Popp Associates Transportation - Civil Engineers (2061454-6692 INTRODUCTION The following report provides an assessment of potential traffic impacts of the future VIP's Mexican food restaurant, a 8,751 sq.ft. facility, to be located on a 59,188 sq.ft. lot on the northwest side of the intersection of Rainier Avenue S. and SW Grady Way in Renton. The vicinity location of the proposed project and the project site plan are illustrated in Figures 1 and 2, respectively. EXISTING CONDITIONS Surrounding Street System The streets surrounding the project site consist of Rainier Avenue S. , S.W. Grady Way, Lind Avenue S.W. and S.W. 7th Street. Adjacent to the project site, Rainier Avenue S. is a 7-lane roadway classified as a "principal arterial" and S.W. Grady Way is a five-lane roadway classified as a "minor arterial " to the west of Rainier Avenue and as a "principal arterial " to the east of Rainier Avenue. Lind Avenue S.W. and S.W. 7th Street are classified as "minor arterials. " The significant intersections , Grady with Rainier and Grady with Lind, are both signalized. TRAFFIC VOLUMES AND LEVEL-OF-SERVICE Existing average weekday traffic (AWDT) and PM peak hour volumes from the City of Renton are displayed on Figure 3. The traffic volumes shown are well within the ranges normally associated with similar roadways of respective "principal arterial " and "minor arterial" classifications. The AWD traffic counts are for the year 1982 AWDT data whereas the manual intersection counts were conducted on 7/1/81 at Grady and Lind and on 4/2/81 . at Rainier and Grady. _ A review of 1982 machine count data indicated little or no growth thus the 1981 manual count data was considered to adequately reflect existing count volumes. Intersection Level-ofService (LOS) calcuations using the PM peak hour counts were performed for the two intersections in the area where the proposed project's traffic impacts might be a consideration. The "Webster" analysis method was used. The resulting LOS estimates are shown in Table. I , below. Level-of-Service (LOS) is a term used by transportation-traffic engineers and planners to describe arterial operating conditions as those conditions are affected by traffic volume, and street capacity. LOS is defined in terms of quality of traffic flow with "A" being the best and "F" The worst. LOS C-D is normally used for planning and design purposes since it is generally considered an acceptable LOS range in urban area. TABLE I PM PEAK HOUR LEVEL-OF-SERVICE V/C Intersection Ratio LOS S.W. FUTURE CONDITIONS Planned and_Programmed Improvements The City. of Renton's Six-Year Transportation Improvement Program (1984-1989) in the vicinity of the project site includes the following projects (by item number) #1 . Grady Way Bridge Replacement -. Bridge replacement (joint with Tukwila) construction. $8,219,000. 1984, 1985, .1986. #5. SW Grady, Lind to Longacres Drainage, paving, curbs, sidewalk, Traffic Access Analysis , page 3. illumination, channelization , P-1 BR.56 ' roadway taper w/half to 44' . $1 ,500,000. 1984. #14. Lind Ave. SW 16th to SW Grady - Drainage, paving, curbs , gutter, sidewalk, illumination , signal , channelization, bike route, landscaping, FAI-405 Bridge, roadway. $2,400,000. 1984. f15. Rainier and S.Grady Way Intersection - Add new eastbound right turn lane to freeway on-ramp. $150,000. 1985. #16. SW 16th, Lind Ave. to Monster - Drainage, paving, curbs, gutters , sidewalks, illumination, channelization, bridge and roadway. $2,000,000. 1985. #18., #19, #20. Oakesdale, SW 34th to Sunset - Grading, drainage, paving, curbs , sidwalk, guter, illumination, signals , bike route, channel- ization, landscaping, bridges, roadway. $16,500,000. 1986, 1987, 1988, 1989. In addition to the above projects , the City of Renton currently has planned the extension of Powell Avenue SW to Grady Avenue with signalization of that inter- section. That project and most of the above improvements contained in the six- year plan would have their major influence in the immediate vicinity of the VIP's study area in regard to future development and traffic growth patterns and will be discussed below under "Future Traffic Growth and Level-of-Service. " Of direct concern to the intersections impacted by the VIP's project are project #5 (which would create a five-lane section on the west leg of the Grady/Lind intersection) , .project #14 (which would create a five-lane section on the south leg of the Grady/Lind intersection) and project #15 (which would add an east- bound right-turn lane on the west leg of the Grady/Rainier intersection) . The Traffic Access Analysis , page 4. effects of