CAI.I.TO ORDER Vice-Chair Kim Unti called the meeting to order at 5:37 p.m. In Attendance Members: Laurie Beden, Lynne King, Erica Richey, Kim Unti City Staff: Maryjane Van Cleave, Margie Beitner KCLS Staff: Amy Eggler, Melissa Munn II. APPROVAL OF AGENDA Lynne King made a motion to approve the agenda as presented. Laurie Beden seconded. All were in favor, motion carried, agenda approved. III. APPROVA�OF MINUTES Laurie Beden made a mation to approve the February 2017 minutes as presented, Lynne King secanded. All were in favor, motian carried, minutes approved. IV. ORAI.COMMUNICATIONSJPUBLIC COMMENTS None. V. KCLS REPORT/Amv E��ler Amy Eggler provided an update report for KCLS via email to board members for their review prior to the March meeting. Laurie Beden asked Amy Eggler if she was going to present to City Cauncil. Amy indicated she will be presenting ta Council next Monday (March 20) under public comments. Amy also mentianed that the KCLS Legislative Day is next Thursday, March 23 and extended an invitation to all board members. New Library Code of Conduct and Security: Amy intraduced Melissa Munn, KC�S Community Conduct Coordinator to the board with discussion fallowing on the new Library Code of Conduct and Security. Melissa reported that the code of conduct was reviewed and revised last year{2p16). The Library has internal documents and guidelines on how to manage behavior issues. There are basically twa types of inethods for managing behavior issues: (1) Ban and (2} Trespass. KCLS management asked for input from the community and staff as to what they considered unsafe behavior and how this was managed. This input and research helped management to develop the revised Rules af Canduct. KC�S has chosen to keep broad rules giving more authority to staff to manage individual behaviors based on the given situation. H:\Boards and Commissions\�i6rary Board\2017\2017 MAR\2017 03 Minutes.doc City of Renton �ibrary Board Minutes March 15,2Q17 Page 2 of 6 The basic rules of conduct can be summarized as follows: 1) Don't be disruptive ar unsafe, be respectful. 2) Don't damage property (KCLS or personal property) 3) No Illega) activity 4) Comply with Staff Direction KCLS has made changes to keep the language used in the code of conduct more positive, by doing this the staff feels they are setting expectations for behavior. They have developed a new brochure to hand out to the public and provide guidelines on how to manage patron's behavior. (When they researched with their staff there was no consistency in how librarians were dealing with specific behaviars, they were loaking far more structure.) To fit with the more positive language and guidelines, staff's first assumption is that the library patron does not know that the behavior is not allowed. Thus the first step is to inform the patron that the behavior is unacceptable and what the consequence is if it is not stopped; the "Warn" Phase. Lynne King asked how KCLS enforces the code of conduct among libraries. Melissa and Amy explained far instance if a person is banned it is just for ane library. The person has the option to use other Libraries. They want to see the patron be able to use the library as long as they adhere to the rules of conduct and be productive. Staff will problem solve as necessary, but hope to allow those people to continue to use the library services and correct the behavior. When a patron is trespassed, law enforcement is involved. The Police are called and they issue a card trespassing the person from all KCLS libraries. Generally this would be for a one- year period and it applies system wide. Renton Police will allow the time frame to be requested by library staff(decision made by management team at KClSJ. laurie Beden asked for clarification between what a ban means vs. a trespass. Ban is a local decision made by KCLS management staff. Trespass involves the Police and is system wide. Erica Richey asked what kinds of behavior would fall under trespassing a patran. Melissa and Amy provided an example: for instance an "open container" may or may not be a trespass depending on what behavior is being demonstrated. However,things like physical assault, drug use,theft, and thase types of escalated behavior would not be tolerated and a trespass would be issued. Kim Unti inquired as to the number af people who have been trespassed. KCLS reported that approximately 120 people (within the 48 Branches} cannot go ta any of KCLS Libraries. Melissa Munn noted that Palice provide photos, andjor they can ask Law Enforcement to take photos. KC�S has an internal data base for trespassed persons and a separate data base far those banned from specific locations. Then KCLS Staff from Renton would call the Police and have them issue a trespass for Renton. (Law Enforcement from one region do not necessarily recognize a trespass issued by another jurisdiction.) Rmy Eggler also noted that the staff hears complaints from the patrons regarding appearance of other library users, peaple sleeping