SPECIAL Norma McQuiller, Neighborhood Coordinator, expressed her pleasure in
PRESENTATIONS working with residents in association with the Neighborhood Program. She
EDNSP: 2004 Neighborhood stated that the partnership between the City and the residents produces positive
Grant Awards results in the neighborhoods. Ms. McQuiller presented certificates of
appreciation to the 2004 Neighborhood Grant Award (second round) recipients
for neighborhood projects such as common area improvements, urban park
development, entranceway improvements, and traffic circle landscaping.
The eight grant recipients included Emerald Garden Homeowners Association,
Falcon Ridge Homeowners Association, Honey Creek Ridge Homeowners
Association, LaCrosse Homeowners Association, Maplewood Gardens
Neighborhood Association, Monterey Terrace Neighborhood Association,
Talbot Hill Neighborhood Association, and Winsper Homeowners Association.
In addition, Ms McQuiller announced that the Maplewood Glen Neighborhood
Association and Summerwind Homeowners Association received
administrative newsletter grants.
WSDOT: I-405/SR-167 Craig Stone, I-405 Project Manager for the Washington State Department of
Corridor Improvements Transportation (WSDOT), provided an update on the I-405 corridor and SR -
Update 167 interchange improvements. He reported that through the 2003 approved
statewide "nickel package" (funded by the five cent gas tax), the Renton area
receives $136,000,000 for these improvements. The funded improvements
include the addition of a northbound I-405 lane from West Valley Hwy. to the
SR-167 interchange, the addition of a southbound 1-405 lane from Maple
Valley Hwy. to SR-167, and the extension of the southbound HOV lane from
the SR-167 interchange. Stating that engineering has commenced for these

improvements and the environmental review has begun, Mr. Stone announced
an open house on 1/27/2005 at the IKEA Performing Arts Center on the
environmental issues associated with the proposed road improvements.
Continuing, Mr. Stone explained that the I-405 Master Plan is a 20-year vision
of multi -modal improvements to the I-405 corridor and arterials, stretching
from Tukwila to Lynnwood. The challenge involves taking the long-term
vision, breaking it into projects, and obtaining funding.
Mr. Stone described some Renton -area unfunded projects, which are part of the
overall master plan. One project entails replacing the SR-167 cloverleaf
interchange with direction ramps resulting in two interchanges for the City of
Renton at Lind Ave. SW and Talbot Rd. S. He pointed out that the subject
project options are being reviewed, including the potential widening of I-405 to
the south that would affect adjacent businesses and homes, and the
improvements to Benson Rd. S.
In regards to Renton Hill, Mr. Stone reviewed options for this area, pointing out
that I-405 will be widened to the west. He indicated that issues related to
access points to Renton Hill, including emergency vehicle access, will continue
to be reviewed. Mr. Stone also reviewed Liberty Park, Cedar River Park, and
City wells access issues. He noted that in order to obtain a defined solution, all
of these elements - Renton Hill, parks, and well access - have to work together.
Mr. Stone stated that funding is available to fully construct the nickel projects
and to carry out a five percent design of the previously discussed elements.
However, resources are not available to conduct a full environmental review
until another funding package is put forward. In conclusion, Mr. Stone
reported that WSDOT will continue to meet with the Renton Hill and Talbot
Hill communities, and keep residents up-to-date on the I-405 Corridor Program.
Noting the difficulty of this process, Mayor Keolker-Wheeler acknowledged
WSDOT's goal of ensuring that the designs for short-term improvements do not
negatively affect the long-term improvements and waste money.
PUBLIC MEETING This being the date set and proper notices having been posted and published in
Annexation: Lindberg, 138th accordance with local and State laws, Mayor Keolker-Wheeler opened the
Ave SE & SE 132nd St public meeting to consider the 10% Notice of Intent petition for the proposed
Lindberg Annexation, consisting of 10.11 acres, including the abutting street
right-of-way, located east of 138th Ave. SE (Duvall Ave. NE) and north of SE
132nd St. (NE 2nd St.).
Don Erickson, Senior Planner, reported that nine single-family dwellings exist
on this relatively flat site. The site is served by Fire District #25 and the
Renton School District, and is within the Renton water, Water District #90, and
Renton sewer service areas. Mr. Erickson stated that site's zoning under King
County is R-4 (four dwelling units per gross acre); and Renton's
Comprehensive Plan designates this area as Residential Single Family, for
which R-8 (eight dwelling units per net acre) zoning is proposed.
Mr. Erickson indicated that the annexation proposal is generally consistent with
Boundary Review Board criteria, noting that the City's boundary is interim
pending other annexations within its Potential Annexation Area. He reported
that the fiscal impact analysis indicates a surplus of $8,580 at full development,
and an estimated one-time park development cost of $35,383. He concluded
that the proposed annexation furthers City business goals, and is consistent with

Renton policies. Noting some potential flooding in the area, Mr. Erickson
suggested mitigation with future development.
Public comment was invited. There being none, it was MOVED BY LAW,
SECONDED BY NELSON, COUNCIL CLOSE THE PUBLIC MEETING.