these projects are discussed below under "Levels-of-Service with Project. " TRIP GENERATION AND DISTRIBUTION Average weekday and PM peak hour trip generation ratea for the proposed 8,751 sq.ft. VIP's restaurant were calculated based on trip rates developed from national data in the Institute of Transportation Engineers ' 1979 Trip Generation report for a"high turn-over, sit-down restaurant. " Such restaurants are described in the report as ones "with turn-over rates of generally less than one hour" and "usually moderately priced and frequently belonging to chains. " The trip reates are presented below in Table 2. The project's PM peak hour volumes were distributed to the surrounding street system. based on existing traffic patterns at the intersections of Grady Way with Rainier and .Lind Avenues. Although other access alternatives were examined, this study .focuses .on the major accesses to the site being provided as shown in the site plan (Figure 2') via Grady. Way with a "right-turn only" driveway located 400 feet west of the intersection -of Grady/Rainier and a driveway permitting left Traffic Access Analysis, page 5. turns located another 326 feet further to the west. It was estimated that approximately 23% of the project traffic would access the project via S.W.7th Street through the shopping center to the immediate north of the project and that approximately 12% of the shopping center traffic would access through the new project driveway on Grady. Trip generation rates were calculated for the shopping center based on total square footage. The amount of shopping center traffic which is estimated to divert to the new project driveways is 81 PM peak hour vehicles which is practically equal to the total project trip generation. Project and shopping center traffic assign- ment is shown on Figure 4. The level-of-service analysis traffic volumes consisting of existing traffic volumes, plus project traffic, plus re- routed commercial area traffic are displayed on Figure 5. Level-ofService with Project Using the Figure 5 traffic volumes PM peak hour level-of-service (street capacity) calculations were performed for the project driveways and for the intersections of Grady/Rainier and Grady/Lind. The LOS calculation for the project's west driveway is conducted with and without a left-turn acceleration lane .on Grady for out-bound left turns. The intersection of Grady/Lind was analyzed both with-and-without proposed improvements (items #5 and #14 in the Six-Year Plan) and the intersection of Grady/Rainier was analyzed both with-and-without the addition of an east-bound right-turn . lane (item #15) . . With improvements the Grady/Rainier intersection is estimated to operate within a middle LOS D range and Grady/Lind is calculated to operate at LOS A. It should he noted that comparing the intersection V/C ratios in Table 3 to those in Table I shows a very small change due to the project. Future Traffic Growth and Level-of-Service The normal difficulties of making future traffic projections are compounded in the case of this study area due to various major development proposals in the project vicinity and due to a number of major street projects in the area (see Planned and Programmed Improvements) that, depending on when or if implemented, could divert significant volumes of traffic either to . or away from the study area. Grady Way east of Rainier Avenue S. varying from 15,000 vehicles a day to 30,000 depending on various possible traffic assignment assumptions. Thus, it was determined in discussions with the City Traffic Engineer that the most appropriate approach within the parameters of this study was to determine the maximum possible traffic volume on S.W. Grady Way based on intersection restraints and then calculate the driveway levels-of-service. Since the maximum volume on Grady Way at this location would he determined by the maximum throughout at the intersection of Grady/Rainier, calculations were performed to determine the traffic volume that would saturate that inter- section. To create the "worst case" situation on Grady, all the additional capacity for the intersection was added on to Grady Way. The saturation level for the intersection was calculated with the assumption of the addition of an east-bound right turn lane. The resulting traffic volumes are shown on Figure 6. Level-of-service calculations were performed for the project driveway using the above traffic volumes and are shown in Table 4 below. As seen in the Table above, the project west driveway w/o left turn accelera- tion lane is calculated to function at a low level-of-service utilizing saturation volume