The proposal also includes placement of two above-ground 10,000 gallon fuel storage tanks, the installation of an oil-water separator, and a 624 square foot canopy over the fueling stations. Tenant improvements proposed to the building include adding a conference room and two bathrooms. No new impervious surfaces are proposed with this project. The additions will be to a fully developed site with an existing 10,120 square foot building as well as existing parking and landscaping. The property was previously occupied by the Austin Company and used as an office and warehouse building. The new occupants, Shuttle Express, will operate a transportation service business providing customers with shuttle service to and from the airport. The existing building will continued to be used as an office and warehouse building. The fueling pumps will be for use only by Shuttle Express fleet vehicles and can not be accessed by the public due to a card lock system. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: (1) Fire Protection Impacts: The proposal will add new construction to the City which will potentially impact the City's Fire Department. A Fire Mitigation Fee, based on a rate of$0.52 per square foot of new construction, applies to all new construction in the City. The mitigation fee for this proposal is estimated at$469.04. The fee is payable prior to the issuance of building permits. Mitigation Measures: The applicant shall pay the applicable Fire Mitigation Fee at the rate of$0.52 per square foot of new construction. The Fire Mitigation Fee is estimated at $469.04 and is payable prior to the issuance of building permits. Those areas surrounding the two above ground 10,000 gallon fuel storage tanks are forbidden to be directed toward the oil/water separator, sanitary sewer pipes or storm. Fire Prevention 1. Show the location of the existing fire hydrants in the area. One fire hydrant is required within 150 feet of the buildings and additional hydrants within 300 feet of the building. 2. Provide a list of any flammable, combustible liquids or hazardous chemicals that are to be used or stored on site, including the maintenance area. Provide plans showing the proposed tenant improvements to the existing building. Additional fire items may be needed depending on tenant improvement changes. 3. Separate plans and permits are required for installation of the new above ground fuel storage tanks and 'associated monitoring equipment. 4. The,fueling area shall be in a fenced enclosed area, secure from public access. Construction Services 1. A soils report will be required for building permit review. Consistency with Site Plan Criteria GENERAL CRITERIA: a. Conformance with the comprehensive plan, its elements and policies; The site is designated Employment Area-Valley (EAV) on the Comprehensive Plan Land Use Map. The objective of the EAV designation is intended to provide commercial, office, and industrial development with a mix of employment-based uses. The subject proposal is consistent with this designation. The proposal is consistent with the following Employment Area- Valley policy: Policy LU-212.1 Develop the Renton Valley and the Black River Valley areas as a place for a range and variety of commercial, office, and industrial uses. b. Conformance with existing land use regulations; The subject property is located in the Medium Industrial (IM) zone. The IM zone allows transportation services/taxi and individual transportation, such as the services provided by Shuttle Express, as a permitted use. The additional uses associated with the operation of the Shuttle Express business, such as a gasoline service station, a car wash,.vehicle service and repair, and warehouse, are also permitted in the IM zone. Office uses in the IM zone are a considered a secondary use permitted only when associated with an outright permitted use on the site. The outside storage of vehicles, in this case the Shuttle Express fleet vehicles when not in use, is allowed as an accessory use if screened from adjacent or abutting properties. The proposed use of the site, the Shuttle Express business and related operations, is permitted in this zoning designation. The proposed additions will have a height of 14 to 17 feet and a 8.5% lot coverage by buildings. The IM development standards do not require specific height or lot coverage limits. The IM zone requires a minimum setback of 15 feet from all streets and no setbacks for rear or sideyards. The existing parking lot provides ample parking for use of the site by Shuttle Express. The existing stalls meet required dimensions and the drive aisles are of adequate width. The nine spaces proposed on the eastern boundary of the site also meet the minimum requirements for stall sizes and back out distances. The IM zone requires all portions of the site not covered by buildings, structures or required parking to be maintained with drought-resistant vegetative cover. In addition, a landscaped setback of 10% of the lot depth or 15 feet, whichever is less, is required on street frontages. The subject site is also located in the Green River Valley and is required to provide 2% of the site as natural landscaping suitable for wildlife habitat. The site is currently landscaped along all street frontages, ranging in widths from 20 to 75 feet, with lawn, shrubs, cedar and alder trees. The western portion of the site, bounded by vacated Thomas Avenue, is covered with more mature landscaping. The site as it exists meets all requirements for landscaping in the IM zone. The proposal will not alter or remove any of the existing landscaping. c. Mitigation of impacts to surrounding properties and uses; The outside storage of vehicles, in this case the Shuttle Express fleet vehicles when not in use, is allowed as an accessory use if screened from adjacent or abutting properties and located outside of any required setbacks. The parking code also requires the perimeter of storage lots to be effectively screened by a combination of landscaping and fencing of a minimum height of 8 feet. The nine proposed storage spaces on the eastern boundary of the site, located outside of the required setback, will need to be screened from the adjacent property. In addition to the existing landscaping on the perimeter of the site, there is an existing 8 foot fence with barbed wire surrounding the project area. The fence, as indicated on the site plan, is proposed to be removed. Staff will recommend as a condition of approval that the existing fence be retained to effectively screen the outside storage of vehicles on the site as well as secure the fueling area from public access as required by the Fire Department. If the storage lot is properly screened and secured, the proposal will not adversely impact surrounding properties and uses. The subject property is surrounded by uses of similar intensity and provides adequate landscaping on all four boundaries. The site is bounded on the north by I- 405, Raymond Avenue on the east, and SW 16th Street on the south. The western boundary of the site is vacated Thomas Road which is currently undeveloped and maintained as a greenbelt area. This area will provide a suitable buffer to any future development on the adjacent parcel. C. Mitigation of impacts of the proposed site plan to the site; The proposal is not expected to adversely impact the site. There are no significant natural features which would be impacted by the development. The subject site is located northeast of the Black River (approximately 1600 feet) and will not impact the river. Construction activities related to the proposed development will be required to utilize best management practices which would reduce potential construction impacts on the site. e. Conservation of area-wide property values; The proposed expansion will allow a new business to move into the area. Further development of the site is anticipated to conserve property values in the vicinity. f. Safety and efficiency of vehicle and pedestrian circulation; The existing entrances to the site off of Raymond Avenue SW will remain. The existing parking lot provides adequate parking spaces and sufficient aisle widths. Provision of adequate light and air; The proposed additions to the site will allow for adequate light and air circulation to the buildings and the site. h. Mitigation of noise, odors and other harmful or unhealthy conditions; The proposal is not expected to create any harmful or unhealthy conditions. The fueling pumps will be controlled by a card lock system which allows access by only the Shuttle Express fleet. Noise, dust, and odors which may result from construction will be mitigated by the construction mitigation plan. i. Availability of public services and facilities to accommodate the proposed use;and The project site is adequately served by public services and facilities. j. Prevention of neighborhood deterioration and blight. No deterioration or blight is expected to occur as a result of the proposal. In reviewing the proposal with respect to the site Plan Approval Criteria set forth in Section 4-31- 33(D) of the Site Plan Ordinance, the following issues have been identified by City Departmental Reviewers and Divisional Reviewers: XX Copies of all Review Comments are contained in the Official File.