LINDBERG ANNEXATION 10% NOTICE OF INTENT TO ANNEX
PETITION AND AUTHORIZE CIRCULATION OF THE 60% DIRECT
PETITION TO ANNEX, SPECIFYING THAT PROPERTY OWNERS
SUPPORT FUTURE ZONING CONSISTENT WITH RENTON'S
COMPREHENSIVE PLAN LAND USE DESIGNATION AND PROPERTY
OWNERS ASSUME A PROPORTIONAL SHARE OF THE CITY'S
EXISTING OUTSTANDING INDEBTEDNESS. CARRIED.
PUBLIC HEARING This being the date set and proper notices having been posted and published in
Annexation: Park Terrace, NE accordance with local and State laws, Mayor Keolker-Wheeler opened the
8th St & Duvall Ave NE public hearing to consider the 60% Notice of Intent petition to annex and R-8
zoning for the proposed 7.65-acre Park Terrace Annexation, including the
abutting street right-of-way, located east of Duvall Ave. NE and south of NE
8th St., if extended.
Senior Planner Don Erickson explained that the subject site slopes upward from
the southeast corner to the northeast corner at a three percent slope, and
contains 17 single-family dwellings on an existing 23-lot plat. He noted that
roadway improvements are likely in the future. Regarding the public services,
he stated that the site is served by Fire District #25, Water District #90, Renton
sewer, and the Renton School District.
Continuing, Mr. Erickson pointed out that existing King County zoning is R-4
(four dwelling units per gross acre). Renton's Comprehensive Plan designates
this area as Residential Single Family, and concurrent zoning is R-8 (eight
dwelling units per net acre). He indicated that the fiscal analysis revealed a
deficit of $2,646 at full development, assuming a potential of 23 single-family
homes and an assessed new home value of $350,000. The estimated one-time
parks acquisition and development cost is $19,477.
Mr. Erickson reported that the annexation proposal is generally consistent with
Renton policies and Boundary Review Board criteria. Some potential flooding
is possible in the area, and he suggested mitigation with future development. In
conclusion, he stated that the proposal serves the best interests and general
welfare of the City.

ADMINISTRATIVE Chief Administrative Officer Jay Covington reviewed a written administrative
REPORT report summarizing the City's recent progress towards goals and work
programs adopted as part of its business plan for 2004 and beyond. Items noted
included:
• The 3rd Annual Canine Candy Cane 5k Run or Walk was held on
December 1lth, with 175 dogs and masters participating in the activities.
• Currently, there is a problem at Boeing Field created by small glass beads
embedded in painted runway markings coming loose and lodging in the
engines of some Boeing aircraft. There will be some additional landings
and departures of 737 aircraft at the Renton Airport over the next several
days while this problem is being resolved at Boeing Field.
AUDIENCE COMMENT Jeff Davis, 10012 64th Ave. S., Seattle, 98178, stated that he represents the
Citizen Comment: Davis - Aircraft Owners' and Pilots' Association on Renton's Airport Advisory
Airport Runway Protection Committee, and commended the City for its land use actions pertaining to the
Zones Airport. He reported that the Airport community is taking active steps to be a
better community member, and the City and Airport community are working.
together in that regard. Mr. Davis pointed out that the Airport is a valuable
City asset, and despite a recent tragedy, the Airport has an excellent safety
record. He encouraged the City to address runway protection zones, especially
on the south end of the field, so as to enhance the safety of the Airport and
enhance economic growth and development of the City.
Citizen Comment: Johnson - Brian Johnson, 14509 SE 167th St., Renton, 98058, spoke on the topic of the
Fairwood Incorporation proposed Fairwood incorporation, noting the adversarial quotes in the
newspaper. He expressed his wish to be within a city, due to the decrease of
services from King County, and said discussions with affected community
members led to the determination that there was support for incorporation. Mr.
Johnson requested that the City review the information on the Fairwood
incorporation website (www.fairwoodtaskforce.org), and emphasized his desire
to be within a city, such as Renton, if the feasibility study proves that
incorporation is not viable.
Citizen Comment: Carras - Greg Carras, 15944 SE 177th St., Renton, 98058, said he is a member of the
Fairwood Incorporation Fairwood incorporation task force, and noted that information was gathered and
public meetings were held on the incorporation effort. Mr. Carras reported that
the community supports incorporation if financially viable, and explained how
the proposed incorporation boundary was determined. He noted the issues
surrounding the Cascade Vista area, which was not included in the
incorporation area, and proposed that the City and the task force work together
to address the deficiencies in this area.
Citizen Comment: Mandt - Marleen Mandt, 1408 N. 26th St., Renton, 98055, reported there is a lack of
Gene Coulon Park, Allowing safe places to walk dogs in the lower Kennydale area, due to the presence of
Pets traffic and bicycles. She requested that on -leash dogs be allowed on the
walking paths at Gene Coulon Memorial Beach Park and at Kennydale Beach,
and proposed a trial period during the winter months.

