GRAMPS , File No : R-454-79 JANUARY 15 , 1980 PAGE TWO The slippage potential is moderate. This soil is used for mostly timber. Some areas on the lower parts of slopes are used for pasture . 3. Vegetation : The northerly portion of the site consists of numerous Douglas Fir trees whil to the south lawn grass with scattered shrubs are the rule. 4. Wildlife : The existing vegetation on the site provides suitable habitat for birds and small mammals . 5. Water: No surface water was evidenced on the site (January 3, 1980) . 6. Land Use: A single family residence and older duplex are found in the westerly portion of the subject site . E. NEIGHBORHOOD CHARACTERISTICS : The surrounding properties are a mixture of undeveloped, single family residential and low to medium multiple family residential . F. PUBLIC SERVICES : 1 . Water and Sewer : A 12" water main extends east-west on Sunset Blvd. N.E. adjacent to the subject site and a 6" main runs north- south along Newport Avenue N.E. within 300 feet to the west . 8" sanitary sewers are located on both Newport Avenue N.E. and Sunset Blvd. 2. Fire Protection : Provided by the Renton Fire Department per ordinance requirements. 3. Metro Transit Route #107 operates along N.E . 12th Street within mile to the south of the subject site . 4. There was no opposition to the proposal expressed. 6. The subject property is located on the north side of Sunset Boulevard N.E. between Newport Avenue N.E. (approximately 170 feet to the west) and Union Avenue N.E. 7. The site slopes downward from Sunset at approximately a 7-8% grade. There is erosion and slippage potential and there is runoff because of the slope. 8. An existing single family home and a duplex are currently located on the western portion of the subject site. The site contains Douglas fir trees in the north portion of the site and lawn grasses in the southerly portion of the subject site. 9. The development in the area consists of a mixture of development types, although there are a large number of undeveloped properties in the vicinity. There are single family residences to the north of the subject site in a moderate sized subdivision. Single family residences on large lots front on Sunset Boulevard east and west of the subject property. 10. The zoning districts in the area are a mix of GS-1, east, west and south of the subject property, SR-1 (Single Family Residential; minimum lot size - 7,500 square feet) , north of the subject property, and R-2 directly south across Sunset and east. 11. The Comprehensive Plan indicates that the area in which the subject property is located is suitable for low density multifamily residential development. 12. The subject site was annexed into the city in August of 1957 and the current classification, GS-1, was applied at that time. The R-2 property located across Sunset Boulevard N.E. from the subject property was reclassified to R-2 in 1971. The R-2 parcel 500 feet east of the subject property was also rezoned in 1971. CONCLUSIONS: 1. The proponent of a reclassification must demonstrate compliance with at least one of the three criteria listed in Section 4-3014 which provides in part that: a. The subject site has not been considered in a previous area wide rezone or land use analysis; or b. The subject site is potentially zoned for the new classification per the Comprehensive Plan; or c. There has been demonstrated change in the development pattern in the area since the last rezoning action. The applicant has demonstrated that the necessary criteria to permit the rezone of the subject property has been met. 2. The Comprehensive• Plan designates the area in which the subject property is located as suitable for the development of low density multiple family units. The applicant has proposed to rezone the subject property R-2, which permits the establishment of duplex units on parcels containing 7,200 square feet in area. The proposal is compatible with the designation of the Comprehensive Plan. 3. There have been two prior rezones to R-2 in the vicinity of the subject property. One of those sites is directly south of the subject property; the other, also, lying along Sunset Boulevard N.E. is only 500 feet to the east. The applicant is proposing similar treatment of the subject property which fronts on Sunset Boulevard N.E. 4. While there are parcels of single family development along Sunset, a well-integrated .duplex development on the 45,000 square foot site the applicant proposes will not adversely impact these nearby properties which remain in single family uses. The subject property's classification to R-2 and development of duplex units will provide a buffer between heavily traveled Sunset Boulevard N.E. and the single family homes to the north. The letter explained that Mr. Reinhardt is leasee-operator of the Rainier Union 76 Station at 320 Rainier Ave and that the two businesses will operate compatibly. Appointment Mayor Shinpoch appointed Karen Lunder to the Municipal Arts Commission to complete the term of Lloyd Meeks who has resigned; term effective through 12/31/81 . Cedar River Planning Department Housing and Community Development Coordinator Trail requested an Ordinance appropriating $1 ,900 from donation of The Boeing Company for recreation facilities on Cedar River Trail near Boeing, to the Trail Construction Fund. Refer to Ways and Means Committee, Superior Letter from Superior Fast Freight, 400 SW 34th St. , requested Fast Freight a latecomer agreement for improvements at 400 SW 34th St. LCAG as water line and hydrants were installed at larger volume than needed by Superior Fast Freight which was directed by the City Engineering Department.
