AGREEMENT FOR THE KENNYDALE LAKELINE SEWER SYSTEM
EVALUATION PHASE 2A — CONDITION ASSESSMENT

THIS AGREEMENT, dated April 3, 2017, is by and between the City of Renton ("City"), a
Washington municipal corporation, and Carollo Engineers, Inc. ("Consultant"), a Delaware
Corporation. The City and the Consultant are referred to collectively in this Agreement as the
"Parties." Once fully executed by the Parties,this Agreement is effective as of the last date signed
by both parties.
1. Scope of Work: Consultant agrees to provide engineering services as specified in Exhibit
A, which is attached and incorporated herein and may hereinafter be referred to as the
"Work."
2. Chan�es in Scope of Work: The City, without invalidating this Agreement, may order
changes to the Work consisting of additions, deletions or modifications.Any such changes
to the Work shall be ordered by the City in writing and the Compensation shall be
equitably adjusted consistent with the rates set forth in Exhibit B or as otherwise mutually
agreed by the Parties.
3. Time of Performance: Consultant shall commence performance of the Agreement
pursuant to the schedule(s) set forth in Exhibit C. All Work shall be performed by no later
than April 30, 2018.
4. Compensation:
A. Amount. Total compensation to Consultant for Work provided pursuant to this
Agreement shall not e.xceed $961,055, plus any applicable state and local sales taxes.
Compensation shall be paid based upon Work actually performed according to the
rate(s) or amounts specified in Exhibit B. The Consultant agrees that any hourly or flat
rate charged by it for its Work shall remain locked at the negotiated rate(s) unless
otherwise agreed to in writing or provided in Exhibit D. Except as specifically provided
herein, the Consultant shall be solely responsible for payment of any taxes imposed
as a result of the performance and payment of this Agreement.
B. Method of Payment. On a monthly or no less than quarterly basis during any quarter
in which Work is performed,the Consultant shall submit a voucher or invoice in a form
specified by the City, including a description of what Work has been performed, the
name of the personnel performing such Work, and any hourly labor charge rate for
such personnel. The Consultant shall also submit a final bill upon completion of all
Work. Payment shall be made by the City for Work performed within thirty (30)
calendar days after receipt and approval by the appropriate City representative of the
voucher or invoice. If the Consultant's performance does not meet the requirements
of this Agreement, the Consultant will correct or modify its performance to comply
with the Agreement.The City may withhold payment for work that does not meet the
requirements of this Agreement.
C. Effect of Payment. Payment for any part of the Work shall not constitute a waiver by
the City of any remedies it may have against the Consultant for failure of the
Consultant to perform the Work or for any breach of this Agreement by the
Consultant.
D. Non-Appropriation of Funds. If sufficient funds are not appropriated or allocated for
payment under this Agreement for any future fiscal period, the City shall not be
obligated to make payments for Work or amounts incurred after the end of the
current fiscal period, and this Agreement will terminate upon the completion of all
remaining Work for which funds are allocated. No penalty or expense shall accrue to
the City in the event this provision applies.
5. Termination:
A. The City reserves the right to terminate this Agreement at any time, with or without
cause by giving ten (10)calendar days' notice to the Consultant in writing. In the event
of such termination or suspension, all finished or unfinished documents,data,studies,
worksheets, models and reports, or other material prepared by the Consultant
pursuant to this Agreement shall be submitted to the City, if any are required as part
of the Work.
B. In the event this Agreement is terminated by the City, the Consultant shall be entitled
to payment for all hours worked to the effective date of termination, less all payments
previously made. If the Agreement is terminated by the City after partial performance
of Work for which the agreed compensation is a fixed fee, the City shall pay the
Consultant an equitable share of the fixed fee. This provision shall not prevent the
City from seeking any legal remedies it may have for the violation or nonperformance
of any of the provisions of this Agreement and such charges due to the City shall be
deducted from the final payment due the Consultant. No payment shall be made by
the City for any expenses incurred or work done following the effective date of
termination unless authorized in advance in writing by the City.
6. Warranties And Ri�ht To Use Work Product: Consultant represents and warrants that
Consultant will perform all Work identified in this Agreement in a professional and

workmanlike manner and in accordance with all reasonable and professional standards
and laws. Compliance with professional standards includes, as applicable, performing the
Work in compliance with applicable City standards or guidelines (e.g. design criteria and
Standard Plans for Road, Bride and Municipal Construction). Professional engineers shall
certify engineering plans, specifications, plats, and reports, as applicable, pursuant to
RCW 18.43.070. Consultant further represents and warrants that all final work product
created for and delivered to the City pursuant to this Agreement shall be the original work
of the Consultant and free from any intellectual property encumbrance which would
restrict the City from using the work product. Consultant grants to the City a non-
exclusive, perpetual right and license to use, reproduce, distribute, adapt, modify, and
display all final work product produced pursuant to this Agreement. The City's or other's
adaptation, modification or use of the final work products other than for the purposes of
this Agreement shall be without liability to the Consultant. The provisions of this section
shall survive the expiration or termination of this Agreement.
7. Record Maintenance: The Consultant shall maintain accounts and records, which
properly reflect all direct and indirect costs expended and Work provided in the
performance of this Agreement and retain such records for as long as may be required by
applicable Washington State records retention laws, but in any event no less than six
years after the termination of this Agreement. The Consultant agrees to provide access
to and copies of any records related to this Agreement as required by the City to audit
expenditures and charges and/or to comply with the Washington State Public Records Act
(Chapter 42.56 RCW). The provisions of this section shall survive the expiration or
termination of this Agreement.
8. Public Records Compliance: To the full extent the City determines necessary to comply
with the Washington State Public Records Act, Consultant shall make a due diligent search
of all records in its possession or control relating to this Agreement and the Work,
including, but not limited to, e-mail, correspondence, notes, saved telephone messages,
recordings, photos, or drawings and provide them to the City for production. In the event
Consultant believes said records need to be protected from disclosure, it may, at
Consultant's own expense, seek judicial protection. Consultant shall indemnify, defend,
and hold harmless the City for all costs, including attorneys' fees, attendant to any claim
or litigation related to a Public Records Act request for which Consultant has responsive
records and for which Consultant has withheld records or information contained therein,
or not provided them to the City in a timely manner. Consultant shall produce for
distribution any and all records responsive to the Public Records Act request in a timely
manner, unless those records are protected by court order.The provisions of this section
shall survive the expiration or termination of this Agreement.
9. Independent Contractor Relationship:
A. The Consultant is retained by the City only for the purposes and to the extent set forth
in this Agreement.The nature of the relationship between the Consultant and the City