Renton about Airport noise, safety, and other aviation -generated issues. It can
be provided to Renton Airport -based pilots and businesses so that they are

by the City Council on 11/1/2004.
5. Referral 2040 - Design Guidelines in the Commercial Neighborhood Zone.
This matter will be addressed as part of a larger work program that will be
brought forward in 2005.

LINDBERG ANNEXATION PUBLIC MEETING
COUNCIL CONSIDERATION OF 10% NOTICE OF INTENT PETITION TO
COMMENCE ANNEXATION PROCEEDINGS
December 20, 2004
The City is in receipt of a 10% Notice of Intention to Commence Annexation Petition from
property owners in the proposed Lindberg Annexation area. This petition has signatures
representing 10% or more of the area's assessed value. The subject site is within Renton's
Potential Annexation Area and is designated Residential Single Family (RS) on the City's
Comprehensive Plan Land Use Map. It bordered by SE 132nd Street on its southern boundary
and 138th Avenue SE on its western boundary. The annexation site abuts City on its southern,
western and northern boundaries (see back of handout).
This site currently has King County's R-4 zoning and there are nine single-family detached
dwellings on it. Proposed future zoning would likely be Renton's R-8 (8 units per net acre).
Renton's zoning deletes critical areas and streets from a site's gross acreage whereas the
County's zoning does not. Also, the County's zoning allows both attached and detached units.
With the City's R-8 zoning, the 10.11-acre site could accommodate approximately 63 single-
family detached dwelling units, at full development versus 58 units under the County's.
Under state law, direct petitions to annex are initiated by property owners representing at least
10% of the annexation area's assessed value. Upon receipt the Council is required to hold a
public meeting with the proponents within 60 days to decide whether it will accept, reject or
geographically modify the proposed annexation. Reviewing departments of the City have raised
no objections to this annexation.
If the Council decides to accept this proposed 10% Notice of Intent Petition to Commence
Annexation, it will typically:
1. Authorize the circulation of a 60% Direct Petition to Annex, based upon petitions
achieving signatures representing 60% of the area's assessed value;
2. Decide whether to require the simultaneous adoption of zoning upon annexation
consistent with the City's Comprehensive Plan Land Use Map; and,
3. Decide whether to require property owners within the annexation area to assume their fair
share of the City's existing indebtedness.
The Administration is recommending that Council accept the 10% Notice of Intent Petition
and authorize circulation of a 60% Direct Petition to Annex.

December 20, 2004
The City is now in receipt of a certified 60% Direct Petition to Annex for the 7.65-acre Park
Terrace Subdivision annexation site. The City received the petition on September 16, 2004 and
under state law is required to hold two public hearings on future zoning, of which tonight will be
the first.
The annexation site abuts the City on its western and southern boundaries (see map on reverse
side). 138th Avenue SE (Duvall Avenue NE), if extended, would define its western boundary and
SE 120th Street (NE 8th Street), if extended, would define its northern boundary. It currently
consists of an existing plat of 23 lots of which an estimated 14 lots are developed with single-
family detached dwellings.
Council is holding tonight's public hearing to consider whether it wishes to accept the 60%
Direct Petition to Annex, and if so, whether it wishes to rezone the subject site from King
County's R-4 zone to Renton's R-8 zone, consistent with the City's Comprehensive Plan Land
Use Map designation shown for it. Petitioners have agreed that property owners within the
annexation site should assume their fair share of the City's outstanding indebtedness, and that
properties within the annexation site should be zoned consistent with Renton's Comprehensive
Plan.
The Administration recommends that Council accept the 60% Direct Petition to Annex for the
Park Terrace Subdivision annexation, and that it authorize the Administration to:
a. Transmit the Notice of Intent package for the annexation to the Washington State
Boundary Review Board for King County;
b. Prepare an ordinance effectuating the annexation if the Boundary Review Board approves
it; and,
c. Prepare a rezone ordinance in order to change the zoning on the subject site from the
County's R-4 zone to Renton's R-8 zone upon annexation.

