It is not possible to view the entire site frontage from a single viewpoint while driving on Monster Road SW. The driveway entries to the facility are located at the south and north ends of the site and cannot be viewed:simultaneously. Therefore, the existing ground sign at the south end of the property cannot be seen by traffic approaching the facility from the north. The unique topography of the subject site restricts the',ability to view the one existing sign at the south driveway when approaching the facility from the north on Monster Road SW. The strict application of the Sign Regulations would preclude the apOcant from installing a second freestanding sign for the north driveway entry, thus depriving the applicant of signage necessary to identify the business entry, which is a right and privilege that is enjoyed by other property owners in the vicinity and under identical zone classification. 2) That the granting of the variance will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone in which subject property is situated: There are no commercial or industrial businesses immediately surrounding the subject site. The Metro Waterworks Park is located to the east of the site and the Smurfit warehouse/distribution facility is located down the hill to the north. The proposed, additional freestanding sign at the north driveway entry would not adversely impact surrounding properties. The purpose statement of the Sign Regulations states: Signs are erected to provide information for the benefit and convenience of pedestrians and motorists and should not detract from the quality of urban environment by being competitive or garish. The proposed sign would aid customer and truck traffic to identify the north driveway entrance to the subject business, where the existing sign at the south driveway entry would not be visible to serve this purpose. The additional identification sign would therefore aid the public and customers in locating the facility and the increased visibility could improve traffic safety on Monster Road SW. Due to the absence of surrounding businesses an additional sign would not compete with other signage or add to visual clutter that could detract from the quality of the urban environment. While the code includes a limit of one sign per street frontage, it was not written to envision a condition where the one sign would not provide four adequate visibility/identification along the same street frontage. 'The second sign is thus necessary to identify the business to passing customers and for truck deliveries. The granting of a variance would provide relief from the strict interpretation of the code in response to the unique topographic conditions, as opposed to a grant of a special privilege. There are few other properties that have similar topography and a comparative situation. Therefore, approval of the requested variance would not be inconsistent with the limitations upon uses of other properties in the vicinity and Zone in which the subject property is situated. 4) That the approval as determined by the Board of Adjustment is a minimum variance that will accomplish the desired purpose: The proposed sign has a total sign area of 40 square feet (each side is 20 square feet) and is designed to 'match the size and graphics of the existing sign. Counting the existing, identical sign at the south driveway entry, the two signs on the site would have a total sign area of 80 square ` feet. Based on the site's linear street frontage, the sign code would allow a freestanding sign up to 300 square feet in sign area. Therefore, he total area of the two signs would be significantly less than the sign area for one sign as permitted by code. The proposed ground sign is minimal in terms of sign area and sign height to provide for the clear identification of the business and the driveway entry. The applicant could instal a wall sign that identifies the business; however, a wall sign would not aid truck deliveries in locating the driveway entry. The applicant plans to utilize only half the area of the proposed sign to identify the Seattle Coffee Company, saving the other half of the sign for a future building tenant. C. VARI ANCE CRITERIA City;of Renton Development Regulations Section 4-9-250B5 — The Board of Adjustment shall have authority to grant a variance upon making a determination, in writing, that the conditions specified below have been found to exist: 1. ' That the applicant suffers undue hardship and the variance is necessary because of special circumstances applicable to subject property, including size, shape, topography, location or surroundings of the subject property, and the strict application of the Zoning Code is found to deprive subject property owner of rights and privileges enjoyed by other property owners in the vicinity and under identical zone classification: The subject site is located at the crest of a hill, and the building straddles the hill. It is not possible to view the entire site frontage from a single viewpoint while driving on Monster Road SW SW. The driveway entries to the facility are located at the south and north ends of the site and cannot be viewed simultaneously. Therefore, the existing ground sign at the south end df the property cannot be seen by traffic approaching the facility from the north. Traffic coming from the south could also easily miss the north driveway without an identifying sign. The topography thus limits the visibility of signage to traffic on Monster Road SW. The intent of limiting commercial/industrial businesses to one freestanding sign per street frontage is to limit the number of signs that are visible along a single street frontage. The unique topography of the subject site restricts the ability to view the one existing sign at the south dr;veway when approaching the facility from the north on Monster Road SW. That the granting of the variance will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone in which subject property is situated: There are no commercial or industrial businesses immediately surrounding the subject site. The Metro Waterworks Park is located to the east of