5. PUBLIC MEETING:
Speakers and the public have been invited to present pro and con positions on INITIATIVE MEASURE
NO. 1033, concerning state, county and city revenue. This measure will appear on the 11/3/2009
ballot for all Washington voters, and if passed, would limit growth of certain state, county and city
revenue to annual inflation and population growth, not including voter -approved revenue
increases. Revenue collected above the limit would reduce property tax levies.

recommended actions will be accepted in a single motion. Any item may be removed for further
discussion if requested by a Councilmember.

Whereas, the City of Renton is committed to ensuring the safety and security of all those living
in and visiting our city; and
Whereas, fire is.a serious public safety concern both locally and nationally, and homes are the
locations where people are at greatest risk from fire; and
Whereas, roughly 3,000 people die as a result of home fires and burns, and more than 200,000
individuals are seen in the nation's emergency rooms for burn injuries; and
Whereas, fire losses in the United States remain unacceptably high in comparison with those
in other industrialized nations, thereby necessitating improved fire prevention measures; and
Whereas, Renton's emergency responders are dedicated to reducing the occurrence of home
fires and home fire injuries through prevention and protection education; and
Whereas, Renton's residents are responsive to public education measures and are able to take
personal steps to increase their safety from fire, especially in their homes; and
Whereas, the 2009 Fire Prevention Week theme, "Stay Fire Smart! Don't Get Burned"
effectively serves to remind us all of the simple actions we can take to stay safer from fire
during Fire Prevention Week and all year long;
Now, therefore, I, Denis Law, Mayor of the City of Renton, do hereby proclaim October 4-10,

SUMMARY OF ACTION:
The City of Seattle is one of twenty-seven cities in the United States being considered by the USA Bid
Committee, Inc. to host the 2018 or 2022 Federation Internationale de Football Association (FIFA) World
Cup""". The Virginia Mason Athletic Center (VMAC) in Renton is one of four sites that has been selected as
a potential location for teams to train in preparation for their matches. Teams training at the VMAC will
establish Team Base Camps nearby the facility bringing business and tourist activity to nearby hotels,
restaurants, and other amenities.

Adopt a resolution in support of the City of Seattle's bid to host the 2018 or 2022 Federation
Internationale de Football Association (FIFA) World CUpTM; work with First & Goal, Inc, owners of the VMAC to
ensure the suitability of the facility to serve as a training site; and ensure that Renton hotels, restaurants,
other businesses, as well as the community as a whole, maximize the economic and cultural benefits of
World Cup activities.

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, SUPPORTING THE CITY
OF SEATTLE IN ITS PROPOSAL TO HOST THE 2018/2022 FEDERATION
INTERNATIONALE DE FOOTBALL ASSOCIATION (FIFA) WORLD CUPT-.
WHEREAS, the City of Seattle is one of twenty-seven cities in the United States being
considered by the USA Bid Committee, Inc., to host the 2018 or 2022 Federation Internationale
de Football Association (FIFA) World CupT1; and
WHEREAS, the Greater Seattle area has attracted large, enthusiastic crowds for
professional matches since 1976, and this year the Seattle Sounders FC broke Major League
Soccer records for attendance and merchandise sales in their first season; and
WHEREAS, more than 125,000 young people actively compete in soccer matches in
Renton and around Washington State and the FIFA World CupT"" will provide Renton and the
Greater Seattle area with a unique opportunity to inspire new generations of soccer
enthusiasts, while promoting the region's commitment to recreation and sports; and
WHEREAS, the United States received an estimated $4 billion in economic benefits from
hosting the 1994 FIFA World CupT1, and soccer fans bring significant additional revenue to the
host cities' hotels; restaurants, and shops, in turn generating local tax revenue that can be re-
invested in public services such as parks and recreation programs and public safety ; and
WHEREAS, the Mayor and City Council share a common goal of promoting Renton and
the Greater Seattle region's stature, diversity, and economic vitality, which will be enhanced by
hosting the 2018 or 2022 FIFA World CupTM; and