COMMUNITY SERVICES DEPARTMENT
• Take some time this month to marvel at the lighting on the buildings, trees, shrubbery, and walkways that
produce the stunning visual effects of Clam Lights at Coulon Beach Park. The lights can be seen nightly from
dusk to 9:00 p.m. through January Is`.
• The 3rd Annual Canine Candy Cane 5k Run or Walk was held on Saturday, December 11"', at the Renton
Community Center. The event was a huge success with 175 dogs and masters participating in the activities, in
addition to donating two barrels of pet food to the Renton Food Bank to help those with pets in need.
PLANNINGBUILDING/PUBLIC WORKS DEPARTMENT
• Staff researched the Revised Code of Washington (RCW) for provisions on local authority to post and enforce
20 mph speed limits. The current law allows the posting and enforcement of 20 mph speed limits without the
need for legislative changes. Most jurisdictions historically have avoided using this provision of the law with
the exception of reduced speed limits in school zones. This is to emphasize that further speed reduction is
required in school zones, and for other reasons as well.
• Currently, there is a problem at Boeing Field created by small glass beads embedded in painted runway
markings coming loose and lodging in the engines of some Boeing aircraft. There will be some additional
landings and departures of 737's at the Renton Airport over the next several days while this problem is being.
resolved at Boeing Field.

The recommendation for approval of the referenced final plat is submitted for Council action.
Division H of the plat divides 14.2 acres into 31 single-family residential lots. The construction of
the utilities and street improvements to serve the lots is completed. All construction will be
approved, accepted or guaranteed as required through the Board of Public Works prior to the
recording of the plat. All conditions placed on the preliminary plat by City Council will be met
prior to recording of the plat.
STAFF RECOMMENDATION:
Approve Maureen Highlands Division H Final Plat, LUA 04-128, FP, with the following
conditions and adopt the resolution.
1. All mitigation fees shall be paid prior to the recording of the plat.
2. All plat improvements shall be either constructed or deferred to the satisfaction of the City
staff prior to the recording of the plat.

APPROVING FINAL PLAT (MAUREEN HIGHLANDS DIVISION H;
FILE NO. LUA-04-128FP).
WHEREAS, a petition for the approval of a final plat for the subdivision of a certain tract
of land as hereinafter more particularly described, located within the City of Renton, has been duly
approved by the Planning/Building/Public Works Department; and
WHEREAS, after investigation, the Administrator of the Planning/Budding/Public Works
Department has considered and recommended the approval of the final plat, and the approval is
proper and advisable and in the public interest; and
WHEREAS, the City Council has determined that appropriate provisions are made for
the public health, safety, and general welfare and for such open spaces, drainage ways, streets or
roads, alleys, other public ways, transit stops, potable water supplies, sanitary wastes, parks and
recreation, playgrounds, schools, schoolgrounds, sidewalks and other planning features that
assure safe walking conditions for students who walk to and from school; and
WHEREAS, the City Council has determined that the public use and interest will be
served by the platting of the subdivision and dedication;

FINDINGS, CONCLUSIONS & RECOMMENDATION
Having reviewed the record documents in this matter, staff now makes and enters the following:
FINDINGS:
1. The applicant, Harbour Homes, Inc., filed a request for approval of Division H (Phase 4), a
31-lot Final Plat.
2. The yellow file containing all staff reports, the State Environmental Policy Act (SEPA)
documentation and other pertinent materials was entered into the record as Exhibit No. 1.
3. The Environmental Review Committee (ERC), the City's responsible official, issued a
Determination on Non -Significance -Mitigated on July 31, 2001 for the subject proposal.
4. The subject proposal was reviewed by all departments with an interest in the matter.
5. The subject site is located at 6118, NE 0 Street - North Side of NE 4'h Street. The new plat
is located in Section 11, Twp. 23 N., Rng 5 E.
6. The subject site is a 14.2-acre parcel.
7. The Preliminary Plat (LUA-01-079) was approved by the City of Renton Council on
November 50i 2001.
8. The site is zoned Residential 5 DU/AC (R-5).
9. The Final Plat complies with both the Zoning Code and the Comprehensive Plan.
10. The Preliminary Plat was subject to a number of conditions as a result of both environmental
review and plat review. The applicant complied with the conditions imposed by the ERC:
■ The construction drawings comply with the recommendations made by the
geotechnical engineering report, by GeoEngineers, in their geotechnical study.
■ The Wetland Mitigation Plan has been adopted. Wetlands mitigation has been
provided.
■ The project complied with the 1998 King County Surface Water Design Manual, and
provided flow control Level 2 — for detention.
• The Transportation Fee will be paid prior to recording.
• The Fire Mitigation Fee will be paid prior to recording.
■ The Parks Mitigation Fee will be paid prior to recording.
11. In addition, the applicant has complied with the conditions imposed as a result of Preliminary
Plat:
■ Applicant complied with the above ERC conditions.
■ A Substantial Completion of Water Mains and Hydrants letter was received from
Water District # 90.
• The already created Maureen Highlands Homeowners Association will have the
referenced maintenance responsibilities. A Supplemental Declaration of Maureen
Highlands to the Declaration of Protective Covenants, Conditions, Easements and
Restrictions of Liberty Ridge declares Division Il of Maureen Highlands a member of
the Association. The Supplemental Declaration was reviewed and approved by
Development Services, and includes the referenced maintenance responsibilities.
■ Payment of Issaquah School District will be required prior to the issuance of any
building permit.
• A new public street connecting to NE 4`h Street has been provided.
■ Certification of minimum water pressure has been provided.
■ An Utility and Access easement along the eastern boundary of the subject site has
been granted to the Maureen Highlands plat
CONCLUSIONS
The Final Plat generally appears to satisfy the conditions imposed by the preliminary plat process
and therefore should be approved by the City Council.
RECOMMENDATION:
The City Council should approve the Final Plat with the following conditions:
1. All plat fees shall be paid prior to the recording of the plat.
2. All plat improvements shall be either constructed or deferred to the satisfaction of City staff
prior to the recording of the plat.

