We were able to confirm, that the proposed east-west right-of-way on the shared driveway alternative would need to meet the code required width (53 feet of right-of-way), in addition the proposed shared driveway/alley would not meet the code required connectivity requirements as the shared driveway/alley does not extend to the SE 162nd St to the north as well as to the south property line. In addition, on the alley alternative, it appears that Lot 9 would not comply with the 5,000 sq. ft. minimum lot size requirement. Another option for you to consider, we just adopted a Cottage Housing Ordinance (Ordinance No. 6042), which provides a density bonus within the R-8 zone in exchange for the development of smaller homes. I suggest that you take a look at this ordinance to see if this would be an option worth considering. Does this site plan accomplish something that the plan we proposed does not? From our review, it looks like the 4-5 lots fronting the new road extension would gain access from the alleyway which is also the primary access/frontage for 4 other lots. This site plan has more potential impervious surfaces if we cannot make pervious pavement work. This portion still needs to be fully analyzed. Also, the configuration where an alley-loaded garage frontage faces the front doors of other units is not desirable to builders or the market. Thank you please let me know if you have any questions. We incorporated an alley that could function as emergency access for the fire department. We would like to see the alley have a sidewalk and curb where is fronts along the eastern lots ( provided there is adequate room to provide the necessary lot sizes and lot dimensions). One benefit of an alley is that the area is not deducted from the gross site area for the purpose of calculating net density, (see definition below): DENSITY, NET: A calculation of the number of housing units and/or lots that would be allowed on a property after critical areas, i.e., very high landslide hazard areas, protected slopes (except evaluate on a case-by-case basis those protected slopes created by previous development), wetlands, Class 1 to 4 streams and lakes, or floodways, and public rights-of-way and legally recorded private access easements, are subtracted from the gross area (gross acres minus streets and critical areas multiplied by allowable housing units per acre). Developments meeting the definition of a shopping center are not required to deduct areas within access easements from the gross site area for the purpose of calculating net density. Required critical area buffers, streams that have been daylighted including restored riparian and aquatic areas, public and private alleys, unit lot drives, drives, joint use driveways (and the access easements upon them), and trails shall not be subtracted from gross acres for the purpose of net density calculations. All fractions which result from net density calculations shall be truncated at two (2) numbers past the decimal (e.g., 4.5678 becomes 4.56). Calculations for minimum or maximum density which result in a fraction that is one-half (0.50) or greater shall be rounded up to the nearest whole number. Those density calculations resulting in a fraction that is less than one- half (0.50) shall be rounded down to the nearest whole number.
