Mitigation Fee of$530.76 per new single family lot is required. Schools: According to the Renton School District, new development generates 01.76 school-age children per new residence. It is anticipated that the proposed short plat would result in 1 new child to the local schools. 1 I Storm Water: A conceptual drainage report was included with the preliminary plat submittal. The report was prepared per City requirements, and adequately addresses the drainage concerns for this small short plat. This short plat does not require provisions for detention and water quality treatment per the exemptions listed in the KCSWM. ' While there are no drainage facilities in the streets directly adjacent to this site,there is a developed drainage system in NE 12th Street directly south of this site. The street runoff is currently directed to this system, and will remain unaltered by this short plat project. Nod additional off-site drainage improvements are required for this.-short plat. The future house can be served by infiltration, as the soils are predominately sand in this area. 1 Water and Sanitary Sewer Utilities: There is adequate water and sanitary sewer service existing in both NE 13th Street and Aberdeen Ave NE to serve the proposed short plat. The correct quarter section is the SW 1/4. Please correct the drawing in all instances where the quarter section reference is incorrect. See the attached. The use of"SE", as used in the description of the monuments, is confusing. Does "SE"refer to a quarter sectn or is it shorthand for Section? See the attachment. The addresses for the two lots need to be noted on the drawing. The address for proposed Lot 1 is 1308 Harrington Ave NE(new) and the address for proposed Lot 2 is 2800 NE 13th St(existing). The total length of the curve noted on the drawing (166.77') does not match the total length determined with the addition of the curve lengths given for the two lots (166.78'). The lot number is missing for proposed Lot 2,under"Short Plat Data" (sheet 2 of 2) and the subheading iof"Proposed Square Footage of New Lots." Check for a spelling error in the Aquifer Protection Notice block(sheet 1 of 2). The bearing to center is needed for the non-tangent curve line intersection at the SE corner of proposed Lot 1. Information for the final short plat document approval includes the following: Note the City of Renton land use action number(LUA-98-124-SHPL) and the city's land record number(LND-20-0233) on the drawing. The follovLing • two notes shall be included upon the face of the short plat: • Declaration of Covenant: The owner of land embraced within this short plat, in return for the benefits to accrue from this subdivision, by signing hereon covenants and agrees to convey the beneficial interest in the new easements shown on this short plat to any and all future purchasers of the lots, or of any subdivisions thereof. The covenant shall run with the land as shown on this short plat. • Note: New private exclusive easement for ingress, egress and utilities is to be created upon the sale of lots shown on this short plat. The owners of Lots shall have an equal and undivided interest in the ownership and maintenance of the private access & utility easement. Maintenance cost shall be shared equally. Parking on the paving in the access easement is prohibited, unless pavement width is greater than 20 feet. FINAL SHORT PLAT/SUBDIVISION REVIEW PROCESS: General Time Frame: The applicant should anticipate that the time frame for Renton's final administrative Short Plat/Subdivision review process prior to recording is approximately thirty (30) cays from the date the application is accepted as complete by the Development Services Division. When all improvements and/or conditions have been completed, the plat may be recorded. Review Process: The Development Services Division will route the proposed Short Plat to other City departments who may have an interest in the application. DEFERRAL OR WAIVER OF STREET IMPROVEMENTS: Application: If a developer wishes to defer or request waiver of certain on-site or offl,site improvements, (i.e. landscaping, curbs or sidewalks), written application shall be submitted to the Board of Public Works. The applicant shall state the reasons why such a deferral or waiver is necessary. If approval is granted, security in the form of an irrevocable letter of credit, set-aside fund, assignme j t of funds, certified check or other type of security acceptable to the City, shall be furnished to the City of Renton in an amount equal to a minimum of 150 percent (150%) of the estimated cost of the required improvements. In the cases of an extended deferral of improvements, a approved covenant must be recorded with the County prior to recording of the short plat. RECORDING OF THE SHORT PLAT: Once 'thel improvements have been installed and approved and the applicant- has furnished' the Development Services Division with written confirmation of the approval (and/or a deferral certificate has been obtained) and any conditions of the administrative plat approval have been met, the plat mylar will be circulated for the required signatures. Once all signatures have been obtained, the City will transmit the mylar via courier (current cost: $12.45) to King County for recording. The neighborhood surrounding the site is comprised of primarily duplex residences. The site is relatively flat and is covered with grasses and some shrubs. 2. 'Environmental Review SEPA environmental review is not required for short plat applications. 3. Compliance with ERC Conditions N/A 4. Staff Review Comments Representatives from various City departments have reviewed the application materials to identify and address issues raised by the proposed development. These comments are contained in the official file, and the essence of the comments has been incorporated into the appropriate sections of this report and the Depart Mental Recommendation at the end of the report. 