HomeMy WebLinkAbout04/11/2017 - Minutes th City Hall 7 floor, #726 1.CALL TO ORDER In Attendance: Members: Troy Wigestrand, Cynthia Burns, Al Dieckman, Larry Reymann, and Marlene Winter, and Tim Searing. City Staff: Kelly Beymer, Leslie Betlach, Cailín Hunsaker, and Roberta Graver Guests: Chair Troy Wigestrand, called the meeting to order at 4:35pm. Roll call was taken. All board commissioners were present except for Avni Mungra. Cynthia Burns made a motion to approve Avni Mungra Tim Searing seconded, all were in favor, motion carried. 2.APPROVAL OF AGENDA Al Dieckman made a motion, seconded by Cynthia Burns to approve the agenda as presented; all were in favor, motion carried, the agenda was approved. 3.APPROVAL OF MINUTES Larry Reymann made a motion to approve the March 14th, 2017 minutes as written; Marlene Winter and Al Dieckman seconded, all were in favor, motion carried, the agenda was approved. 4.ORAL COMMUNICATIONS / PUBLIC COMMENTS Members of the Donald W. Custer family were in attendance to present personal testimony and their justification to support their request to rename the Renton Community Center to, in some way, include Kelly Beymer explained briefly the facility- naming process. The board would hear their presentation, have discussion at the next meeting, and then proceed to follow the procedures laid out in city Policy #600-04 City Facilities Naming Policy Rose Custer, Donal involvement and memberships in Renton include, but are not limited to Renton Chamber/Rotary/Eagles/Elks/Municipal Arts Commission/Park Board/Historical Society/Civitan Club, Washington State Legislature, Renton City Council, and Mayor or Renton. Lorraine Custer, wife of Donald Custer, shared a memory depicting his Troy thanked the guests for their presentation and added that the board will add a discussion to the May regarding their facility-naming request. Kelly Beymer introduced guest, Council Boardmember Witschi to the meeting. 5.BOARD COMMUNICATION Benson Hill Plan Advisory Board Cynthia said the next meeting will be in May. No new updates. Civic Core Plan updates at this time. Student Report No student report. 6.CITY COUNCIL COMMUNICATION Kelly Beymer share that the council have been hearing a lot up of updates on current plans. Committee of the City of Renton - Park Board Minutes April 11, 2017 Page 2 of 3 Whole on April 17 th will hear an update from the Civic Core Plan with an analysis and summary of the recent public meetings. The Civic Core committee will have a Tech Advisory meeting in May, and a public open house that will coincide with the Renton Farmers Market. 7.DISCUSSION / ACTION ITEMS Custer Naming Request Presentation made in item 4. Board Reappointment Tim Searing and Marlene Winter state they are both interested in continuing their participation in the Parks Commission as board members. Kelly stated that she will forward a memoof recommendation to the mayor for reappointment. Troy asked Kelly to contact Avni Mungra because her two year term as youth board member an abbreviated new term. Cynthia Burns made a motion to reappoint Avniinterested, subject to the appropriate regulation that she would be approved for a term of one year, expiring June 2018. Tim Searing seconded, all were in favor, motion carried. Troy introduced an idea of considering having two youth board members. Kelly and Troy will review the ordinance and development of bylaws to address this and bring it back for discussion at a future meeting. Chair Appointment term as chair expires June 2017. Al Dieckman motioned to nominate Marlene Winter as chair to succeed Troy in June 2017; Larry Reymann seconded, all were in favor, motion carried. Board Vacancy Troy, Cynthia, Al, Larry, and Marlene shared feedback from participating on the interview subcommittee. They interviewed three board member candidates on March 29 th. Cynthia Burns made a motion, based on the consensus of the interview team, to recommend to council Shun Takano to be appointed as Park Commissioner to fill the current vacancy and if Mr. Takano declines, their second choice would be Sean Conway; Larry Reymann seconded, all were in favor, motion carried. Kelly will initiate contact Shun Takano with the appointment offer. Board Goals Prioritization List ideas. Cynthia suggested that some closely related topics could be paired, like the homeless topics. Troy agreed and stated that Kelly, himself, and the incumbent chair will select and set the monthly meeting topics and pair topics as appropriate. Marlene asked to add an update on the Trail Ranger Program be added to the list. Al added a quick update to that program stating that the rangers will be having their first meeting of the season soon as their season starts in May, weather permitting. He said there are up to 17 volunteers on the list of rangers and walkers. My