HomeMy WebLinkAbout700-06CITY OF 1...-C ; POLICY & PROCEDU RE Subject: CENTRAL SAFETY COMMITfEE Index: SAFETY Number: 700-06 Effective Date: Supersedes: Page: Staff Contact: Approve By: 8/23/2017 6/15/2008 1 of 4 Ellen Bradley-Mak 1.0 PURPOSE: To establish guidelines for the composition and responsibilities of the Central Safety Committee and organization of Departmental Safety Meetings. 2.0 ORGANIZATIONS AFFECTED: All departments/divisions. 3.0 REFERENCES: WAC 296-800-13020 WAC 296-800-13025 Policy 700-05: Accident Prevention Program 4.0 POLICY: It is the policy of the City of Renton to establish a Central Safety Committee in order to evaluate the City's Accident Prevention Program (Policy 700-05), review facility safety and health inspection reports, and review supervisors' occupational injury and illness investigation reports within the established scope of the Committee and, if applicable, make recommendations for improvement. 5.0 DEFINITIONS: Not applicable. Policy 700-06 p. 2 6.0 PROCEDURES: 6.1 The Central Safety Committee is comprised of elected employees from a pre- designated work group or department and assigned management representatives, with an elected chairperson, and such elected, advisory, or other personnel as deemed appropriate by the Central Safety Committee. 6.1.1 The number of employee-elected members must equal or exceed the number of employer-selected members. 6.1.2 The term of employee-elected members must be a maximum of one year. There is no limit to the number of terms either an elected or management assigned representative can serve. 6.1.3 If there is a Committee member vacancy, a new member must be elected/appointed by the respective emp oyees in the represented group, or assigned if the member is a management representative, prior to the next scheduled meeting, if practical. 6.1.4 At least one management representative must be present at each Central Safety Committee meeting. 6.1.5 Employees selected or appointed by the emptoyees' respective bargaining representative or union qualify as employee-elected. 6.1.6 Group representatives, whether assigned or elected, shall be responsible for keeping all of those whom they represent informed of the meetings, events, and activities of the Central Safety Committee. 6.2 The Central Safety Committee shall meet periodically, as scheduled by a majority vote of the Committee members. Meeting duration shall not exceed one hour, unless a time extension is approved by a majority vote of the Committee members present at the respective meeting. Attendance is compulsory, and in the event of a compelling need to be absent, an alternate should attend. 6.3 The Central Safety Committee is responsible for the following duties: 6.3.1 Make recommendations for the development and improvement of a City-wide occupational safety and health program directed toward employee education and awareness; help maintain a safe working environment; and comply with applicable safety regulations to help minimize occupational injuries and illnesses to employees and the associated cost to the City. Policy 700-06 p.3 6.3.2 Review supervisory investigation reports of employee injury incidents and make recommendations for additional corrective or preventative measures, if any. 6.3.3 Prepare written summary minutes of each meeting and preserve them for a minimum of one year, or as otherwise required by law, and make them available for review by safety and health consultation or compliance personnel of the Washington Department of Labor and Industries. The minutes must inctude the results of the majority vote election of the Committee's Chairperson, Vice Chairperson, and Secretary as well as the results for the planned frequency of future meeting dates. 6.3.4 Review safety and health workplace inspection reports to help correct safety hazards and make recommendations for improvement, if any. 6.4 Departmental Safety Meetings 6.4.1 Departments are encouraged to meet periodically to address topics such as safety concerns, safe operations, employee safety training, communication of Central Safety Committee information, and communication of safety-related policies and procedures. 6.4.2 Minutes and documentation of attendance must be taken at all departmental safety meetings and copies submitted to the city's designated Safety Officer in a timely manner. 6.4.3 Departmental Safety meetings may not be used in lieu of participation with the Central Safety Committee. 6.4.4 A record of safety training classes, topics, certifications, and attendance shall be recorded and maintained. Training records can be maintained by the department or sent to the designated Safety Officer for filing. 6.5 Membership on the Central Safety Committee for each one-year term, from May 1St through April 30th, shall be determined as follows: Policy 700-06 p.4 Safetv Committee Representation Matrix rw.,ri. a. ,:. fhd m.