during the period of the Work shall be that of an independent contractor, not
employee.The Consultant, not the City, shall have the power to control and direct the
details, manner or means of Work. Specifically, but not by means of limitation, the
Consultant shall have no obligation to work any particular hours or particular
schedule, unless otherwise indicated in the Scope of Work or where scheduling of
attendance or performance is mutually arranged due to the nature of the Work.
Consultant shall retain the right to designate the means of performing the Work
covered by this agreement, and the Consultant shall be entitled to employ other
workers at such compensation and such other conditions as it may deem proper,
provided, however, that any contract so made by the Consultant is to be paid by it
alone, and that employing such workers, it is acting individually and not as an agent
for the City.
B. The City shall not be responsible for withholding or otherwise deducting federal
income tax or Social Security or contributing ta the State Industrial Insurance
Program, or otherwise assuming the duties of an employer with respect to Consultant
or any employee of the Consultant.
C. If the Consultant is a sole proprietorship or if this Agreement is with an individual, the
Consultant agrees to notify the City and complete any required form if the Consultant
retired under a State of Washington retirement system and agrees to indemnify any
losses the City may sustain through the Consultant's failure to do so.
10. Hold Harmless: The Consultant agrees to release, indemnify, defend, and hold harmless
the City, elected officials, employees, officers, representatives, and volunteers from any
and all claims, demands, actions, suits, causes of action, arbitrations, mediations,
proceedings, judgments, awards, injuries, damages, liabilities, taxes, losses, fines, fees,
penalties, expenses, attorney's or attorneys' fees, costs, and/or litigation expenses to or
by any and all persons or entities, arising from, resulting from, or related to the negligent
acts, errors or omissions of the Consultant in its performance of this Agreement or a
breach of this Agreement by Consultant, except for that portion of the claims caused by
the City's sole negligence.
Should a court of competent jurisdiction determine that this agreement is subject to RCW
4.24.115, (Validity of agreement to indemnify against liability for negligence relative to
construction, alteration, improvement,etc.,of structure or improvement attached to real
estate...) then, in the event of liability for damages arising out of bodily injury to persons
or damages to property caused by or resulting from the concurrent negligence of the
Consultant and the City, its officers, officials, employees and volunteers, Consultant's
liability shall be only to the extent of Consultant's negligence.
It is further specifically and expressly understood that the indemnification provided in
this Agreement constitute Consultant's waiver of immunity under the Industrial

Insurance Act, RCW Title 51, solely for the purposes of this indemnification. The Parties
have mutually negotiated and agreed to this waiver. The provisions of this section shall
survive the expiration or termination of this Agreement.
11. Gifts and Conflicts: The City's Code of Ethics and Washington State law prohibit City
employees from soliciting, accepting, or receiving any gift, gratuity or favor from any
person, firm or corporation involved in a contract or transaction. To ensure compliance
with the City's Code of Ethics and state law,the Consultant shall not give a gift of any kind
to City employees or officials. Consultant also confirms that Consultant does not have a
business interest or a close family relationship with any City officer or employee who was,
is, or will be involved in selecting the Consultant, negotiating or administering this
Agreement, or evaluating the Consultant's performance of the Work.
12. City of Renton Business License: The Consultant shall obtain a City of Renton Business
License prior to performing any Work and maintain the business license in good standing
throughout the term of this agreement with the City.

13. Insurance: Consultant shall secure and maintain:
A. Commercia) general liability insurance in the minimum amounts of $1,000,000 for
each occurrence/$2,000,000 aggregate for the Term of this Agreement.
B. In the event that Work delivered pursuant to this Agreement either directly or
indirectly involve or require Professional Services, Professional Liability, Errors and
Omissions coverage shall be provided with minimum limits of $1,000,000 per
occurrence. "Professional Services", for the purpose of this section, shall mean any
Work provided by a licensed professional or Work that requires a professional
standard of care.
C. Workers' compensation coverage, as required by the Industrial Insurance laws of the
State of Washington, shall also be secured.
D. Commercial Automobile liability for owned, leased, hired or non-owned, leased, hired
or non-owned, with minimum limits of $1,000,000 per occurrence combined single
limit, if there will be any use of Consultant's vehicles on the City's Premises by or on
behalf of the City, beyond normal commutes.

