Board of Park Commissioners Meeting
Tuesday, February 8, 2022, 4:30 pm

1. CALL TO ORDER
Chair Shun Takano called the meeting to order at 4:30pm.
2. ROLL CALL
Members Present: Cynthia Burns, Al Dieckman, Larry Reymann, Tim Searing, Shun Takano, and Marlene
Winter
Members Absent: Troy Wigestrand
City Staff Present: Cailín Hunsaker, Parks and Trails Director; Erica Schmitz, Parks Planning and Natural
Resources Director; Carrie Nass, Recreation Director, Interim, Alan Wyatt, Capital Projects Manager; Betsy
Severtsen, Capital Project Coordinator, and Roberta Graver Administrative Assistant
Marlene Winter motioned to excuse Troy Wigestrand, motion seconded, all in favor, motion carried.
3. APPROVAL OF AGENDA
Larry Reymann motioned to approve the agenda as presented, motioned seconded, all in favor, motion
carried.
4. APPROVAL OF MINUTES
Al Dieckman motioned to approve the January 11, 2022 minutes as presented, motion seconded, all in favor,
motion carried.
5. BOARD COMMUNICATION
Larry Reyman is on the Clean Economy Committee and they were wondering if the city will be holding an
Arbor Day event. Cailín shared that it will be held on Saturday, April 23rd, location is still to be determined.
This event will involve fewer volunteers than in the past. More details coming at March or April meeting.
Marlene Winter commented that King County does a really good job at maintaining the Eastrail section just
north of Coulon Park and asked if the board, or who would be interested, send them a thank you for their
efforts. Roberta offered to find and forward out a contact to the board members.
6. DISCUSSION / ACTION ITEMS
Coulon Projects Update – Alan Wyatt, Betsy Severtsen – Alan presented slides and information on the status
of current Parks Planning projects. Some projects are moving through the design and permitting stages and
now into construction. See attached presentation for details.
a. Coulon Trestle Bridge Project - Board member asked about signage for the closure of the
pedestrian trails in Coulon during construction. Alan confirmed that signage will be in place. Alan
will be working with the contractors because there’s a very tight and limited ‘in-water’ window to
comply with the environmental regulatory agency requirements for any work in the water during
November and December. Board member asked about the restoration of the beaver area north
of the trestle bridge. Alan says the construction plans are sensitive to this to minimize any impact
to the natural environment. Board member shared that there may be neighborhood concern if
the north-end pedestrian gate will [not] remain open after the construction. (Correction to add
the word “not” in previous sentence was approved by unanimous consent.)

Neighbors have voiced to the board member they would like the gate closed permanently. Alan
confirmed the trail will be closed at the north end at the restrooms, with the restrooms closed as
well.
b. Kiwanis Park Improvements – See presentation for details. Board member asked if there will be
public input into the project design. Alan stated that this project wasn’t a ‘master plan’ (like the
Sunset Neighborhood Park). There has been continued public concerns for ADA accessibility at
the park, so these have been addressed in the design process. The front entrance retaining wall
along Union Ave. has been designed for increased and safer accessibility, wider sight lines and
more connectivity to the community with new landscaping, lower retaining wall, and sloped
sidewalks for access. Board member asked about better signage directing patrons through the
neighborhood to the parking lot access. Alan says he will be working with Public Works Street
Maintenance for new signage. As skateboarder deterrent, notches in the Union Street low entry
wall will be used instead of attaching ‘clips’ that have been used in the past.
c. Philip Arnold Park Improvements – Among the many improvements, highlights include :
improving trails through the park (with mile markers), playground replacement, new picnic
shelters, new ball field, paved plaza, a Portland Loo, removing outdated activity building,
increased site lines, a boardwalk, new stormwater management, and new park signage. Board
member asked if there will be Grand Openings/Dedications after these multiple park projects are
compled. Yes, Erica and Alan’s team will be scheduling these.
d. Coulon North Water Walk Improvements – follow up to recent and ongoing improvements at
Coulon. See details in presentation. Highlights include that the walkway and picnic floats will

ADMINISTRATOR’S REPORT

a. Park Rules and Regulations Update - The updates to the rules and regulations are still under
legal review and will be presented at the March meeting.
b. Crime Statistics at Coulon – The Police Department provided a report of annual comparative

details. Board member inquiring about the statistics on the Cedar River Trail near the dog park.
Board member asked if the open space closer to the dog park could be opened for parking. Cailín
referred to the Tri-Park Master Plan stating that this area is reserved for active recreational
activity. Cailín will research potential parking use and report back at March meeting.
c. Security Cameras at Coulon Park – Adding cameras to areas at Coulon is on Facilities’ Capital
Projects list, but due to inadequate fiberoptics, the installation of camera and networking cabling
for the cameras and Coulon Parks shop will have to wait till sufficient funding and technology is
available. Cailín read a note from Information Technology dept stating that they have a
contractor who is working on permitting to install network cabling from City Hall to Coulon to
improve connectivity (for computers/printers/future cameras), but there is no timeline at this
point. She will update the board as new information on this becomes available.
d. Park Picnic Shelters are opening up April 1st to book reservations for the 2022 season.
e. Eastrail has recently been opened from Virginia Mason Athletic Center to Coal Creek area,
includes the completion of the May Creek trestle as well.
