The proposed activity would be performed for a duration of approximately three weeks, between June 16 h and August 15th each year. The project would occur outside of the Renton city limits, however Renton, as proponent of the project, is acting as Lead Agency for the State Environmental Policy Act(SEPA)review of the proposed project, with agreement by King County and the U.S.Army Corps of Engineers. The gravel placement is required mitigation by the Washington State Department of Fish and Wildlife for the U.S. Army Corps of Engineers Section 205 Flood Damage Reduction Project near the mouth of the Cedar River. Permits and approvals required for this project include: • King County Grading Permit with Sensitive Areas review • King County Shorelines Permit • Washington State Fish and Wildlife Hydraulic Project Approval • Washington State Department of Ecology Water Quality Certification • Washington State Department of Natural Resources Application for Authorization to Use State-Owned Aquatic Lands • National Marine Fisheries Service/ USFW Section 7 Consultation • USACE Public Notification To access the mitigation area, a narrow ramp would be constructed down the north bank of the Cedar River to the river. The gravel would be placed in a long berm near the center of the river. Due to the limitation on access, actual placement of the gravel would utilize either specialized gravel placement equipment to deliver the gravel to the desired location, or equipment such as a Bobcat tracked vehicle to form a berm in the river channel. The project proposal includes a monitoring program as follows: Water Quality During placement of the gravel in the channel, water quality readings will be taken downstream of the gravel berm with a turbidity meter to ensure the project is in full compliance with the Department of Ecology Water Quality Certification. Ambient conditions will be monitored at the same frequency and with the same type of meter immediately upstream of the gravel berm. The readings will be taken three times daily during construction activities. The readings will be recorded and submitted to King County Department of Development and Environmental Services and the Department of Ecology for review after completion of the project each year. If, at any time, during implementation the readings exceed 5 NTU over background when the background is 50 NTU or less, or if there is a ten percent increase when the background is 50 NTU or greater(WAC 173-201A), the project will stop immediately, and the source of the turbidity determined. If the turbidity source is from the gravel, either a new gravel source will be located or construction techniques will be altered to reduce turbidity(ie slowing down gravel placement). If the turbidity source is coming from the equipment and/or ramp, the project will stop until proper steps can be taken to ensure sediment control (ie sediment fencing). Presence of Adult Fish Immediately prior to initiating construction, the site will be snorkeled from the Landsburg Bridge to approximately 0.5 mile downstream for presence of adult salmon or bull trout. If adult fish are located, they will be removed or chased from the site ercrpt prior to initiating the project. The fish may be removed by a biologist gently"pushing" them down or up stream from the project site. Approximately 2 feet of the berm will be exposed above the surface of the river(during low flow periods). Slide slopes would be approximately 1:1 horizontal to vertical. Total area would be approximately 0.21 acre. RECOMMENDATION Staff Recommend that the Environmental Review Committee issue a Determination of Non-Significance-Mitigated(DNS-M) B. RECOMMENDATION Based on analysis of probable impacts from the proposal, staff recommend that the Responsible Officials make the following Environmental Determination: DETERMINATION OF DETERMINATION OF NON-SIGNIFICANCE NON-SIGNIFICANCE-MITIGATED. Because these notes are provided as information only, they are not subject to the appeal process for environmental determinations. The SEPA determination is for placement of spawning gravel located as described in the project proposal submitted, that is, mid-channel of the Cedar River, between River Mile 20 and River Mile 21. If the location for the work changes substantially beyond the location as described, a new application must be made. D. ENVIRONMENTAL IMPACTS In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts:The proposed project will take place primarily in the Cedar River. The amount of material proposed to be placed in the Cedar River over a period of ten to fifteen years is 1,000 cubic yards per year. Trucks and other construction equipment will access the project area from an existing parking lot located west of the Landsburg bridge, on the north side of the Cedar River. A ramp will be constructed from which the mid-channel of the river will be accessed for placement of gravel to form the berm. Due to the proximity of the Cedar River and the sloped river bank, potential for erosion exists near the project site. Therefore, mitigation related to erosion control will be required. Mitigation Measures: The following erosion control measures will be required annually during and following construction: a. Install and maintain temporary erosion control measures for unpaved road, parking, or disturbed areas. b. Minimize disturbance of existing vegetation. c. Place silt fencing along downslope areas abutting the Cedar River for the duration of the project. d. Following construction, annually, revegetate disturbed sloped areas. Nexus: SEPA Environmental Regulations 2. Air Impacts: During the project, dust and emissions from trucks and equipment are anticipated. Dirt on construction vehicle tires may be carried off site and thereby increase air pollution at local roads.Watering of unpaved areas or areas where vegetation has been disturbed may be necessary to reduce impacts of dust. The side slopes of the berm would be 1:1. The total area is approximately 0.21 acre. During construction, water quality monitoring will be conducted upstream and downstream of the gravel placement site to ensure the project is fully compliant with the conditions of the Washington State Department of Ecology Water Quality Certification required for the project. Because of the proximity of the Cedar River to the staging area for this project, the following methods of gravel placement in the river have been proposed in the Draft Biological Assessment(U.S.Army Corps of Engineers, February 14, 2000): 1. Trucks dump down access ramp, gravel is moved and placed by bulldozer(driving above water on gravel berm). 2. A gravel"shooter" is placed at the top of the access ramp, gravel is shot into the channel and subsequently moved and placed by bulldozer(driving above the water on gravel berm). 3. A conveyor belt system is placed on access ramp, gravel is moved and placed by bulldozer(driving above the water on gravel berm). Refueling of vehicles and equipment may take place near the project site, but not within 100 feet of the Cedar River. Due to concerns that supplanted gravels distributed downstream could negatively impact the 100-year floodplain, a study, "Zero Rise Floodplain Analysis for Cedar River near Landsburg,Washington," February 11, 2000, was completed by Golder Associates, Inc. In this study,the annual material to be supplanted, 1,000 cubic yards of gravel, were shown to transport from the study reach after five days in an eleven day long 100-year flood hydrograph. Therefore, the supplementation of 1,000 cy of gravel each year over a ten to fifteen year period would not have an impact on flood levels in the Cedar River. Mitigation Measures: The recommendations of the Draft Biological Assessment(U.S.Army Corps of Engineers, February 14, 2000), or subsequent Final Biological Assessment as approved by the National Marine Fisheries Service, shall be followed prior to, during, and following construction. Based of the information presented, i t appears that the planning process has under estimated the project's impact on Cedar River recreational use at the Landsburg bridge site. Primary issues or limitations identified include the following: ❑ The Pre-Application does not recognize that the project would be placed directly within the only established slalom whitewater course in the Pacific Northwest, a course that has been actively used for over 35 years. ❑ The slalom course use requirements (i.e., flow characteristics, water depth, and season) were not identified in the Pre-Application and therefore could not be evaluated. ❑ The Pre-Application and associated gravel transport evaluation did not attempt to identify the length of time each year that the gravel supplementation would completely eliminate use of the river at the slalom course. In addition, the Pre- Application did not recognize that a significant amount of gravel will remain within the slalom course site year round, modifying hydraulic features of the river such that it will be of little use for future whitewater racers. Consequently, the League of Northwest Whitewater Racers believes that the statement in the SEPA Checklist that the project will have minimal effect to the kayakers is . inaccurate. In order to further clarify our position, additional discussion of the issues raised are provided. As indicated above, the Cedar River at the.,Landsburg site is ;a critical component to whitewater racing in the Pacific Northwest at all levels including recreational competition, National and International competition, and youth development.,This is and 24997 SE 155TH PLACE ISSAQUAH, WASHINGTON 98027 — 2 — February 29, 2000 has always been the only established racecourse in the Pacific Northwest. In fact, there are only two other similar slalom sites in the entire Western United States. Documented use of the course goes back to the early 1960s. Since then kayakers and canoeist of a l l ages and skill levels have used the site: Over the years, a significant numbers of the US • National Canoe and'Kayak Team.`members have developed their racing skills at this site. Scott'Shipley, the.current number'one racer in world grew' up at this site: Attached is a History of Excellence for the Cedar River that documents individuals who have depended on the Cedar River at Landsburg slalom site for their development to National and International status in kayaking and canoeing. Currently, the site is heavily used for recreational level training and competition. There are two established races held on the Cedar River course annually attended by over 100 kayakers and canoeists. In addition, the Cedar River slalom site is integral to youth sports development programs sponsored by local kayaking and canoeing clubs. One day this past February I happened to be working out on the course when Scott and Dick Shipley arrived for a training clinic with over 15 developing kayakers between the ages of 12 and 16. The river use information contained in the Pre-Application was limited to an indication that site is not used by kayakers during low flow periods. This is incorrect. The Cedar River slalom site is used year round, although less between July and mid-September. Even during these low flow periods the minimum