E. Consultant shall name the City as an Additional Insured on its commercial general
liability policy on a non-contributory primary basis. The City's insurance policies shall
not be a source for payment of any Consultant liability, nor shall the maintenance of
any insurance required by this Agreement be construed to limit the liability of
Consultant to the coverage provided by such insurance or otherwise limit the City's
recourse to any remedy available at law or in equity.
F. Subject to the City's review and acceptance, a certificate of insurance showing the
proper endorsements, shall be delivered to the City before performing the Work.
G. Consultant shall provide the City with written notice of any policy cancellation, within
two (2) business days of their receipt of such notice.
14. Delays: Consultant is not responsible for delays caused by factors beyond the
Consultant's reasonable control. When such delays beyond the Consultant's reasonable
control occur,the City agrees the Consultant is not responsible for damages, nor shall the
Consultant be deemed to be in default of the Agreement.
15. Successors and Assigns: Neither the City nor the Consultant shall assign, transfer or
encumber any rights, duties or interests accruing from this Agreement without the
written consent of the other.
16. Notices: Any notice required under this Agreement will be in writing, addressed to the
appropriate party at the address which appears below (as modified in writing from time
to time by such party), and given personally, by registered or certified mail, return receipt
requested, by facsimile or by nationally recognized overnight courier service.Time period
for notices shall be deemed to have commenced upon the date of receipt, EXCEPT
facsimile delivery will be deemed to have commenced on the first business day following
transmission. Email and telephone may be used for purposes of administering the
Agreement, but should not be used to give any formal notice required by the Agreement.

17. Discrimination Prohibited: Except to the extent permitted by a bona fide occupational
qualification, the Consultant agrees as follows:
A. Consultant, and Consultant's agents, employees, representatives, and volunteers
with regard to the Work performed or to be performed under this Agreement, shall

not discriminate on the basis of race, color, sex, religion, nationality, creed, marital
status, sexual orientation or preference, age (except minimum age and retirement
provisions), honorably discharged veteran or military status, or the presence of any
sensory, mental or physical handicap, unless based upon a bona fide occupational
qualification in relationship to hiring and employment, in employment or application
for employment, the administration of the delivery of Work or any other benefits
under this Agreement, or procurement of materials or supplies.
B. The Consultant will take affirmative action to insure that applicants are employed and
that employees are treated during employment without regard to their race, creed,
color, national origin, sex, age, sexual orientation, physical, sensory or mental
handicaps, or marital status. Such action shall include, but not be limited to the
following employment, upgrading, demotion or transfer, recruitment or recruitment
advertising, layoff or termination, rates of pay or other forms of compensation and
selection for training.
C. If the Consultant fails to comply with any of this Agreement's non-discrimination
provisions, the City shall have the right, at its option, to cancel the Agreement in
whole or in part.
D. The Consultant is responsible to be aware of and in compliance with all federal, state
and local laws and regulations that may affect the satisfactory completion of the
project, which includes but is not limited to fair labor laws, worker's compensation,
and Title VI of the Federal Civil Rights Act of 1964, and will comply with City of Renton
Council Resolution Number 4085.
18. Miscellaneous: The parties hereby acknowledge:
A. The City is not responsible to train or provide training for Consultant.
B. Consultant will not be reimbursed for job related expenses except to the extent
specifically agreed within the attached exhibits.
C. Consultant shall furnish all tools and/or materials necessary to perform the Work
except to the extent specifically agreed within the attached exhibits.
D. In the event special training, licensing, or certification is required for Consultant to
provide Work he/she will acquire or maintain such at his/her own expense and, if
Consultant employs, sub-contracts, or otherwise assigns the responsibility to perform
the Work, said employee/sub-contractor/assignee will acquire and or maintain such
training, licensing, or certification.
E. This is a non-exclusive agreement and Consultant is free to provide his/her Work to
other entities, so long as there is no interruption or interference with the provision of
Work called for in this Agreement.

F. Consultant is responsible for his/her own insurance, including, but not limited to
health insurance.
G. Consultant is responsible for his/her own Worker's Compensation coverage as well as
that for any persons employed by the Consultant.
19. Other Provisions:
A. Approval Authority. Each individual executing this Agreement on behalf of the City
and Consultant represents and warrants that such individuals are duly authorized to
execute and deliver this Agreement on behalf of the City or Consultant.
B. General Administration and Mana�ement. The City's project manager is Dave
Christensen. In providing Work, Consultant shall coordinate with the City's contract
manager or his/her designee.
C. Amendment and Modification. This Agreement may be amended only by an
instrument in writing, duly executed by both Parties.
D. Conflicts. In the event of any inconsistencies between Consultant proposals and this
Agreement, the terms of this Agreement shall prevail. Any exhibits/attachments to
this Agreement are incorporated by reference only to the extent of the purpose for
which they are referenced within this Agreement. To the extent a Consultant
prepared exhibit conflicts with the terms in the body of this Agreement or contains
terms that are extraneous to the purpose for which it is referenced, the terms in the
body of this Agreement shall prevail and the extraneous terms shall not be
incorporated herein.
E. Governin� Law. This Agreement shall be made in and shall be governed by and
interpreted in accordance with the laws of the State of Washington and the City of
Renton. Consultant and all of the Consultant's employees shall perform the Work in
accordance with all applicable federal, state, county and city laws, codes and
ordinances.
F. Joint Draftin� Effort. This Agreement shall be considered for all purposes as prepared
by the joint efforts of the Parties and shall not be construed against one party or the
other as a result of the preparation, substitution, submission or other event of
negotiation, drafting or execution.
G. Jurisdiction and Venue. Any lawsuit or legal action brought by any party to enforce or
interpret this Agreement or any of its terms or covenants shall be brought in the King
County Superior Court for the State of Washington at the Maleng Regional Justice
Center in Kent, King County, Washington, or its replacement or successor.

