Councilwoman Shinpoch advised of those corrections-improvements to be made within the city limits in the area of Victoria Park. OLD BUSINESS Acquisition of MOVED BY CLYMER, SECOND PERRY TO REFER MATTERS OF PETERMEYER PROPERTY Property on ON MILL AVE. SO. TO WAYS AND MEANS_ COMMITTEE. Councilwoman Thorpe Mill Ave. So. inquired re public hearing for acquisition of this property for public use. Councilman Shane noted previous council action to acquire civic center property. Councilwom'=an Thorpe requested Administration to research and verify that the proper procedures have been followed to acquire property and report to the Ways and Means Comittee. CARRIED. Collection Rates Ways and Means Committee report recommended second and final readings of Ordinance of the City relating to special garbage collection rates for V Renton City Council 7/24/78 Page 3 Public Hearing - Cont. Extension Chamber of Commerce, 300 Rainier Ave. No. , • noted there are three SR 515 cont. locations in consideration and, that everyone will get a chance for input prior to route being chosen for the good of everyone and the least expensive. Councilwoman Thorpe noted that consideration should be given if the extension is needed at all as it may be destructive to the city and downtown area. Is this actually a forward direction for the city to take? Also that the city now owns Burnett Ave. and the Community Services Committee is meeting to review mini-park plans with Mr. Webley, Parks Director. Councilman Shane noted that in working for the better interest of the City of Renton, if the roads are needed they should be built. Councilman Perry stated he would prefer that the extension go down Main Street to Third Ave. , and purchase a portion of the LaBonte parking lot to create a better intersection, then down Mill and Park Ave. Councilwoman Shinpoch encouraged the residents of that area to speak on the matter as this is their opportunity to voice their opinions before concrete action is taken. Councilman Stredicke recalled prior SR 515 plan that was preliminary and told there was no money, but before they knew it state had acquired right-of-way and it was ready to proceed. So the funding will probably come about for this also. Mr. Tom Park added that being young, they are required to buy older homes that are affordable. They are trying to beautify the homes and even previously approached council for home improvement loans. Would appreciate the city's help. George P. Giras, 520 Smithers Ave. S. , has been waiting several years to remodel or sale for apartments because no decision has been made. Councilwoman Thorpe inquired if No. Renton area would be affected by neighborhood housing assistance program. Mr. Erickson commented that grants and loans would be available soon for both North and South areas designated for upgrade. Council in further discussion found that study to determine SR515 need was done by the state in 1950 and many changes have occurred since then, but that public hearing was just the beginning of a process. MOVED BY SHANE, SECOND TRIMM THAT PUBLIC HEARING BE CLOSED. CARRIED. *MOVED BY CLYMER, SECOND SHANE TO REFER TO TRANSPORTATION COMMITTEE TO REVIEW AND REPORT BACK. Council and committee will be advised of any problems. Summer Councilwoman Thorpe expressed good public relations factor of the Concert summer concert in Liberty Park, having attended this weekend. Firefighter Firefighter negotiations have been concluded and accepted as of Negotiations July 19, 1978, subject to development of contract language. The request is for approval of a reclassification of about 5,750 square feet from R-1 to R-3 to permit construction of a triplex. 2. The Planning Department report accurately sets forth the issues, applicable policies and provisions, findings of fact, and departmental recommendations in this matter, and is hereby attached as Exhibit #1 and incorporated in this report by reference as set forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.21.C. , a Declaration ofNon-Significance has been issued for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development and no adverse comment was expressed. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal' is compatible with the lot area requirements of Section 4-709A (R-3) of Title IV, Ordinance No. 1628, Code of General Ordinances. 8. Existing land use in the residential zones of the area is almost entirely single family residential. Long strips of R-3 zoned property are located on the west side of Burnett Avenue South and Williams Avenue South between approximately Houser Way and South 6th Street and on the east side of Wells Avenue South between South Grady Way and South 5th Street. Development in these R-3 areas remains single family residential. In general, this general area between Main Street, Houser Way South, South 7th Street, and at least Smithers Avenue South is transitional in character; the predominant single family housing stock is old, in many cases in disrepair, and deteriorating near the point of renewal via redevelopment to the existing zoning densities. (See attached maps extracted from the Staff Report, Exhibit #1) . Directly across the street (Wells Avenue S.) from the site is located the Renton • School District Administration Building, zoned P-1. To the west of the site is an R-2 zone of an area of one lot. At the northwest corner of the site is a B-P zone. The property immediately south of the site was recently rezoned to R-3 (Louis G. Malesis, R-064-77, approved by the City Council on November 28, 1977, Ordinance No. 3179) . 9. The Comprehensive Land Use Map indicates High Density Multi-Family (R-4) for this general area. 10. A conceptual site plan (Exhibit #3) was. submitted. CONCLUSIONS: 1. The proposal essentially conforms to the Comprehensive Plan goals. and objectives and the Land Use Map (Section 4-3014(B) ) . High Density Multi-Family 'is• indicated 'as the ultimate land use for 'the site and surrounding area but the predominant land use is single family residential of a transitional .nature. The predominant zoned multi-family density is currently R-3, Medium Density Multi-Family. 2. In previous applications (Louis G. Malesis) testimony addressed the inadequacy of the existing water line to provide required fire flow and the uncertain adequacy of the existing sewer line. It appears that an LID would be the most reasonable and equitable solution to these utility problems for the benefit of the subject property and others. 3. The existing zoning pattern of R-3 indicatess that the area is essentially committed to that density and' scale of development. Some L-1 exists along the east side of Burnett Avenue South. Similar to the large R-4 zone west of Burnett Avenue South the entire area forms transition from the :C.B.D. to the L-1 zone along, S. Grady Way. . PUBLIC HEARING: After reviewing the Planning Department report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner ,conducted a public hearing on the subject as follows: The hearing was opened on June 6, 1978 at 11:10 a.m. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. It was reported that the Hearing Examiner and the applicant had received and reviewed the Planning Department report, and the report was entered into the record as Exhibit #1. The Examiner interrupted Mr. Anderson's testimony to clarify the intent of the public hearing and advised that the rezone application did not 'require review of landscape provisions. He also noted that deviation from city ordinances and requirements would necessitate application for a variance from the Board of Adjustment. The Examiner asked for testimony in support or opposition to the request. There was no response. ' He referred to a previous rezone, File No. R-064-77, Louis Malesis,. for property located south of the subject site and inquired about the final zoning decision on the application by the City Council: Mr. Smith advised that the property had been rezoned to R-3 designation' through Council approval.