SUMMARY OF ACTION:
The changes made in the zoning map by City Council and Hearing Examiner action over the last year
need to be incorporated into the adopted zoning book and map. The major change this year is the
incorporation of the new zoning adopted as part of the Growth Management Act Comprehensive Plan
Update. Additionally, zoning was established in conjunction with five annexations.
The map book adoption is an annual task. The wall map and zoning book represent the same data in
two different formats.
STAFF RECOMMENDATION:
Approve the annual amendments to the zoning book and zoning map and present for first reading.

SUBJECT: Annual Zoning Map Update
ISSUE:
This is a request for adoption of the annual amendments to the City's zoning map. The action
before the Council is adoption of the map documents. An ordinance adopting the 2004 annual
amendments to the zoning map is attached.
RECOMMENDATION:
• Adopt the Revised Zoning Map Book and Revised Zoning Map dated December 20, 2004.
BACKGROUND SUMMARY:
The 2004 changes to the zoning map are completed and presented for Council adoption. Staff
is requesting that the City Council adopt the zoning map in two forms. The first is a map book
which shows zoning detail by sections of the City, and the second is a handout map that shows
the entire City at a glance. Both maps are derived from the identical data. Two maps are
needed so that "official" maps at both scales can be made available to the public. These re-
zoning actions were all previously approved by the City Council. These changes include the
following actions:
Zoning Changes
As part of the 2004 Comprehensive Plan Amendments a number of changes were made to zone
names and zoning categories were revised and updated.
• The Convenience Commercial (CC) designation and implementing zoning have been
changed to Commercial Neighborhood (CN).
• The Center Suburban (CS) Zone was changed to Center Village (CV) and retained for
the area within the Center Village Comprehensive Plan Designation.

• The Center Suburban Zones areas in the NE 3Td/4`h Corridor were changed to
Commercial Arterial (CA).
• The Center Neighborhood (CN) Zone was eliminated and areas with this designation
were changed to Commercial Arterial (CA).
• The Center Office Residential (CO) Zone name was changed to Commercial Office
Residential (COR).
• The new R-4 zone replaced the R-5 zone.
• The Residential Multi -family — Center Suburban, Residential Multi -family —
Neighborhood Center, and Residential Multi -family — Infill were consolidated into a
single Residential Multi -family designation and zone (RMF).
• Three parcels on Sunset Blvd were changed from R-8 to Commercial Arterial.
• The King County Health Department property on NE 4`h was changed from Light
Industrial (IL) to Commercial Arterial (CA).
Annexations
Additionally, zoning was established through five annexations:
• Bales Annexation
• Stoneridge Annexation
• Carlo Annexation
• Tydico Annexation
• Johnson Annexation
8.25 acres with R-1 zoning
28.8 acres with R-4 zoning
37.0 acres with R-8 zoning
9.61 acres with R-10 zoning
18.24 acres with R-8 zoning
Hearing Examiner Re -zones
• The P-suffix was added to the Kennydale Elementary School property denoting its
public ownership.
CONCLUSION:
Council adoption of the attached zoning book and map is recommended.

