Grady Way CALL TO ORDER Mayor Pavone called the meeting of the Renton City Council to order at 7:00 PM. Mark Gropper, Renton Housing Authority, accepted the proclamation with appreciation. MOVED BY MCIRVIN, SECONDED BY PRINCE, COUNCIL CONCUR IN THE PROCLAMATION. CARRIED. ADMINISTRATIVE REPORT CAO Ed VanValey reviewed a written administrative report summarizing the City’s recent progress towards goals and work programs adopted as part of its business plan for 2022 and beyond. Items noted were: • Renton History Museum has been awarded a Heritage Sustained Support grant from 4Culture for $3,750 and a grant from the 4Culture Covid Recovery Fund for $37,400, a total of $41,150, to support museum operations. 4Culture is the King County heritage, historic preservation, and arts funding agency, granting hotel-motel tax money to support cultural organizations. Renton History Museum competed with almost 600 other applicants for these funds. The grants will support exhibits, programs, and volunteer training, as museum operations recover from the pandemic closure. • Preventative street maintenance will continue to impact traffic and result in occasional street closures. AUDIENCE COMMENTS • Jill Devenport, Renton, expressed opposition to the proposed asphalt plant to be located on SR 169. She also asked when the statement of opposition will be issued by Council. Mayor Pavone noted that the statement should be issued soon. CONSENT AGENDA Items listed on the Consent Agenda were adopted with one motion, following the listing. a) Approval of Council Meeting minutes of May 2, 2022. Council Concur. b) AB - 3125: Public Works Transportation Systems Division recommended approval of Local Agency Agreement Supplement No. 2 to CAG-15-006, with Washington State Department of Transportation (WSDOT) to accept the amount of $9,293,000 in grant funds for the construction phase of the Rainier Avenue S Corridor Improvements - Phase 4 Project; and all subsequent supplements necessary to complete the project. Refer to Finance Committee. May 9, 2022 REGULAR COUNCIL MEETING MINUTES c)AB - 3126: Public Works Transportation Systems Division recommends approval of Supplement No. 2 to CAG-18-125, with the Washington State Department of Transportation (WSDOT), in the amount of $2,514,500 for the construction phase of the Bronson Way Bridge -Seismic Retrofit and Painting Project (Transportation Improvement Project #15); and all subsequent supplements necessary to complete this project. Refer to Finance Committee. MOVED BY MCIRVIN, SECONDED BY PRINCE, COUNCIL CONCUR TO ADOPT THE CONSENT AGENDA AS PRESENTED. CARRIED. UNFINISHED BUSINESS a)Finance Committee: Vice Chair Pérez presented a report concurring in the staff in recommendation to approve the following payments: 1.Accounts Payable – total payment of $9,914,811.44 for vouchers, 10459-10461, 10463- 10469, 399606-399623, 399632-399727, 399729-399734, 399736-400018; payroll benefit withholding vouchers 6831-6841, 399624-399631, and 1 wire transfer. 2.Payroll – total payment of $1,653,115.13 for payroll vouchers that include 608 direct deposits and 13 checks. (4/1/22-4/15/22 pay period). MOVED BY PÉREZ, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. b)Finance Committee: Vice Chair Pérez presented a report concurring in the staff recommendation to approve the Port of Seattle's Economic Development Support Program Grant award of $120,000, with a city match of $60,000, and the Port of Seattle Tourism Marketing Support Program Award of $10,000, with a city match of $10,000 and to authorize the Mayor to sign both grant agreements. MOVED BY PÉREZ, SECONDED BY VǍN, COUNCIL CONCUR IN THE COMMITTEE RECOMMENDATION. CARRIED. NEW BUSINESS Please see the attached Council Committee Meeting Calendar. EXECUTIVE SESSION & ADJOURNMENT MOVED BY MCIRVIN, SECONDED BY PRINCE, COUNCIL RECESS INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(i) FOR APPROXIMATELY 30 MINUTES, WITH NO OFFICIAL ACTION TO BE TAKEN AND THAT THE COUNCIL MEETING BE ADJOURNED WHEN THE EXECUTIVE SESSION IS ADJOURNED.
