Project Description: A. Site improvements to an area of approximately ½ acre. B. Demolition of a building of approximately 3, 500 sf. C. Construction of a new building approximately 2, 800 sf. 2. Cost:A. Maximum allowed construction cost ( MACC) is approximately $ 2, 320, 000 3. Project Schedule: A. Work of this proposal to commence upon notice to proceed. B. Land- use and hearing examiners application to occur in October 2022. C. Building permit application to occur in December 2022. D. Project to advertise to bid in February 2023. E. Construction to commence in May 2023. F. Construction is to be substantially complete in the fall of 2023. G. Work of this proposal to be complete December 31 st, 2023. This Project schedule and costs are based on the building being procured through a cooperative purchase agreement. If the building is publicly bid the milestones dates noted above will extend and costs will increase. 4. Bid Packaging: A. Site work to be publicly bid. B. Building to be procured through a cooperative purchase agreement and cost to be negotiated with vendor. 5. Proposed Consultant Team: A. Architect: Greene Gasaway B. Structural: Greene Gasaway C. Mechanical: Hultz / BHU D. Electrical: Hultz / BHU E. Civil: AHBL F. Landscape: AHBL G. Cost Estimating: Acker Consulting H. Hardware: Gordon Adams Scope of Services 1. Schematic Design: A. Confirm project scope with Owner. B. Prepare for and attend meetings as necessary. C. Review project with authority having jurisdiction. KLELW 2 D. Deliverables to include site, floor and roof plans, elevations and building sectionstoidentify: 1) Organizational and spatial relationships and adjacencies. 2) Site and building systems and materials. E. Work of this phase to be advanced based on attached site and floor plan. 1) See Exhibit A. 2. Design Development: A. Prepare for and attend meetings as necessary. B. Expand Schematic Design deliverables to include sections, select details and schedules to include: 1) Site and building systems components. 2) Materials and finishes. 3. Construction Documents ( GGA site Development Bid Package): A. Prepare for and attend meetings as necessary. B. Expand Design Development deliverables to include drawings and specifications necessary to construct work. C. Incorporate the following Owner provided documents: 1) Division 0 and 1 contracting documents. 2) Survey. 3) Geotechnical report. 4) Hazardous materials abatement plans and specifications. 5) Modular building plans ( For reference). D. Bidder design systems to include: 1) Fire alarm systems. 2) Fire sprinkler systems. 4. Construction Documents ( Modular Building Vendor Package): A. Provided by modular vendor. B. Review plans to ensure compliance with program requirements. C. Incorporate into building, mechanical, plumbing and electrical plan review applications. D. Incorporate into Site Development Bid Package for reference. 5. Agency Review: A. Submit the following for agency plan reviews. 1) Land- use. 2) Hearing examiner. 3) Public works grading. 4) Building. 5) Mechanical. 6) Plumbing 7) Electrical. B. Respond to questions. C. Issue clarifications. D. Applications not identified under 4. B above shall be submitted by contractor. 6. Bid and Award: A. Attend pre- bid walk- through. B. Respond to questions and issue addenda as needed. C. Review bids and recommend action. 7. Construction Administration: A. Respond to questions and issue contract modification documents. B. Review application for payment requests. C. Visit site periodically to review compliance and progress. D. Attend job meetings. E. Review submittals. 3 F. Review testing and inspection reports. 8. Project Closeout: A. Prepare preliminary and final punch- lists. B. Issue certificate of substantial completion. C. Review final payment and closeout submittals. D. Review O & M Manuals and as- built drawings. E. Recommend final acceptance. F. 1 year warranty walkthrough. Basic and Other Services Proposed Fee 1. Additional Services Requiring Authorization Service requiring authorization by Owner to proceed with including: 1. Right- of- way Improvements. 2. Watermain extension across Rainier Avenue. 3. Variance assistance. 4. Survey allowance. 5. See Exhibit B for costs. Owner to Provide Task to be performed and items to be provided by Owner to include. 1. Payment of permits, fees and reimbursables. 2. Legal descriptions and tax lot numbers. 3. Record drawings of existing building. 4. Boundary, topography, utility and surface feature survey. 5. Division 0 bidding, contract and agreement documents. 6. Services noted under Owner Provided Services below. Owner Provided Services Services to be provide by Owner to support project including: 1. SEPA preparation, processing, communications and closure. 2. FAA coordination, document preparation and communications. 3. Easements, dedications and similar property actions. 4. Geo- technical report and design and construction support. 5. Hazardous materials report and design and construction support. 6. Traffic impact analysis report. 7. Structural construction testing, inspections and reporting. 8. Other special inspections and testing where necessary. 4 9. Furniture and equipment procurement, delivery and installation coordination. 10. Move planning, procurement, coordination and oversight. AdditionalServicesServicesin addition to those identified under Scope of Services and include: 1. Governing agency changes that contradict their standards or information previously provided. 2. Changes in project scope and schedule. 3. Hidden conditions discovered during construction. 4. Owner requested contract modifications during construction. 5. Right- of- way and site improvements beyond scope of limits of work on Exhibit A. 6. Bus stop improvements. 7. Mechanical and electrical commissioning design and construction support services. 8. WSSP or LEED implementation. 9. Energy Life Cycle Cost Analysis. 10. Value Analysis and Constructability participation. 11. CADD File as- builts. 12. Additional services shall be invoiced at cost plus 5%. ReimbursablesCosts to be submitted by Greene Gasaway for reimbursement include: 1. Oversized printing and reports. 2. Owner requested printing 3. Permitting and bid documents. 4. Reimbursables will be invoiced at cost plus 5% percent. 5. An allowance of $ 2, 000 is included in the proposed fee. Hourly Rates 1. Fee shall be invoiced hourly not to exceed the amounts indicated. 2. Consultants shall be invoiced at cost plus 5%. 3. Payment is due in full within 21 days of date of invoice. An interest rate of 1- 1/ 2 % per month will be added to all accounts past due 30 days. Work may be stopped on all accounts 60 days past due. 4. Job site safety and construction means and methods shall be the sole responsibility of the contractor( s) performing the work. 5. Greene Gasaway shall be named as additional insured by the contractor( s) performing the work. 6. The Owner shall be responsible for the operation of the facility upon occupancy. Ok.