5. I, Consistency Short Plat Criteria Approval of a plat is based upon several factors. The following short plat criteria have been established to assist decision makers in the review of the plat: a) j Compliance with the Comprehensive Plan Designation The subject property is designated as Residential Options (RO) on the Comprehensive Plan Land Use Map. Three dwelling units would result in a net density of 7.8 dwelling units per acre. The density proposed is consistent with the following Residential Options policies: Policy LU-49: The net development densities should be 10 dwelling units per acre. Policy LU-50: Minimum net development densities should be 7 dwelling units per acre. b) Compliance with the Underlying Zoning Designation The project site is designated Residential-10 DU/AC (R-10) on the City of Renton Zoning Map. The proposal is to create an additional single family lot on a property with an existing d plex residence. • The allowable density in the R-10 zone is a maximum of 10 dwelling units per acre. There is no minimum density required for lots under 1/2 acre in size. Three dwelling units on the sebject site (.39 acre)will equal a net density of 7.8 du/acre. This complies with the R-10 density requirements. (A fourth unit would arrive at a density of 10.5 du/ac--over the maximuril density allowed.) There are no public streets or environmentally sensitive areas that need to be deducted from the gross acreage of the site. The proposal will create two lots--lot#1 at 6,681 square feet and lot#2 at 10, 141 square feet. The minimum lot size required in the R-10 zone is 4,500 square feet for detached single family dwelling units. Duplex dwelling units are required to have a minimum lot size of 5,000 square feet per structure. The R-10 zone requires a minimum lot depth of 65 feet, as well as a minimum lot width of 60 feet for corner lots and 50 feet for interior lots. The lots in the proposed short plat comply with the minimum lot areas and lot dimensions required in the R-10 zone. There is sufficient area on lot#2 to construct a single family residence. The proposal provides a 25 foot rear yard setback and a 5 foot side yard setback from the existing structure to the new property lines. The R-10 zone requires a rear yard setback of 20 feet and a sideyard setback of 10,feet for the unattached side of an attached unit structure. The short plat will need to be revised in order to meet the required side yard setback. The proposal will still meet the required minimum lot size and dimensions after this revision is made. c) Compliance with Subdivision Regulations Streets: No new public streets will be created with this short plat. Lot 1 and 2 will have direct access off of NE 13th Street. Street improvements are required for both adjacent right-of-ways. These new improvements include curb, gutter, and sidewalks. A Transportation Mitigation Fee of$75 for each new average daily trip is required to mitigate impacts on the City street system. Trip generation values are based on the ITE Manual and are estimated at 9.55 vehicle trips per day for each new single family residence. The traffic mitigation fee for the new lot will be $716.25. Blocks: No new blocks will be created with the proposed short plat. Lots: The proposed lots are consistent with the minimum lot size and lot dimension standards of the R-10 zone and standards of the subdivision ordinance. I ' d) Reasonableness of Proposed Boundaries Access: Lots 1 and 2 will be accessed directly off of NE 13th Street. Topography: The project site is basically level. There is no perceptible orientation or direction of the slopes. The proposed short plat will provide for a sing) ' family residence that is compatible with the character of the neighborhood. e) Availability and Impact on Public Services(Timeliness) Police and Fire: Police and Fire Department staff indicate they have sufficient resou Ices to serve the proposed lots, subject to the condition that the applicant provide for code-required Improvements and mitigation fees. A Fire Mitigation Fee of$488.00 is required for the new single family lot. The Code requires a fire hydrant within 300 feet of the building pad of the new lot. There are existing hydrants north, south and east of the site which appear to be within the required 300 feet of the new building site. Recreation: The proposal does not provide for common on-site recreation areas for future residents. The closest park location is the McKnight Middle School directly across Harlington Avenue NE, approximately 100 feet west of the site. Sunset Court Park, North Highlands Park, and Heather Downs Park are all within the vicinity of the subject site. It is anticipated that new residents of,the short plat will use existing and future City parks and recreational facilities. A Parks Mitigation Fee of$530.76 per new single family lot is required. Schools: According to the Renton School District, new development generates 0.76 school-age children per new residence. It is anticipated that the proposed short plat would result in 1 new child to the local schools. Storm Water: A conceptual drainage report was included with the preliminary plat sublmittal. The report was prepared per City requirements, and adequately addresses the drainage concerns for this small short plat. This short plat does not require provisions for detention and water quality treatment per the exemptions listed in the KCSWM. While there are no drainage facilities in the streets directly adjacent to this site,there is,a developed drainage system in NE 12th Street directly south of this site. The street runoff is currently directed to this system, and will remain unaltered by this short plat project. No additional off-site drainage improvements are required for this short plat. The future house can be served by infiltration, as the soils are predominately sand in this area. Water and Sanitary Sewer Utilities: There is adequate water and sanitary sewer service existing in both NE 13th Street and Aberdeen Ave NE to serve the proposed short plat. The applicant will be required to connect the new lot to the sewer and water mains. H. DECISION: The Short Plat,'li File No. LUA-98-124, SHPL-A, is approved subject to the following conditions: , 1. The applicant shall pay a Parks Mitigation Fee of$530.76 prior to the recording of the plat.