depth required to paddle the course is present throughout most of the course. After mid-September, the increased flows enhance the hydraulic features of the course. Increased flows, in combination with variable stream velocities across the channel, eddies behind obstacles, variations on the stream bed topography, produce the turbulent flow conditions required for a high quality slalom race course is present at the Cedar River at Landsburg site. These features and minimum depth are site requirements that must be recognized in the evaluation of project impacts. The final deficiency in the Pre-Application is in the gravel transport analysis. The Pre-Application indicates that gravel will begin to move at 765 cfs. The league acknowledges that the Cedar flows increase above 765 cfs and that gravel will most likely move. However, the critical questions are: > What will be the rate of gravel movement? > How many months will it take to transport 1000 cubic yards of gravel such that the minimum required depth needed to paddle the river is achieved? > What will happen to the stream bed topography during and after the supposed transport period in relation to those features required for the course? The Pre-Application infers all the gravel will be transported annually since the flows needed to move gravel are present. Before impacts can be assessed, additional analysis of the rate of gravel transport in relation to the quantity deposited should be completed. Without such an analysis, it is not possible to determine the number of months that the gravel deposits will block the channel. The League also believes that the project will permanently modify the stream bed topography by filling in all eddies behind boulders, low pockets in the riverbed and the main channel in general. As noted above, these are the critical features that make this site a high quality slalom racecourse that has been a — 3 — February 29, 2000 part of the Pacific Northwest for over 35 years. As designed the project will significantly impact the site and render it useless for slalom racing.. Having said this, the League does recognize the importance of this project:10 the;region's aquatic environment. This reach of the upper Cedar River is located immediately downstream of the Landsburg Road SE bridge in King County, and is approximately 15 miles southeast of the City of Renton. Each year a 500 ft long, 25 ft wide, and 4 ft high berm consisting of about 1,000 cubic yards of gravel will be constructed within the reach. Current use of site and any existing improvement <Current use of site> The project site consists of three existing elements: river, access ramp, and parking lot. The Cedar River is used for recreation and also supports fishery resources. The access ramp is used by boaters to access the river. The parking lot is used by boaters and King County trail users. <Any existing improvement>No site improvements are planned. The gravel is being placed into the river to enhance fisheries habitat. Special Site Features The sole special site feature is the Cedar River. Gravel will be placed in the Cedar River to improve chinook spawning habitat. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site,if any: After project implementation, any disturbed areas will be replanted as needed. Typical vegetation for re-vegetation enhancement will use native grasses and groundcover, ie: salal, huckleberry or other low growing riparian vegetation. Re- vegetation is intended to provide stabilization of disturbed areas, and to discourage the growth of unwanted non-native species such as Himalayan Blackberry and Reed Canary Grass. The project is part of an ongoing spawning gravel enhancement project and will continue to require maintenance in the future, monitoring of the re- vegetation to insure native plant growth is part of the project. When gravel supplementation is completed in the year 2010 the disturbed area(s)will be replanted with native conifers to provide shade and a source of large woody debris. 5. ANIMALS a. The goal of the mitigation project is to enhance salmonid spawning habitat in the upper reaches of throughout the Cedar River,specifically in R1VI20-21. Vegetation disturbance will be minimized and replanted after project implementation. 6. ENERGY AND NATURAL RESOURCES a. LAND AND SHORELINE USE a. What is the current use of the site and adjacent properties? The current use of the project site and adjacent properties is primarily recreation including hiking trails,horseback riding, bicycling, canoeing/kayaking, and bird watching.Adjacent to the proposed site is a trailhead which provides parking and loading and unloading areas for recreationalists.Some of these uses are described in more detail below. The project site is the mainstem Cedar River directly downstream of the Landsburg Bridge. Adjacent to the riparian zone on the right downstream bank,for the extent of the project reach (RM 20-21), is a King County Parks recreational trail utilized for biking, walking, and horse back riding. A trail also exists on the left downstream bank for a limited distance along the project reach(see attached maps). A kayaking slalom course exist within the channel, both upstream and downstream of the Landsburg Bridge. The course consists of poles suspended above the channel used to kayak around during races. The president from the kayaking club has met on-site with the City of Renton and is aware or the project. There may be a way to avoid damage or possibly enhance the course during and after implementation, and possibly enhance it. b. Has the site been used for agriculture?If so, describe.