H. Severabilitv. A court of competent jurisdiction's determination that any provision or
part of this Agreement is illegal or unenforceable shall not cancel or invalidate the
remainder of this Agreement, which shall remain in full force and effect.
I. Sole and Entire A�reement. This Agreement contains the entire agreement of the
Parties and any representations or understandings, whether oral or written, not
incorporated are excluded.
J. Time is of the Essence. Time is of the essence of this Agreement and each and all of
its provisions in which performance is a factor. Adherence to completion dates set
forth in the description of the Work is essential to the Consultant's performance of
this Agreement.
K. Third-Party Beneficiaries. Nothing in this Agreement is intended to, nor shall be
construed to give any rights or benefits in the Agreement to anyone other than the
Parties, and all duties and responsibilities undertaken pursuant to this Agreement will
be for the sole and exclusive benefit of the Parties and no one else.

assigns, and legal representatives to the other pa�y to this Agreement, and to the
partners, successors, assigns, and legal representatives of such other party with
respect to all covenants of the Agreement.
M. Waivers. All waivers shall be in writing and signed by the waiving party. Either party's
failure to enforce any provision of this Agreement shall not be a waiver and shall not
prevent either the City or Consultant from enforcing,�Mat provision or any other
provision of this Agreement in the future. Waiver Q�•��r2ach of an� provision of this
Agreement shall not be deemed to be a waiveK'a#�any pi-ior or subsequent breach
unless it is expressly waived in writing.

N. Counterparts. The Parties may execute this Agreement in any number of
counterparts, each of which shall constitute an original, and all of which will together
constitute this one Agreement.
IN WITNESS WHEREOF, the Parties have voluntarily entered into this Agreement as of the date
last signed by the Parties below.

Exhibit A -SCOPE OF WORK

KENNYDALE LAKELINE SEWER SYSTEM EVALUATION
PHASE 2A -CONDITION ASSESSMENT
SCOPE OF SERVICES
The following Scope of Services has been developed to assist the City of Renton (City) with the
Kennydale Lakeline Sewer System Evaluation. The objective of this project is to provide a
comprehensive system analysis for the Kennydale Lakeline Sewer System (Lakeline System)
that will address the City's short and long term issues concerning the system. The following
tasks under the Scope of Services have been prepared based on Carollo Engineer's
Team (Consultant) current understanding of the proposed project and on-going discussions with
City staff. This phase of the Scope, Phase 2A, is to determine the condition of the Lakeline and
its laterals, which is anticipated to be conducted in 2017 and 2018. Subsequent phases will
address field activities that require additional permitting, conduct an alternatives analysis for
future improvements, and potentially repair or rehabilitate infrastructure to facilitate the
operation and maintenance of the Lakeline System.
PROJECT BACKGROUND
The Lakeline System was originally constructed in 1972 consisting of a flush station, service
laterals, flush line, and lift station. The flush line consists of approximately 4,800 linear feet of 8-
and 10-inch pipe, likely ductile iron (DI), and 6-inch lateral connections. The flush line is a low
pressure force main that was installed at or near grade of the lake bed; resulting in adverse
sloped segments and several large sags. Lateral connections were outFitted with shut-off valves
in 1986 to allow line cleaning; however the effectiveness of these valves is questionable and
needs to be evaluated. In 2003, the City conducted a condition assessment and predesign
report that will serve as a reference for the current project.
In 1994, the Lake Washington No. 2 Lift Station was replaced. In 2004, the Lake Washington
Flushing Station was rehabilitated. A recent assessment of the City's Force mains and Lift
Stations has identified these stations as high risk.
PROJECT ASSUMPTIONS
• Carollo Engineers, Inc. will be referred to as "Consultant" in this document.
• The City of Renton and its staff will be referred to as "City" in this document.
• All meetings will be held at the City offices or at the project site unless otherwise
specified.
• Draft deliverables will be provided in electronic copy (PDF and/or Microsoft Word)
transmitted via email or secure file transfer.
• Meeting notes and related materials will be transmitted electronically in MS Word and
PDF formats via email.
• The City will print and produce additional copies of all documents as necessary for its
use beyond what will be provided by the Consultant as stated within this scope of work.

• The City will provide available information related to the project and as �equested by the
Consultant in a timely manner. The City shall furnish Consultant available studies,
reports, and other data pertinent to Consultant's services; obtain, or authorize Consultant
to obtain, or provide additional reports and data as required; furnish to Consultant
services of others required for the performance of ConsultanYs services hereunder, and
Consultant shall be entitled to use and rely upon all such information and services
provided by the City or others in performing Consultant's services under this Agreement.
• The project will, in part, conduct direct physical study of aging facilities, the conditions of
which are not fully known. The Consultant will take reasonable care during such
operations. This Scope of Services includes the joint development by the Consultant and
City of an Emergency Response Plan that will include procedures should damage occur
to the City's facilities during the term of this project.
• The Consultant shall perForm the services required hereunder in accordance with the
prevailing engineering standard of care by exercising the skill and ability ordinarily
required of engineers performing the same or similar services, under the same or similar
circumstances, in the State of Washington.
• The City will furnish the Consultant copies of documents which are available to the City
that will facilitate the Consultant's performance to the extent provided for in the Scope of
Work. City will provide to Consultant all data in City's possession relating to Consultants
services on the project. Consultant will reasonably rely upon the accuracy, timeliness,
and completeness of the information provided by the City. Should field studies be
needed, the Consultant will perform such work to the extent provided for in the Scope of
Work. The City will not be obligated to perform any such field studies.
• The City shall arrange for access to and make all provisions for the Consultant to enter
upon public and private property as required for Consultant to perform services
hereunder.
• In providing opinions of cost, financial analyses, economic feasibility projections, and
schedules for potential projects, the Consultant has no control over cost or price of labor
and material; unknown or latent conditions of existing equipment or structures that may
affect operation and maintenance costs; competitive bidding procedures and market
conditions; time or quality of performance of third parties; quality, type, management, or
direction of operating personnel; and other economic and operational factors that may
materially affect the ultimate project cost or schedule. Therefore, the Consultant makes
no warranty that the City's actual project costs, financial aspects, economic feasibility, or
schedules will not vary from the Consultant's opinions, analyses, projections, or
estimates.
PHASE 2A - CONDITION ASSESSMENT TASKS
Phase 2A efforts to meet the objectives of this Scope of Services include Tasks 100 -400.
Additional effort in these Tasks plus Tasks 500 through 700 will be developed and included in
the future Phase 2B. The tasks are summarized in the table below and discussed in detail in the

