E . and Edmonds Avenue N . E . within the City of Renton . The subject application is not acceptable for further processing for the following reasons : 1 . The requested reclassification is to B-1 , business district . This is clearly contrary to the Comprehen- sive Plan for this area , which indicates a transition from multiple family residential at the corner to sin- gle family residential . 2. A portion of the site adjacent to and near the north- west corner of the site is already zoned B- 1 . It is unclear as to your reasons for including this prop- erty in your present application . ' 3. The legal description as provided is not correct and does not give sufficient information as to which par- cels are involved . 4 . Certain properties outlined as part of the rezone are owned by persons and corporations (Puget Power substa- tion ) other than those persons you have indicated to be sponsors of the proposed rezone . You may wish to explore the alternative of a Planned Unit Development on the subject property, utilizing the exis.ting zoning . We would be happy to discuss this and other alterna- tives with you . The Act also requires that an EIS be prepared for all major-actions significantly affecting the quality of the environment. The purpose of this checklist is to help the agencies involved determine whether or not a proposal is such a major action. Please answer the following questions as completely as you can with the information presently available to you. Where explanations of your answers are required, or where you believe an explanation would he helpful to government decision makers , include your explanation in the space provided, or use additional pages if necessary. You should include references to any reports or studies of which you are aware and which are rele- vant to the answers you provide. Complete answers to these questions now will help all agencies involved with your proposal to undertake the required environmental review with- out unnecessary delay. The following questions apply to your total proposal , not just to the license for which you are currently applying or the proposal for which approval is sought. Your answers should include the impacts which will be caused by your proposal when it is completed, even though completion may not occur until sometime in the future. This will allow all of the agencies which will be involved to complete their environmental review now, with- out duplicating paperwork in the future. NOTE : This is a standard form being used by all state and local agencies in the State of Washington for various types of proposals . Many of the questions may not apply to your proposal . If a question does not apply, just answer it "no" and continue on to the next question. ENVIRONMENTAL CHECKLIST FORM 1 . BACKGROUND Mr/Mrs John Rushmore, Mr/Mrs Robert Grayson, I. FOR OFFICE USE ONLY Application No. Environmental Checklist No. PROPOSED, date: FINAL , date : 0 Declaration of Significance Declaration of Significance 0 Declaration of Non-Significance Declaration of Non-Significance COMMENTS : Introduction The State Environmental Policy Act of 1971 , Chapter 43.21C, RCW, requires all state and local governmental agencies to consider environmental values both for their own actions and when licensing private proposals . The Act also requires that an EIS be prepared for all major.actions significantly affecting the quality of the environment. The purpose of this checklist is to help the agencies involved determine whether or not a proposal is such a major action. Please answer the following questions as completely as you can with the information presently available to you_. Where explanations of your answers are required, or where you believe an explanation would he helpful to government decision makers , include your explanation in the space provided, or use additional pages if necessary. You should include references to any reports or studies of which you are aware and which are rele- vant to the answers you provide. Complete answers to these questions now will help all agencies involved with your proposal to undertake the required environmental review with- ' out unnecessary delay. • The following questions apply to your total proposal , not just to the license for which you are currently applying or the proposal for which approval is sought. Your answers should include the impacts which will be caused by your proposal when it is completed, even though completion may not occur until sometime in the future. This will allow all of the agencies which will be involved to complete their environmental review now, with- out duplicating paperwork in the future . NOTE : This is a standard form being used by all state and local agencies in the State of Washington for various types of proposals. Many of the questions may not apply to your proposal . If a question does: not apply, just answer it no and continue on to the next question. ENVIRONMENTAL CHECKLIST FORM I . BACKGROUND Mr/Mrs John Rushmore, Mr/Mrs Robert Grayson, 1 .
