Of the 3 lots in question two (lot 19 and 20) are 50 feet wide by 94 feet deep. The third lot (lot 21)is 60 feet by 94 feet to allow for the greater setbacks on a corner lot. Special features: There are no wetlands involved. There are steep slopes which have been dealt with in the construction of the plat. The three lots in question do not back up to any existing houses. The decks will be built over existing structural fills using native(pit run) soils from the site. The decks will be approximately 12 feet deep by 25 feet wide with a 6 foot decorative privacy screens on 2 sides and with posts extending to 8 feet with an arbor or trellis on top for hanging plants. Because of the elevated level of the main floor of the homes,these decks will effectively serve as the"rear yard"for the residents. These decks would not involve any off-site improvements. Total estimated construction cost would be $2,000.00 per deck and a part of the permitting process for the homes. There would be no additional fill or excavation involved. BACKGROUND: Section 4-2-110A of the Renton Municipal Code (RMC) requires a minimum rear yard setback of 20 feet from the rear property line to the primary structure or any other structure located within six feet of the primary residence. The intent of this code provision is to encourage the appearance of a single-family neighborhood, thereby providing separate and distinct rear yards for each home. The required rear yard setback helps to establish structure separation from other residential structures and promotes single family home designs that emphasize appropriate uses within appropriate areas of the home. In addition, rear yard setbacks help limit potential building lot coverage on single family lots. p The definition of a rear yard is, "the yard requirement opposite the front EVfi/oP�E yard" (RMC 4-11-250Y). Examples of tracts to include within this determination are commonly held landscaping tracts, utility tracts, and open space tracts. JUSTIFICATION: If 20 feet of residential separation can be achieved in combination with an abutting undeveloped tract within the same plat, then the intent of the 20- rear yard setback would be satisfied. Therefore, staff has determined that when measuring the distance required for a rear yard setback in the R-8 zone, abutting tracts within the same plat as the subject property may be included as part of the required setback area. However, in no case shall the rear yard setback distance be less than 20 feet from a developable piece of property, with or without the use of an abutting undeveloped landscaping, utility, open space or other similar tracts as determined by the Zoning Administrator. DECISION: When determining rear yard setbacks for single family residential properties within the R-8 zone, abutting undeveloped tracts with no development potential located within the same plat may be included in the 20-foot distance required for a rear yard setback. Typical land use proposals requiring notification include variances,platting and site plan approval. The city requires written notice before holding a hearing on the proposed change. The King County Department of Assessments will help property owners in this process.