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
ADOPTING THE 2004 AMENDMENTS TO THE ZONING
CLASSIFICATIONS OF PROPERTIES LOCATED WITHIN THE
CITY OF RENTON.
WHEREAS, pursuant to Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington," as amended, and the maps and reports
adopted in conjunction therewith, property located within the City of Renton has been
zoned as various zoning classifications; and
WHEREAS, the Planning Commission held numerous public hearings and made
its recommendation to the City Council pertaining to re -zonings concurrent with
Comprehensive Plan Amendments; and
WHEREAS, the City Hearing Examiner held public hearings and made
recommendations to the City Council pertaining to re -zonings not requiring
Comprehensive Plan amendments; and
WHEREAS, the City Council held public hearings to consider zoning occurring
upon annexation of property to the City; and
WHEREAS, the City Council and the Planning and Development Committee
have held public meetings to consider the zoning classifications to be assigned to various
properties within the City of Renton; and
WHEREAS, the City Council established an amendment process as part of its
greater Growth Management Act process; and
WHEREAS, numerous individuals availed themselves of the amendment
processes; and
WHEREAS, the City Council having duly considered all matters relevant thereto,
and all parties having been heard appearing in support thereof or in opposition thereto;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. The above findings and recitals are hereby found to be true and
correct in all respects.
SECTION II. The zoning map attached hereto as Exhibit "A" on a single sheet,
and Exhibit `B" as a bound Map Book, are hereby adopted as the zoning map for the City
of Renton, and the zoning categories shown on these maps for the various properties
located within the City limits of the City of Renton are hereby designated as the zoning
designations for those properties. Rezone ordinances adopted after this ordinance shall
amend the official zoning map.
SECTION III. The Economic Development, Neighborhoods and Strategic
Planning Administrator is hereby authorized and directed to make the necessary changes
on the City's zoning maps, to evidence the adoption of the new zoning map.
SECTION IV. The City Clerk is hereby authorized and directed to file this
ordinance as provided by law and to keep a copy on file with the office of the City Clerk.
SECTION V. This Ordinance shall be effective upon its passage, approval, and
five (5) days after publication.

public hearing before the City Council on October 11, 2004, to consider adopting zoning code
modifications required to implement the policies of the Renton Municipal Airport Compatible
Land Use Program; and
WHEREAS, there was substantial involvement of the aviation community, the Renton
Airport Advisory Committee, federal, state and regional government agencies, and the general
population in developing the Renton Municipal Airport Compatible Land Use Program; and
WHEREAS, the Renton Municipal Airport Compatible Land Use Program meets or
exceeds the requirements of RCW 36.70.547, in which General Aviation Airports in the State of
Washington must discourage the siting of incompatible uses in the vicinity of the airport;

ADOPTING THE 2004 AMENDMENTS TO THE ZONING
CLASSIFICATIONS OF PROPERTIES LOCATED WITHIN THE CITY
OF RENTON.
WHEREAS, pursuant to Ordinance No. 4260 entitled "Code of General Ordinances of
the City of Renton, Washington," as amended, and the maps and reports adopted in conjunction
therewith, property located within the City of Renton has been zoned as various zoning
classifications; and
WHEREAS, the Planning Commission held numerous public hearings and made its
recommendation to the City Council pertaining to re -zonings concurrent with Comprehensive
Plan Amendments; and
WHEREAS, the City Hearing Examiner held public hearings and made
recommendations to the City Council pertaining to re -zonings not requiring Comprehensive Plan
amendments; and
WHEREAS, the City Council held public hearings to consider zoning occurring upon
annexation of property to the City; and
WHEREAS, the City Council and the Planning and Development Committee have held
public meetings to consider the zoning classifications to be assigned to various properties within
the City of Renton; and
WHEREAS, the City Council established an amendment process as part of its greater
Growth Management Act process; and
WHEREAS, numerous individuals availed themselves of the amendment processes; and

SECTION I. The above findings and recitals are hereby found to be true and
correct in all respects.
SECTION H. The zoning map attached hereto as Exhibit "A" on a single sheet,
and Exhibit `B" as a bound Map Book, are hereby adopted as the zoning map for the City of
Renton, and the zoning categories shown on these maps for the various properties located within
the City limits of the City of Renton are hereby designated as the zoning designations for those
properties. Rezone ordinances adopted after this ordinance shall amend the official zoning map.
SECTION M. The Economic Development, Neighborhoods and Strategic
Planning Administrator is hereby authorized and directed to make the necessary changes on the
City's zoning maps, to evidence the adoption of the new zoning map.
SECTION IV. The City Clerk is hereby authorized and directed to file this
ordinance as provided by law and to keep a copy on file with the office of the City Clerk.

(PAA), approved Sanitary Sewer Service Boundary, or within a Special Assessment District of
the City. Sanitary Sewer Service will only be granted to those parcels whose proposed
connection(s) meet(s) the following three Renton adopted land use dimensions:
a. Use allowed under adopted general land use category, i.e., residential,
commercial, office, or industrial;
b. Allowed residential density within adopted land use category; and
C. Allowed structure type and scale within adopted land use category, i.e.,
number of residential units per building.