101. Monthly Progress Reports and Invoices. This subtask includes preparing and submitting
the work-in-progress reports and monthly invoices showing current project scope,
budget, and schedule status and identifying key issues, or elements of the project that
will need to be addressed in the proceeding weeks. An electronic version of the monthly
progress reports and invoices will be sent to the City for review and approval.
102. Update Project Management Plan. Update the Project Management Plan (PMP) for
Phase 2A. Describe project roles and responsibilities, lists contact information for the
project team, describes communications protocols, the quality management plan, and
includes the Phase 2A scope of services, budget, and project schedule.
103. Team Meetings. Hold monthly team meetings (ten total) with the City to review the work
performed and task for the next month. This coordination meeting will occur at the City
office or at the project site.
104. Meeting No. 1 Phase 2A Project Kickoff Meeting. A project kick-off meeting will be held
with the Consulting team and City. The meeting will include a review of the City
expectations, roles and responsibilities, and preferred strategies, tools, and tactics to
support Phase 2A activities.

Task 200 - Project Initiation/Public Involvement
The purpose of Task 200 is to update the emergency response plan, conduct permitting activities,
and coordinate and collaborate with the City to update and continue implementing a public
involvement plan.
Task 200 Subtasks:
201. Update Emergency Response Plan. Update the Phase 1 Emergency Response Plan as
required to include Phase 2A activities and points of contact. Modify the repair section
to include specific materials (manufacturer and part number) that the City is to provide.
The response plan shall address City opening of existing cleanouts and installation of
new lateral cleanouts.
202. Environmental Permitting Characterization. This effort addresses preparation and
submittal of permit applications and supporting documents for the Lakeline condition
assessment.
a. Review of Existing Information. This task will include the review of existing
information on the lakeline and any maintenance efforts already completed. This
task will also include the review of existing environmental information related to
the Lake Washington shoreline within Renton.
b. Site Visit and Environmental Characterization. A site visit will be undertaken as
part of this task to evaluate habitat conditions at specific locations where
proposed lakeline assessments will occur. Two (2) biologists will evaluate the
project alignment to confirm that existing information remain accurate and is
suitable for use in the permit submittals and supporting documentation. Specific
habitat information will be collected associated with locations identified for
Lakeline coupon sampling, ultrasonic testing, and manhole inspections.
c. Permit Acquisition Matrix. A Permit Acquisition Matrix will be developed for
review by the City of Renton, prior to permit preparations to the permit agencies
and jurisdictions. This includes a draft schedule, resource agencies involved, and
contact information.
d. Meeting No. 12- Permit Acquisition Workshop. Facilitate a workshop to discuss
permitting, including draft schedule, resource agencies involved, and contact
information. Review City role and Consultant needs throughout the permitting
effort.
203. Permit Applications. The Consultant will prepare two permit application packages for
condition assessment activities, one to support Phase 2A work in 2017 and one to
support Phase 2B work in 2018 (Tasks 500, 600, and 700). These would include the
following anticipated permit applications.
a. Anticipated Permit Applications.

1. Critical Areas Land Use Permit (CALUP).

will be prepared for Endangered Species Act (ESA) compliance as

Nationwide Permit 12 or Individual Permit.

b. Permit Coordination with City and Design Team. This tasks includes the
coordination of permitting efforts based on the proposed sampling and testing
plan being developed for the City. Preparation for up to ten (10) internal meetings
to discuss project status, information needs, schedule, etc. to inform preparation
and submittal of permit applications and supporting documentation. Permit
coordination will be presented during team meetings.
c. Permit Application Support. This task includes preparation of technical project
information materials to be included in permit application packages and to be
presented at agency coordination meetings. This includes project narratives,
calculation sheets, maps, figures, etc.
d. Resource Agency Coordination. This task includes coordination with resources
agencies to clarify the project purpose and need; associated permit information;
and updates to permit schedules. This Task includes preparation and
participation of up to four (4) meetings (Meetings No. 13 through 16)with various
resource agencies and permit review staff.
204. Public Involvement Plan and Information Materials. The purpose of this task is to refine
(as appropriate) the Public Involvement Plan (PIP), implement key activities, and
document the community engagement process. Specific tasks for this effort are as
follows:
a. Update Public Involvement Plan. Based on information gathered in Phase I, the
project PIP will be updated to reflect communications goals and objectives,
strategies, key messages, outreach milestones /schedule, tools, metrics, and
project team roles and responsibilities for Phase 2A work. As needed, the Phase
2A PIP will be updated at key project milestones.
b. Develop Project Information Materials. Design and distribute public information
materials identified in the PIP, which could include:
i. Frequently Asked Questions: Prepare question / response document
addressing anticipated public questions and concerns, and update as
needed based on community engagement activities.
ii. Website content: Prepare content updates for the project webpage that
include background information, links to key materials (e.g., FAQs), and
anticipated upcoming project activities. Consultant will coordinate with the
City's webmaster who will manage webpage.

