Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy 'Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development and no adverse comment was expressed. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. An arealzoning analysis has not been performed for the area (Section 4-3014. (A) ) . However, during the recent Comprehensive Plan for the Green River Valley adopted June 14; 1976, consideration was given for the land use for the area including the site. 8. The Comprehensive Plan Land Use Map indicates the site to potentially be Manufacturing Park (M;P) (Section 4-3014. (B) ) . 9. Since the adoption of the Comprehensive Plan noted previously, several commercial/ industrial buildings have been constructed on adjacent or nearby properties zoned either Lail or H-1 (Section 4-3014. (C) ) . In addition, local improvement districts are being formed for improving Lind Avenue South and Raymond Avenue South (south of the site and S.W. 16th Street) . CONCLUSIONS• 1. The proposal conforms to the Goals and Objectives of the Comprehensive Plan and the Land UselMap (Section 4-3014. (B) ) . 2. Private improvements and forthcoming public improvements in the immediate area of and adjacent to the site have affected the property significantly (Section 4-3014. (C) ) . 3. The Green River Comprehensive Plan appears to have considered the land use in general between S.W. 16th Street and SR-405 in indicating M-P for that area. However, the site may not have been specifically considered (Section 4-3014. (A) ) . 4. The existing G zoning is sandwiched in between SR-405, H-1 and L-1 zones. Only about fide lots adjacent to the site remain in G or G-6000 zoning. It is appropriate and timely that the zoning become compatible with the surrounding zoning pattern. 5. The few existing trees remaining on the property have been retained during the landfill operation that has already occurred on the site. It seems appropriate that these trees be saved in order to implement the requirements for wildlife mitigation in Resolution No. 1923. RECOMMENDATION: Based upon the record, testimony, findings and conclusions, it is the recommendation of the Examiner that the City Council approve the rezone to M-P subject to the applicant submitting signed restrictive covenants attesting that the existing vegetation is to remain unless- otherwise directed by the Hearing Examiner as a result of review of the specific site ''development plans per Section 4-730.040.9. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration of Non-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development and no adverse comment was expressed. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. An area zoning analysis has not been performed for the area (Section 4-3014. (A) ) . However, during the recent Comprehensive Plan for the Green River Valley adopted June 14, 1976, consideration was given for the land use for the area including the site. 8. The Comprehensive Plan Land Use Map indicates the site to potentially be Manufacturing Park (M-P) (Section 4-3014. (B) ) . 9. Since the adoption of the Comprehensive Plan noted previously, several commercial/ industrial buildings have been constructed on adjacent or nearby properties zoned either L-1 or H-1 (Section 4-3014. (C) ) . In addition, local improvement districts are being formed for improving Lind Avenue South and Raymond Avenue South (south of the site and S.W. 16th Street) . CONCLUSIONS: 1. The proposal conforms to the Goals and Objectives of the Comprehensive Plan and the Land Use 'Map (Section 4-3014. (B) ) . 2. Private improvements and forthcoming public improvements in the immediate area of and adjacent to the site have affected the property significantly (Section 4-3014. (C) ) . 3. The Green River Comprehensive Plan appears to have considered the land use in general between S.W. 16th Street and SR-405 in indicating M-P for that area. However, the site may not have been specifically considered (Section 4-3014. (A) ) . 4. The existing G zoning is sandwiched in between SR-405, H-1 and L-1 zones. Only about five lots adjacent to, the site remain in G or G-6000 zoning. It is appropriate and timely that the zoning become compatible with the surrounding zoning pattern. 5. The few existing trees remaining on the property have been retained during the landfill operation that has already occurred on the site. It seems appropriate that these trees be saved in order to implement the requirements for wildlife mitigation in Resolution No. 1923. RECOMMENDATION: Based upon the record, testimony, findings and conclusions, it is the recommendation of the Examiner that the City Council approve the rezone to M-P subject to the applicant submitting signed restrictive covenants attesting that the existing vegetation is to remain unless otherwise directed by the Hearing Examiner as a result of review of the specific site development plans per Section 4-730.040.9.