WHEREAS, the 2018 or 2022 FIFA Confederations Cup, a major international
tournament in its own right, will also be played in the host cities' venues; and
WHEREAS, the Virginia Mason Athletic Center, located in Renton, has been selected as
one of four training sites where teams will train in preparation for their matches; and
WHEREAS, teams training at the Virginia Mason Athletic Center will establish Team Base
Camps in hotels near the facility; and
WHEREAS, FIFA will determine final host countries for 2018 and 2022 by December
2010 and, along with the USA Bid Committee, will determine final host cities five years prior to
the event; and
WHEREAS, the USA Bid Committee has established a petition drive at
www.GoUSABid.com and has stated that the number of residents of the area who have signed
the petition will be one criterion by which the number potential host cities will be narrowed;
and
WHEREAS, the effectiveness of Seattle's proposal will be enhanced by support,
cooperation and information -sharing between the City of Seattle and the cities in which training
sites and Team Base Camps are located;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above finding's are true and correct in all respects.
SECTION II. The City of Renton should assist the City of Seattle in its pursuit to host
the 2018/2022 FIFA World CupTm and market the Greater Seattle region, and the United States,
as an attractive host for an international soccer tournament; and

SECTION III. The City of Renton should work cooperatively with First and Goal, Inc.,
the owner of the Virginia Mason Athletic Center, to ensure the viability of the facility as a
training site for the 2018/2022 FIFA World Cup"'; and
SECTION IV. The City of Renton should work with its existing hotels and future hotel
developers to ensure that Renton hotel facilities are suitable, available and are eventually
selected as Team Base Camps for teams training at the Virginia Mason Athletic Center, and
SECTION V. The City of Renton should look for and pursue additional opportunities to
otherwise maximize the potential economic and cultural benefits to the. City by these and all
associated activities.

RESOLUTION NO.
A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, OPPOSING INITIATIVE
1033.
WHEREAS, Initiative 1033 ("1-1033") will be on the state-wide ballot in November; and
WHEREAS, 1-1033 would establish limits on the annual growth and revenue deposited in
state, county and general revenue funds with revenues above the limit rebated through
property tax reductions; and.
WHEREAS, 1-1033 could slow economic recovery by making 2009 recessionary revenues
the new baseline, which are local government budgets based upon the worst of times for
revenues for Washington State, its counties and cities; and
WHEREAS, the 2009 budgets, with their severe cuts, diminished services and eliminated
programs, would be the best that the citizens could hope for; and
WHEREAS, 1-1033 would severely limit Washington's ability to make long-term
investments in education, health care and economic security; and
WHEREAS, 1-1033 would create an unsustainable financial condition and strong
disincentives for local governments to accommodate non-residential development in their
communities, since revenues generated by economic development activities and funding to
accommodate that growth would rapidly reduce property tax revenues for those local
governments; and
WHEREAS, 1-1033's scope includes federal and state grants and charges for contracted
services, providing little incentive for the federal and/or state government to award grants to

Washington cities and counties since the granted funds will simply flow out as property tax
cuts; and
WHEREAS, 1-1033 would severely impact governments' ability to invest in infrastructure
that is critical to maintain a healthy economy and support economic growth and vitality;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The City Council of the City of Renton, Washington, opposes 1-1033.

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, SUPPORTING
INITIATIVE 1033.
WHEREAS, Initiative 1033 ("1-1033") will be on the state-wide ballot in November; and
WHEREAS, 1-1033 would establish limits on the annual growth and revenue deposited in
state, county and general revenue funds with revenues above the limit rebated through

WHEREAS, 1-1033 would permit the citizens to decide how fast government should
grow; and
WHEREAS, 1-1033 would bring back successful policies passed by the voters when they
approved 1-601, which put reasonable limits on governments' fiscal policies and limited growth
to the inflation rate plus population growth with increased tax revenues requiring voter
approval; and
WHEREAS, 1-601 worked very well for many years until the legislature established
loopholes in it removing many of 1-601's reasonable fiscal disciplines and policies resulting in
major budget deficits; and
WHEREAS, 1-1033 would return fiscal discipline by putting a reasonable limit on the
growth of government; and
WHEREAS, 1-1033 provides politicians with an excuse to say "no" to special interest
groups and encourages them to start prioritizing and reforming government;

RESOLVE AS FOLLOWS:

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE
MAYOR AND CITY CLERK TO ENTER INTO AN INTERLOCAL AGREEMENT WITH
KING COUNTY WATER DISTRICT NO. 90 FOR PROVISION OF WATER SERVICE
WITHIN THE CITY.
WHEREAS, King County Water District No. 90 ("the District") is a public agency
authorized by law to engage in furnishing water service; and
WHEREAS, the City and the District agree that the District shall provide water service to
specific areas of the City; and
WHEREAS, it is necessary to memorialize the terms and conditions under which the
District provides water service to areas of the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The Mayor and City Clerk are hereby authorized to enter into an
interlocal agreement with King County Water District No. 90 entitled City of Renton and King
County Water District No. 90 Interlocal Agreement for Provision of Water Service by District
Within City.