estimate on Grady Way. However it should be noted that the signals at Rainier and Lind provide regular gaps which are not taken into account in the analysis technique utilized, thus level-of-service would probably be better than that estimated. Discussion of Alternative Access Configurations The foregoing analysis assumes the proposed site plan access configuration as shown on Figure 2 of this report since this plan represented some give- and take between VIP's representatives and the City. Other concepts debated have included: a) westernmost driveway alinement with Maple Avenue in combination with future signalization, b) full access at the first driveway, c) the proposal plus a right-turn only access on Rainier, d) the proposal less the left turn access on Grady, e) the proposal less access to the shopping center, f) a realigned Maple closer to the project site with signalization and a continuous road through to the shopping center, g) the proposal with realigned western driveway closer to VIP 's plus conversion of Grady to two-way left turn lane operation in a portion of its length. This is depicted in Figure 7. . Of the alternatives considered the ones which eliminate. left turn access from Grady are unacceptable to VIP 's. These have been dropped from consideration as this analysis suggests that mid-block volumes on Grady will never be high enough to preclude left turn access. This is especially true if there are two-way left turn lane modifications implemented. • Traffic Access Analysis, page 9. - In the long range future the best solution might be alternative (f) but this is dependent on coordinated actions involving large as yet undefined developments on both sides of Grady and including the shopping center. Alternative (g) appears to satisfy both near term and long term needs as this alternative could readily adapt to alternative (f) if a coordinated development plan became a reality. The Maple intersection alternative (a) results in a potential signalized intersection which is considered too close to Lind Ave. for efficient inter- section operations. Furthermore this alternative results in unnecessarily circuitous travel for the project traffic. Conclusions 1 ) The maximum expected (saturation) mid-block volumes on Grady will allow left turn access to and from the site. 2) Providing left-turn-out access at the proposed site plan location seems unnecessarily circuitous for the project traffic and not compatible with the existing channelization on Grady. 3) Conversion of the present channelization on Grady Way to a two-way left-turn lane configuration between Lind Ave. and Rainier is quite feasible and beneficial for local access. Effects on Grady Way operations are not expected to be detrimental and may even enhance the west to south left turn operations at Lind Avenue as these currently queue past the present storage lane limits. 4) Under the two way left turn lane concept the westernmost. project driveway could be located at a point approximately midway between the site plan's western and eastern project driveways minimizing thus any potential Traffic Access Analysis , page 10. conflicts with Maple Ave. traffic (See Figure 7. ) 5) Provision of access to the shopping center from Grady is beneficial for local circulation and adjacent intersection operations . Future planning should enhance this connection possibly including realignment of Maple. 6) Other beneficial actions include addition of an east bound right turn lane on Grady at Rainier and improvement of the south leg of the Lind/ Grady intersection. Dear Mr. Kaufman: The purpose of this letter is to appeal the imposition of certain conditions attached to the ERC decision referred to above and specified as follows: NO. 1 'Twelve (12) feet width of property along the east property line shall be dedicated to the city for—future expansion of Rainier Ave. S. to allow a right turning lane onto S.W. Grady Way.' a . ) According to Transportation Engineer, William E. Popp' s analysis, he did not recommend this right turn lane as a necessary improvement at the Grady Way and Rainier Avenue intersection. Our subsequent discussion with Mr. Popp indicated that the right turn volumes are very low, and do not warrant separate right turn lanes. b. ) In addition, a substantial amount of property would be required to the North of the subject site which may not be available due to existing development . For the lane to be effective , the lane would have to extend past the end of the through queues, which are exceedingly long today. NO. 2 "Left turn movements shall be permitted at the intersection of Maple Avenue S.W. and S.W.