iii. Project fact sheet: Prepare fact sheet with project Phase 2A overview,
schedule, anticipated fieldwork details, and project contact information to
post on the website and to share electronically, by mail, and in-person.
iv. Fieldwork notifications: Prepare up to eight (8) fieldwork notifications to
inform affected residents about planned activities (potentially including
surveying, couponing, in-water work) on or near their property.
205. Provide Community Outreach Support. Provide support for outreach activities identified
in the PIP, which could include:
a. Attending and documenting up to 25 property owner meetings.
b. Coordinating with residents to request and manage access permission.
c. Coordinating responses to incoming communications and cataloging them in
stakeholder database (see 203.d)
d. Coordinating with property owners regarding specific work scheduled to occur on
or near their property (potentially including surveys, couponing, etc.)
e. Delivering fact sheets /field work notifications to project-area residents.
f. Drafting responses to community comments and inquiries (assuming 10
responses/month, 120 total).
g. Maintain Stakeholder Database. EnviroLytical is Envirolssues' cloud-hosted,
web-based, proprietary Software as a Service (SAAS) designed specifically for
public engagement activities. Consultant will maintain project-specific
EnviroLytical subscription for tracking contacts, organizations, communications,
and activities (additional data types may be included as necessary). Users may
include City and Consultant staff; each user will be provided unique login
credentials and be designated with read-only, editor or manager
permissions. Upon project completion, Consultant will provide data reports
(Word, PDF) and data exports (Excel) directly from EnviroLytical and the project
subscription will be permanently deleted. EnviroLytical data are backed up daily
and stored off site to ensure data security.
Task 200 Assumptions
• The City of Renton will be the permit applicant and responsible for applicable permit
fees.
• Mitigation potentially required for the project will be developed separately
• Resource agency comments will only require clarification and not substantial additional
analysis or additional field work
• A single Joint Aquatic Resource Permit Application (JARPA) will be used to submit for
permits and approvals.
• No wetland delineations will be required.
• Rights of Entry for lakeline condition assessment will be obtained by the City
• Project will disturb less than one (1) acre cumulatively; result in less than '/ acre wetland

Task 300 - Site Mapping
Task 300 Subtasks
301. Identify Property Access. Access to each property along the Lakeline may be
necessary. Right of entry to each parcel shall be coordinated with property owners for
conducting mapping activities, including mapping of laterals, valves, cleanouts,
bulkheads, docks and finished floor elevations.
a. Meeting No. 17- Property Access Workshop. Facilitate a workshop to discuss
property access to the Lakeline with City staff. Discuss any additional efforts
required to support field activities.
302. Survey of Lakeline Facilities. Survey Lakeline facilities in coordination with CCTV
activities in Task 400.
a. Lake/ine. The top of the Lakeline pipe will be surveyed at approximately 20-30
foot intervals for the entire length of the Lakeline system using GPS and

conventional survey methods as applicable. Navigation to the approximate
location of the line will utilize survey grade GPS along with the calculated
alignment uploaded to the GPS data collector. In shallow water a metal detector
will be used to find the top of the pipe followed by a metal probe and then the
survey rod to record an accurate location and elevation. Where toning is applied
as part of Task 400 for location of laterals the signal may also be used to aid
location of the top of the pipe mainline, followed by probe and survey rod. In
deeper sections, the assistance of a diver to find the top of pipe will be needed.
Surveyors will navigate to the alignment via float tube or inflatable dinghy and
indicate to the diver where to probe for the top of pipe. A long probe will be used
such that when the pipe is located the end of the probe can be surveyed for
location and elevation of the pipe. In some cases probing from docks can be
utilized in lieu of diver. The following sections will likely require diver's assistance:
Station 3+00 to 4+50, 20+00 to 23+00, 26+00 to 30+00, 37+00 to 45+50 (total
approximately 1700 I.f.).
b. Lateral pipe, valves, and cleanouts. Upland valves and cleanouts will be
surveyed using GPS and conventional survey methods as applicable. Lateral
pipes shall be located and marked in order to be surveyed for horizontal location.
Depths can be recorded if this information is provided.
303. Title Searches. Allows for 10 full title search/easement research for parcels which may
have questions about the original recording of easements. I.E. additional language in
easements that the City needed to follow up on to replace original pre-construction
easement with a post-construction easement for the as-built facility which may have
never occurred.
304. Base Mapping (i.e., Bulkheads, docks, etc.).
a. Docks. The outline of approximately 49 docks will be surveyed and added to the
survey base map.
b. Bulkheads. Up to 4,800 lineal feet of bulkheads along the lakeline route will be
surveyed from the landward side and added to the survey base map.
c. Finished floors. Survey shots will be taken outside homes to approximate the
finished floor elevation (ground floor or basement where present). Survey will be
required for approximately 53 homes. No access to homes will be undertaken.
d. Laterals. Incorporate lateral Information from available City side sewer cards and
from project survey, as available into base mapping.
e. Meeting No. 18- Basemap Review Workshop. Facilitate a workshop to review
and discuss the locations of proposed field testing, including ultrasonic thickness
testing (UT) and coupons. Identification of locations is expected to be based on
historical review and site mapping efforts.
305. Install Permanent Markers. Permanent markers will be set in strategic locations in
bulkheads and along the shoreline, each stamped with a unique identifier. Assume up
to two permanent markers per property for up to 53 properties. The surveyed location of
the markers will be recorded on a Record of Survey to be filed at the King County
Recorder's office.
Task 300 Assumptions
• Survey crew and survey boat will be present during CCTV and location of lateral
connection to lakeline.