ESTABLISHING THE PROPERTY TAX LEVY FOR THE YEAR 2005
FOR BOTH GENERAL PURPOSES AND FOR VOTER APPROVED
BOND ISSUES.
WHEREAS, the City of Renton has met and considered its budget for the calendar year
2005; and
WHEREAS, the City of Renton, after hearing and duly considering all relevant evidence
and testimony presented, determined that the City of Renton requires a regular levy in the
amount of $21,200,000, which includes an increase in property tax revenue from the previous
year, and amounts resulting from the addition of new construction and improvements to property
and any increase in the value of state -assessed property, and amounts authorized by law as a
result of any annexations that have occurred and refunds made, in order to discharge the
expected expenses and obligations of the district and in its best interest; and
WHEREAS, the City of Renton also has a voter -approved property tax levy for Senior
Housing Bonds and the debt service requirement on those bonds is $520,000 in 2005; and
WHEREAS, the City must levy this amount in order to discharge the expected expenses
and obligations of the bond;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. The regular property tax levy is hereby authorized for the 2005
levy in the amount of $21,200,000, which is a percentage increase of 2.5 percent from the
previous year.

purpose of paying debt service on voter approved Bonds for Senior Housing.

Sanitation) of Ordinance 4260 entitled "Code of General Ordinances of the City of Renton,
Washington" is hereby amended to read as follows:
Low -Income Seniors: A "low-income senior citizen" is defined as a person sixty-
two (62) years of age or older who resides in a single-family dwelling that is separately metered
for water usage, either as owner, purchaser, or renter, and whose total income, including that of
his or her spouse or co -tenant, does not exceed the annual income threshold for low-income rate
eligibility. The annual income threshold for eligibility for low-income rate shall be adjusted each
calendar year, using the Income Guidelines for King County as provided annually by the U.S.
Department of Housing and Urban Development (HUD). Any household with a disposable
income of thirty percent (30%) or less of the median household income for King County will be
eligible for a seventy five percent (75%) rate subsidy. Any household with an annual disposable
income between thirty percent (30%) and fifty percent (50%) of the King County median
household income is eligible for a forty percent (40%) rate subsidy. For the calendar year 2005
those figures shall be sixteen thousand three hundred fifty dollars ($16,350) or less per annum
for a seventy five percent (751/o) rate subsidy and between sixteen thousand three hundred fifty

dollars ($16,350) and twenty seven thousand two hundred fifty dollars ($27,250) for a forty
percent (40%) rate subsidy for single occupancy, and for double occupancy eighteen thousand
seven hundred dollars ($18,700) or less for a seventy five percent (75%) rate subsidy, and
between eighteen thousand seven hundred dollars ($18,700) and thirty one thousand one hundred
fifty dollars ($31,150) for a forty percent (40%) rate subsidy. For households with more than
two (2) individuals qualifying under subsection C of this Section, an additional five
thousand dollars ($5,000.00) is added to the income threshold per qualifying individual.
SECTION V. Section 8-4-31.C.4 of Chapter 4, Water, of Title VIII (Health and
Sanitation) of Ordinance 4260 entitled "Code of General Ordinances of the City of Renton,
Washington" is hereby amended to read as follows:
4. Low -Income Rates:
a. For those senior citizens and disabled persons who qualified as
economically disadvantaged and were on this low-income rate prior to August 1, 1994, the
following rates for water service relating to such single-family dwelling in which such eligible

excess is charged as provided in subsections A and B of this Section.
For those senior citizens and disabled persons who become eligible
according to the criteria in subsections C I and C2 of this Section after the effective date hereof,
the following rates for water service relating to such single-family dwelling in which such
eligible person or persons permanently reside:
(1) Two dollars sixty three cents ($2.63) per month, limited to nine
hundred (900) cubic feet of water per month, and for households with income thirty percent
(30%) or less of the median household income for King County; and six dollars thirty cents
($6.30) per month, limited to nine hundred (900) cubic feet of water per month for double
occupancy households with income between thirty percent (301/o) and fifty percent (50%) of the
median household income for King County.

Sanitation) of Ordinance 5043 entitled "Code of General Ordinances of the City of Renton,
Washington" is hereby amended to read as follows:
A. Disposal Rates: The monthly rates and charges for sewage disposal service shall
be as follows:
1. Single -Family: Thirteen dollars forty-three cents ($13.43).
2. All Other Users: A base charge of two dollars three cents ($2.03) plus one
dollar fifty-two cents ($1.52) per month for each hundred (100) cubic feet of water used, but not
less than thirteen dollars forty three cents ($13.43) per month.
3. Charges For Sewer Service Without City Water: In the event that water
obtained from sources other than purchased from the City is either discharged or drained into the
sewer system, users shall be charged by one of the two (2) following methods:
($13.43) per month.
a. For single-family residences, thirteen dollars forty-three cents
b. For other than single-family dwellings, the
Planning/Building/Public Works Administrator shall install a water meter into such private
water system at cost to property owners, and the method of billing shall be in compliance with
subsection A.2 of this Section.
SECTION VII. Sections 8-5-15.0 and D of Chapter 5, Sewers, of Title VIII (Health
and Sanitation) of Ordinance No. 4260 entitled "Code of General Ordinances of the City of
Renton, Washington' are hereby amended to read as follows:
C. Service Outside Of City: The rates to such special uses shall be one and one-half
(1-1/2) times the basic City water rates applicable to resident users for similar services plus any

