There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the required setbacks, lot coverage and height requirements of Section 4-711 (B-1 District) of Title IV, Ordinance No. 1628, Code of General Ordinances. in addition, the applicant indicated that the proposal shall meet.. the landscape and setback requirement., of Section 4-730 (M-P, Manufacturing Park) which are more restrictive than the proposed B-1 zone. 8. The subject property is located on the southeast corner of S.W. Grady Way and Oaksdale Avenue S.W. adjacent to FAI-405. The property has been cleared of most natural vegetation and has been graded and filled to provide a level building site. 9. The property is presently classified as GS-1 which may be used for single family residential development. Both the Comprehensive Plan of the City of Renton and the Green River Valley Comprehensive Plan indicate that the subject property is suitable for the development of a manufacturing park and large scale commercial development. 10. The applicant proposed to develop parking which is associated with the adjacent B-1 property to the south and east upon which the applicant is developing an 83,000 square foot office structure. 11. Property north of Grady Way and north of the subject property is a mixture of zoning types including L-1 (Light Industry) and M-P (Manufacturing Park) which encompasses the Earlington Industrial Park. 12. The area is in transition from older single family residences and undeveloped properties to light industrial, warehousing and commercial office uses. 13. The subject property was annexed into the City of Renton in 1959 and the GS-1 classification was applied at that time. The property's previous owner specifically remained out of the rezone of the adjacent large B-1 rezone to the east. 14. The subject property is actually comprised of two separate parcels which are divided by the vacated right-of-way for S.W. 11th Street. CONCLUSIONS: 1. The proponent of a rezone must demonstrate compliance with at least one of the three criteria listed in Section 4-3014 which provides in part that: a. The site has not been considered in a previous area-wide rezone or land use analysis; or b. The subject site is potentially zoned for the new classification per the Comprehensive Plan; or c. There have been demonstrated changes in the development pattern in the area since the last rezoning action. The applicant has demonstrated that the necessary criteria to permit a rezone of the subject property has been met. 2. The current classification, GS-1, was applied to the subject property at the time of annexation in 1959 and since the Comprehensive Plan study in 1965 and the Green River Valley Comprehensive Plan of 1976 the area has not been reclassified. Both of these comprehensive plans indicate that the subject site is suitable for the type of development proposed. Large scale commercial operations such as the applicant is constructing on the adjacent property and proposing for this property are compatible with the Comprehensive Plan designation of Manufacturing Park. In addition, the proposed reclassification is compatible with the B-1 classification of this large adjacent parcel which the applicant is developing to the south and east, and would therefore be preferable to creating a small, M-P island at this location. To meet the intent of the Green River Valley Comprehensive Plan on landscape and setback requirements the applicant has indicated willingness to develop the property under the requirements of Section 4-730 which imposes greater setback and landscaping requirements than are required in a B-1 zone. These restrictions should be made a condition of the rezone. 4. The development of the adjacent property with the large office structure and its requirement for a large parking area as well as the development of other nearby parcels and the recent rezone of the Earlington Golf Course all further indicate that the timing of the proposal meets the requirements of Section 4-3014.A.3. Circumstances in this area have undergone signficant and material change since 1959. 5. The location of FAI-405 would generally preclude the use of this property for residential development and the proposed rezone will permit the applicant to make reasonable use of the subject property and also increase the tax base for the City of Renton and permit further diversification of the types of businesses locating in the Green River Valley. RECOMMENDATION: For each of the reasons enumerated in the findings and conclusions, the City Council should approve the reclassification of the subject property subject to the execution of restrictive covenants to develop the property under the setback and landscape requirements of Section 4-730 (M-P, Manufacturing Park) .