Task 400 Subtasks
401. Historical Document Review. Review project documentation from the Lakeline original
construction in 1972 to determine the original pipe material, wall thickness, lining,
coating, joint type, gasket material, and test pressure. The City will provide the project
documentation on microfiche. Research will be conducted at the City Offices.
Review project documentation from the Kennydale Lakefront Sewer Improvement
project (2003) to determine the condition of the Lakeline in 2003 as documented in
construction logs, photos, project reports, and analysis of the removed pipe sections.
Resources include project reports and documentation provided by the City in paper
format and interview with staff who worked on the project.
a. Meeting No. 19- Field Testing Workshop. Facilitate a workshop to review and
discuss the locations of proposed field testing, including ultrasonic thickness
testing (UT) and coupons. Identification of locations is expected to be based on
historical review and site mapping efforts.
402. CCTV and Alignment of Laterals.
a. Pilot Inspection and Alignment. Approximately 3 public-owned laterals will be
CCTV'd and a toning method will be used to determine effectiveness of the
technology to observe the laterals which are partially or fully submerged and
locate the alignment of the lateral.
A push camera will be used for the CCTV. The Consultant will locate access
points. The City will be responsible for efforts needed to open and use access
points.
A toning method will be used to track alignment of the lateral on land. The
distance from shore where the lateral connects to the mainline will be estimated
using the toning method.
One underground RFID marker will be installed on the lateral to assist future
location by mag locator.

In conjunction with the pilot inspection, an assessment will be made of whether
flush station pump operation during the CCTV and alignment investigation is
beneficial to inspection of the laterals.
b. CCTV and Alignment of Additional Laterals. Where the pilot subtask determines
that CCTV and location methods provide sufficient quality of data, then the
methods will be used at the remaining 33 public-owned laterals.
The Consultant will identify properties with lateral cleanouts and provide maps to
the City. The City will be responsible for efforts needed to locate, open and use
access points.
A toning method will be used to track alignment of the lateral on land. The
distance from shore where the lateral connects to the mainline will be estimated
using the toning method.

403. Bulkhead Structural Review.
a. Field Work Preparation: Preparation for a field reconnaissance of the bulkhead
locations will include:
i. Reviewing the available existing geologic and geotechnical information in
the vicinity of the project.
ii. Reviewing the results of the work performed to-date on the Lakeline
condition assessment, including the Lakeline location, lateral locations,
and bulkhead locations.
iii. Preparation of a Global Positioning System unit for fieldwork, including
loading georeferenced maps of the lakeline and bulkheads.
iv. Preparation of an Activity Hazard Analysis and Site Specific Health and
Safety Plan for the field work.
v. Team coordination.
b. Bulkhead Geotechnical Reconnaissance: Conduct a geotechnical field
reconnaissance of the 39 bulkhead locations. The reconnaissance will be
undertaken by a crew of two representatives, including one geotechnical
engineer and one engineering geologist. The reconnaissance crew will visit each
bulkhead site, observe the bulkhead conditions making specific notes of any
observed geotechnical or structural distress, take appropriate measurements
(e.g., crack lengths and widths, bulkhead rotation, observable movement, etc),
and photograph the bulkhead. The reconnaissance will be done primarily from
shore, but the field personnel will be equipped with chest waders to enter the
water from the shore, if necessary to observe the bulkhead from that position.
The data gathered in the reconnaissance will be used to analyze and assess the
individual bulkheads. Bulkhead condition will be qualitatively rated, and
conclusions regarding the vulnerability of the lakeline and laterals will be
formulated at each location. If deemed necessary, recommendations for further
investigation or study (e.g., subsurface exploration, detailed structural analysis)
will be provided.
c. Meeting No. 20- Bulkhead and Lateral Review Workshop. Facilitate a workshop
to review and discuss the findings of lateral condition, including valves and

cleanouts, and bulkheads with City staff. Discuss operation and maintenance
implications of findings, including property access.
d. Geotechnical Report: The geotechnical reconnaissance and bulkhead evaluation
for the project will be summarized in a Task 403 draft report. City comments on
the draft report will be addressed in a comment log and the revised report will be
included in the Phase 2A Report Task 408. The geotechnical report will include:
i. Summary of the field reconnaissance methods.
ii. Site geology and subsurface conditions, based on available existing
information.
iii. Observed bulkhead conditions, including photographs.
iv. Tabularized bulkhead condition summary, with qualitative condition rating.
v. Conclusions regarding the potential risk to the lakeline and laterals due to
individual bulkhead failure.
vi. Recommendations for further evaluation, testing, or analyses (if required).
404. Pipe Condition Assessment.
a. Ultrasonic Thickness Testing of mainline. The Consultant will conduct ultrasonic
thickness testing (UT) using an underwater testing gauge at five to seven
locations where the Lakeline is exposed and accessible while standing on the
shoreline in up to three (3) feet of water. Where the pipeline is submerged at
depths greater than three (3) feet, the Consultant will coordinate UT testing on
the Lakeline with a dive team. This work is anticipated to be completed in two (2)
field days. If a boat will be used to access the shoreline, the boat will be provided
by the Consultant.
b. Ultrasonic Thickness Testing of Laterals. The Consultant will conduct ultrasonic
thickness testing (UT) using an underwater testing gauge at up to five (5)
locations where laterals are exposed and accessible while standing on the
shoreline in up to three (3) feet of water. Where the pipeline is submerged at
depths greater than three (3) feet, the Consultant will coordinate UT testing on
the laterals with a dive team. This work is anticipated to be completed in one field
day immediately preceding or following the ultrasonic thickness testing of the
mainline. If a boat will be used to access the shoreline, the boat will be provided
by the Consultant.
c. Collecf And Analyze Pipe Coupons. The Consultant will collect up to five pipe
coupons. It is anticipated that three of the five coupons will be taken at
approximate Lakeline Stationing 1+50, 3+50, and 9+00 where the pipe is
exposed or on land. Coupons will be sent for laboratory testing as follows:
i. Visual examination aided by low power stereomicroscopy
ii. Chemical composition testing (C, Cr, Cu, Mg, Mn, Ni, P, Si, S, Ti, V)
iii. Charpy Impact Test
iv. Brinell Hardness Test
v. Point micrometer wall thickness dimensional measurement
vi. Visual examination and pH test on cement mortar lining
The results of the laboratory testing will be included in the report prepared for
Task 405.
405. Determine Remaining Useful Life (RUL). Based on the field data collected on the
Lakeline in Task 404, the Consultant will prepare a report summarizing assessment

