HomeMy WebLinkAboutAdden 2Second Amendment to Contract Number 014 between SOWA and Contractor – Page 1 of 8 SECOND AMENDMENT TO CONTRACT NUMBER 014 BETWEEN CITY OF RENTON AND SCHOOL’S OUT WASHINGTON REGARDING: EXTENSION OF PERIOD OF PERFORMANCE AND CORRESPONDING AMENDMENTS This Second Amendment to Contract Number 014 (“Second Amendment”) between City of Renton (“Contractor”) and School’s Out Washington (“SOWA”) dated December 16, 2020, is effective as of the last date set forth below. RECITALS A.Best Starts for Kids (“BSK”) is a voter-approved initiative to improve the health and well- being of King County, Washington, by investing in promotion, prevention, and early intervention for children, youth, families, and communities. B.On December 16, 2020, Contractor and SOWA executed Contract Number 014 (the “Contract”) in which SOWA agreed to provide BSK grant funding to Contractor in exchange for services which ensure that youth have access to high quality Out-of-School-Time programming across King County. C.The Contract originally provided for a period of performance from January 1, 2021 through December 31, 2021. The Contract further provides that the Contract may be amended at any time by mutual agreement of the parties in writing. D.On August 3, 2021, voters in King County approved Proposition 1, which renewed and increased funding for BSK. In light of this development, and to ensure that the Contract does not lapse and the Contractor may continue its performance under the Contract beyond December 31, 2021, SOWA and Contractor on December 29, 2021, executed a First Amendment to Contract Number 014 (“First Amendment”) to extend the period of performance through January 31, 2022. E.SOWA and Contractor now desire to amend the Contract to further extend the period of performance through June 30, 2022 and to make other corresponding amendments. Therefore, the Contract is hereby amended as provided below. AGREEMENT Section III is amended to read: The period of performance for this contract is January 1, 2021 – June 30, 2022 unless the contract is terminated sooner as provided herein. A contract review will be conducted as part of the semi-annual CAG-20-488, Adden #2-22 Second Amendment to Contract Number 014 between SOWA and Contractor – Page 2 of 8 reporting process to ensure accurate compliance with Contractor’s Scope of Work (Exhibit A) and Budget (Exhibit B). Section IV is amended to read: The total consideration payable to Contractor for satisfactory performance of the work under this Contract as described in the Scope of Work and Budget is a maximum of $261,007.50. Funding will be provided in three installments, as outlined below. In order to receive payments, the Contractor must complete the corresponding tasks and submit the required documents to SOWA by the specified deadlines. SOWA shall initiate authorization for payment to the Contractor not more than 30 days after complete and accurate invoice and reporting materials are received. 7.1 Task: Contractor must initiate the project extension, participate in the Youth Program Quality Initiative, and submit the required materials as listed below by January 15, 2021. • Completed W-9 • Signed Automated Clearing House (ACH) Document • Signed Invoice • Copy of Liability Insurance • Background Check Documentation • Narrative Report (July - December 2020) • Performance Measurement Report (July - December 2020) • Financial Report(s) (July - December 2020) • Participate in Bridge Conference (October 2020) • SEL PQA Self-assessment scores • Continuous Improvement Action Plans • Input program data into Elevate Washington 7.2 Payment: Upon receipt of required materials, Contractor will receive first installment payment of $87,002.50 in February 2021. Second Amendment to Contract Number 014 between SOWA and Contractor – Page 3 of 8 8.1 Task: Contractor must implement the project, participate in the Youth Program Quality Initiative, and submit the required materials as listed below by July 15, 2021. •SEL PQA Self-Assessment Scores •Continuous Improvement Action Plan •Narrative Report (January - June 2021) •Performance Measurement Report (January - June 2021) •Financial Report(s) (January - June 2021) •Signed Invoice •Input program data into Elevate Washington 8.2 Payment: Upon receipt of required materials, Contractor will receive final installment payment of $87,002.50 in August 2021. 9.1 Task: Contractor must implement the project, participate in coaching, and submit the required materials as listed below by January 15, 2022. •Participation in Bridge Conference (October 2021) •SEL PQA Self-Assessment Scores (October – November 2021) •Continuous Improvement Action Plans •Input program data into Elevate Washington •Narrative Report (July - December 2021) •Performance Measurement Report (July-December 2021) •Financial Report (July- December 2021) •Signed Invoice •Copy of Liability Insurance •Background Check Documentation •Signed Automated Clearing House (ACH) Document (if changed from previous) 9.2 Payment: Upon receipt of the required materials, Contractor will receive final installment payment of $87,002.50 in March 2022. 