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING CHAPTER 1, ADMINISTRATION AND ENFORCEMENT; CHAPTER 4,
CITY-WIDE PROPERTY DEVELOPMENT STANDARDS; AND CHAPTER 11,
DEFINITIONS, OF TITLE IV (DEVELOPMENT REGULATIONS) OF ORDINANCE NO.
4260 ENTITLED "CODE OF GENERAL ORDINANCES OF THE CITY OF RENTON,
WASHINGTON", TO AMEND THE REGULATIONS REGARDING SIGN PERMIT FEES,
SIGN REGULATIONS AND THE DEFINITION OF "SIGN, REAL ESTATE" BY ADDING
DEFINITIONS FOR "REAL ESTATE SIGN KIOSK" AND "REAL ESTATE SIGN KIOSK
DIRECTIONAL PANEL".
WHEREAS, the City recognizes that real estate directional signs are a means of
wayfinding for potential home buyers in Renton; and
WHEREAS, the City recognizes that these real estate directional signs are typically
located within public rights -of -way along major thoroughfares at or near key intersections and
are oriented toward automobile drivers; and
WHEREAS, due to subdivision activity some areas of the City have become particularly
notable for these signs; and
WHEREAS, the Master Builders Association of King and Snohomish Counties represents
home builders and has proposed a Real Estate Sign Kiosk Pilot Program and has proposed a Real
Estate Sign Kiosk Pilot Program as a means of providing a uniform wayfinding system
throughout the City for new housing developments; and
WHEREAS, real estate sign kiosk programs instituted by municipalities in Arizona,
California and Nevada have operated successfully for over 20 years and have reduced or
eliminated visual clutter and the signs have been used as a wayfinding system long after the
homes have been sold; and

WHEREAS, the City seeks to set standards for real estate sign kiosks to provide a
uniform wayfinding system throughout the City for new housing developments;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES

No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington", is hereby
amended to read as follows:

Section; and subsections 136b, City Sponsored Signs; 136c, City Sponsored or Co -

SECTION IV. Subsection a of subsection 4-4-100C.16, Real Estate Signs, of Chapter 4,

Ordinance No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is
hereby amended to read as follows:
a. Any off -premises real estate sign, except open house, real estate directional,
and real estate sign kiosk signs.
SECTION V. Subsection 4-4-1001, Signs On the Public Right -Of -Way, of Chapter 4, City -
Wide Property Development Standards, of Title IV (Development Regulations), of Ordinance

amended to add a new subsection 5, to read as follows:
S. Real Estate Sign Kiosks: Subject to the requirements of subsection 12 of this
Section and subject to Chapter 9-2 RMC, Excess Right -of -Way Use.
SECTION VI. Subsection 4-4-1001.2.b, Off -Premises Real Estate Signs, of Chapter 4,
City -Wide Property Development Standards, of Title IV (Development Regulations) of Ordinance
No. 4260 entitled "Code of General Ordinances of the City of Renton, Washington" is hereby
amended by adding a new subsection iv, to read as follows:
iv. Real Estate Sign Kiosks:
(a) Permit Requirements: Sign and Excess Right -of -Way Use Permits
are required for installation of each kiosk. Individual real estate
sign kiosk directional panels and panel changes do not require a
permit. Fees for each kiosk shall be one hundred dollars
($100.00).
(b) Maximum Display Period: Permits for real estate sign kiosks shall
be issued for a limited period of time in twelve (12) month
increments. This period commences on November 8, 2009, and
will end sunset on November 8, 2012, unless extended by City
Council action. Permits shall not be issued beyond November 8
30, 2012, unless the maximum display period is extended by City
Council action.