methods, findings and remaining useful life estimate. Information from CCN inspection
will also be included as it pertains to estimating the remaining useful life of the Lakeline.
The condition of unevaluated portions of the Lakeline will be extrapolated based on the
collected data to the extent possible. City comments on the draft report will be
addressed in a comment log and the revised report will be included in the Phase 2A
Report Task 408.
a. Meeting No. 21 - Remaining Useful Life Workshop. Facilitate a workshop to
review and discuss the RUL of the lakeline based on the condition assessment
activities. Discuss the City's direction for Phase 2B, based on the RUL findings.
406. Lakeline Hydraulic Modeling. Evaluate the hydraulic capacity of the Lakeline using
survey information and available data from past studies. The objective of this task is to
understand flow behavior during normal operations and storm events, existing capacity,
and theoretical capacity. This information is critical to determining additional condition
assessment methods, defining requirements for by pass pumping during condition
assessment work, and to evaluate lakeline system alternatives in future project phases.
a. Estimate the theoretical capacity over a range of flows using traditional hydraulic
modeling parameters. Determine the theoretical capacity of Lakeline pipe
segments for use in future Alternative Analysis, which will be identified using pipe
profile and laterals.
b. Flow Monitoring at Lake Washington #2 Lift Station. Work with City to establish
the flow of the Lakeline at Lake Washington #2 Lift Station. Work with City Staff
to verify and update, as necessary, stage-volume information in SCADA used to
estimate inflow to the Lift Station. Accurate flows are needed for the Lakeline
capacity assessment.
c. Calibrate the theoretical model using water levels observed with and without flow
from the Flush Station to identify the existing capacity. It is anticipated calibration
data will be obtained from flow and water levels at the flush station and Lake
Washington Lift Station #2, as well as water level at the "Coleman Point"
cleanout. Pipe roughness may be determined through pipe coupons. Identify the
existing level of obstruction in the entire Lakeline system based on the difference
in theoretical and existing capacity.
d. Identify pipe segments with highest potential and/or impact of clogging based on
system hydraulics.
e. Hydraulic Model Report. Consultant will prepare a Task 406 draft report to
summarize the model mefhods and assumptions and to present the model
findings. City commenfs on the draft report will be incorporated into the Phase 2A
report (Task 408).
f. Provide an electronic version of the hydraulic model to the City for their future
use.
g. Meeting No. 22- Hydraulic Modeling Review Workshop. Facilitate a workshop to
review and discuss the implications of the lakeline system hydraulic modeling.
407. Determine Lakeline System Vulnerabilities. Evaluate assembled information from above
tasks to identify Lakeline System vulnerabilities.
a. Identify potential vulnerabilities and provide examples of disruptive events.
Locate susceptible areas of the system for each vulnerability based on available
information. Develop maps and tables to clearly identify and locate
vulnerabilities. Up to 10 types of vulnerabilities will be identified, that may include:

workshop to review, confirm, and prioritize lakeline system vulnerabilities with
City staff. In collaboration with City staff, prioritize vulnerabilities based on criteria
selected by workshop attendees. Prioritization vulnerabilities will be used in
future Alternative Analysis (Phase 26 Task 600).
408. Phase 2A Report- Condition Assessment. Prepare a consolidated Draft Report
including the revised reports from Task 400. Comments on the report will be
summarized on the comment response log for City's final approval before being
incorporated into a final Report. It is anticipated that the final version submittal will
include five (5) notebook binders, one camera-ready, and one PDF.
409. Develop Plan for additional Site Conditions and Condition Assessment plan for 2018.
Based on the survey, site conditions and condition assessment evaluated collected
during the above work, recommendations, and a Site Conditions and Condition
assessment plan will be developed for 2018. The plan will be presented at a workshop
with the City - Meeting No. 24 - Phase 28 Site Conditions and Condition Assessment
Plan.
Task 400 Assumptions
• The City will obtain all rights-of-entry prior to initiation of fieldwork.
• Access for bulkhead field reconnaissance will be available to all sites from land. A boat
will not be required to access bulkheads.
• Bulkhead field reconnaissance will require up to ten (10) half-day visits, Monday through
Friday between 8 am and 5 pm.
• Bulkhead locations can be adequately observed from the shore or in shallow water.
• Subsurface explorations, testing, movement monitoring, and structural analysis are not
included. If deemed appropriate after evaluating all the bulkheads, additional
investigation will be developed for Phase 2B.
• The Consultant will locate access points. The City will be responsible for efforts needed
to open and use access points, which may include excavation, cleaning, repair, etc. The
City will be able to open approximately 3 cleanouts per day.
• CCN of private laterals is not included. It is assumed that the publically owned lateral
extends from the cleanout/valve to the Lakeline.
• Excavation and restoration for collection of on-shore coupons will be undertaken by the
City and is not included in the cost.
• Site conditions at proposed coupon locations do not require permits for collection of
coupons and installation of repair clamp.
• Collection of coupons in Lake will use wet cell. Dewatering for dry cell is not included.

• Coupon collection will occur on the same work days as ultrasonic thickness testing. Dive
crew will perform/assist both.