in the library, or apparent homeless status. The response from KCLS staff is that the library has a code of conduct—they do not judge the person on appearance, but it is based on behavior. Kim Unti asked whether KCLS monitors parking areas for behavioral issues. Melissa responded that they do not have staff or time to monitor these areas. If someone reports any situations or unwanted behavior, KCLS staff will call the Police. KCLS staff also always offers the use of their phone if patrons want to call the Police ta report any concerns. Melissa also mentioned that they have seen an uptick in incidents happening at the Downtawn Library. The staff is taking positive steps to try and reduce these incidents without having to have Police at all times which is intimidating to patrons. KCLS looks at environmental type things they can do to increase security and deter behavior issues, things such as landscaping, removing benches, shutting off WiFi after haurs. Amy Eggler stated that the KCLS staff receive lots of training for working with mental health issues and how to destress situations. Staff is instructed to walk araund the Library on a regular basis, being present helps to build rapport and alsa deters unwanted behavior. Laurie Beden mentioned that at the Strategic Meeting in Woodmont (Feb. 28) she noticed there was a security person there. Was there any consideration in placing a security person in Renton? Amy said that the level of incidents at Woodmont are extremely high compared to the number reported at Renton. The Highlands �ibrary has a bigger problem with bans and trespassing than Renton location due to the drug dealing and drug use in this area. KCLS continues to support the concept that this area will greatly improve once future development of the park and new housing is completed which should help eliminate some of this problem. R�AB board members commented that they appreciate the time and effort KCL5 has put into this new code of conduct and like the positive approach that is being taken. This is reflective in the outcome. Kim Unti added that she attended the City's Downtown Civic Core Meeting held on March 2, 2017, and wanted to let KCLS know that her discussion group was provided a map with KCLS Downtown �ibrary being the key focus point. Their group was asked how they would get to the library. Later in the conversation it was stated that the Downtown Library is such a beautiful place and it is so underutilized—that they just don't get the word out to the community. Kim suggested that maybe it would be helpful if the City could provide a link to KCLS library programs ta help get the word out to the city residents. VI. CITY REPORT 1 Marviane Van Cleave Maryjane provided handouts to the board; a copy of pages showing information (dates and times) on Summer Programs, including Summer Reading Kick-Off; Free Summer Family Entertainment in Renton Parks & Centers; and Summer Lunch Program. This information will be listed in the "What's Happening"Brochure which is scheduled to go to the printers on Thursday, March 16 far the summer brochure. There was discussion that maybe the brochure would be a good place to add links or put more information regarding KCLS libraries. Maryjane explained that since the Recreation Division is limited on space for this brochure the staff tries to focus on activities happening in Renton. In addition the Recreation Division currently pays far the printing costs fram their budget and the brochure is primarily used to promote recreational programs. She noted that the City is moving to a new website which should be far more robust and have more materials to help meet the huge demand for social media. The city is also considering using an outside company (Project Bionic)to help push out additional information. Our department could have a conversation with the Communications Manager, Dave Neubert to passibly add links for the �ibrary. KCLS is a strong partner for the Recreatian Division and the city recognizes the benefit and partnership and appreciates the feedback. Sunset Neighborhaod Park Update: Maryjane Van Cleave stated that the City is now looking at November for when the park may actually open due to setbacks in the schedule. Maryjane asked for input from the board as to what they want to do regarding the tentative August community celebration. Amy Eggler said that the KCLS management staff has been brain storming and coming up with ideas for the celebration. They want to move forward with having the event in August, 2017. They feel holding the event in August will promate community attendance vs. having it in November. Amy also mentioned that maybe the City can bring in information booths to help provide information on the vision for this area. The date for an August event was discussed; Erica Richey requested that they shaot for early August. Amy will connect with her staff and send the date out once it has been determined. Kim Unti had one concern for the Highlands area. She inquired as to why the Shell gas