name is Rose Custer, and Im Dons daughter. I was 13 in 1976, when my dad presided over the dedication of the Henry Moses Pool on what I remember as a very sunny Spring day to a group of about 40 people at Liberty Park in Renton. I remember a general feeling of anticipation of the summer, and in the crowd, an excitement about having a place where kids would be able to go, where theyd be guarded and entertained for a couple of hours while a parent got a moment to read a book perhaps. The pool had been there of course since 1955 as Liberty Park Swimming Pool, and if I recall correctly, had had some updates made, and was being re-opened and renamed after Henry Moses. A pool is an important centerpiece in a working community, and this dedication had the feeling of being a big deal. Perhaps a feeling of Renton having hit a major milestone in the creation of the civic complex that the Renton City Council had envisioned, and was working to build. There was a feeling of enthusiasm. The plaque which was covered in a piece of black felt, which covered the brass bust of a Native American man, with the name Henry Moses under it (at least thats how I remember it, but theres no evidence that I have this part right, since no one knows where this plaque has gone). It would be unveiled after a few words were said. And, although he was not mayor at this time, and hadnt been for 7 years, my dad had been chosen to say those words. He talked about Henry Moses. What a hero he was for Renton and to him personally, and what an amazing athlete hed beenand as an athlete, it had seemed fitting to name the pool after him. As I recall Mr. Moses attended the ceremony. I remember my dad shaking his hand. A very proud, older mannot that tall, but made taller by this dedication of Rentons city pool, in his name then, and once the pool had moved, that memorial name traveled with it to its current home as the Henry Moses Aquatic Center. 1976 was a time when this country was only really beginning to recognize contributions made by nonwhite citizens in the building of our communities and cities. It was a proud moment for Renton, for my father and of course, for mebecause even that young, and even so frequently attending ribbon cuttings and ceremonies like this one, as I did because my dad was the mayor, I understood that being recognized by your community was something meaningful and important. My dad explained to me then, as he would do throughout his life why he participated in the recognition of Renton Civic accomplishments and celebrations memorializing and recognizing people for the work theyd done in their lifetimeslike the Renton Wall of Honor which he cared so much about. These memorials not only held meaning for the person being memorialized and their families, but that they inspire others in their work to make the world a better, more congenial place. These remembrances matter. They remind us that when we too are gone, we will be remembered for the late nights, tireless hours spent, countless conversations and arguments had, all for the cause of keeping our cities and public spaces places that we can be proud of. Places that make the cities we live in, cities wed want to live in, want to raise children in, and when the time comes, cities where wed want to be buried, and find our final resting peace. My dad felt that way about Renton--about the community center, and about the work of government itself. He wanted to keep Renton a city anyoned want to live in--and he worked tirelessly to keep it so. Those who knew my father knew him as a life-long devotee to the betterment of Renton Washington, his home town, a place that he loved and believed in. In the interest of time, rather than recount stories reflecting his passion for Renton, I will instead give you a comprehensive list of the Renton organizations in which my dad was involved over the years of his life. Hopefully, this list will underscore his worthiness for the honor of having the Community Center, or complex named for him as the Donald W. Custer Community Center. Tonkin Park, on Wells Street was donated by my Great Grandfather to the city when my dad was a child in the 30sand was a place where as a little boy, my dad and his brothers played every dayever reminding him that participating in the civic life of your town or city, was just something that you did. And he would be grateful to you, the city government for considering his work and his time spent, to keep Renton a proud place to call home--which he did for almost all his life, and as you continue to do in his stead. On behalf of my family, and my father, wed like to thank you for this consideration of recognition of his lifes work as a civic leader, and as a favorite son, from an ardent pioneer family with a distinct presence in Rentons history as a city.