10.1 Task: Contractor must implement the project, participate in coaching, and submit the required materials as listed below by July 15, 2022. •Narrative Report (January - June 2022) •Performance Measurement Report (January - June 2022) •Financial Report(s) (January - June 2022) •Input program data into Elevate Washington The first paragraph of Section VIII is amended to read: Second Amendment to Contract Number 014 between SOWA and Contractor – Page 4 of 8 If the funds SOWA relied upon to establish the Contract are withdrawn, reduced or limited, if additional or modified conditions are placed on such funding, or if funds are not allocated for the purpose of meeting SOWA’s obligations under this Contract, SOWA may immediately terminate the Contract by providing written notice to the Contractor and shall not be liable to Contractor or any of its subcontractors or agents if payment does not issue. SOWA may terminate this Contract in whole or in part when it is in the best interest of SOWA by giving the Contractor at least thirty (30) calendar days written notice. Termination shall be effective on the date specified in the termination notice. After receipt of such notice, the Contractor shall comply with all instructions contained in the termination notice. The total amount of reimbursement pursuant to this Exhibit shall not exceed $87,002.50 for the Period of January 1 – June 30, 2022. Funding for investments in this program is provided by the King County Best Starts for Kids (BSK) Levy and is managed by School’s Out Washington, which has lead responsibility for achieving and monitoring the overall outcomes. Program Description Please check which activities will be part of your scope of work for 2022: X Offering in-person group programming to youth X Offering virtual programming to youth (defined as virtual group meetings in real time - via zoom, hangouts, etc.) X Offering on-demand programming that youth can engage in at their own pace (videos, activities, etc.) X Distributing physical materials to support learning (technology, art supplies, STEM kits, books, etc.) X Engaging 1:1 with youth and families X Offering food or other basic needs supports to youth/families  Other (please specify):__________________________________ Program Narrative: The Sunset Area, in which the Highlands Neighborhood Center is located, serving youth from Highlands Elementary School and McKnight Middle School, is a community that suffers from a high rate of poverty, limited infrastructure, and low educational attainment of adults. The Highlands Neighborhood Quality Out of School Time Partnership is seeking to bring high quality, culturally appropriate programming featuring a variety of engagement options and a strong focus on STEM and cultural awareness to youth in this under-served community. We seek to give youth the skills to thrive and succeed in school, and to ignite their love of learning across multiple disciplines – and in particular disciplines that will prepare them for the 21st Century world – multi- cultural, technologically advanced, environmentally aware and full of opportunity. To accomplish this, we will be partnering with the following organizations: Centro Rendu, a program of St. Vincent DePaul of Seattle/King County, to provide Spanish cultural educational programming; Second Amendment to Contract Number 014 between SOWA and Contractor – Page 6 of 8 Snapology, to provide a variety of programs to engage participants in STEM exploration, career exposure, and use of technology to meet community needs; and the Environmental Science Center, to provide environmental education and engagement activities. Return to in-person programming: City of Renton staff and our partners could rapidly switch to in-person programming when allowed in 2022. City of Renton have identified that in-person activities at the Highland Neighborhood Center will resume on January 10th, 2022. Planned in-person programs are environmental science classes weekly for elementary and middle school youth; technology projects and STEM career exploration for elementary and middle school youth; and Spanish culture enrichment for students through Special events. All elementary and middle school youth rotate in their age groups in art, crafts, outdoor recreation, team games, and homework support supervised by experienced City of Renton Recreation staff. Individual Homework Help- City of Renton Recreation team will also provide 1:1 homework help and subject tutoring as requested by families. We work closely with the Highlands Elementary School Principal to support families and students who could use help to keep up with classwork. Family Support: Renton Recreation staff and our Centro Rendu partner have also regularly reached out to program families, in English and Spanish, to identify immediate needs and refer them to community resources. We will continue to distribute a monthly newsletter to families in English and Spanish that lists local resources for financial help, health screening, housing, utility assistance plus online learning opportunities for youth. Centro Rendu can work directly with Latinx families in Renton to support families and facilitate their access to available resources or services. Virtual Weekly Group- Should we experience any extended closures of our In-Person programming the partners will create online activities and virtual groups to engage youth when Covid-19 restrictions are in place. On a weekly basis, Renton recreation staff and program partners have will deliver hour-long online enrichment groups with lessons and activities that include learning how to protect the environment, STEM activities, and social games. We will deliver learning kits to students, so they receive all the supplies needed to engage in the virtual interactive learning sessions if needed. Participate in coaching meeting no less than once per month.