(c) Allowed Use: Real estate sign kiosk directional panels on, a City
approved kiosk structure may be authorized for the purpose of
providing directional information to residential developments
with units for sale, lease, or exchange (including assisted living
developments) located only within the corporate limits of the City
of Renton.
(d) Allowable Sign Type: Kiosks shall be of a uniform style
throughout the City, shall be freestanding and non -illuminated,
and shall contain a maximum of ten (10) real estate sign kiosk
directional panels. Individual real estate sign kiosk sign directional
panels shall contain only the name of the subdivision or
residential development, or developer, or development logo, and
a logo(s) regarding an award, special certification, and a
directional arrow. Two of these real estate sign kiosk directional
panels may identify community/public facilities (city hall, library,
parks, districts, historic sites, etc.), at the discretion of the City.
One additional panel at the top of the real estate sign kiosk shall
identify the City of Renton.
(e) Permitted Size: Real estate sign kiosk directional panels shall be
five (5) square feet in total area and shall measure a maximum
five (5) feet horizontal length by one (1) foot vertical height.

(f) Permitted Locations: Sign panels shall be located on designated
kiosk structures within the public right-of-way. If available kiosk
structures will not permit adequate directional information, kiosk
structures may be approved on private property with the
permission of the property owner granted through an easement.
A kiosk location plan shall be prepared showing the site of each
kiosk and shall be submitted to the Planning Director for review
and decision with the sign permit applications.
(g) Maximum Number Per Intersection: A maximum of two (2) real
estate sign kiosks shall be allowed at any one (1) intersection and
only one (1) sign panel per development shall be allowed on each
sign face.
(h) Maximum Height: The kiosk sign structure shall not exceed ten
(10) feet from finished grade to the top of the title panel which
identifies the City of Renton.
(i) Design Standards: Colors, fonts, etc. shall conform to design
standards approved by the Planning Director.
SECTION VII. Subsection 4-4-100J.2.b.ii.(g), Maximum Number Per Intersection, of
Chapter 4, City -Wide Property Development Standards, of Title IV (Development Regulations) of
Ordinance No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington" is hereby amended to read as follows:

(g) Maximum Number Per Intersection: A maximum of two (2) real estate
directional signs shall be allowed at any one (1) intersection and only one (1) sign
per development shall be allowed at each intersection except that no real estate
directional signs shall be placed at intersections where an approved real estate
sign kiosk is situated.
SECTION Vill. Section 4-11-190, Definitions S, of Chapter 11, Definitions, of Title IV
(Development Regulations) of Ordinance No. 4260 entitled "Code of General Ordinances of the
City of Renton, Washington" is hereby amended so the definition of "Sign, Real Estate" is
amended to read as follows:
SIGN, REAL ESTATE: A sign advertising and/or directing individuals to the sale,
rent or lease of property.
A. Commercial Real Estate Banner Sign: A sign of any shape made of lightweight
fabric or similar material that is mounted to a building by any means, and
indicating that the property is for sale, rent, or lease. National flags, state or
municipal flags, holiday flags, or the official flag of any institution or business
shall not be considered banners.
B. Decorative Real Estate Flag: A portion of lightweight fabric or similar material,
supported by a vertical or horizontal staff, intended to flutter in the wind, and is
used to attract attention to any type of residential development for sale, rent, or
lease. National flags, state or municipal flags, holiday flags, or the official flag of
any institution or business shall not be considered banners.

C. Freestanding Real Estate Signs: Any type of nonilluminated freestanding sign,
indicating that the property on which it is located, is for sale, rent, or lease. This
sign type includes yardarm or ground signs.
D. Open House Sign: A nonilluminated type of portable sign comprised of hinged
panels configured in the shape of the alphabetic letter "A," no larger than thirty
two inches wide by thirty six inches high (32" by 36") per each sign face. The sign
text for an open house sign contains the phrase: "open" or "for sale" or "for
rent" or "for lease."
E. Real Estate Directional Sign: Any nonilluminated type of freestanding sign that
provides direction to property(ies) for sale, rent, or lease. Within the City Center
Sign Regulation Boundaries (as shown in RMC 4-4-100H3), real estate directional
signs may also include portable signs comprised of hinged panels configured in
the shape of the alphabetic letter "A."
F. Real Estate Sign Kiosk: A City -approved monument style sign in the public
right-of-way or on private property consolidating numerous real estate
directional signs and designed to reduce sign clutter.
G. Real Estate Sign Kiosk Directional Panel: A sign affixed within an approved
Real Estate Sign Kiosk indicating direction to various real estate developments.
SECTION IX. This ordinance is effective upon its passage, approval and thirty (30) days
after publication.