the site and the Smurfit warehouse/distribution facility is located down the hill to the north. The proposed, additional freestanding sign at he north driveway entry would not adversely impact surrounding properties. The purpose statement of the Sign Regulations states: Signs are erected to provide information for the benefit and convenience of pedestrians and motorists and should not detract from the quality of urban environment by being competitive or garish. The proposed sign would aid custdmer and truck traffic to identify the north driveway entrance to the subject business, where the existing sign at the south driveway entry would not be visible to serve this purpose. The additional identification sign would therefore aid the public and customers in locating the facility and the increased visibility could improve traffic safety on Monster Road SW. Due to the absence of surrounding businesses an additional sign vs/ould not compete with other signage or add to visual clutter that could detract from the quality of the urban environment. The proposed ground sign would match the si a and graphics of the existing sign. The sign code prohibits sign ge within 20 feet of intersections or driveways that obscures vision between the height of 3 to 10 feet of the street or driveway grade (i.e., ' "clear vision area"). The proposed sign location meets this standard and would not obscure or impair visibility within the clear vision area. The proposed sign would not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity and zone in which subject property is situated. 3. That approval shall not constitute a grant of special privilege inconsistent with the limitation upon uses of other properties in the vicinity and zone in which the subject property is situated: The topography of the site is en unusual circumstance or condition of the property that may justify the applicant's request for a second, additional sign to identify the business(s) on the site. While the code includes a limit of one sign per street frontage, it was not written to envision a condition where the one sign would not provide for adequate visibility/identificatio along the same street frontage. The second sign is thus necessary to identify the business to passing customers and for truck deliveries. The granting of a variance would provide relief from the strict interpretation of the code in response to the unique topographic conditions, as opposed to a grant of a special privilege. There are few other properties that have similar topography and a comparative situation. That the approval as determined by the Board of Adjustment is a minimum variance that will accomplish the desired purpose: The proposed sign has a total sign area of 40 square feet (each side is 20 square feet) and is designed to match the size and graphics of the existing sign. Counting the existing, identical sign at the south driveway entry, the two signs on the site would have a total sign area of 80 square feet. Based on the site's linear street frontage, the sign code would allow a freestanding sign up to 300 square feet in sign area. Therefore, the total area of the two signs would be significantly less than the sign area for one sign as permitted by code. The proposed ground sign is minimal in terms of sign area and sign height to provide for the clear i1entification of the business and the driveway entry. The applicant could install a wall sign that identifies the business; however, a wall sign would not aid truck deliveries in locating the driveway entry. The proposal may be considered the minimum variance necessary to accomplish the objectives of the applicant. D. RECOMMENDATION Staff recommends approval of the requeste1 variance from Section 4-4-100.E.5.a.i of the City of Renton Sign Regulations. The variance approval would allow a second freestanding sign along the site frontage of Monster Road SW, in lieu of regulations limiting the number of signs to one freestanding sign per street frontage. Currently the site is zoned "Industrial Median"like it's surrounding neighbors. The site is a distribution center for Seattle's Best Coffee,Inc. The property sits on a steep and lyindy hill with limited site distance. Dwinell's is'requesting the permission to install di additional double-faced twenty square foot non-illuminated sign. The first and already permitted sign located at the South entrance is of the same size,composition, and graphical layout,the same display(permit#S990155). The estimated retail value of this project is $1,200.00. The proposed location of the display is the North truck entrance,which currently is an undeveloped area so no landscaping removal is necessary.,Upon receiving the building permit,the City of Reton requested that a third lane be added to the road to serve as a truck lane at th expense of Seattle's Best Coffee,which has been done. An additional sign is necessary for the above noted property due to lack of visibility Monster Road provides. The subject property consist of two entrance's, a customer and staff entrance located on the South end of the property and . truck/unloading entrance on the North. The proposed is to help direct traffic into the truck entrance off of Monster Road. Seattle's Best Coffee only has one street frontage;therefore is restricted by code to one sign. The truck entrance could easily be missed due to the traic, speed of traffic,and limited site distance Monster Road provides,which could be a hazard. The proposed has been designed to identify e property and direct traffic in a discrete fashion. Being an non-illuminated display composed f°� acid washed steel and vinyl graphics is a subtle addition to the property. In addition,the "industrial"theme of the display provides visual harmony with it's surroundings. The proposed has also been designed to mee 1 all restrictions set forth by the City of Renton. The visibility triangle has been taken in consi a eration and the size of the display meets all given guidelines. The proposed is the absolute minimum being requested to identify the property, to notify citizens of the entrance,and avoid potentially hazardous situations.