station next to Highlands Library is working aut af a shipping container. This situation has been there for over a year now. Maryjane advised that we could check with the Community and Economic Development (CED) division and find out what the circumstances are. Lynne will email information on the notes she took to all board members. (Contact's name is Cheyenne Roduin, Director of RTC Library) VII. OI.D BUSINESS Review Final version of Executive Summary: Laurie Beden made a motion ta approve the Executive Summary as presented. Lynne King seconded. All were in favor, motion carried, Executive Summary approved. Amy Eggler requested that a copy of the final Executive Summary be emailed to all board members. Erica Richey agreed and asked that we also send this document to all candidates who will be interviewed for the vacant position, along with the links to board minutes and library board information on city's website. There was not a formal acceptance of the 2017 Goal Timeline as this document is a guideline and may change as event dates are established. In reference to the 2017 Goal Timeline, Erica Richey confirmed that there will be no meeting in July. She also stated since the board is scheduled to attend the Friends of Renton Libraries meeting on August 3, 2017, and is planning to attend and help with the Highlands Community Celebration in August that these events will replace having the official R�AB board meeting in August. Thus there will be no regular scheduled meeting in August (August 16 meeting cancelled). The board members wanted to make sure contact will be made with Council Member Carol Ann Witschi. They would really like to see her come to the April meeting. Maryjane indicated she would connect with Kelly Beymer and extend the invitation to the council member. Lynne King inquired as to what the protocol is for someone running for Council as far as attending a RLAB meeting. The RLAB meetings are apen to the public; however there are some guidelines for those running for office. Maryjane said that she could find the language for a response to that and will let board members know. VIII. NEW BUSINESS Review Applications for New Board Member: Maryjane described the process used by other boards and commissions. Board members reviewed the eight (8) applications received by the March 7 deadline. Of those eight, the board selected four top candidates to be called in for interviews. These candidates will be contacted by the Community Services Administrative affice to schedule interviews. The board requested that interviews be scheduled for Thursday, March 30, 2017 from 3:00— 5:00 p.m. with half hour interviews. Kim Unti and Lynne King volunteered to be on the interview panel. Amy Eggler from KC�S and a representative from the City will alsa be part of the panel. As part of the agreement between the City of Renton and KCLS, two new libraries were to replace the existing buildings. Because of the annexation to KCLS, the Renton Library Advisory Board was created in 2010 to be a liaison between the City of Renton, its citizens and KCLS. All members were interviewed by City and KCLS staff and names put forward to the Mayor for his appointment. King County Library System: The mission of the KCLS is to provide free, open, and equal access to ideas and information to all members of the community. More information about KCLS can be found: https://kcls.org A fundamental principle that guides the work of KCLS is Intellectual Freedom. The rights of library users to read, seek information, and speak freely as guaranteed by the First Amendment. Intellectual freedom is a core value of the library profession, and a basic right in our democratic society. A publicly supported library provides free, equitable, and confidential access to information for all people of its community. More information on this can be found: http://www.ala.org/advocacy/intfreedom What Renton Library Advisory Board Does: The purpose of this Board is to serve in an advisory capacity to the City of Renton Mayor and City Council, and to coordinate with, and provide input to, the King County Library Board and local library officials, regarding the scope and quality of library services provided by the King County Library System (KCLS) to the residents of Renton, and to the extent it is requested to do so to represent the city’s interest before the King County Library Board with respect to such services. Meetings: Third Wednesday of the month, 5:30 p.m. at City Hall in the 7th floor Council Conference Room. To be eligible to be appointed to the Renton Library Advisory Board, you need to be a Renton citizen. Interested persons can fill out an application, submit it to the Mayor’s office, and go through an interview process with the existing Board. The Board then makes recommendations to the Mayor and City Council, who approve the final appointment. Members serve five year terms. Applications can be taken at any time, but interviews will only be conducted when there is a vacancy on the Board.