monthly fees levied by King County Wastewater except that such exemptions and discounts as
provided in RMC 8-4-32 and subsections DA and D.5 of this Section shall likewise apply to
these rates.
D. Additional Charges: In addition to the foregoing charges specified in this Section,
the following rates shall be charged:
A charge of twenty five dollars sixty cents ($25.60) per month payable to
King County Wastewater for each single-family dwelling unit.
2. A charge of twenty five dollars sixty cents ($25.60) per month payable to
King County Wastewater for each seven hundred and fifty (750) cubic feet, or any fraction
thereof, of water used for all users other than single-family.
3. Any additional charges hereafter imposed by King County Wastewater
under the "Industrial Cost Recovery" or "Industrial Waste Surcharge" programs required under
the FWPCA (PL 92-500), Section 204, or as same may be amended hereafter, plus fifteen
percent (15%) thereof as an additional charge for the City's cost of implementing such programs.
4. Senior and/or disabled citizens who qualified under RMC 8-4-3 LC for
low-income rates prior to August 1, 1994, are eligible for the following rates:
a. Twenty five dollars sixty cents ($25.60) per month for King
County Wastewater sewer, and one dollar fifteen cents ($1.15) per month for City sewer charges
for a seventy five percent (75%) rate subsidy and two dollars nineteen cents ($2.19) per month
for City sewer charges for a forty percent (40%) rate subsidy.
b. Senior and/or disabled citizens who qualify under RMC 8-4-31.0
for low-income rates after August 1, 1994, are eligible for the following rates:

sewer and three dollars forty four cents ($3.44) per month for City sewer charges for a seventy
five percent (75%) rate subsidy, and eight dollars eight cents ($8.08) per month for City sewer
charges for a forty percent (40%) rate subsidy.
(2) For double occupancy households, seven dollars fifty four cents ($7.54) per
month for households with incomes between thirty percent (30%) and fifty percent (50%) of the
median household income for the City.
5. For those senior citizens sixty two (62) years of age or older and/or
disabled citizens, when such seniors and/or disabled citizens are not otherwise eligible for special
rates as low-income seniors and/or disabled citizens, but who qualify for property tax exemption
pursuant to RCW 84.36.381(5)(a) and are not residents of the City shall be exempt from the fifty
percent (50%) utility surcharge applicable to those customers not residents of the City. To
receive this exemption the applicant must provide the information required under RMC 8-4-
31.C.2.
SECTION VM. This ordinance shall be effective upon its passage, approval and 30
days after publication.

B. Discounted Rate: A discounted rate for parking in the long-term, card -accessed areas of
the garage and in City surface parking lots will be provided for any person or entity who lease(s)
three or more parking space(s) for at least a six-month period. The fees will be as follows:
The following group rates will apply, except as provided below.
$30.00/month per stall for leases of 3 to 50 stalls.
$20.00/month per stall for leases of the 5 1 " to 10& stalls.
For leasing of 101 stalls or more, the fee schedule shall be identical to the Metro
fee schedule, as shown in Section 2, below.
If a customer needs a replacement card because they either lost their card or broke it, they
will be charged a $20 replacement fee. The Finance Department will be able to waive this fee
for good cause, such as a broken card due to ordinary wear and tear.

$20.00/month for all stalls when the lease exceeds 261 stalls.

WHEREAS, the City of Renton wishes to provide to its citizens the most cost effective
services possible; and
WHEREAS, Washington State Law RCW 70.48.090 allows for contracting between
governments for jail services and requires that contracts: a) be in writing; b) give responsibility
to the governing unit for the operations for the jail; c) specify responsibility of each governing
unit involved; and d) include applicable charges and a basis for adjustments; and
WHEREAS, Washington State Law RCW 70.48.390 allows governing units to collect
booking fees from individuals being booked into jail; and
WHEREAS, in 2003 the Washington State Legislature revised Washington State Law
RCW 70.48.390 to allow for full cost recovery or $100, whichever is less;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON,
WASHINGTON, DO ORDAIN AS FOLLOWS:
SECTION I. A Jail Booking Fee of $64.83 will be assessed upon entry into the
jail from either agencies or individuals.