+✓ 2. The applicant shall pay a Fire Mitigation Fee of$488.00 prior to the recording of the plat. V 3. The applicant shall pay a Transportation Mitigation Fee of$716.25 prior to the recording of the plat.V 4. The applicant shall revise the proposed property line running north-south to comply with the required 10 foot side yard setback for attached units. The revised short plat shall be subject to the approval of the Development Services Division prior to the recording of the short plat. V 5. The applicant shall remove the existing fence which runs north-south through the middle of lot 2 or revise the fence so that it correctly reflects the new boundaries of the property. No additional sewer main extensions are required for this short plat. • Waste Water System Development Charges will be required for the development of the new single family house at time of building permit issuance (current fee is $585 per single family house). WATER • There is an existing 8" water main is Aberdeen Ave NE adjacent to the site. There is also a 6" water main in NE 13th St which is connected at both ends to an 8" water main. There are existing hydrants north, south and east of the site which appear to be within the required 300 feet of the new building site. No water main extensions are required for this short plat. • Water System Development Charges will be required for the development of the new single family house at time of building permit issuance (current fee is $850 per single family house). 1 DRAINAGE • While there are no drainage facilities in the streets directly adjacent to this site,there is a developed drainage system in NE 12th St directly south of this site. The street runoff is currently directed to this system, and will remain unaltered by this short plat project. No additional off-site drainage improvements are required for this short plat. The future house can beI served by infiltration, as the soils are predominately sand in this area. I ' AUGUST 20, 1998 PAGE 2 • A conceptual drainage report was included with the preliminary plat submittal. The report was prepared per City;requirements, and adequately addresses the drainage concerns for this small short plat. This short plat does not require provisions for detention and water quality treatment per the exemptions listed in the KCSWM. • Surface Water System Development Charges will be required for the development of the new ' single family house at time of building permit issuance (current fee is $385 per single family house). STREET IMPROVEMENTS • Street improvements are required for both adjacent right-of-ways. These new improvements include curb, gutter, and sidewalks. • Traffic mitigation fees of$716.25 will be required prior to recording of the short plat. GENERAL • All required street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a registered Civil Engineer. The construction permit application must include a itemized cost estimate for these improvements. The fee for review and inspection of these improvements is 5% of the first $100,000 of the estimated construction costs; 4% of anything over $100,00 but less than $200,000, and 3% of anything over $200,100. The proposed short plat is situated in the northeast end of the City. Bounded on the south by NE 13th Street and on the west it is bounded by Harrington Avenu NE. On the north and east it is bounded by similar signle family lots. Access to the property will be from NE 13th Street or Harrington Avenue NE. Adjacent street improvements consist of 28 feet wide of asphalt pavement with concrete sidewalks on both side of Harrington Avenue NE and gravel shoulders on the north and sidewalks on the south of NE 13th Street. There is a gravity sewer, water and gas facilities adjacent to the site. The project area is flat. The site slopes southwest toward the intersection of Harrington Avenue NE and NE 13th Street. The City of Renton designates the site with the R-10 zone. The R-10 zone allows for a minimum lot size, of 4500 square feet and a maximum density of 8 units pe acre. The setbacks allowed in the R-10 zone are as follows: 20 feet front yard setback, 5 feet interior side yard setback and 20 feet for rear yard setback. The City of Renton Comprehensive Plan designates the site as Single-Family (SF) Residence which is consistent with present zoning. The proposed development would create one additional single family lots with a minimum lot area of 10141 square feet. There exist a duplex on the property which occupies one of the proposed two lots in the short plat. The dwelling unit density calculates at 7.77 units per net developed area. No new road is propose to serve the new lot. Existing street will provide access to the new dwelling. The area cover consists of lawn and shrubs around existing houses. The surface water is directed west and south toward open Harrington Avenue NE. Traffic circulation and! access to the property is proposed to provide vehicular access from Harrington Avenue NE for the new lot. The property is presently occupied with one single family home, situated on the southeast portion of the property. Adjacent street improvements consist of 28 feet of asphaltic pavement with concrete sidewalks along Harrington Avenue NE and gravel shoulder along the north side of NE 13th Street . The surface water is directed into an existing underground storm system at Harrington Avenue NE south fo the site . The topography of the site is oriented from north to south and southwesterly with average slopes 1 to 3 percent . The land cover mostly lawn except for some scattered deciduous trees along NE 13th Street . Page 1 of 2 • • NARRATIVE UPSTREAM ANALYSIS In reviewing the upstream drainage flows it was ascertained that very little if any of the off-site drainage flows into the subject 'property. This is confirmed in reviewing the topographic mappinglfor the area, and actual topography performed for the site . The offsite .runoff by-passes majority of the property. DOWNSTREAM ANALYSIS Runoff from the proposed site sheet flows south and southwesterly and the ; flow is directed southwesterly to road shoulders along NE 13th Street . Thence flow is directed west toward Harrington Avenue NE; thence south along Harrington to existing underground storm system on NE 12th Street . . SUMMARY During our field inspection of the site we did not observe any flooding problems . it appears that the downstream system consisting of sheet flows and underground storm system are functioning normal . The flows anticipated after complete development of the property into another single family home is not significant .
