Earth Impacts: The project site is level with an approximate slope of 2—3 percent where work would occur. The soils are loose silty sa g ds. The project site is in an area of potential high hazard from seismic activity, as shown on City of Renton Sensitive Areas Maps. There are no indications of unstable soils at or near the project site and the proposed activity should reduce the hazard to the public from an existing structure that may be structurally unsound. Approximately 2,700 cubic yards of fill is proposed in areas that presently include the swimming pool, pump house, wading pool, and bathhouse foundation areas. The source of fill material is unknown, but if found to be suitable for this purpose,will probably be from cut areas of the Highlands Community Center Annex property located at 754 Edmonds Avenue NE in Renton. It is anticipated that approximately 95 to 100 percent of the site, now covered with impervious material, will be replaced with pervious icover. Due to loose silty soils and the possibility of utility lines and sidewalks being located in the area of the project site mitigation willi be required. This facility includes the main swimming pool, an adjacent bathhouse, a wading pool, an underground pump house, and all associated pavement, equipment, and furnishings not suitable for reuse. After demolition, it is proposed that the pool / pump house area and other below-grade areas be filled to elevations of existing surrounding grades and seeded or sodded for lawn areas. It is estimated that 2,700 cubic yards of non-structural fill (common fill) will be required for these previously excavated areas. The proposed site area, approximately 90 feet from the Cedar River's ordinary high water line at the shortest distance, is also located in Aquifer Protection Area (APA Zone 1), the Seismic Sensitive (High Hazard) Area, and Potential Wildlife Area (Open Space). From the river's ordinary high water line for approximately 25 feet, the bank is very steep. The next 15 feet is also steep, accommodating some retaining walls. The remaining 50' back to the edge of the project site from the river may be characterized as flat to gently sloping. Soils are generally unconsolidated silty sands. Liberty Park is an existing public park with sports fields and courts, tennis courts, play area, picnic areas, open lawn areas and the swimming facility as well as support facilities including restrooms, paved parking lots, and pathways. The Park and surrounding area is zoned.CA (P) and is designated "Employment Area Commercial" on the City's Comprehensive Plan Map. The Henry Moses Pool Facility was constructed in 1953 and is presently closed:to the public due to its age and condition. The pool tank was leaking water at the rate of 30,000.— 40,000 gallons per day resulting in consolidation of surrounding soils and undermining the pool's foundation. Since the pool facility is presently restricted from public access, demolition and restoration of the area to lawn will .create additional recreational space in Liberty Park. Impervious area will decrease by approximately 6/10th's of an acre. No other improvements are proposed as part of this project. Existing utilities will remain connected where necessary and abandoned and capped where applicable. No disturbance to existing off-site utilities is projected. A portion of the existing parking area adjacent to the project site may be utilized as Contractor's staging area during construction, but will be restored to existing condition at the completion of work. Because this project is expected to be of short duration, disruption to the parking area should be minimal. Vegetation removal from the site is limited to small areas of sod stripping that will be restored to lawn areas as part of the project. The estimated construction cost for this project is approximately$92,000.
