LETTER OF AGREEMENT CAG-12-183
Effective: November 1, 2012
SUBJECT: Renton Airport Non-Directional Beacon (NDB) Monitoring and Malfunction
Notification
1. PURPOSE: To establish the responsibilities and procedures for the monitoring and
notification of a malfunction of the NDB located on Renton Municipal Airport (KRNT).
2. CANCELLATION: Renton Airport Non-Directional Beacon (NDB) Monitoring and
Malfunction Notification, dated April 24, 2004.
3. SCOPE: The procedures outlined herein are for use in the monitoring and
malfunctioning notification of the NDB when the RNT FCT is either open or closed. The
Procedures outline the coordination between RNT, TRACON, RPD, and Maintenance.
4. RESPONSIBILITIES: RNT FCT, TRACON, and the RPD share responsibilities to
ensure that the NDB is operational.
5. PROCEDURES:
a. Monitoring
1) The transmitter output power of the NDB is monitored by RPD Support
Service personnel located on the first floor of the Renton City Hall. The receiving
antenna for the remote monitoring device is located on the roof of City Hall.
2) An alarm is located in the service counter area. The location, sound, and
procedures concerning response, silencing, testing, etc. are specified by RPD
operating procedures.
3) The on-duty Controller in Charge (CIC) at the RNT FCT (when RNT FCT is
open), or TRACON personnel will inform the RPD immediately when a pilot
reports a possible NDB malfunction.
4) The RPD on-duty person, as specified by RPD operating procedures, is
responsible for making required notifications. Notification must be made when
the NDB alarm sounds, notification of a pilot reported malfunction is received
from RNT FCT, or TRACON, or when the NDB returns to service.

b. Duties
1) RPD:
a) Between 0700-1530 Lcl — Notify RNT FCT CIC, (206.764.6632), that the
NDB is in alarm and is considered out of service or that it has returned to
service. Notify Maintenance (425.430.7423), that the NDB is in alarm and is
considered out of service, or that RNT FCT or TRACON passed a pilot report
that the NDB is malfunctioning.
b) Between 1530-2000 Lcl from October 1 through April 30, or between
1530-2100 Lcl from May 1 through September 30 — Notify RNT FCT CIC that
the NDB is in alarm and is considered out of service or that it has returned to
service. Notify the Maintenance on-call person (see emergency callout list)
that the NDB is in alarm and is considered out of service or that RNT FCT, or
TRACON, passed a pilot report that the NDB is malfunctioning.
c) Between 2000-0700 Lcl from October 1 through April 30, or between
2100-0700 Lcl from May 1 through September 30 — Notify the TRACON CIC,
(206.214.4655), that the NDB is in alarm and is considered out of service or
that it has returned to service. Notify the Maintenance on-call person (see
emergency callout list) that the NDB is in alarm and is considered out of
service, or that TRACON passed a pilot report that the NDB is malfunctioning.
2) RNT FCT (or TRACON when RNT FCT is closed):
a) Inform the RPD immediately when a pilot reports a possible NDB
malfunction.
b) RNT FCT must relay all reports of NDB status changes to TRACON.
c) TRACON must advise RNT FCT of NDB status changes as soon as
possible.
d) RNT FCT (when open) or TRACON when RNT FCT is closed will
issue/cancel any Notice to Airmen (NOTAM) concerning NDB status.
3) Maintenance:
a) Will notify the Renton Airport Manager (425.430.7471) the time the NDB
was reported out of service.
b) Will notify the RPD (425.430.7500) and the Renton Airport Manager when
the NDB is repaired and returned to service.
